El artículo propone tres conceptos a fin de comprender la socioeconomía china en la actualidad: la omnipresencia de su sector público, el proceso de globalización con características chinas y la competencia entre grandes poderes; la integración de estos conceptos busca sobrellevar las limitaciones de una crecientemente descriptiva bibliografía sobre China, también en América Latina y el Caribe (ALC). Asimismo, se ejemplifican dos tendencias significativas de la socioeconomía china: el importante escalamiento de China para el caso del contenido tecnológico de su comercio exterior, y la significativa participación de las empresas públicas en la salida de inversión extranjera directa de China hacia ALC. El último apartado presenta algunas de las implicaciones de este análisis y vetas de investigación futuras.

The Working Group on Development and Environment in the Americas, founded in 2004, brings together economic researchers from several countries in the Americas who have carried out empirical studies of the social and environmental impacts of economic liberalization. The Working Group's goal is to contribute empirical research and policy analysis to the ongoing policy debates on national economic development strategies and international trade. The Working Group held its inaugural meeting in Brasilia, March 29-30, 2004. This paper is one of eight written for the Brasilia meetings. They are the basis for " Globalization and the Environment: Lessons from the Americas, " a policy report published by the Heinrich Böll Foundation in July 2004. Executive Summary In the very best case, nations that liberalize their foreign direct investment regimes hope that FDI will come to the country, and that it will generate " knowledge spillovers " that will create positive economy-wide effects that can pull it from underdevelopment. The jewel among these effects is innovation. If foreign firms come to a nation and take part in innovative activities, it is hoped that such activities can spur similar effort in the domestic economy and help the nation climb the development ladder. This comprehensive report analyses the extent to which FDI into Mexico was able to attract FDI that stimulated innovation. The main finding, among many, is that foreign firms' innovative contributions have been very limited and need to be better targeted. This is of concern given Mexico's lackluster performance in terms of competitiveness. Moreover, Mexico's poor FDI performance in terms of innovation may be accentuating the already potent levels of inequality and polarization in the Mexican economy. Some of the specific findings of the report are as follows: • Mexico's state and national laws for screening, evaluating and encouraging technologically sophisticated FDI are not being implemented. • R&D in Mexico has been falling sharply since the 1990s and this is in part due to poor performance in terms of R&D in foreign firms. • R&D and Science and Technology spending by foreign firms is very polarized from a regional perspective, with the North of Mexico experiencing some promise of innovation while the South lags far behind. • Domestic firms without FDI account for higher levels of innovation and employment than firms with FDI. Mexico and the United States share a long history of political, military, social, immigration, cultural and economic relations. Mexico has been among the three main trading partners of the US in recent decades, while the US has been the top trading partner of Mexico since statistics have been available. This chapter examines the “new triangular relationship” between the US, Mexico, and China, particularly from a Mexican perspective. With the global reemergence of China since the last decade of the 20th century, the relationship between Mexico and the US has substantially shifted in a variety of ways. The analysis first focuses on the general socioeconomic triangular relationship of Mexico with the US and China, based on a literature review; issues involving Chinese trade and foreign direct investment (FDI), are highlighted, as well as the overall relationship of Latin America and the Caribbean (LAC) with China. The next section discusses topics concerning this triangular relationship that are currently being analyzed in Mexico, particularly regarding China. The final part of the analysis concentrates on the main characteristics of this “new triangular relationship,” policy questions, and future research issues.

INTRODUCCION Desde fines del decenio de 1970 la Republica Popular de China -en lo que sigue China- ha presentado un espectacular desempeno en terminos macroeconomicos, inversion extranjera directa (IED);, tasas de ahorro y crecimiento del PIB, asi como avances significativos en el ambito social. Resumen El documento es resultado de una amplia investigacion realizada durante 2003 en la que se llevaron a cabo reuniones y entrevistas con mas de 120 personas en Honduras, de las cuales 53 correspondieron a empresas. This article examines the relation between the global debt crisis and the accumulation crisis of the capitalist system, in both peripheral and core countries. In contrast to the 1950s, since the 1970s despite its hegemony the U.S. has been unable to bear the costs of stabilizing the capitalist world market and has taken a selective approach to the solution of the global debt crisis, as the case of Mexico clearly shows. This article argues further that the U.S. attempts to socialize the loan losses of private creditors through the instrumentalization of multilateral agencies and the Brady Initiative, shifting the costs from private creditors and debtors to civil society. However, this strategy has shown few signs of success, and the creditor banks and the indebted countries are far from solving their global contradictions. In Latin America, after the "lost decade" of the 1980s, the possibility of total collapse and pauperization in the 1990s cannot be dismissed.

La publicacion de este libro es resultado del interes y la cooperacion entre varias instituciones locales, regionales, nacionales e internacionales para analizar y dar respuesta a los retos a los que se enfrentan, en el actual contexto de la globalizacion, el sector agroindustrial en Mexico, y particularmente la pina en Isla (Veracruz) y el limon mexicano en Tecoman (Colima). Con base en una profunda investigacion con productores, industriales, funcionarios, academicos y expertos sobre los respectivos temas, el documento senala las fortalezas y debilidades de los respectivos segmentos de la cadena de valor.

Mexico presenta en 2011 una larga agenda pendiente en temas tan apremiantes como su masiva pobreza, el rezago agricola, el abandono de los problemas etnicos y de los pueblos indigenas, asi como la profundizacion de la polarizacion socioeconomica y territorial desde el proceso de apertura economica a finales de la decada de los 80, insuficiente generacion de empleo, crisis del sector manufacturero y minimos aumentos de los salarios reales, ademas de un mediocre crecimiento per capita en las ultimas tres decadas. Considerando los aspectos anteriores (Dussel Peters, 2000; Moreno Brid y Ros, 2010), este documento se concentra en la relacion economica entre Mexico y China –con enfasis en el comercio y la inversion– con base en un breve diagnostico y una posterior segunda seccion de propuestas para una futura agenda bilateral entre ambos paises.

This paper reviews Mexico’s economic situation before 1982. It outlines the evolution of Mexico’s inward-oriented strategy and its experience with trade liberalization since 1985, highlighting the causes of the structural crisis manifested in 1982. Sections II and III examine the reform policies of the de la Madrid administration (1982-1988) and the more radical approach under the current Salinas administration. These sections also explore the implications for Mexico of changing international conditions from the 1980s onwards and the potential of its current development strategy. Finally, the paper examines the conditions and implications for Mexican development of the North American Free Trade Agreement. The paper concludes with a prospective analysis of the Mexican economy.

El exponencial crecimiento de China en los ultimos treinta anos genera preocupaciones e interrogantes en el ambito politico y academico. El pais asiatico ha pasado a ser el segundo socio comercial de America Latina, cuando en 1990 representaba apenas 0,6% del comercio total de la region. The contribution of this document focuses on the relationship between China and Latin America and the Caribbean (LAC), specifically in the area of infrastructure projects that China has carried out up to 2019 in the region. It is important to highlight that the contribution is the result of the learning and dialogue process achieved in the Academic Network of Latin America and the Caribbean (Red ALC-China) on multiple aspects of the bilateral relationship, specifically in the area of trade, outward financing, foreign direct investment (or OFDI) and infrastructure projects. The progress made in the Monitor of Chinese OFDI in Latin America and the Caribbean (Dussel Peters 2020)—after four annual versions since 2017—has made it possible to extend and deepen multiple aspects of Chinese OFDI in LAC and, as we shall see below, with implications for the present study. Para analizar la competencia entre China y Mexico en la cadena hilo-textil-confeccion en Estados Unidos, se examina si compiten en los mismos segmentos de la cadena, o bien con otros paises, y si responden a patrones de especializaion similares. Los autores concluyen que China es un importante adversario para la integracion de Mexico al mercado mundial, en particular al de Estados Unidos.

Este estudio analiza detalladamente los efectos de la apertura comercial en el empleo en Mexico, comparandolos con la experiencia de Argentina y Brasil. El autor abarca un analisis de los principales cambios en la politica macroeconomica, el patron de crecimiento de las respectivas economias, y al nivel sectorial, un analisis de la especializacion comercial, su productividad y sus requerimientos de mano de obra.
