Sözlü tarih hem “ötekinin” sesi olurken aynı zamanda topluma “içerden” ayna tutabilmenin de bir yöntemi olarak kullanılagelmiş zaman içinde. Sözlü tarih çalışmasında kendisiyle “görüşme” yapılan kişinin “kim” olduğu kadar görüşmenin “nasıl” yapıldığı ve görüşen ile görüşmecinin kurdukları “ilişki” boyutu da önemlidir. Görüşmeyi yapan kişi sözlü tarih anlatısına sağlıklı ulaşabilmek adına “empati” yapabilmelidir. Bir diğer önemli nokta ise, sözlü tarih görüşmesini yapan kişinin anlatıcıyı “doğru” yönlendirebilmesidir. Bu çalışma ile yerel gazetecilik alanına bir eklektik ve etnografik yöntembilim olan “sözlü tarih çalışması” yardımı ile katkı sunmak amaçlanmaktadır (Neyzi, 1999: 5-6 ; Gezgin ve ark., 2016: VIII ).

Radha Sarma Hegde’s Mediating Migration showcases the relationship between migration and the media, and the representation of migration in the media, thus filling an important gap in the literature in this field. Hegde discusses the mediation of migration by the media under seven different chapters. While establishing the framework for discussions relating to the representation of migration in the media, she references Mitchell and Hansen’s (2010) Critical Terms for Media Studies. The book begins with a striking story of a migrant/immigrant as recounted in the local newspaper Brazilian Voice, published by the Brazilian diaspora in New Jersey. The article in the newspaper, as quoted in the book, is about a Brazilian immigrant who wins the jackpot in the lottery. Yet while this chapter mentions Syrian, Afghan, and Iraqi migrants who leave their war-torn countries as refugees, it only recounts Spain and Italy as the countries to which the migrants choose to travel, omitting Turkey, which currently houses around 4 million Syrian refugees who are in temporary protection. This is one of the biggest shortcomings of the book: the issue of the changing demographic structure in Turkey, particularly in the southern and southeastern provinces, following the influx of Syrian refugees after the civil war broke out in 2011. Examples of hate speech used in the Turkish media to refer to Syrian refugees could perhaps be used, especially in the third chapter, in upcoming editions. According to United Nations Commission on Human Rights (UNCHR) data, there are 3,667,435 registered Syrian refugees living in Turkey as of September 2019. The absence of any mention of Greece, which according to UNHCR data received approximately 1 million refugees and migrants in 2015 and 2016, is also noticeable (UNHCR, 2019a; 2019b).

This study aims to criticize the definition and misinterpretation of “the East-the Orient” in the scope of Antakya city according to Orientalist approach and to analyze how this approach put into practice by the narration of the Westerners via scrutinizing digital media platforms. To uncover this dominant narration, Said's Orientalist theory has been explored for the main arguments of the study. With the help of cognitive semiotics benchmarks, three digital media platforms are analyzed to indicate how Orientalist perspectives dominate the narration and representation of Antakya. Although the city conveys modern lifestyle and outlook, these perspectives are omitted, and these narrations fail to represent the core and unique characteristics of Antakya. The closure of academic institutions as a result of preventative measures towards the distribution of COVID-19 has impacted the academic sector. The approach of switching learning technique to an online structure has currently turned out to be part of several academic organizations around the globe. The purpose of this particular research is to investigate and identify the issues faced by female teacher-students associated towards the situations induced because of e-education system in Pakistan and Turkey. This particular study followed the qualitative research approach. For the collection of data, semi-structured selection interviews were utilized with 10 female teachers and 10 female students from public and private universities in Pakistan and Turkey. In accordance with the results of this research, the following issues are confronted by female instructors: cyberbullying, lack of discipline in class, harassment of female students, as well as lack of technological equipment.

Literatürün derinliklerinin verdiği bu bilgilerin ışığında oluşturulmaya çalışıldı bu görüşme ve sonrasında bu makale. 7 Aralık 2017, Perşembe günü bir öğleden sonra, Antakya (Hatay) Atatürk Caddesi, Bilgili Apartmanı’ndaki bürosunda Avukat Nabi İnal ile kendisinin onamı ile videoya alınan görüşme metni içindeki bilgiler bu çalışmanın malzemesini oluşturmaktadır.
İnal, 1948-1949 yıllarında İstanbul Üniversitesi Gazetecilik Enstitüsü’ne devam etti. Hocası Burhan Felek’ti. 1955 yılından beri Avukat. Hatay Barosu avukatlarından. 29 sene Hatay Baro Başkanlığı görevini ifa etti. Yerel basında aktif olarak yazılar yazmayı kendisine misyon edindi. Abisi ‘Yeni Yol’ gazetesini çıkartıyordu Antakya’da, sonra kendisi devraldı gazeteyi. Yaklaşık 5 sene gazete çıkardı. Hatay’da çok okunan bir gazete oldu Yeni Yol. Gazetecilik Enstitüsü’ndeki dönem arkadaşlarından Nezih Demirkent 15 sene Hürriyet Gazetesi genel yayın yönetmenliği yaptı ve Dünya gazetesini çıkarttı. This essay will aim to elucidate the concept of hauntology, which has hitherto not had extensive coverage in Turkish poetics. The inclusion of hate speech in media depictions of migrants is not only unsettling due to scholarly concerns but also a source of unhappiness for myself as a human being and a woman, and for many others who think the same way. This article aims to provide a brief definition of hauntology, for which, according to Nermin Saybaşılı4’s meticulously written book in which she blends the concept of migration with visual culture, we are indebted to Jacques Derrida.

Kıbrıs Türk kültüründe, yaşayan ve en çok da kadınlarca çocuklara anlatılan bu halk edebiyatı türleri ‐odak tür olarak da masallar‐ yeni kuşakları toplumun değerleri doğrultusunda yetiştirmeye yardımcı olmakta, aile tarihi ve değerlerini öğretmekte, aktarılan değerlerle toplumsal bellek canlı tutulmaktadır. Anlatıcının tecrübelerinden, gözlemlerinden, mesleğinden, kişiliğinden ve dinleyiciyle olan diyaloğundan da etkilenerek, her anlatımda yeniden kompoze edilen bu türler, anlatıcıdan izler taşır. gelecek nesilleri yetiştirmeye dair kaygılarını, sorunlara ürettiği çözümleri, toplumsal belleği nasıl aktardığını ve yazarlığa hazırlık sürecini anlamak noktalarında literatüre katkıda bulunacağı düşünülmektedir.
Bir alan araştırması olan çalışmanın evreni, Kuzey Kıbrıs Türk Cumhuriyeti’dir. Çalışmanın verileri, 2006‐2007 yılları arasında kartopu tekniği kullanılarak ulaşılan, farklı yaş, eğitim durumu ve
meslekten, 122 Kıbrıslı Türk’le yaşadıkları yerde gözlem ve mülakat yapılarak elde edilmiştir.

Özet
Yüzyılın düşünürü Noam Chomsky’nin aydın sorumluluğuna dair fikirlerinin ve yorumlarının Hatay yerel basınının gelişimi bağlamında ve 150’likler boyutunda ele alındığı bu çalışmada dört değerli aydının (Mesut(d) Fani Bilgili, Fanizade Ali İlmi, Refik Halit(d) Karay ve Tarık Mümtaz Yazganalp) sürgün geldikleri Hatay’da dönemsel olarak yazın ve düşün alanına sundukları katkılar ele alınmıştır. Bağımsız zihinlerin toplumların dönüşümündeki rolleri uygarlık tarihi boyunca önemli olmuştur. Tarihi sorumluluklarını sürgünde de olsalar yerine getirmiş
olan bu dört bilge insan entelektüel birikimlerini dönemin İskenderun Sancağı’nda ve sonrasında Hatay’da yerel basına, edebiyat dünyasına ve eğitim alanına hiçbir beis görmeden aktarmışlardır.

THE MEDIA ENLIGHTENMENT AND
THE RESPONSIBILITY OF INTELLECTUALS:
“THE 150ERS” AND THE LOCAL MEDIA IN HATAY

Abstract
This paper addresses the contributions of four esteemed intellectuals
(Mesut(d) Fani Bilgili, Fanizade Ali İlmi, Refik Halit(d) Karay and Tarık Mümtaz Yazganalp) to the fields of literature and thought during the period of their exile in Hatay, based on the ideas and remarks on the responsibility of intellectuals of one of the great thinkers of the century, Noam Chomsky, in the context of the development of local media in Hatay. Throughout the history of civilization, the role of independent minds has always been important in the transformation of communities. Even though they were in exile, those four scholars fulfilled their historic responsibilities and transferred their intellectual knowledge unimpeded to the local press and the fields of literature and education, first in the district of Iskenderun and then in Hatay.

Abstract
Online education is a new trend at Universities in Turkey. To enable effective and productive communication, both between learners and between teachers and learners, it is of vital importance to identify all the difficulties and obstacles which may arise during the communication process. Considering this, the purpose of this study is to find out how teachers and learners perceive communicational barriers in online education, with regard to the implication of the three commonly known learning theory approaches - behaviorism, cognitivism and constructivism. To identify which communicational barriers exist in online education, a survey for online learners has been conducted at the University of Celal Bayar, one of the Universities in Turkey where the use of online education technologies for teaching and learning is relatively high. In order to find out teachers’ perceptions of online teaching and its communicational barriers, interviews were conducted with teachers from the same University.

Birleşmiş Milletler Genel Sekreteri António Guterres’in “epik felaket” olarak nitelendirdiği 6 Şubat 2023 sabahından başlayarak meydana gelen ve Türkiye’nin güney ve güneydoğu illerini ve Suriye’nin kuzey bölgelerini etkileyen depremler, Türkiye’de 50 bin kişinin hayatına mal olmuştur. Bu rakam Suriye’de 6 bin olarak kayıtlara geçmektedir. Depremler her iki ülkede üç yüz binden fazla binanın yıkılmasına yol açarken etkilenenlerin sayısı yaklaşık 18 milyon olarak bildirilmektedir. Depremin yarattığı yıkımlar sonucunda Türkiye sınırları içerisinde yaşayan 3,3 milyon kişi yaşadıkları yerlerden göç etmek zorunda kalmıştır (UNDP, 2024).
Hatay iline bağlı Antakya, Defne, İskenderun, Kırıkhan ve Samandağ, 6 Şubat depremlerinden yapı stoğu yıkımları ve insan ölümleri bakımından en fazla etkilenen ilçeleridir. Kadim şehir Antakya (Antioch-on-the-Orontes), 6 Şubat’ta haritadan silinecek kadar ağır bir sonuçla karşı karşıya kalmanın acısını yaşamaktadır (Guder & Atay, 2021).
Dijital eşitsizlikler/uçurum, bireysel ve ülkeler bazındaki kıyaslamalarla ele alınır. Digital divide (dijital eşitsizlik/uçurum) İngilizce dâhil pek çok dilde metaforik (eğretilemeli) bir kavramdır. Türkçedeki “uçurum” kelimesi, Almancadaki “Kluft” kelimesi ile bu anlamda benzerlik göstermektedir. Doğal anlamı dışında çarpıcı simgesel kullanım, durumu kitlelere daha iyi anlatmanın önemli bir yoludur. Dijital eşitsizlikler yerine dijital uçurum denmesinin en önemli nedenlerinden biri kavramın yalnızca teknik yetersizliğe işaret etmeyip aslında toplumsal bir sorunsalı yansıtmasıdır (Van Dijk, 2020; Asrak Hasdemir ve Uyar, 2022).
Hatay yerel basını, bir dönemin sayıca en fazla yerel medya kuruluşuna/gazetesine sahip altıncı il olma özelliği taşırken 6 Şubat 2023 depremleri sonrası bozulan dengeleri ile dijital eşitsizliği en derin şekilde yaşamaktadır (Atay, 2019; Atay ve ark., 2019; Atay, 2020; Bulut ve Kaderoğlu Bulut, 2023).
Bu çalışma, Hatay ilinde 6 Şubat 2023 depremleri sonrası yerel medya aktörlerini olumsuz etkileyen dijital uçurumun ne denli derin olduğunu yerel medya emekçileri ile tartışarak açığa çıkartmaktadır.

Responsible action research. Co-defining solutions to forced migration and communication flows The present paper expounds the results of an international workshop whose main objective was to reach a system mapping and create a collective refugee R&I project applying the principles of Responsible Research and Innovation (RRI) as part of a current H2020 research project.
Fostering a transition towards responsible research and innovation systems (FoTRISS) is a EU Horizon 2020 project with the aim of offering efficient RRI methods for researchers, citizens, organizations and policy-makers. FoTRRIS creates and implements transition arenas that move from
mere Research and Innovation to Responsible R&I. This project supports knowledge actors to collectively set research agendas that respond effectively and in societally robust ways to local
manifestations of global challenges, such as forced migration. In this workshop, we applied system thinking using the MISC methodology formulated by Anne Snick, in addition to diverse and validated
creative methods to collect and reformulate numerous ideas and proposals related to the to the asylum procedure. Twenty relevant participants representing civil society, business organizations,
public administration agencies (including UNHCR and the government of the City of Madrid), NGO’s and refugees had the opportunity to enlarge their perspectives and co-define a transdisciplinary project concept. The application of FoTRRIS methodology gave as result a compilation of potential leverages and existing barriers according to the priorities of refugees and asylum seekers, as well as an inventory of research topics and innovation activities mainly related to technology, communication
and media; but also, proposals considering integration, legislation, citizen initiatives, education, public awareness and conceptual interventions.

Education and mass media are the most important tools a state relies on to build a sense of nation. For this reason, in almost every epoch and almost every country, education policies and regulations concerning mass communication have been some of the most hotly debated topics. Those in power aim to shape generations to come in accordance with their own politics by influencing education policies; by controlling mass communication outlets, they try to keep track of society’s inclinations.
Thus administrative measures in education and the regulations or lack thereof on mass media follow a turbulent and variable trajectory. Social media has emerged as a phenomenon that heightens the turbulence and mutability in both these areas. Undoubtedly, today social media is influential in every aspect of daily life, from commerce to education, and from politics to art. People of all ages can express their views by using social media and continue their learning life. But social media cannot be shaped by official ideology as other types of media were traditionally able to be shaped, and it cannot be entirely controlled. This affects the ability of school-aged children to acquire the knowledge and modes of behaviour that formal education channels impose upon them. The aim of this study is to show to what extent the usage of social media amongst school-aged children affects the realisation of
goals set out by state education policies. Within this framework, firstly, the accessibility of social media in Turkey and its present state will be outlined. Then, the current condition of Turkey’s school-aged population, the availability of various types of schools, and the progress of education policies, particularly those implemented following the 1980 coup, will be explored. Finally, the effect of social media on the realisation of goals set out by state education policies, both in a global scale and in Turkey, will be analysed. The study aims to contribute to the understanding of how social media effects state, society, and education policies.

means of the individual (inner level), communicative
(social level) and cultural (cultural level) triad, on the
premise that memory is a phenomenon needing to be
read in relation to time and identity. With the personal
memory in the mind of the individual passing through
the filter of communicative memory to acquire a social
dimension, a cultural memory is thus formed and a
resultant collective memory emerges. Memory considered
at the social level is a matter of communication
and social interaction. Drawing on French sociologist
Maurice Halbwach’s concept of ‘collective memory’ and
using oral history as a methodology, this study aims at
analysing and telling the story of the master silk weavers
in Antakya (Hatay) and their production and life practices
within the theme of ‘forgetting and remembering’.
With its rich human heritage throughout history, Hatay
has reflected its diverse but at the same time interwoven
cultures in its handicrafts also. As is the case in every
other city, the hand crafts that mothers have handed
down to their daughters, fathers to their sons, or masters
to their apprentices, have been passed down from
generation to generation, sometimes withstanding the
test of time, at other times being defeated by technology
and the human factor – should they be so lucky, being
relegated to one or two sentences in a book or finding
space in the stories and memories of the city. Silk is one of the important threads of Hatay’s cultural heritage.
This paper conveys the story of the silkworm and cocoon
embedded in the Hatay memory via a journey to the
memories of the last master silk weavers Mehmet Arat
(1930-2013) and Hasan Büyükaşık (1934 -), who inherited
the art at the age of seven from his grandfathers and
from Armenian master silk weavers.

GENDER ISSUES IN THE AGRO-RURAL SECTOR**

Development plans comprise the entirety of policies promoting and accelerating the economic, cultural and social advancement that is to respond to the needs and demands of society. Following the 1929 world economic crisis (The Great Depression), Turkey abandoned its mere regulatory stance in the state's economic life, with its decision to participate directly in economic life as an entrepreneur. It thus resolved to pursue planned economic policies with a view to realising industrialisation. The one-and-a-half-year Industrial Plan for the years 1934-1939 is an outcome of this decision; the two-and-a-half year Industrial Plan spanning the years 1939-1943 could not be implemented during World War II conditions. While the need for planned development was emphasised throughout the 1950s, planned development was actually undertaken in 1960, with the establishment of the State Planning Organisation. The 1961 Constitution also provided the legal backdrop of the planned development. The First Five-Year Development Plan covers the period 1963-1967. The last and ongoing Tenth Five-Year Development Plan covers the period 2014-2018.
The importance of the connection between social gender equality and development plans has been highlighted in the two documents, which came to be known as the "Beijing Declaration and Platform for Action," after the Fourth World Conference on Women held in Beijing on 4-15 September 1995. The overriding emphasis in these documents is the unrealistic nature of state rhetoric and promises aimed at gender equality without the prior formation of an appropriate economic structure, and without recognition of the need for a more equitable distribution of public resources to both women and men. While the need for recourse to women's views is important in the process of creating development plans, the visibility of the contribution of women in the development effort is also of import. The issue of women's employment becomes crucial at precisely such a juncture. In developing countries, men make up the majority of those working in the city, while the majority of workers in the agro-rural sector are women. Such a situation thus requires the increased visibility of women working in the rural and agricultural milieu, within the framework of development plans. This study aims to evaluate development plans in Turkey in an economic and gender context, especially from the perspective of their view of women working in the agricultural sector.

Abstract: As the cradle of numerous civilizations and as a socio-
political entity which has left its mark on history with its multi-
ethnic, multi-religious, and multicultural constitution, as well as
its commercial aspect, the Province of Hatay, and in particular the
districts of Antakya and İskenderun, has always been the centre of
attention for researchers. This study investigates the transformation
and progression of the local press, and especially the local newspapers,
within an economically and politically multi-ethnic structure
that has witnessed the evolution of Hatay through the stages of
Sanjak of Alexandretta (İskenderun), the Hatay State, and finally
the Province of Hatay of Turkish Republic. The study is conducted
within a critical theory perspective, incorporating a literature
review, face-to-face and in-depth interviews, content analysis and
critical theoretical approaches. Following the statement made by
Albert Camus in 1944, which declared that the press is free when
it is not dependent on the power of state and money, the reflection
of this approach on the local context of Hatay has been investigated.
Especially due to its geopolitical importance for the history of
Turkish Republic, the Province of Hatay is significant as a province

The language of policy: an analysis of turkish 5-year development plans and gender issues in agro-rural sector

Abstract
Development plans comprise the policies promoting and accelerating the economic, cultural and social advancement in order to respond to the needs and demands of society. Following the 1929 world economic crisis (The Great Depression), Turkey abandoned its mere regulatory stance in the state’s economic life, with its decision to participate directly in economic life as an entrepreneur. Thus Turkey decided to pursue planned economic policies aiming industrialisation: the one-and-a-half-year Industrial Plan for the years 1934-1939 is an outcome of this decision. After this, the two-and-a-half-year Industrial Plan spanning the years 1939-1943 could not be implemented considering during World War II . While the need for planned development was emphasised throughout the 1950s, planned development was actually undertaken in 1960, with the establishment of the State Planning Organisation.
The 1961 Constitution also provided the legal backdrop of the planned development.
The First Five-Year Development Plan covers the period 1963-1967. The
last and ongoing Tenth Five-Year Development Plan covers the period 2014-2018.
The importance of the connection between social gender equality and development
plans has been highlighted in the ‘Beijing Declaration and Platform for Action’ after
the Fourth World Conference on Women held in Beijing on 4-15 September 1995.
The overriding emphasis in this document is the unrealistic nature of state rhetoric
and promises aiming gender equality without the prior constitution of an appropriate
economic structure, and without recognition of the need for a more equitable
distribution of public resources to both women and men. While the need to include
women’s views is important in the process of creating development plans, the visibility
of that contribution in the development effort is also important. The issue of
women’s employment becomes crucial at precisely such a juncture. In developing
countries, men are the majority of people working in the city, while the majority of
workers in the agro-rural sector are women. Such a situation implies increasing
the visibility of women working in the rural and agricultural milieu, within the
framework of development plans. This study aims to evaluate development plans
in Turkey in an economic and gender context, especially from the perspective of
women working in the agricultural sector.
