The Emergence of a Warlord Politician: Gaius Marius
Gaius Marius, the pioneer of warlord politicians in the Late Republic, reshaped Roman politics with
his methods and was a model for Sulla, Pompeius, Caesar, Antonius, and Augustus, forming the
last age of the Republic. The vicissitudes which consisted and transformed Marius’ political
methods were also inspiring for populares. During the conflict between optimates, senatorial party,
and populares, men of people in the Late Roman Republic, because of restriction populares’
political space by senatorial government and failures of senatorial oligarchy in domestic and foreign
affairs caused to transform Marius’ career from typical popular politician to warlord politician.
Marius' position in popular politics until the year his first consulate, 107 B.C., his separation from
traditional politics, and the condition of senatorial oligarchy in this period, is evaluated in this study.

BİR ASKER SİYASETÇİNİN DOĞUŞU: GAIUS MARIUS
Gaius Marius, Roma’nın Geç Cumhuriyet döneminde ortaya çıkan ve asker siyasetçi olarak da
tanınan güçlü liderin ilkidir. Onun ortaya koyduğu yöntemler Roma’nın geleneksel iki kutuplu
optimates- populares siyasetini başkalaştırmış, Sulla, Pompeius, Caesar, Marcus Antonius,
Augustus gibi Cumhuriyet’in son dönemini şekillendiren figürlere rehberlik etmiştir. Marius’un
siyaset tarzını şekillendiren ve dönüştüren unsurlar -Senato partisi optimates ve halk davasını
savunan populares arasındaki çatışmada popularesin siyasi hareket alanının daraltılması, senato
oligarşisinin Gracchus sonrası dönemde iç ve dış politikadaki başarısızlıkları- aynı zamanda
kendinden sonraki populares siyasetini de etkilemiş, halkçı bir siyasetçi olarak başladığı siyasi
kariyerinin asker siyasetçiye evirilmesine neden olmuştur. Bu makalede Marius’un ilk consullük
yılı olan İÖ 107 yılına değin halkçı siyaset içindeki konumu ve bu süreçte senato oligarşisinin
durumu bağlamında geleneksel siyasetten ayrılışı tarihsel veriler ışığında değerlendirilmiştir.

The reform program of Tiberius Gracchus which mainly aimed to stop proleterazation of farmer soldiers was suppressed with blood by the senatorial oligarchy in 133B.C.. Gaius Gracchus was elected as tribunus of plebs ten years after the death of his brother and his followers and became the leader of the popular party. Gaius maintained his brother’s program by founding new colonies and protecting small-sized farmers. With recognizing some privileges and creating opportunities to collect the support of various parts of the Roman community such as equities, plebs urbana, and plebs rustica differentiated his program from his brother’s. Gaius Gracchus’s intention for granting the franchise to Italian allies thus to raise the number of his supporters from the whole of Italy was encountered opposition from the optimates, the party of senatorial oligarchy. Gaius Gracchus’ political strategy contributed to the spectrum reaching socio-political limits of Repulic within political polarization in the Late Republican period.

Tiberius Gracchus’un İÖ II. yüzyıldan itibaren giderek derinleşen ve Roma ordusunun bel kemiği niteliğindeki çiftçi-askerlerin mülksüzleşmesiyle gün yüzüne çıkan krizi toprak reformuyla aşmayı hedefleyen programı, nobilitastan (soyluailelerden) terkip eden senatus oligarşisi tarafından kanla bastırılmıştır. Gaius Gracchus, ağabeyi Tiberius ve takipçilerinin öldürülmesinden yaklaşık on yıl sonra tribunus seçilerek halk partisinin (populares) liderliğine geçmiştir.Gaius Gracchus’un koloni kurulumu ve küçük üreticileri koruyan çeşitli yasalar üzerinden ağabeyinin reformlarını sürdürmüştür. Gaius’un stratejisini farklılaştıran Roma siyasetinde kökleri patricii-plebes mücadelesi dönemine değin uzanan populares (halkçılar) optimates (“eniyiler”-muhafazakarlar) şeklinde İÖ III. yüzyıldan itibaren tebarüzeden siyasi kutuplaşma içerisinde populares yararına toplumun farklı kesimlerinden destek sağlama çabasıdır. O, reform programını başarılı kılmak amacıyla equites (atlılar), plebs urbana (şehirli avam) ve plebs rustica (taşralı halk) gibi Roma toplumunun farklı kesimlerine imkanlar ve imtiyazlar yaratmıştır. Italia’daki müttefik hukuklu topluluklara oyhakkını vererek siyasi mücadelesine tüm İtalya sathından destek toplamak istemesi, senatus oligarşisini meydana getiren optimatesin engellemesiyle karşılaşmıştır. Gaius Gracchus’un reform programı kapsamında izlediği strateji, Geç Cumhuriyet Dönemi’ndeki siyasi kutuplaşmada Cumhuriyeti sosyo-politiksınırlarına ulaştıracak tayfı sunmuştur.

Marius, ilk consulluğu için girdiği seçimlerde proconsul Mettelus’u Numidia Savaşı’nıgereksiz yere uzatmakla itham etti. Bu nedenle, Iugurtha’yı yakalayıp Roma halkınateslim etme vaadini yerine getirmesi için öncelikle çoğunluğu proletarii kesimindenvatandaşların oluşturduğu gönüllülerden asker topladı. Bu uygulamaya değin Romavatandaş ordusu celplerinde, vatandaşların gelirlerine göre kayıtlandıkları beş sınıftanbirine mensup olmaları dikkate alınmıştır. Ordunun karşılaştığı insankaynağı sorununa pratik bir çözüm bulan Marius, dönem koşullarının ve senatusa muhalifkesimlerin zorlamasıyla askerlerini siyasi bir araç olarak kullanarak populares hareketini dönüştürdü. Bu çalışmada öncelikle ordu reformunu gerekli kılan tarihsel koşullar elealınmaktadır. Bunun yanında Roma Cumhuriyet tarihi boyunca askerlik ve siyasi temsilarasındaki ilişki, centuria meclisi üzerinden incelenmektedir. Bu bağlamda Marius’unordu reformunu mümkün kılan siyasi krizlerin arka planında yer alan senatus - popularesçatışması çalışmanın odağında bulunmaktadır. Böylece, asker celbindeki yeniliğin Roma siyaseti içindeki sonuçlarının daha açık bir şekilde anlaşılması hedeflenmektedir.

In his electoral speech for 107 B.C., Marius held proconsul Mettelus responsible forunjustifiably lengthening of the Numidian War. In order to fulfill his promise of swiftlyending war and capturing Iugurtha, he drafted volunteers among proletarii in his army.Before that, Romans were called into the citizen army according to their positions in fiveclasses in which citizens were registered according to their wealth and which was also thebasis of the Centurian assembly. Marius' enrollment was applied against senatorial noblesin accordance with political polarise between optimates and populares. As a result of thesocio-economic crisis of the second century B.C. enrolment of assidui, Roman middle-class farmers, became harder this century. While Gracchi aimed to enhance the people’seconomic conditions with the agrarian reform program and also tried to overthrowsenatorial hegemony over the Roman constitution to the advantage of the popularassemblies and people’s representatives. Although the senate repulsed the Gracchanreform movement, the political crisis in the Late Roman Republic created a popular leaderwho enrolled proletarians in the army. Violence and corruption in the post-Gracchan eraled the politicians who opposed the senatorial government to invent different politicalmethots. Marius, who solved the manpower shortage of the Roman army, because of thepressure of the conjuncture, by using his veterans as a political tool, converted popularesmovement. The conditions which were demanded military reform are primarily argued inthe paper. In addition, it aims to clearly comprehend the position of military reforms inRoman politics through relation to military and political representation. The conflictbetween the senate and populares as being the background of the political crisis whichwas made possible the Marian military reforms consists focus of the study.

Türkiye toprakları, günümüze değin farklı medeniyetlere mensup çok sayıda insan topluluğuna ev sahipliği yapmıştır. Eskiçağ tarihinin zamansal sınırları düşünüldüğünde, söz konusu coğrafyada yaşamış insan topluluklarının önemli bir kısmının tarihi Eskiçağ tarihi araştırmaları kapsamında incelenir. Bu bağlamda bir inceleme ile Karadeniz Bölgesi’nin batı kesimine tekabül eden ve Eskiçağ’da Paphlagonia olarak adlandırılan bölgenin geniş bir kültür yelpazesine sahip olduğu dikkati çeker. Paphlagonia’nın sınırları tarihi süreçte değişiklik arz etse de Eskiçağ boyunca bu bölgenin sınırları içinde yer aldığı bilinen Kastamonu ve Eskiçağ’da burada yaşayan insan toplulukları çalışmamızın odağını oluşturmaktadır. Kastamonu coğrafyasında yaşamış ya da bu coğrafya ile etkileşimde bulunmuş insan topluluklarının bakiyeleri, Kastamonu’nun insanlığın erken dönemlerinden itibaren bir çekim merkezi olduğunu ortaya koymaktadır. Bu bakımdan insanlığın tarih öncesi dönemlerinden başlanarak Hitit, Yunan ve Roma dönemlerini de kapsayan veriler ışığında Kastamonu’nun Eskiçağ tarihine bütünlüklü bir yaklaşımın elzem olduğu aşikârdır. Çalışmamızın amacı, Kastamonu’nun Eskiçağ tarihini ve bu tarihi şekillendiren farklı medeniyetlere mensup insan topluluklarının bölgedeki faaliyetlerini Roma Egemenliğinin başlagıcına kadarki kesitini kronolojik bir bağlam içinde sunmaktır.

Paphlagonia, farklı dönemlerde Hitit, Pers, Makedonya, Pontos, Bithnynia ve Roma devletlerinin egemenliği altında kalmıştır. Bununla birlikte Kaškalar ve Paphlagonların kendi siyasi örgütlenmelerini tesis ettiği de anlaşılır. Paphlagonia bölgesinde siyasi örgütlenmeyi tesis etme yolunda ilk adım İÖ XIV. yüzyılda Kaškalar tarafından atılmıştır. Ege Göçleri çerçevesinde Anadolu’ya gelen halklardan olabileceği düşünülen Paphlagonlar ise adlarını verdikleri Paphlagonia bölgesinde tarihi kayıtlardan izi sürülebilecek bir krallığı kurmuşlardır. Bu anlamda Paphlagonların kendilerinden önce Paphlagonia’da yaşamış ve belirli bir siyasi örgütlenme tecrübesine sahip Kaškalar ile kültürel etkileşimde oldukları öne sürülebilir. İki halk arasındaki kültürel sürekliliğin varlığını, İlyada destanındaki bazı verilerin dilbilimsel analizi ile ortaya çıkarmak mümkündür. Paphlagonlardan Pers hâkimiyeti dönemine değin bahsedilmese de tarihi kayıtlar, aynı zamanda onların toplumsal ve kültürel yönlerden benzeştikleri Frigler gibi güçlü bir liderin hâkimiyetindeki aşiretlerin birliğine dayanan siyasi örgütlenmeye sahip olduklarını ve yaşadıkları coğrafyanın bu siyasi örgütlenme biçiminin devamlılığını sağlamada etkili olduğunu düşündürmektedir. Bu çalışmada Paphlagonların önceki tecrübeleriyle Pers ve İskender İmparatorluklarının hakimiyetinde tesis ettikleri otonominin, Paphlagonia’nın coğrafi ve toplumsal özellikleriyle ilgisi yanında söz konusu imparatorlukların iç dinamikleriyle ilgisi de araştırılmaktadır. Çalışmada ayrıca İÖ II. yüzyıldan itibaren Bithynia ve Pontos krallıklarının Paphlagonia üzerindeki hakimiyet çabalarının ve Roma hakimiyetinin getirdiği politik durumun, eskiçağ kaynaklarında geçen Paphlagon yönetici sınıfının siyasi pozisyonuna etkileri değerlendirilmektedir.
Abstract
Although Paphlagonia, remained under Hittite, Persian, Macedonian, Pontic,and Bithynian Roman sovereignty, it is seen that Kaškians and Paphlagonians had their political organization in the historical process. The Kaškians took the first step towards establishing political organization in the Paphlagonia region in the XIVth century BC. The Paphlagonians, considered among the peoples who came to Anatolia with Aegean Migrations, established a kingdom in the region of Paphlagonia, which they named after themselves. The relationship between the Paphlagonians and the Kaškians, who had the experience of political organization,could be traced through the Iliad epic as vowel parallelism between Kaškian and Paphlagonian names were revealed with linguistic methods. Although the Paphlagonians were not mentioned in ancient sources until the Persian domination,it is thought that they had a similar political organization with the Phrygians, with whom they had social and cultural commonalities, and that the geography they lived in was influential in ensuring the continuity of their particularist political organization. It is suggested that the autonomy of the Paphlagonians under the rule of the Persian and Alexander Empires stemmed from Paphlagonia's geographical and social characteristics and the internal dynamics of both empires. The attempts of the Bithynian and Pontic kingdoms to dominate Paphalagonia from the second century BC onwards and the political situation brought about by Roman rule can be understood by evaluating how the Paphlagonian ruling class is portrayed in ancient sources.

Paul's missionary journeys to the province of Asia occurred during a pivotal period in the history of early Christianity. This was a time of great change in religious discourse, during which the question of integrating aspects of Jewish law into Christian practice was a key issue under discussion. The attitudes of Peter and Paul towards gentiles were fundamentally distinct from those of traditional Jewish Christians, who were defending the validation of Mosaic law in the new religion. The Acts of the Apostles and the Epistles of Paul contain detailed accounts of the conflicts between traditional Jewish Christians, who advocated for circumcision, and Hellenistic Jewish Christians. The missions undertaken by Paul reflect the openness of Hellenistic Jewish Christians to those who had recently converted to their faith. In his role as an apostle to the Gentiles, Paul's engagement with Asia Minor was significantly shaped by his knowledge of Hellenistic culture. His missions were primarily directed towards non-Jewish audiences, yet he also engaged with substantial Jewish communities in urban centers. Such cities were home to groups such as God-fearers and proselytes, who were already inclined towards Judaism and monotheism. This context provided an optimal setting for Paul's endeavors to establish Christianity as a discrete religious entity. His methods, which included inviting Gentiles to synagogues, critiquing polytheism, and using Stoic philosophical themes as a basis for argument, played a crucial role in this transformation. However, despite his travels and efforts, there is a notable absence of subsequent references to his missions beyond the Hellenistic cultural sphere. This suggests limited success in expanding Christianity outside this region. Pauline congregations in Western Anatolia, situated at the main nexus of Hellenistic cultural influence, played a seminal role in the expansion of Christianity.

This study will examine how early modern Ottoman medicine used fragrances to prevent the contagion of the epidemic. The main question of this study is why and how the Ottomans used fragrances in the treatment of the epidemic. For Classical Islamic scholars and the Ottomans, as their successors, one of the reasons for the spread of epidemics is the theory of miasma which signifies the negative effect of the presence of foul odors and spoiled air on the human body. On this point, Islamic medical scholars often suggested that during the spread of epidemics such as tā'ūn (plague), the spoiled air in the places where people live should be cleaned, and foul odors should be removed. They prepared some special fragrance recipes for therapeutic purposes for individuals to use on their own bodies.

The so-called "classification of sciences" genre was an important part of medieval Islamic literature. In several studies on this genre, scholars attempted to make an epistemological and ontological classification of the various branches of science. Although medieval Islamic intellectuals constructed different systems in the classification and ontological definitions of the sciences, they largely adhered to the classification system of Ancient Greek thinkers, especially Aristotle. Early modern Ottoman scholars largely continued this type of classification and definitions systematically constituted in medieval Islamic literature. In these studies, like their predecessors, Ottoman scholars answered questions likewise their Ancient Greek pioneers. Within the framework of these studies, the mission, aims, functions, theories, and practices of botanical sciences within the scope of natural philosophy have also found a place and discussed. Botany, and its sub-disciplines had similar positions both in medieval Islamic literature and early modern Ottoman thought. Medieval Islamic scholars such as al-Dinawarī (d. 282/895), Ibn al-'Awwām (d. VI./XII.), and Ibn al-Baitār (d. 646/1248) emphasized that botanical sciences contributed theoretically to increasing crop productivity and plant diversity in agricultural production. Thus, Ottoman authors not only adhered to the mission their predecessors ascribed to botanical sciences but also continued the tradition of scientific literature produced by them in these disciplines. The Subject Matters of the Sciences by distinguished Ottoman scholar Taşköprīzāde Ahmed Efendi (d. 968/1561) is one such example.

Since the mid-nineteenth century the printed press had become a platform for Ottoman men to discuss their plans to build the “ideal society”, which entailed creating the “ideal woman,” since women constituted half the population and raised the new generations. The male intellectuals and bureaucrats had argued, for decades in the pages of newspapers, about what women’s status and roles in family and in society should be. However, the male monopoly on the “woman question” in the public discourse came to an end with the 1908 Revolution, as educated, upper-middle and middle class Ottoman women in urban areas created their own, independent, and free press. In this article, through an extensive study of their writings from the post-revolutionary period, I will explore how women developed an alternative discourse on “the woman question” by formulating a new language based on equality, and constituted a counter-public by propagating their ideas to tens of thousands of people as well as mobilizing public opinion to improve women’s lives and rights.
