The integration of urban management and the Islamic Council of Cities has emerged as a new approach in participatory management to solve problems and plays an important role in urban life. The Program and Budget Commission is one of the most basic commissions in terms of financial burden among all the commissions in the council are counted. The purpose of this study was to investigate the effect of the supervisory dimension of the Program and Budget Commission of the Islamic Councils of the cities of North Khorasan Province on other dimensions of the above commission such as planning dimension, approval dimension, executive dimension and cooperation-consulting dimension. The method of the present study was survey-descriptive. A researcher-made questionnaire was used to collect data; the reliability coefficient of the questionnaire using Cronbach's alpha was 0.889. SPSS and EXCEL software were used to analyze the data and descriptive statistics and inferential statistics were used. The results of the research showed that the supervisory dimension has an effect on the executive dimension, and the cooperation-consulting dimension and there is a significant relationship between them; but the supervisory dimension does not affect the planning dimension and the approval dimension. Although the oversight dimension seems to have no effect on the two dimensions of planning and approval, but city managers should not ignore the importance of these two dimensions and, along with other influential aspects of the commission, should pay attention.

The first purpose of this study was to describe and illustrate a modification of the Delphi technique that was designed to identify future personal attributes needed to help update requirements for nurse manager selection. The subject matter experts consisted of a group of nurses holding expert positions in the Mashhad University of Medical Sciences (MUMS). The second purpose was to determine a consensus from the responses of the MUMS experts. The approach consisted of a 15-member expert panel of 10 nurse managers and 5 chief nurse executives. The panel completed three rounds of the Delphi process, identifying 24 criteria for nurse manager selection.

ABSTRACT Nowadays project based organization success hinges upon many different factors; one of those factors is qualified project manager selection. Regarding to this fact that selecting qualified project managers is among those complex issues, this process of selection requests for having analytical methods to handle those kinds of issues. However, there are varieties of different methods in the literature. Developing a model based on linguistic variables due to assessing the candidate ratings in one hand, and determining criteria importance in the other hand is the main objective of this paper. The evaluation process is based on new group fuzzy linguistic modeling and fuzzy aggregating. ABSTRACT As part of a comprehensive research, a structural model was conducted with experienced practitioners to identify the hierarchical structure for selecting project manager in MAPNA Company. Similar to many decision making problems, the choice of project managers in real life is very complicated. Although a good number of researches have examined these problems, no detailed and sound procedures have been stated to specify the requirement criteria. This paper presents a framework to help decision makers define and clarify the hierarchy of hiring criteria and sub criteria. The main objective of this paper it is to develop structural method to identify criteria for project manager selection by modifying Delphi method and as well draw out the hierarchical criteria. In this model, after investigating previous studies about project manager skills, the Delphi technique with some modification was used to seek best thinking from managers and experts for criteria selection. A case study was used to validate the models for the selection of project managers in a project based company. The results showed that the proposed model was satisfactory in choosing the criteria and are capable of improving the effectiveness in the decision making processes.

Abstract. Selecting a suitable project manager for construction projects is one of the most important decisions made by construction firms. Although many studies have investigated this problem, no systematic and valid method for specifying the requirements criteria has been presented in criteria selection stage. The main objective of this paper is to develop a systematic method in order to identify the best candidate for construction project manager selection by using Delphi method and fuzzy linguistic evaluation. The models were validated using a case study of construction project manager selection in a project based company. The results show that the proposed model performs very well in selecting construction project manager and can improve efficiency in decision making process.

Nowadays a wide range of operational and research activities in different fields of Geographic Information Systems (GIS) consist of decision making problems. Decision making is the main element in the spatial analysis in geographic studies and skills related to the success of the planning process. This paper has been written in the field of GIS and decision making. This paper provides a survey of the literature on multiple criteria decision making (MCDM) applications to GIS problems undertaken after 2000. This provides a unified source of references that could be useful for students, researchers and practitioners. The paper ends with an assessment of the literature presented, aiming to reach some conclusions, as well as indicate future trends in this line of research.

Delays in construction projects are inevitable. Different causes of delay can come into play, therefore, there is a need to identify and classify different causes of project delay. Estimation of the likelihood of delay resulting from different factors that contribute to project delay is essential to project success. There is a pressing need to estimate the likelihood of delay by implementing analysis methods and examining these methods. Fuzzy fault tree analysis is suggested by this research to estimate the likelihood of delay. The result of the fuzzy fault tree analysis is a likelihood of delay membership function that is compared to the predefined fuzzy logic model to assess the degree of severity of the likelihood of delay. Likelihood of delay membership function is further quantified using the weighted average defuzzification method. Angular fuzzy logic models are implemented into the fuzzy fault tree analysis.

Personnel selection determines the input quality of personnel, therefore, plays a decisive role in human resource management. Personnel selection problem has been studied extensively. Selecting the best personnel among many alternatives is a multi criteria decision making (MCDM) problem. The necessity of dealing with uncertainty in real world problems has been a long-term research challenge that has originated different methodologies and theories. Fuzzy decision making along with their extensions have provided a wide range of tools that are able to deal with uncertainty in different types of problems. As in many decision problems, project manager selection is very complex in real life. Although many studies have investigated this problem, however, it has not been considered dependency in the majority of the reviewed studies. The main objective of this study is to evaluate a candidate by develop a model based on fuzzy integrals for ranking candidates. The models were validated using a case study of personnel selection in a project based company for a project manager position. The effectiveness of the new method was demonstrated by a case study. The results showed that the proposed models are appropriate for selecting personnel considering dependency between criteria. In the real world, in dealing with the multiple criteria decision making problems, the criteria are not independent. So they cannot be evaluated by conventional additive measures and there must be better methods to distinguish the preferences by applying a new nonlinear and non additive model, in which it is not necessary to assume independence.

ABSTRACT Qualified Personnel Selection is one of the organization's success factors. Due to the importance and complexity of the problem, analytical methods are required. Different methods in personnel selection are already done in literatures. However, in these methods, the dependency of criteria is ignored. ABSTRACT Qualified Personnel Selection is one of the organization's success factors. Due to the importance and complexity of the problem, analytical methods are required. Different methods in personnel selection are already done in literatures. However, in these methods, the dependency of criteria is ignored. By implementing Fuzzy Simple Additive Weighting (SAW) method for selecting project manager in MAPNA Company a multi criteria decision making (MCDM) method was conducted in this paper as part of an extensive research. Project manager selection is another tough and complex issue among decision making problems. In order to use a systematic method, a framework is demonstrated in this paper to assist a group of decision makers to use linguistic variables for rating candidates. Identifying the best candidate among participants for project manager selection is the goal of this study. To achieve this objective, a fuzzy SAW method has been used. The validation of these models were inspected by using a case study of project manager selection in order to choose a right PM for project manager position in a project based company. The feedbacks reveal that this model is quite reliable in selecting project managers and can ameliorate the efficiency of decision making process.

The risk management standard published by the Project Management Institute (PMI), entitled Project Management Body of Knowledge (PMBOK), was utilized in the present study as the primary method for evaluation of risk management. The general purpose of this article is to prioritize risk in water and wastewater projects through the analytic hierarchy process (AHP). The statistical population considered here covers all the factors involved in water and sewage projects. Sample size determination was done based on the Morgan table, which resulted in selecting 59 highexpertise experts. The Delphi method, a process used to arrive at a group opinion or decision by surveying a panel of experts, was used for risk identification. After entering the raw data into an Expert Choice program, based on the AHP decision model, data analysis was completed. The obtained results indicate that budget deficit is the most critical risk factor of the project, preceding by inflation and international sanctions. Furthermore, risk factors related to expanding the project relationship with other areas, the area's religious location, and the area's environmental hazards, and the project site are the least important ranking items.
