Because of a wide range of benefits, cultural initiatives are often supported by the action of po... more Because of a wide range of benefits, cultural initiatives are often supported by the action of politics and public administration. A contradiction often emerges, when public and private forces do not work with synergy. Bottom up initiatives such as art events, performing arts, new cultural spaces are funded by public institutions through European or National calls. Politics tends to interfere with decisions in the cultural realm, looking at short term results but leaving aside cultural democracy. Moreover, dealing with public administration may bring inefficiencies and waste of resources. Politics should answer to citizens' needs through a clever negotiation with private forces, avoiding a meddling of roles. An eloquent experience has been examined in Terni (Italy) where a fruitful cooperation between public and private forces gives a virtuous cultural hub and museum both to the resident community and the external visitors.

Qui, il fattore umano svolge il ruolo di ago della bilancia, da cui il ruolo della cultura e delle arti risulta sempre più centrale. Trump minaccia lo smantellamento del National Endowment for the Arts, mentre musei di Manhattan abituati a fare i campioni di incassi, come il Met, vi-vono una crisi inaudita. In Europa, l'uscita del Regno Unito dall'Unione è affrontata dalle industrie cultu-rali e creative con una presa di posizione schietta, sia da parte della Creative Industries Federation, sia dal gotha dell'architettura britannica. Questo testimonia del fatto che muri, barriere e culture al bando non fanno del bene, cosa che non smette di sottolineare Ai Wewei e che si impara bene a Documenta. Il tema delle barriere continua a essere filo rosso di un'altra riflessione necessaria, quella sul senso ine-dito assunto dalle categorie di spazio e tempo, che mostrano griglie sempre più morbide. I contagi tra spazio e tempo influenzano tanto le professioni quanto la condivisione. Il lavoro e gli spazi del lavoro cambiano in maniera vorticosa portando con sé modifiche alla scala di valori. In tutti i mercati la dimen-sione soccombe davanti all'importanza acquisita dall'esperienza. In tale contesto, il lavoro creativo si rende infungibile persino di fronte allo sviluppo tecnologico e l'economia si riorganizza di conseguenza preferendo il vantaggio della solidarietà allo sforzo della competizione. Proprio in un momento in cui spazio e tempo si confondono, un altro tema recupera importanza, quello della prossimità. Le periferie, scomposte e senza orpelli istituzionali, diventano centrali quando si insegue il fermento culturale delle città. Non a caso sono sempre più frequenti progetti e incentivi per la rigenerazione urbana delle perife-rie, fermi restando, tuttavia, i rischi connessi alla gentrificazione. Arte e cultura restano, comunque, il midollo di queste azioni e si confrontano, stimolandoli, con i temi dell'ambiente e del multiculturalismo. Spazio e tempo cambiano, lo si nota anche meglio da come cambia il modo di usarli. La condivisione permette di ottenere cose lontane velocemente, come accade per le collezioni dei musei digitalizzate o per le lezioni emesse gratuitamente in podcast dalle università, ma essa permette anche di fare cose an-tiche con tecniche innovative: finalmente, il digitale e l'analogico si alleano, come sta accadendo con le app per la condivisione ad Amsterdam o anche l'attività di Mahogany Opera Group per ibridare le tecni-che e i pubblici della lirica. Tutto questo da una parte gioca con le categorie di spazio e tempo e, dall'altra, fa tornare le persone a parlarsi e crescere. La cultura, anche per quest'anno, sembra l'unico settore capace di tracciare in anticipo queste tendenze. La creatività si riappropria delle aree neglette con metodi inediti e lavora sempre più sul proprio glossario, ponendo massima attenzione ai contenuti senza adagiarsi sul valore, ormai non più aprioristico, del contenitore.

In particular the recent experience of Rome, where the municipal administration has often based the urban transformation of various areas upon cultural action, including contemporary architecture buildings, creative artists' work, cultural neighbourhoods and the like, is examined from a range of perspectives, focusing upon the many dilemmas faced by the public decision-maker in a complex ecosystem such as a town where residents, external users, and mass tourists share the same areas for different, and often conflicting, purposes. The main outcomes of the analysis show a substantial connection between the kind of action carried out and the possible degree of social engagement, along with the shared perception of common profiles in cultural resources. The need to activate cultural investments within a strategic framework, and the symmetrical weakness of occasional action is emphasized.

Its powerful theatrical and musical features attracted the leading social groups in the nineteenth century, while in the last decades its appeal proves limited to a small proportion of contemporary society. Its production is widely supported by public subsidies and private donations. Being endowed with a dramaturgic structure and an expressive language able to respond to society's emotional and cognitive expectations, opera could innovate its traditional profile, without spoiling its creative identity but at the same time addressing the contemporary audience. This does not require special effects, but simply a more effective combination of its productive factors, exploiting its cross-media nature. Public action can prove crucial in a more advanced approach, shifting the focus of subsidies from the mechanical deficit coverage à la Baumol to the provision of in-kind support aimed at raising the entrepreneurial responsibility of opera managers. Market options could be increased along with the appraisal of opera by the complex contemporary society, continuity through infrastructure, technology and human capital training, in order for public action to reject paternalistic orientation and instead encourage opera producers to challenge the market.

The changing economic and social paradigm requires new features for the cultural system, whose values are slowly but firmly abandoning the iconic and special character, and opting for a hierarchy dominated by experience, relationship and proximity. In such a respect the urban texture becomes the fertile cradle of cultural and creative action shared by the territorial community, enjoyed by external visitors in search of knowledge, supported by public tools able to provide them with infrastructure, technology, and in-kind resources and aimed at facilitating the loca-lisation of creative projects in the urban framework. keywords cultural economics; urban design; creativity; post-industrial economy.

I benefici economici e sociali derivanti dai flussi turistici richiamati dal patrimonio e da manifestazioni artistiche non ricadono infatti automaticamente sul territorio. A partire anche dall'analisi dei casi selezionati all'interno del progetto Mediteatri.pa, il contributo offre alcune indicazioni operative per la progettazione e alcune linee guida affinché le politiche di valorizzazione a livello locale possano cogliere l'obiettivo di innescare un autonomo processo di sviluppo.

La definizione di manager culturale è entrata ormai stabilmente nel lessico della gestione e dell... more La definizione di manager culturale è entrata ormai stabilmente nel lessico della gestione e delle politiche della cultura. Sta ad indicare un professionista in possesso di competenze chiave – in continuo divenire – che attengono più aree disciplinari; una figura le cui funzioni, di fatto non riconducibili a protocolli condivisi, comprendono più ambiti d’azione. Questo libro tratta della sua formazione e dei relativi paradigmi, contenuti, modalità. Dei rapporti, non sempre ottimali, che intercorrono tra l’offerta formativa in tale area e il mondo del lavoro; delle prossime sfide che le imprese culturali e creative dovranno sostenere. Affrontare il tema della formazione al management della cultura è ora più che mai un compito difficile, per le connessioni tra politiche della cultura, economiche e del lavoro; per la stretta relazione, in ambito culturale, tra sistemi di governance e modelli manageriali.
Da qui il coinvolgimento di autori che provengono da realtà ed esperienze diverse, l’adozione di molteplici punti di vista, la giustapposizione di analisi di impianto accademico, interventi critici, esiti di ricerche empiriche.
Fermo restando il quadro di riferimento a livello europeo, ci si pone tra gli altri, l’obiettivo di rappresentare lo stato dell’arte, nel nostro paese, di quest’area della formazione fondamentale per lo sviluppo e l’innovazione dei settori della cultura e della creatività.
Finalità di questo libro è altresì proporre elementi di riflessione per le istituzioni culturali, le università e gli altri enti che progettano e realizzano percorsi formativi, per i docenti e soprattutto per i futuri manager della cultura.
