    Every country faces more or less acute safety issues. Compared with other EU countries, Lithuania takes a stand as a country with large number of traffic accidents, crimes, injuries, suicide. In order to address these problems rapidly and effectively, a more active contribution of local authorities is required. However, Lithuanian municipalities do not have a unified pattern or practice for ensuring public safety at local level and developing safe communities. Lithuanian scientists have not yet suggested any complex managerial tools for building and developing safe communities. This study is intended to begin filling this gap. The objective of this paper is to offer the municipal organisational structure as one of the prerequisites for safe design and development of the municipality. The second part analyzes theoretical aspects pertaining to size and competence establishment of territorial municipalities.     The article explains the terms of strategic planning and strategic management and presents information about development of use of strategic planning principles in the public administration sector in Lithuania (particularly – in local municipalities of Lithuania) since 1990 till present. Scientific articles, planning documents and mass-media are likely to use similar terms of strategic management and strategic planning. But their interpretations vary. The article makes two conclusions concerning the points of view on the relationships of strategic planning and strategic management: (1) strategic planning is a part of the whole strategic management process within organization; (2) strategic management is a stage of strategic planning evolution, a form of strategic planning.     Dažnų politinių, ekonominių, kultūrinių pokycių kontekste viesojo valdymo sistemos tobulinimas, kai koreguojama atskirų valdymo lygių ir/ar pakopų institucijų kompetencija bei tarpusavio saveikos mechanizmai, tampa nesibaigianciu procesu. Straipsnyje pateikiamos viesojo valdymo institucijų, priklausancių įvairiems valdymo lygiams ir pakopoms, kompetencijos nustatymo sąlygos bei kriterijai, tyrinėjama Lietuvos savivaldybių ir apskricių virsininkų institucijų kompetencija ir jos kaita bei sių institucijų sąveikos mechanizmai 1995–2004 m. Atliktos analizės pagrindu teikiamos rekomendacijos, kaip tobulinti savivaldybių ir apskricių institucijų kompetenciją ir sąveiką, atsižvelgiant į galimą teritorijos administracinių vienetų sistemos kaitą.

Valdymas regioniniu lygmeniu („juostoje“) apibūdinamas kaip skirtingoms grupėms priskirtinų funkcijų paskirstymo tarp skirtingiems lygiams ir tipams priklausancių teritorinio valdymo subjektų kombinacija, kurios variantų gali būti daug ir įvairių. Vadovaujantis teoriniu modeliu, apibūdinama Lietuvos dabartinė viesojo valdymo sistema ir regioninio valdymo lygmuo („juosta“).     Lithuania has been improving the public administration system, seeking that it better met the principles of democratic decentralised and efficient governance. The paper aims to present an overview of fiscal decentralisation in Lithuania, reveal the limitation of financial independence of municipalities and present potential problem solutions. The theory of fiscal federalism has been developed in the search of more efficient functioning of the public administration system. Its main idea is the optimisation of the fiscal relations of various levels of governance on the basis of the decentralisation model. Having restored Lithuania’s independence, the political, administrative and economic system has been gradually decentralised; however, fiscal decentralisation has been insufficient so far. Namely this is one of the main reasons why municipalities cannot act efficiently when satisfying the public needs of residents. Limitation of financial independence of municipalities manifests with respect to all four elements of fiscal decentralisation: financing of municipal functions, accumulation of tax revenues, financial transfers, and the borrowing mechanism. In order to optimise the country’s governance and implement the provisions of the European Charter of Local Self-Government, Lithuania should gradually develop fiscal decentralisation: to create a clear system of assigning functions and funds, which are necessary to fulfil these functions, at the national and local level; to create realistic conditions for municipalities to influence the formation of budgets and setting of local taxes; to improve the mechanisms of financial transfers for municipalities and municipal borrowing mechanisms

The article also deals with local government legal regulation and its changes over past 20 years and reveals the definition of local self-government and its basic changes. From 2000 there are functioning just 60 municipalities (lower administrative unit of the territory of the State with the guaranteed right to self-government) in Lithuania and in the 2/3 of them lives from 10 to 50 thousands of citizens. The safety monitoring system considered is to be the most important tool for creation and development of safe communities in Lithuania. Several methods were applied to achieve this purpose. In order to determine the role of local government in ensuring the safety of people, property and environment at the local level of a meta-analysis of research reports, the Lithuanian national legislation, strategic planning documents of the state and local government were carried out.     The paper refers to similarities and differences in the position of local self-government in two countries of Central and Eastern Europe, Lithuania and the Slovak Republic. The results of contribution are based on a system of public administration applied in each country, territorial and administrative division of the countries as well as the basic legal norms governing the status and role of local self-government. In the final part it refers to creating and the competences of individual local self-government bodies and the relationships among them. In terms of the status of local self-government Lithuania belongs to the countries that implemented the consolidation of settlement structure. Performance of local self-government is being implemented through 60 municipalities where the number of inhabitants ranges from 4.400 to 580.000. Apibrėžiant decentralizaciją vietos savivaldybėje vadovaujamasi nuostata, kad ji savo esme, turiniu ir formomis yra labai panasi į decentralizaciją tokioje labai sudėtingoje socialinėje sistemoje (teritoriniame socialiniame junginyje) kaip valstybė.     Siame straipsnyje, kurį sudaro kelios dalys, apibūdinama svarbiausių Lietuvos vietos savivaldos sistemos elementų raida per laikotarpį nuo 1990 metų iki dabar. Pirmoje straipsnio dalyje [5] buvo rasyta apie vietos savivaldos teritorinį organizavimo pagrindą – valstybės teritorijos administracinių vienetų sistemą bei jos pertvarką, apibūdinta vietos savivaldos teisinė aplinka, jos formavimas(is) ir reiksmė, kuriant demokratine savivaldą Lietuvoje, parodyta vietos savivaldybės ir vietos savivaldos sąvokų apibrėžcių kaita. Sioje, antroje, straipsnio dalyje rasoma apie vietos savivaldybių organizacinės struktūros principinių modelių kaitą ir taikytas Lietuvoje savivaldybių tarybų rinkimų sistemas.

    Every country faces more or less acute safety issues. Compared with other EU countries, Lithuania takes a stand as a country with large number of traffic accidents, crimes, injuries, suicide. In order to address these problems rapidly and effectively, a more active contribution of local authorities is required. However, Lithuanian municipalities do not have a unified pattern or practice for ensuring public safety at local level and developing safe communities. Lithuanian scientists have not yet suggested any complex managerial tools for building and developing safe communities. This study is intended to begin filling this gap. The objective of this paper is to offer the municipal organisational structure as one of the prerequisites for safe design and development of the municipality.     This article is aimed at describing a system of society governance by indicating its constituent parts-levels of governance, stages of governance and layers of governance. Governance at the regional layer is characterized as a combination of allocation of governing functions, which are assigned to different groups, among different types of the subjects of territorial governance. Using a theoretical model a current system of public governance in Lithuania as well as its layer of regional governance is characterized. Having considered the tendencies of reforms at the regional layer of governance, which have presently shown up in European countries, as well as the models of governance at the regional layer existing in other countries, a system (provisions and versions) how to reform the governance of higher territorial units (counties) of Lithuania in the years 2005–2011 is presented.
