Germany has become one of the most popular immigration countries in the world. In addition to current refugee flows from Ukraine, migration from third countries such as Syria, Afghanistan and Turkey again increased in 2022. Compared to Ukrainians, who are subject to a special measure granting immediate and temporary protection in the event of a mass influx and direct access to the labour market, third-country representatives still have a limited path to the world of work. Following these events, this paper is motivated by the early research on developing measures for the labour market integration of refugees in Germany. As with all start-ups, the COVID-19 pandemic has led to a changing environment for migrant start-ups. These changes have posed many challenges to altering strategic behaviour and approaches to driving business. We explored migrant start-ups’ embeddedness in entrepreneurial ecosystems by analysing data from 14 semi-structured interviews with start-ups from Berlin's knowledge-intensive business services sector. We argue that the success of migrant start-ups during crises is dependent mainly on the embeddedness in the local entrepreneurial ecosystem. Thus, we expect entrepreneurs to utilise local networks, infrastructures and interactions to help them cope with the challenges and pave the way for local and international business activities. Innovation in the sector not only requires the collaboration and exchange of knowledge, but also an increase in skilled workforces and distinct job qualifications. These demands emerge, on the one hand, through the electrification of cars, which results in structural changes in the entire value chain. Die Digitalisierung beschleunigt die Gesellschaft und befordert Wandel auf allen gesellschaftlichen Ebenen. Bislang konzentriert sich die offentliche Debatte allerdings oft nur auf beschaftigungspolitische Risiken, die sich durch digitale Technik ergeben, dabei kann Digitalisierung auch eine Chance fur Arbeit und Beschaftigung sein. Mit Hilfe innovativer digital gestutzter Bildungsmasnahmen wird inklusive Bildung und Teilhabe fur Personengruppen mit multiplen Vermittlungshemmnissen im Zugang zur Arbeitswelt und in der Arbeitswelt moglich. Die Partizipation dieser Zielgruppen an der Arbeitswelt ist fur das "Lokale und Regionale" von hoher Bedeutung. Digitale Lernplattformen, die auf Kollaboration, inklusive Entrepreneurship und problembasiertes Lernen abzielen, sind beispielhafte Instrumente. Das IAT sammelt seit uber zehn Jahren Erfahrungen mit diesen Instrumenten in Leonardo da Vinci und Erasmus+ Projekten.

One of the key rights of each European citizen stated in the Lisbon Treaty is the freedom to move within Europe. Especially, in times of increasing intra- and inter-European labour mobility, this right should be the spotlight of regional, national and EU agenda. But in reality, the freedom of movement underlies practical obstacles such as an access to particular occupations and regional labour markets, which is bound to (a) the official recognition of professional qualifications, differing in each member state as well as (b) language skills. These and further factors hinder (1) labour migrants to make full use of their skill potential and (2) regions to completely absorb their knowledge. Experten sind sich sicher, dass die starken Migrationsstrome kein temporares Phanomen sind, sondern - wenn auch in abgeschwachter Form - zum Alltag Deutschlands werden. Die sogenannte "Fluchtlingskrise" ist aber nicht nur mit Herausforderungen verbunden, sondern eroffnet durchaus auch neue Perspektiven fur die Wirtschaft und den deutschen Arbeitsmarkt. Die Arbeitsmarktintegration von (gefluchteten) Migranten sollte daher mit hoher Prioritat behandelt werden.
