Abstract
How can a State's foreign policy be systematically assessed? Authors agree that it belongs to the public policy domain and that it remains difficult to assess. Since the timing and criteria of its assessment have remained a problem to be resolved, this contribution proposes a universalizable approach made up of five criteria comprising methodological elements (modelling and discourse analysis), ontological elements (from a complete institutional role) and paradigmatic elements (diplomatic theorization) based on the example of Cameroon.

Abstract
What is the place of international affairs in Cameroon's national development strategies? How, in view of which stakes and with what perspectives does the country’s diplomacy grasp these strategies? Coming under public policy analysis, through the paradigm of institutional creation and change in neo-institutionalist approaches, this contribution aims at clarifying and examining the place given to external affairs or, better still, opportunities offered by the
international society, in Cameroonian development strategies since the beginning of the third
millennium.

Abstract : To what extent does Cameroon in the implementation of its foreign policy actually mobilize soft power? Putting aside any form of preconceived opinion on the issue, the present article aims at bringing an answer to this fundamental questioning. Be it in the deployment of its foreign policy in the CEMAC zone or beyond, this article aims at establishing to what extent the Cameroonian foreign policy, usually qualified of being a foreign policy of compromise having gotten rid of military imperialism, makes use of a well-established soft power strategy. This paper settles on the perspectives of Cameroonian diplomacy in the new international order.

SUMMARY NOTES
What is diplomatic rebirth for a State like Cameroon? Is an administrative reform sufficient for its realisation? What are the various dimensions to be considered when engaging on such a path? Is the given or imagined containt actually used in reference to this concept a true representation of what it is supposed to be? How is Cameroon’s diplomatic identity constructed in a relationship to its rebirth? Here are some of the various questions raised by this dissertation, and to which answers are attempted. By positioning itself in-between diplomatic theory and practice, this dissertation has as ambition to contribute definitely to the determination of the real path to a veritable and full diplomatic rebirth. In this light, it engages in an investigation, in the vast field of foreign policy analysis, on the patrimonial Cameroonian and African diplomacy. The aim is to propose a new view point, a new appraisal, bring a new wind on the Cameroonian/African external policy/diplomacy: the wind of cultural endogeneity.
Key words: Rebirth, diplomacy, identity, foreign policy, culture, civil service, endogeneity, soft power.
