Cooperative Learning

Is the idea that the self-determination of all citizens influences progress towards democracy not merely a dream that breaks itself against the hard historical reality of political societies? Is not the same fate reserved for all pedagogical innovations in democratic education that depend on this great dream? It is commonplace to assert this logic to demonstrate the inapplicability of the ideas of both democracy and of democratic education. Though this argument is prominent and recurring in the history of political and educative ideas, in response we can ask ourselves if the gap between the ideal and the reality is effectively insuperable and must be considered an incontestable fact. The double objective of this article is to determine explicitly the meaning and extent of this gap in the context of democracy and of education and to demonstrate that this gap is neither static nor permanent, but is susceptible to being narrowed, from generation to generation.

U ovom radu dat je osvrt na mogućnosti i projekcije saradnje između pravnih subjekata koji realiziraju zakonsku nadležnost zaštite teritorijalnog integriteta, nezavisnosti i sigurnosti države u cjelini, odnosno onih kojih osposobljavaju i kreiraju kapacitete, u jednom dijelu, za realiziranje prethodne navedene nadležnosti. Analiza je fokusirana na formalno-pravni okvir saradnje između visokobrazovnih ustanova i odbrambenih institucija, te analizu dostignutih oblika saradnje. Usmjeravajući se na takvo težište, cilj rada je podstaknuti na sagledavanje i podsticanje auditorija, kao i stručne i naučne javnosti na iznalaženje najoptimalnijih rješenja za unapređenje saradnje koja će doprinijeti zajedničkim interesima visokoobrazovnih ustanova i odbrambenih struktura u Bosni i Hercegovine. Time se, ne postiže samo njihova prepoznatljivost, već u aktuelnoj bosanskohercegovačkoj zbilji, kroz efikasnije planiranje i programiranje radi na izgradnji stabilnosti i prosperitetu društva u cjelini. Ključne riječi: Odbrambene institucije, visokoobrazovne ustanove, saradnja, planiranje, programiranje Summary This paper provides a review of the possibilities and projections of cooperation between legal entities that implement the legal competence for the protection of the territorial integrity, independence and security of the state as a whole, and also those who are establishing and creating capacities in one part for the realization of the aforementioned competences. The analysis focuses on the formal and legal framework of cooperation between higher education institutions and defense institutions, and an analysis of the achieved forms of cooperation. Taking this into focus, the aim of the work is, in this context, to encourage the examination and encourage of audiences, as well as the expert and scientific public, on finding the most optimal solutions for improving cooperation that will contribute to the common interests of higher education institutions and defense structures in Bosnia and Herzegovina.
