Context and Rationale
School Improvement Plan (SIP) has been a fundamental
feature of the Department of Education’s (DepEd) school
reform particularly in the School-Based Management (SBM)
thrust. It serves as organizing documents that detail school
heads' goals for improving educational practice, learning
outcomes and implement initiatives to achieve the goal of
providing access to quality education through shared
governance. It is evident that schools have SIPs that lays
down specific interventions that will undertake within a
period of three consecutive school years.
Context and Rationale
But the adaptive challenges of SIP actual implementing are
incredibly difficult and require discipline, visibility, vulnerability
and collaboration especially with the threat of the COVID-19
pandemic. There are ample resources that can be used to create an
SIP with the inclusion of the Learning Continuity Plan but very
few school heads have any formal training in creating the systems
used to implement, monitor, and respond to improvement plan
efforts. Today, School Leaders training for implementing
programmatic changes is almost trial and error on the job training.
Context and Rationale
This action research study will gauge the elementary
school heads sense of ownership and its effect in
improving School Improvement Plan (SIP).
Furthermore, this will enhance the school heads
knowledge on proper SIP usage through Professional
Development Intervention or trainings that can be
designed to engage school heads to reach the School
Improvement Plan (SIP) goals.
 Action Research Questions:

1. To what extent do school heads agree with the statement “I am familiar

with most of the major points of the School Improvement Plan (SIP)”?
2. To what extent do school heads agree with the statement “The School
Improvement Plan’s (SIP) ability to effect changes in instruction and
school quality in the new normal school system”?
3. What Professional Development Intervention can be designed to
engage school heads to reach the School Improvement Plan
(SIP) goals?

Cost Estimates

This training will not be charged to any government

and local funds. Funding can be generated from Basic
Education Research Fund (BERF) amounting to Php
100,000.00 or from personal funds to defray materials
and other resources needed
