Mohamed Berriane est professeur de l'enseignement supérieur à l'Université Mohammed V - Rabat, co-directeur du Laboratoire Mixte International MediTer (IRD - France) et membre résident de l'Académie Hassan II des Sciences et Techniques. Ses intérêts de recherche incluent les questions de développement local et régional et l'impact du tourisme et de l'émigration internationale des Marocains sur leurs régions d'origine. Il a publié plusieurs articles et livres sur la migration marocaine et nord-africaine et sur le tourisme et ses effets sur les destinations. Il a co-édité l'Atlas de la Inmigración Marroqui en España. Il est chercheur associé à l'Institut des Migrations Internationales, Université d'Oxford.

Partant de l’état de la recherche 2017-2021, qui ouvre ce volet thématique, nous avons choisi de ... more Partant de l’état de la recherche 2017-2021, qui ouvre ce volet thématique, nous avons choisi de retenir des thèmes qui se sont imposés au cours des dernières années et qui sont liés aux évolutions récentes de la communauté marocaine à l’étranger. Nous continuons donc à creuser les sillons des thématiques sur l’émigration féminine, le vieillissement de ces communautés, les questions de développement et les aspects culturels. Néanmoins, on a abordé aussi de nouveaux sujets ayant fait l’objet de recherches récentes tel que les politiques publiques migratoires, la question des Marocains de confession juive installés en Israël et surtout la thématique des effets de la pandémie Covid-19.

Sur la base d'un corpus de 1605 theses, la contribution essaie de cerner les aspects quantitatifs de cette production et son evolution dans le temps et par universite pour ensuite annoncer une deuxieme partie qui s'attachera aux aspects qualitatifs. L'ultime objectif est de saisir le role de cette production doctorale dans la progression du savoir geographique au Maroc.

Effets de la pandémie, évolution des politiques publiques migratoires, vieillesse et féminisation de la migration, migration et développement, cultures de la migration, participation des Marocains aux circulations transnationales, Marocains de confession juive sont les principaux sujets abordés aussi bien dans le volet thématique que géographique par pays. Ceuta et Melilla – Sebta et Mlilia pour les Marocains –, sont deux villes-enclaves espagnoles en ... more Ceuta et Melilla – Sebta et Mlilia pour les Marocains –, sont deux villes-enclaves espagnoles en terre africaine, sur le littoral méditerranéen marocain. Elles représentent le double cas particulier de villes espagnoles enclavées dans le continent africain d’une part et de villes marocaines occupées par l’Espagne depuis le XVe siècle et toujours revendiquées par le Maroc d’autre part. Cette situation, qui est le prolongement de la Reconquista achevée par les Rois catholiques au XVe siècle et de l’expansion coloniale espagnole du XIXe siècle, est intéressante à plus d’un titre. En effet, au-delà du conflit territorial que pose le processus de décolonisation toujours en cours, les deux villes représentent aujourd’hui, avec les villes marocaines limitrophes – le complexe Fnideq-Tétouan pour Ceuta et l’ensemble Nador-Bni Ansar pour Melilla –, des doublets urbains au fonctionnement transnational d’espaces-frontières élargis. Caractérisées par la présence historique de plusieurs groupes socio-cultuels (musulmans, chrétiens, juifs, hindous), les sociétés de ces enclaves se complexifient aujourd’hui avec la forte pression des immigrés africains qui essaient de les gagner pour atteindre l’Europe.
This paper analyses how fundamental transformations of Moroccan society over the past century hav... more This paper analyses how fundamental transformations of Moroccan society over the past century have shaped Morocco’s mobility complex and how migration has affected and accelerated these transformation processes in its own right. Economic transitions and the concomitant demise of subsistence-based agrarian livelihoods, urbanization processes and demographic transitions, increasing education and rapid cultural change have increased all forms of migratory and non-migratory mobility within and from Morocco, particularly through large-scale rural-to-urban migration as well as rapidly increasing emigration to Europe. While earlier patterns seem largely consistent with mobility transition theory, the predicted decrease in emigration levels has not occurred, as, since the 1990s, Morocco has entered a migration plateau of persistently high emigration despite significant increases in living standards, a slowing down of internal migration and increasing immigration. Continuously high levels of emigration can be explained by a growing disjuncture between sluggish and uneven economic development that has mainly benefitted certain regions and economic elites on the one hand,and fast sociocultural change across all social classes and regions on the other. This disjuncture has rapidly increased youth’s aspirations for lifestyles and freedoms that they find difficult to imagine in Morocco, but at the same time reshapes Morocco’s internal mobility patterns and attracts growing numbers of immigrants

Porteur, théoriquement, d'une dimension « cosmopolite », ce phénomène migratoire est marqué par la diversification des trajectoires, des profils socioprofessionnels, des situations maritales et migratoires. Peu nombreux, ils marquent cependant l'espace de la médina par leurs investissements et deviennent de véritables acteurs. Cette migration internationale nord-sud se traduit par un début de gentrification, certes encore timide mais réelle. L'objet de l'article est d'appréhender, par le biais de la notion de cosmopolitisme, les nouvelles dynamiques qui reconfigurent le territoire, l'économie, les pratiques de la ville et les identités qui sont générées par cette nouvelle migration.

L’adoption au Maroc de cette acception élargie du patrimoine est récente. Pendant longtemps, la mémoire collective a en effet plus valorisé les idées, la science et la littérature que le patrimoine bâti, préservant et transmettant des manuscrits anciens, des dictons et des coutumes, et laissant les bâtiments et les objets dépérir avec le temps (NACIRI, 2015). La conscience à l’égard du patrimoine, introduite par les Européens pendant le Protectorat, est aujourd’hui bien ancrée et incorpore aussi bien des composantes matérielles qu’immatérielles, relevant de la culture autant que de la nature, et de l’urbain autant que du rural. The concept of « patrimony » (heritage) is currently emerging and being developped in rural areas... more The concept of « patrimony » (heritage) is currently emerging and being developped in rural areas in Morocco where material and mental elements of agro-pastoral cultures are re-qualified and considered as important assets to preserve for future generations. Revelation, redefinition, protection or development of these assets have emerged in relation to recent processes targeting the economic development and territorial qualification of local products (“terroir products”), landscapes and know-how. Bien que servant souvent de résidences secondaires, les habitations qu’ils acquièrent sont aussi généralement destinées à une exploitation commerciale sous la forme de structures d’hébergement touristique (gîtes, auberges, maisons d’hôte, petits hôtels) ou de restauration.
The "Valley of Roses" (the lower valley of the Assif Mgoun, and a part of the Dades Val... more The "Valley of Roses" (the lower valley of the Assif Mgoun, and a part of the Dades Valley), is a tourist destination being developped around a local specificity : the culture of Damascus rose. But although highly mediatized, especially through advertising brochures, the rose plays a minor role in the tourist activity, despite the efforts of the hotel managers and other local actors, travel agencies and public authorities. The rose mainly serves as of an original and catchy image for the region, which is reinforced by an annual 3-day festival, but nobody really tries to develop real activities centered on the rose. Therefore, the tourist destination per se hardly emerges, and tourists just pass by along their route towards more famous areas. The « country of the rose » is still to be invented.
La zone littorale marocaine, comparée aux rivages d'autres pays, apparaît comme une espace encore... more La zone littorale marocaine, comparée aux rivages d'autres pays, apparaît comme une espace encore sous-occupé. A partir des années cinquante le littoral commence à exercer une attraction sur les hommes et les structures économiques à un rythme soutenu. Il subit une double pression : le tourisme et l'émigration internationale. Par conséquence les secteurs économiques les plus modernes en convoitant et en accaparant les sites littoraux attirent massivement la population de l'intérieur. Cette occupation des zones côtières détermine un processus d 'urbanisation où la demande en résidences balnéaires se dirige aussi et de plus en plus vers des sites non contrôlés et échappant à toute intervention des pouvoirs publics. Pourtant l'urbanisation excessive, rapide et parfois anarchique du milieu naturel côtier est l'une des conséquences environnementales les plus dramatiques. Cette urbanisation aboutit à une dulcification irréversible du front de mer et à une privatisation de fait d 'un espace appartenant au patrimoine national. Les pollutions diverses dues à une urbanisation rapide et soutenue et non accompagnée de la mise en place de système de gestion adéquat des déchets solides et surtout liquides augmentent encore davantage les atteintes à l'environnement côtier. De ce fait des mesures d 'urgence doivent être prises les années à venir pour protéger ce qui reste encore à protéger du littoral, parce que le développement du tourisme passe inévitablement par la protection de l'environnement.
In the Maghreb countries, the surroundings of Muslim saint’s tombs, which are also used as burial... more In the Maghreb countries, the surroundings of Muslim saint’s tombs, which are also used as burial grounds by local people, often shelter the last remnants of forest vegetation in these otherwise intensively cultivated regions. After a brief introduction to the cults of Muslim saints and pilgrimage practises in Morocco, the results of a geo-botanical case study of two areas of sacred groves in northern Morocco (i.e. Tangier Peninsula) are presented. The sacred groves studied are characterised by a fine-grained vegetation mosaic that in part originate from multiple forms and intensities of human use (e.g. pasturing, small-scale burning, grave digging). The results of the vegetation analysis lead to discussion of the potential role of sacred groves in nature conservation. The nature conservation value of sacred places is seen in their roles: as aesthetic elements of the landscape, as models for future attempts to reconstruct degraded areas with endemic forest vegetation, in biodiversit...

Le Discours Royal du 20 août 2022 a reposé à nouveau la question des Marocains de l'extérieur, in... more Le Discours Royal du 20 août 2022 a reposé à nouveau la question des Marocains de l'extérieur, invitant l’État et la société dans sa globalité à réfléchir et à agir pour l'accompagnement de cette communauté, évaluée aujourd'hui à 5 millions de personnes réparties sur les quatre continents. Parmi les outils mis au service de cette connaissance, la série « Marocains de l’extérieur », que publie la Fondation Hassan II pour les Marocains Résidant à l’Étranger, maintient sa régularité de parution tous les 4 ans et publie aujourd'hui sa cinquième édition correspondant à 2021. Rappelons que l'objet principal de cette série est de suivre les mutations continues de cette migration et ses problèmes, en identifiant ses nouvelles tendances à travers les panoramas les plus à jour des différentes communautés marocaines vivant à l'étranger. Les radioscopies de cette édition apportent des éclairages très intéressants sur les effets de la crise sanitaire planétaire de 2020 sur nos Marocains du monde.

Cette livraison tient compte du contexte pandémique qui a marqué les années 2020 à 2022 mais aussi de l’évolution de la migration marocaine. Effets de la pandémie, évolution des politiques publiques migratoires, vieillesse et féminisation de la migration, migration et développement, cultures de la migration, participation des Marocains aux circulations transnationales, Marocains de confession juive sont les principaux sujets abordés aussi bien dans le volet thématique que géographique par pays. Dans le cadre de son programme scientifique qui s’articule autour de la question du développement... more Dans le cadre de son programme scientifique qui s’articule autour de la question du développement au Maroc, le Collège Etudes Stratégiques et Développement Economique de l’Académie Hassan II des Sciences et Techniques vient de publier un ouvrage collectif consacré aux conditions du développement de ce qui est communément appelé les arrière-pays ainsi que le rôle des savoirs et patrimoines locaux, dans ce développement. L’on sait, en effet, que dans les pays des rives Sud et Est de la Méditerranée, en général, et au Maroc, en particulier, les politiques de développement, notamment agricole, ont induit de profonds changements allant dans le sens d’un creusement des dualités entre les plaines irriguées, siège d’une agriculture capitaliste intensive et exportatrice, et les « arrière-pays » (zones dites « marginales »), où l’on trouvait une masse de petites exploitations, pratiquant une agriculture familiale de subsistance, en voie d'atomisation et de paupérisation. Au Maroc, les zones rurales considérées comme « marginales » couvrent plus des 3/4 du pays (hors espaces sahariens) : il s’agit des montagnes atlasiques, des zones présahariennes et sahariennes et de leurs oasis, ainsi que des plaines et des plateaux semi-arides. Elles concentrent 70% des exploitations agricoles et 80% de la population agricole. Ce sont aussi les zones les plus riches en biodiversité et celles qui abritent la majorité des « sites remarquables » du pays, qu’il s’agisse de nature sauvage, de paysages agraires ou d’architecture. A partir de ce constat, l’ouvrage aborde la question du développement de ces zones à travers plusieurs interrogations tels que celles des changements globaux, la vulnérabilité et l’adaptation de ces sociétés rurales, ou encore celles des terroirs et des patrimoines ruraux qui font l’objet d’une mobilisation internationale récente, aussi bien de la part des chercheurs que des décideurs et des agents du développement. Cette notion de « terroir », encore perçue négativement il y a une quarantaine d’années, a été, en effet, redéfinie au point d’apparaître aujourd’hui comme un gage de qualité et de devenir un argument de vente pour des produits agricoles. Cette évolution s’est opérée à travers une lente mais efficace prolifération patrimoniale autour des produits de terroir. Initialement inscrite dans une logique marchande de différenciation des produits alimentaires, sur la base d’une reconnaissance de leurs spécificités non imitables, la mise en avant du terroir s’est vite rattachée à l’idéologie du développement durable dans ses composantes sociales et environnementales. Dans cet effort de contextualisation, les auteurs se sont arrêtés aussi sur les politiques publiques suivies au Maroc pour faire de ces zones, restées jusqu’ici en marge des efforts de modernisation du pays, des « ateliers du développement durable ». Ceci à travers le Pilier II du Plan Maroc Vert et le développement solidaire de la petite agriculture, la promulgation de la loi sur les signes d’origine et de qualité, le développement du tourisme rural et la problématique du développement des montagnes

A cette fin la fondation a lancé depuis 2003 la série « Marocains de l’extérieur », véritables radioscopies des communautés marocaines vivant à l’étranger paraissant régulièrement. C’est ainsi qu’après les éditions de 2003, 2007 et 2014, ceci est la quatrième édition « Marocains de l’extérieur – 2017 » datée de 2018. Ouvrage collectif sous la direction de Mohamed BERRIANE. 736 pages, 24 chapitres plus l'introduction générale, 167 cartes et figures en couleurs, 22 auteurs, dont 10 sont de jeunes chercheurs de l’émigration.
En suivant l'évolution du phénomène migratoire à partir, vers et à travers le Maroc, on est frapp... more En suivant l'évolution du phénomène migratoire à partir, vers et à travers le Maroc, on est frappé aujourd'hui par les mutations que vit le système migratoire marocain : nouvelles formes de mobilités, nouveaux types de flux, nouvelles fonctions migratoires du pays et flux d'immigrants venant à la fois du sud et du nord constituent les nouvelles tendances de ce système migratoire. Désormais on s'interroge sur la nouvelle position du Maroc en tant que carrefour migratoire ou principal hub reliant deux systèmes migratoires, le système euro-méditerranéen et le système africain. Partant de l'hypothèse que le rôle du Maroc dans le système migratoire euro-africain ainsi que son statut migratoire ont commencé à changer depuis le début du XXI ème siècle, et que le Maroc évolue progressivement vers la situation d'un pays de destination pour les migrants d'Afrique sub-saharienne, d'Europe et d'ailleurs, certains chercheurs n'hésitent pas à envisager un début de transition migratoire pour le Maroc (Haas, 2014 et Berriane, Haas, Natter, 2016). Enfin, la présence croissante d'immigrés sur le sol marocain confronte la société à des défis sociétaux et à des questions juridiques caractéristiques d'un pays d'immigration et les dernières décisions prises par le Maroc en termes de politique migratoire confirment la prise de conscience officielle de ce changement de rôle� On s'interroge également sur les effets de ces nouvelles tendances sur les transformations actuelles de la société et de l'Etat marocains, ainsi que sur les différentes directions que les migrations marocaines pourraient prendre dans l'avenir ? Mais en orientant les recherches et les réflexions dans ces directions, certes légitimes, on doit garder présent à l'esprit le fait que le Maroc, pays d'émigration avant tout, a une importante communauté marocaine à l'étranger, évaluée aujourd'hui entre 4 et 5 millions de personnes et répartie sur les quatre continents� Or, cette communauté tout en augmentant suite à de nouveaux apports, mais aussi par une procréation sur place, évolue dans ses caractéristiques sociodémographiques, culturelles, économiques et politiques� Tout en s'équilibrant démographiquement et en s'enracinant dans les pays d'accueil, elle vieilli, s'intègre et adopte de nouvelles configurations, mais en restant fortement attachée à son pays d'origine. Ces mutations de la communauté marocaine de l'extérieur s'accompagnent immanquablement de nouveaux problèmes. Le Maroc qui reste également attaché à ses Marocains de l'extérieur a le devoir de les accompagner et pour cela il doit bien les connaître et les comprendre� Et c'est le rôle que s'est donné la Fondation Hassan II pour les Marocains résidant à l'étranger qui, pour accompagner ces Marocains, doit constamment renouveler cette connaissance� Parmi les outils mis au service de cette connaissance, la série « Marocains de l'extérieur » maintenant sa régularité de parution tous les 4 ans, publie sa quatrième édition. However, Morocco’s position within Euro-African migration systems seems to be undergoing significant changes since 2000. Although Morocco remains primarily a country of emigration, it is also becoming a destination for migrants and refugees from sub-Saharan Africa and, to some extent, from Europe. The growing presence of immigrants confronts Moroccan society with an entirely new set of social, cultural, political and legal issues around diversity and integration. This special issue explores how continued emigration and increasing immigration is transforming contemporary Moroccan society, with a particular emphasis on the way the Moroccan state is dealing with these shifting migratory realities. The analyses highlight how existing migration theories can help to make sense of these transformations and, vice-versa, how the Moroccan migration experience can contribute to migration scholarship. The Moroccan case particularly exemplifies the value and necessity of going beyond Eurocentric biases in migration research that artificially divide the world into ‘receiving’ and ‘sending’ countries.

S’affranchissant des logiques marchandes, elle se nourrit aussi de l’idéologie du développement durable en intégrant des préoccupations sociales et environnementales. Le succès du terroir dépasse aujourd’hui les frontières de l’Europe. Un nombre croissant de pays du Sud ont adopté l’idée que la valorisation des ressources locales et des patrimoines ruraux peut constituer l’un des grands chantiers de leurs politiques de développement. À partir de l’expérience marocaine, les auteurs s’interrogent sur le succès du transfert au Sud de cette notion. Les politiques de terroir peuvent-elles redéfinir des produits locaux qui répondent aux exigences de qualité des consommateurs urbains ? Peuvent-elles générer au niveau local des projets intégrateurs qui valorisent la complexité bio-culturelle des lieux ? This book explores how continued emigration and increasing immigration is transforming contemporary Moroccan society, with a particular emphasis on the way the Moroccan state is dealing with shifting migratory realities. The authors of this collective volume embark on a dialogue between theory and empirical research, showcasing how contemporary migration theories help understanding recent trends in Moroccan migration, and, vice-versa, how the specific Moroccan case enriches migration theory. This perspective helps to overcome the still predominant Western-centric research view that artificially divide the world into ‘receiving’ and ‘sending’ countries and largely disregards the dynamics of and experiences with migration in countries in the Global South. This paper analyses how fundamental transformations of Moroccan society over the past century hav... more This paper analyses how fundamental transformations of Moroccan society over the past century have shaped Morocco’s mobility complex and how migration has affected and accelerated these transformation processes in its own right. Economic transitions and the concomitant demise of subsistence-based agrarian livelihoods, urbanization processes and demographic transitions, increasing education and rapid cultural change have increased all forms of migratory and non-migratory mobility within and from Morocco, particularly through large-scale rural-to-urban migration as well as rapidly increasing emigration to Europe. While earlier patterns seem largely consistent with mobility transition theory, the predicted decrease in emigration levels has not occurred, as, since the 1990s, Morocco has entered a migration plateau of persistently high emigration despite significant increases in living standards, a slowing down of internal migration and increasing immigration. Continuously high levels of emigration can be explained by a growing disjuncture between sluggish and uneven economic development that has mainly benefitted certain regions and economic elites on the one hand, and fast sociocultural change across all social classes and regions on the other. This disjuncture has rapidly increased youth’s aspirations for lifestyles and freedoms that they find difficult to imagine in Morocco, but at the same time reshapes Morocco’s internal mobility patterns and attracts growing numbers of immigrants.

Après l’Europe méditerranéenne, un nombre croissant de pays du Sud ont adopté l’idée que la valor... more Après l’Europe méditerranéenne, un nombre croissant de pays du Sud ont adopté l’idée que la valorisation des ressources locales des terroirs et des patrimoines ruraux pouvait, ou devait, constituer l’un des grands chantiers de leurs politiques de développement pour les zones à faible compétitivité au regard des critères de l’agriculture industrielle. Dans les pays des rives Sud et Est de la Méditerranée, le processus de valorisation de ces terroirs-patrimoines a émergé vers le début des années 2000, le Maroc étant le premier à s’orienter vers la valorisation des produits et des patrimoines ruraux. La notion de « terroir » a ainsi été redéfinie et apparait désormais comme un gage de qualité et de devenir et un argument de vente pour des produits agricoles selon une logique marchande. Mais très vite elle adopte aussi le concept de développement durable en intégrant des préoccupations sociales et environnementales : Un élément légué au présent par le travail des générations précédentes pour fonder un futur commun. Dans cette nouvelle optique, la notion de terroir devient inséparable de celle de « patrimoine » : Le terroir est géré plus dans une optique de transmission de biens que dans une stratégie de maximisation du capital. Enfin si la spécificité représente une valeur domestique investie de qualités au niveau local, la diversité des terroirs constitue une richesse au niveau national. Cependant, terroir et patrimoine sont des concepts forgés dans un contexte géographique, historique et linguistique particulier (Nord). D’où la question des modalités et des enjeux du transfert au Sud de ces concepts, ainsi que des outils d’analyse ou des dispositifs de développement qui les accompagnent. Plusieurs questions se posent alors : • Les politiques de terroir peuvent-elles redéfinir des produits locaux qui répondent aux exigences de qualité des consommateurs urbains ? • Peuvent-elles générer au niveau local des projets intégrateurs qui valorisent la complexité bio-culturelle des lieux ? • À quelles conditions le « terroir », associé à la mise en place des indications géographiques, peut-il constituer un nouveau modèle de développement pour les zones défavorisées ? • Quelle est la capacité des acteurs locaux à s’approprier des démarches qui restent pour l’instant impulsées par le haut ?

Etude de faisabilité pour l'adaptation du programme mexicain 3 pour 1 au cas du Maroc Par Mohamed... more Etude de faisabilité pour l'adaptation du programme mexicain 3 pour 1 au cas du Maroc Par Mohamed Berriane et Mohammed Aderghal. Vieille de plus d'un siècle, l'émigration internationale marocaine s'est stabilisée aujourd'hui autour de 10% de la population marocaine qui se trouve à l'étranger. Elle a des effets indéniables sur le pays et les régions d'origine par le biais des transferts de fonds (6,7 Milliards de dollars en 2007) et la persistance de puissants liens transnationaux entre les Marocains installés à l'étranger et les communautés d'origine, alors que les associations d'émigrés jouent un rôle plus ou moins réussi dans l'accompagnement des acteurs locaux dans ces foyers de départ. Mais bien qu'on ne s'attende pas à ce que les migrants intervenant individuellement ou en associations puissent à eux seuls provoquer le décollage du développement local, on ne peut que constater que les sommes considérables générées par les transferts sont encore peu mobilisées pour des investissements productifs. Une étude récente de la Fondation Hassan II des Marocains résidant à l'étranger (2008) a aboutit à des résultats peu encourageants dans ce sens puisque seuls 7,7% des transferts vont à des investissements, alors que 71,0% sont affectés à des dépenses courantes contre 20,9% sous forme de dépôts dont les ¾ ne sont pas rémunérés et 0,4% pour des actions collectives. Ces chiffres attestent de ce que des recherches empiriques ont déjà démontré : tout migrant n'est pas un investisseur potentiel. Le projet « Transatlantic dialogues on migration and development issues Mexico-US and Morocco-EU Experiences " a permit le développement d'une réflexion à ce sujet à l'occasion du premier atelier organisé au Mexique et auquel des universitaires, des décideurs et des praticiens marocains ont pu échanger avec leurs homologues mexicains, américains et européens. Deux idées se sont dégagées des débats : la possibilité de s'inspirer de certains modèles de mobilisation de l'épargne des émigrés mis au point au Mexique et la nécessité de mener des réflexions et des recherches actions au niveau des régions d'origine pour canaliser les efforts des émigrés vers ces régions. L'expérience du Mexique basée sur le principe du ''Tres por uno", malgré la limite des résultats constatés, a l'avantage de créer une synergie au niveau local dans laquelle les émigrés sont acteurs entreprenant. Cette présence locale qui commence à se sentir à travers un marquage du territoire peut avoir dans le futur des effets au plan de la décision politique locale. La conception au Maroc d'un schéma similaire à celui du Mexique devrait relever d'une volonté politique de l'Etat. Mais c'est un schéma qui pourrait aussi être proposé à des acteurs locaux dans le cadre des communes auxquelles la nouvelle charte communale donne des prérogatives en matière de planification du développement local et de mise en place de partenariat avec la société civile et des personnes physiques.
Parmi les principaux changements qu'a connu l'émigration marocaine internationale depuis les anné... more Parmi les principaux changements qu'a connu l'émigration marocaine internationale depuis les années 2000 et 2010, figure la forte diversification des destinations. Celle-ci concerne d'abord l'Europe, principal réceptacle de cette migration et où les pays du Sud (Espagne, Italie) continuaient à attirer des flux importants alors qu'auparavant c'était l'Europe du Nord qui primait. Mais la diversification concerne aussi l'apparition et la consolidation des foyers d'appel des pays arabes, en particulier les Etats du Golfe. Dans l'édition précédente de cette série (Berriane, 2018), nous avions décrit et analysé les spécificités de cette migration qui contrastaient avec celles de l’émigration se dirigeant vers l'Europe occidentale. Nous avions mis en place le cadre général de cette migration vers les pays arabes dans un premier temps en la situant au sein de l'émigration marocaine en général vers les différents continents. Nous nous sommes ensuite arrêtés sur le cas des pays du Golfe à travers les deux exemples du Qatar et des Emirats Arabes Unies en insistant sur la spécificité de ces foyers d'immigration où les Marocains ne constituent qu'une minorité parmi les nombreux immigrés asiatiques. Nous avions, enfin, dans une troisième partie analysé les profils types des migrants marocains dans les pays du Golfe en insistant sur leur caractère multiple, ce qui contribuait davantage à diversifier la migration marocaine en général. Dans cette nouvelle livraison, et afin d'éviter les répétitions, nous ne reviendrons pas sur le premier point en renvoyant à la publication précédente. Notre objectif est de s'arrêter sur les évolutions éventuelles des communautés marocaines vivant dans les deux pays entre 2017 et 2021 et d'essayer de saisir les effets de la pandémie planétaire dans ces évolutions, mais aussi du grand évènement sportif qui aura lieu dans la région à travers l'organisation de la coupe du monde du Foot Ball de 2022.

En effet, suivre, observer et analyser l’évolution de la situation des Marocains du monde pays par pays, objectif premier de l’ouvrage, ne peut se faire sans tenir compte des grandes tendances de la connaissance et de la production du savoir autour de ces Marocains. Ce chapitre introduisait en fait la première partie de l’ouvrage, qui fut également une innovation. Il s’agissait d’une partie thématique, qui essayait d’informer sur les résultats les plus récents des recherches sur les migrations marocaines à travers une sélection de thèmes présentés par leurs auteurs. Cette pratique a été respectée dans l’édition suivante2 et nous continuons sur cette lancée en introduisant la présente édition par un chapitre qui actualise l’état des recherches récentes sur les migrations marocaines. Il va de soi que les études de cas pays par pays restent l’ossature centrale de l’ouvrage3. L’état de la recherche traité lors de la première édition (2014) portait sur la recherche telle qu’elle se présentait au début des années 2010 ; celui de 2017 a porté sur la période de 2010 à 2017 et la présente édition couvre la période 2017-2021. Nous continuons donc à creuser les sillons des thématiques sur l’émigration féminine, le vieillissement de ces communautés, les questions de développement et les aspects culturels. Néanmoins, on a abordé aussi de nouveaux sujets ayant fait l’objet de recherches récentes tel que les politiques publiques migratoires, la question des Marocains de confession juive installés en Israël et surtout la thématique des effets de la pandémie Covid-19.
Dans le cadre des activités de recherche en partenariat, entre des équipes françaises et marocain... more Dans le cadre des activités de recherche en partenariat, entre des équipes françaises et marocaines, menées au sein du LMI MediTer (1 et 2) et du programme de l'ANR MedInnLocal, le littoral Atlantique marocain a été retenu comme un site d'intérêt pour le groupe travaillant sur le tourisme. Dans la zone autour de Taghazout, identifiée dès 2011, plusieurs missions de terrains, individuelles et collectives, donnant lieux à des enquêtes pluridis-ciplinaires se sont déroulées entre 2013 et 2017 sur diverses thématiques en liaison avec le tourisme balnéaire, rural, de niche et plus globalement sur les dynamiques et changements en cours. Les données collectées ont permis d'identifier un certain nombre de phénomènes, des ajustements, des stratégies, dont certaines sont éphémères et particulièrement difficiles à caractériser alors que d'autres semblent plus pérennes. Du fait que les changements dans la zone sont toujours en cours, et ce pour plusieurs années sans doute, et que les recherches elles aussi conti-nuent au fil des aménagements du littoral, des nouvelles infrastructures et des initiatives locales, ou nationales en réponse à ces évolutions, les premiers résultats présentés, commentés et analysés dans ce chapitre ne constituent nullement un point de vue final et définitif sur ces travaux. Ils doivent être pris comme un éclairage à un moment donné sur une situation en évolution constante. Ce chapitre est de ce fait beaucoup plus descriptif qu'analytique mais il s'insère dans une dynamique de recherche collective qui a déjà donné lieu à de nombreuses publications (Senil et al. 2014 ; Berriane 2014 ; Berriane et Michon 2016).

Vaste marqueterie d’espaces en situation d’interface, le bassin du Guir situé à l’extrême Sud-Est... more Vaste marqueterie d’espaces en situation d’interface, le bassin du Guir situé à l’extrême Sud-Est marocain est en situation périphérique par rapport au centre du pays et constitue un territoire frontalier, périphérique, fragile et dépendant. Au début du XXe siècle, la sédentarisation forcée des populations de la région, longtemps nomades, a intensifié son caractère « répulsif » accentuant le déclin de ses oasis. Le bassin qui a beaucoup compté dans l’histoire contemporaine du Maroc, est peu étudié, et peu connu. Il est cependant, aujourd’hui, le siège de mutations récentes et brutales, notamment suite au processus de déblocage des terres collectives, qui interpellent le chercheur. Dans ce contexte, la présente analyse ambitionne de partir du modèle de fonctionnement d’une société plus ou moins fermée sur elle-même et autarcique, pour ensuite suivre pas à pas l’ouverture brutale sur l’extérieur et l’arrivée des innovations, de la « modernité » et différents acteurs externes forçant le pays du Guir à s’engager dans des mutations supposées bénéfiques. L’analyse des effets de ces mutations montre qu’en fait la croissance enclenchée grâce à cette ouverture, si elle profite aux uns, s’accompagne du déclin pour les autres, alors que la modernité, le capitalisme et la diffusion de l’innovation sécrètent de nombreux laissés-pour-compte. Ce modèle de fonctionnement qui, partant de très bonnes intentions pour des mises en valeurs agricoles génératrices de revenus et de développement, aboutit à des situations de non-développement inattendues pour certains, interpelle l’observateur, alors que le Maroc est en pleins débats pour imaginer un nouveau modèle de développement. Cette analyse est conçue comme une modeste contribution à cette réflexion.

En étudiant l’émergence de nouvelles destinations touristiques en milieu rural, on a pu mettre en... more En étudiant l’émergence de nouvelles destinations touristiques en milieu rural, on a pu mettre en évidence le rôle essentiel joué par des investisseurs étrangers, dans la mise en tourisme de ce milieu. Mais si ces porteurs étrangers sont les plus visibles, cela ne signifie pas que d’autres acteurs issus des populations locales soient absents ou insensibles au développement du tourisme dans ces campagnes. L’objet de ce chapitre est donc de s’arrêter sur les initiatives de ces acteurs qui émergent parmi la population locale et qui s’investissent dans la fonction d’accueil aux côtés des étrangers. Nous essaierons de sonder les attitudes des populations locales vis-à-vis de cette nouvelle activité et de ces nouveaux voisins, tout en s’arrêtant sur les parcours de ces entrepreneurs touristiques souvent amateurs et leurs apports à la région. Ces acteurs locaux ont-ils attendu l’arrivée des porteurs de projets étrangers pour se lancer dans les mêmes dynamiques ? Comment se démarquent-ils par rapports à ces étrangers pour concevoir, aménager et gérer leurs petites entreprises ? Enfin, quels sont les effets immédiats de ces activités sur les sites qui les reçoivent ? Toutes ces interrogations rejoignent les débats en cours sur le concept de développement au Maroc et sa révision.

Dans la réflexion qui suit, nous adoptons volontairement une approche qui oppose d’un côté des te... more Dans la réflexion qui suit, nous adoptons volontairement une approche qui oppose d’un côté des territoires qui ont pu bénéficier des choix techniques en matière de développement agricole et de l’autre des territoires où ces choix n’étaient pas en adéquation avec les milieux. Les premiers sont devenus les locomotives du développement et les seconds constituent les marges et les périphéries. Les premiers sont les « avant-pays » et les seconds les « arrière-pays ».. Au cours des dernières décennies la rive sud de la Méditerranée et le Maroc ont « découvert » les « stratégies de terroir » qui cherchent à faire de ces arrière-pays de véritables laboratoires de solutions alternatives. Ces stratégies et le modèle de développement qui les adopte devraient, à terme, pouvoir aider à intégrer ces arrière-pays qui, marginalisés jusqu’ici, accusent ces disparités territoriales. Encore faut-il que les processus d’importation et d’appropriation de ces nouveaux modèles mis au point dans un autre contexte puissent se faire de manière intelligente. Le présent ouvrage est conçu comme une contribution à cette réflexion à travers l’analyse critique des dynamiques impulsées par un changement majeur des orientations du développement agricole basé sur ces « stratégies terroirs ».

L’objet de ce chapitre est un essai d’analyse des variations spatiales des retombées du tourisme ... more L’objet de ce chapitre est un essai d’analyse des variations spatiales des retombées du tourisme au Maroc. On part de l’hypothèse que si les retombées du tourisme sur l’espace et la société sont indéniables au Maroc, elles se diffusent de façon très inégale dans l’espace et contribuent aux déséquilibres territoriaux. Pour vérifier cela on part d’une description sommaire du modèle touristique marocain et son produit qui se traduisent par des disparités territoriales criantes. Ces disparités sont le résultat de politiques publiques qui se sont très vite alignées sur une demande internationale stéréotypée et standard car à la recherche d’un tropisme balnéaire couplé à une dimension culturelle urbaine. Or, en même temps, le Maroc recèle d’autres centres d’intérêt, notamment en milieu rural, ce qui plaide pour une large dissémination des effets du tourisme. Dans un deuxième temps cet état des lieux sera confronté aux mutations de la demande internationale qui annoncent une véritable transition touristique vers un autre modèle que celui privilégié par les politiques publiques. Mais si ces dernières n’intègrent pas encore de façon convaincue ces mutations et font preuve de beaucoup d’hésitations, les acteurs locaux de régions oubliées par le tourisme officiel, épaulés par des acteurs parfois étrangers, réagissent, en prenant en compte ces mutations pour répondre à une demande nouvelle. Dans une troisième partie, on verra comment les actions de ces acteurs arrivent à démontrer qu’avec une nouvelle offre destinée à cette nouvelle demande on peut disséminer beaucoup plus les effets du tourisme vers les intérieurs du pays dans des régions en difficultés.

Au Maroc, les zones rurales considérées comme « marginales » couvrent plus des 3/4 du pays (hors espaces sahariens) : il s’agit des montagnes atlasiques, des zones présahariennes et sahariennes et de leurs oasis, ainsi que des plaines et des plateaux semi-arides. Elles concentrent 70% des exploitations agricoles et 80% de la population agricole. Ce sont aussi les zones les plus riches en biodiversité et celles qui abritent la majorité des « sites remarquables » du pays, qu’il s’agisse de nature sauvage, de paysages agraires ou d’architecture.
A partir de ce constat, l’ouvrage aborde la question du développement de ces zones à travers plusieurs interrogations tels que celles des changements globaux, la vulnérabilité et l’adaptation de ces sociétés rurales, ou encore celles des terroirs et des patrimoines ruraux qui font l’objet d’une mobilisation internationale récente, aussi bien de la part des chercheurs que des décideurs et des agents du développement. Cette notion de « terroir », encore perçue négativement il y a une quarantaine d’années, a été, en effet, redéfinie au point d’apparaître aujourd’hui comme un gage de qualité et de devenir un argument de vente pour des produits agricoles. Cette évolution s’est opérée à travers une lente mais efficace prolifération patrimoniale autour des produits de terroir. Initialement inscrite dans une logique marchande de différenciation des produits alimentaires, sur la base d’une reconnaissance de leurs spécificités non imitables, la mise en avant du terroir s’est vite rattachée à l’idéologie du développement durable dans ses composantes sociales et environnementales. Dans cet effort de contextualisation, les auteurs se sont arrêtés aussi sur les politiques publiques suivies au Maroc pour faire de ces zones, restées jusqu’ici en marge des efforts de modernisation du pays, des « ateliers du développement durable ». Ceci à travers le Pilier II du Plan Maroc Vert et le développement solidaire de la petite agriculture, la promulgation de la loi sur les signes d’origine et de qualité, le développement du tourisme rural et la problématique du développement des montagnes
Mais en orientant les recherches et les réflexions dans ces directions, certes légitimes, on doit garder présent à l'esprit le fait que le Maroc, pays d'émigration avant tout, a une importante communauté marocaine à l'étranger, évaluée aujourd'hui entre 4 et 5 millions de personnes et répartie sur les quatre continents� Or, cette communauté tout en augmentant suite à de nouveaux apports, mais aussi par une procréation sur place, évolue dans ses caractéristiques sociodémographiques, culturelles, économiques et politiques� Tout en s'équilibrant démographiquement et en s'enracinant dans les pays d'accueil, elle vieilli, s'intègre et adopte de nouvelles configurations, mais en restant fortement attachée à son pays d'origine. Ces mutations de la communauté marocaine de l'extérieur s'accompagnent immanquablement de nouveaux problèmes. Le Maroc qui reste également attaché à ses Marocains de l'extérieur a le devoir de les accompagner et pour cela il doit bien les connaître et les comprendre� Et c'est le rôle que s'est donné la Fondation Hassan II pour les Marocains résidant à l'étranger qui, pour accompagner ces Marocains, doit constamment renouveler cette connaissance� Parmi les outils mis au service de cette connaissance, la série « Marocains de l'extérieur » maintenant sa régularité de parution tous les 4 ans, publie sa quatrième édition. Comme les précédentes éditions, l'objet de celle-ci est de suivre les mutations continues de cette migration en identifiant ses nouvelles
En raison de l’importance croissante des questions liées au changement climatique ou aux grands bouleversements socio-politiques, entre mobilité des hommes, des idées et des produits et souci de conservation des ressources et des cultures locales, cet ouvrage nous invite à penser cette mutation du terroir comme porteuse d’enjeux et de potentialités universelles.

Après l’Europe méditerranéenne, un nombre croissant de pays du Sud (dont le Maroc) ont adopté l’idée que la valorisation des ressources locales des terroirs et des patrimoines ruraux pouvait, ou devait, constituer l’un des grands chantiers de leurs politiques de développement pour les zones à faible compétitivité au regard des critères de l’agriculture industrielle.
Questions débattues :
- Les modalités et les enjeux du transfert au Sud de concepts et de dispositifs forgés au Nord ;
- La pertinence de ces concepts et de ces dispositifs pour appréhender et valoriser la diversité des rapports des sociétés à la fois à l’espace, aux ressources et au pouvoir ;
- La redéfinition, à travers les dynamiques de terroir, aussi bien de l’identité que de la gouvernance (locale et nationale) des ressources ou des modalités de la gestion collective des territoires ;
- L’impact social et territorial de la mise en marché d’éléments autrefois soustraits de l’ordre marchand.
La notion de « terroir » a ainsi été redéfinie et apparait désormais comme un gage de qualité et de devenir et un argument de vente pour des produits agricoles selon une logique marchande. Mais très vite elle adopte aussi le concept de développement durable en intégrant des préoccupations sociales et environnementales : Un élément légué au présent par le travail des générations précédentes pour fonder un futur commun. Dans cette nouvelle optique, la notion de terroir devient inséparable de celle de « patrimoine » : Le terroir est géré plus dans une optique de transmission de biens que dans une stratégie de maximisation du capital. Enfin si la spécificité représente une valeur domestique investie de qualités au niveau local, la diversité des terroirs constitue une richesse au niveau national.
Cependant, terroir et patrimoine sont des concepts forgés dans un contexte géographique, historique et linguistique particulier (Nord). D’où la question des modalités et des enjeux du transfert au Sud de ces concepts, ainsi que des outils d’analyse ou des dispositifs de développement qui les accompagnent. Plusieurs questions se posent alors :
• Les politiques de terroir peuvent-elles redéfinir des produits locaux qui répondent aux exigences de qualité des consommateurs urbains ?
• Peuvent-elles générer au niveau local des projets intégrateurs qui valorisent la complexité bio-culturelle des lieux ?
• À quelles conditions le « terroir », associé à la mise en place des indications géographiques, peut-il constituer un nouveau modèle de développement pour les zones défavorisées ?
• Quelle est la capacité des acteurs locaux à s’approprier des démarches qui restent pour l’instant impulsées par le haut ?
