Interwar France

"El libro que me honro en prologar es uno de los más importantes que sobre la Guerra de España se han publicado en los últimos años. Esta afirmación puede sorprender a más de un lector. El período 1936- 1939 es, en efecto, el mejor estudiado en nuestra historia contemporánea. Ahora bien, no todos los libros que se publican sobre tan dramático episodio son de igual calidad o de parecidas ambiciones. El autor de esta obra ha apuntado muy alto y ha jugado muy fuerte. David Jorge, en esta su primera gran obra, se ha adentrado en territorio muy poco explorado monográficamente: el papel de la Sociedad de Naciones en la Guerra de España. Parece mentira que hasta ahora no se le hubiese otorgado la importancia que merece. Este libro defiende, documental y teóricamente, la crucial importancia de los factores externos, exógenos, para explicar tanto la derrota de la República como el triunfo de los sublevados. La no aplicación de los preceptos del Derecho Internacional asestó un golpe mortal al gobierno republicano. Su sustitución por una política de no intervención, que siempre funcionó a favor de Franco, acentuó tal letalidad. Debo recomendar a la atención de los amables lectores esta obra y a su autor, un historiador de las nuevas generaciones nacidas en democracia, que con habilidad, destreza y maestría ejemplifica hasta qué punto la antorcha de la investigación sobre la guerra española está pasando a buenas manos".

Harro Schulze-Boysen est surtout connu pour avoir dirigé, de concert avec l’économiste communiste Arvid Harnack, l’Orchestre Rouge, un célèbre réseau de la Résistance allemande qui transmit des renseignements
à l’URSS jusqu’à son démantèlement en 1942. Il a donc longtemps été perçu soit comme un héros, soit comme un traître, en fonction des schémas réducteurs en vigueur dans les discours officiels respectifs de l’Allemagne de l’Est et de l’Allemagne de l’Ouest. Son destin posthume fut ainsi d’être une victime emblématique des oppositions idéologiques divisant l’Allemagne, alors qu’il s’était toujours efforcé de les surmonter en tant qu’intellectuel engagé mais inclassable, comme le montre la recherche plus sérieuse dont il a fait l’objet depuis la veille de la chute du Mur de Berlin. On sait mieux aujourd’hui que c’est d’abord au sein du Jungdeutsche Orden (Jungdo) qu’en tant que conservateur, Schulze-Boysen chercha à dépasser l’opposition du national et du social déchirant la vie politique allemande, avant de réaliser que la patrie ne pouvait trouver son unité qu’au sein du front transversal des adversaires du capital international. Ce dernier lui était tôt apparu comme le garant des injustices du traité de Versailles par le biais
de l’hégémonisme français, avec les partis nationaux bourgeois – NSDAP compris – pour relais.
S’il se situait ainsi dans le courant national-révolutionnaire de la Révolution conservatrice, Schulze-Boysen s’en démarquait néanmoins en ce que, pour lui, la conscience nationale n’excluait nullement l’ouverture
internationale, même envers les ennemis désignés du pangermanisme. C’est ce que montre son dialogue poussé avec les milieux non-conformistes français
des années 1930, regroupant des intellectuels en quête d’un renouvellement de la vie politique dans le sens d’une troisième voie révolutionnaire par-delà
droite et gauche et hostile au fascisme. Dans le cadre de mes recherches doctorales sur le plus caractéristique de ces mouvements français : le
groupe personnaliste Ordre Nouveau, j’ai pu mettre en lumière les liens particulièrement étroits et durables liés par Schulze-Boysen avec celui-ci dans le contexte de sa revue Gegner. Il s’agissait pour moi de situer sa
démarche dans le panorama européen des troisièmes voies non-conformistes et des transferts culturels entre leurs différentes traditions nationales, où Schulze-Boysen joua un rôle longtemps négligé de médiateur, notamment avec la France.

On December 3, 1930 members of the far-right paramilitary league Jeunesses Patriotes1 interrupted a screening of Salvador Dalí's Surrealist L'Âge d'or at Studio 28 in Paris, in an attempt to stop a film whose anti-clericalism and iconoclasm they found offensive. Screaming "Death to the Jews"2 and "Let's see now if there are any Christians left in France," the protesters threw a pot of ink at the screen and tossed smoke bombs into the audience before exiting the room. With walking canes that doubled as weapons, they then began to destroy the entry hall outside the screening room, slashing paintings by Dalí, Man Ray, Max Ernst, Joan Miró and Yves Tanguy, and destroying materials on display, like issues of La Révolution surréaliste, as well as the furniture and windows (figs 1-2).
In the weeks that followed, the press on the far right applauded these actions of vandalism, reprinting a notice from the Ligue des Patriotes that claimed the "immorality of this bolshevist spectacle"3 justified the violence. Though the affected parties had gone to the police for the restitution of some 80,000 francs in damage, the scandal compelled the Préfecture de Police to order a new review of the film by the Examination Commission, which now mandated that offensive scenes featuring bishops be removed from future screenings of the film. On December 7, articles in L'Ami du peuple and Le Figaro, both owned by the fascist and anti-Semite François Coty, demanded more, asking for the banning of a film that dragged "family, religion, and nation" through the mud,4 adding that if censors did not act

The history of commercial aviation in the Kingdom of Serbs, Croats and Slovenes began in 1922, when a French-Roumanian company for air transport CFRNA (Compagnie Franco-Roumaine de Navigation Aérienne) known as Franco-Roumaine, the first operative transcontinental air line in the world, started to operate  from Paris via Pančevo in Serbia to Bucharest and Constantinople.
In order to reach Constantinople before the train, the company Franco--Roumaine decided to try a night flight from Bucharest to Pančevo and back to Bucharest. The first international night flight with passengers in the world was accomplished from the airport in Pančevo on September 9th 1923, by a French pilot Claude Beauregard.
In 1933, French civil engineer Bernard Laffaille constructed three hangars made of reinforced concrete at the airport in Pančevo. This was one of the first applications of a specific load-bearing metal structure called "V-Laffaille" invented by Bernard Laffaille.

Camille Mauclair makes another appearance in the third chapter, this time presenting a more sophisticated persona as a member of the advisory team overseeing Le Dessin, a monthly review aimed at national instructors of primary, secondary and advanced drawing education in France. In the first scholarly study of this periodical, I ask how and why state pedagogues and administrators, senators and other key actors who sat on the editorial board and wrote for the journal considered Mauclair their ally and willingly named him a colleague. Analyzing the evolution of Le Dessin over a decade, I show where their respective positions both converged and diverged, while exploring politicized discourse around drawing education in a period when one of the markers of modernist authenticity was the eschewal of traditional draftsmanship. Against ever shifting political tides, I trace the nationalist and anti-modernist ideologies underwriting the content of a journal sanctioned by the Ministry of Education and the Fine Arts and intended to shape the next generation of instructors (and students). At a time when the preservation of "drawing skills" had become central to the conservation of French national identity, I chart the journal's evolving and inconsistent attempts to defend the utility of drawing as a core element of the national public curriculum for school children.

Until his death in 2000 at age 96, Alexandre Marc, French pioneer and long-time dean of the European federalist movement, when lecturing to students of the European institutes he founded, used to hold up to them as a model of activism his pre-war collaboration with Harro Schulze-Boysen, German leader of the controversial Red Orchestra Resistance network, who was executed by the Nazis in 1942. This paper will highlight the European dimension of Schulze-Boysen's otherwise East-leaning (ostorientiert) political action, and compare it with the overtly federalist vision of his French associates from his early days like Marc. For if both men understood themselves as professional revolutionaries whose visions defied all party lines, and were each among the earliest active members of the Resistance to Hitler in their respective countries of France and Germany, their geopolitical and ideological horizons differed sharply in some crucial respects.

The dissertation concludes with a short meditation on the legacy of artistic independence under the Third Republic. By the end of the 1930s, for critics of Republicanism who looked jealously at the cohesive aesthetics of authoritarian regimes, the liberalization of the arts and the institutionalization of artistic independence were, I argue, proof perfect of the Third Republic's failings. As critics adopted ever more militant roles, they soon extended their responsibilities beyond the aesthetic sphere into that of politics. It is their melding of both, and not the rise of modern art, that we now qualify as the “very dangerous turn" in the history of modern France. Though each of these chapters presents a separate issue or case study, the same actors re-appear in different contexts, demonstrating the interconnectedness of the Parisian art world. Likewise, throughout these case studies, certain themes recur, including: debates on the role of the state in aesthetic matters; the interface between the artist and the people; the critique of commercialism in the world of art and letters; and the fear of de-skilling. Given that many of these issues are still relevant today, I hope that the studies presented here can model how aesthetic and cultural debates are politicized and perverted in times of political crisis.

Distinct de la revue doctrinale L’Ordre Nouveau (mai 1933-septembre 1938), le modeste Bulletin de liaison des groupes « Ordre Nouveau » (avril 1935-novembre 1937), lancé par les « cellules techniques » de  ce mouvement personnaliste français à l’intention des militants plutôt que du public, était voué en grande partie à la présentation critique des « germes ‘Ordre Nouveau’ » déjà présents dans la société existante, comme ébauches ou points d’appui de nouvelles institutions propres à lui survivre et à lui succéder. Jamais exploité jusqu’ici, ce Bulletin de liaison de l’ON offre donc un exemple et des matériaux pouvant présenter quelque intérêt pour les courants antiproductivistes contemporains, comme le mouvement des Villes et communautés en Transition dans sa propre tentative de recenser les éléments de résilience appelés à surnager dans l’inévitable débâcle de la civilisation du « Progrès » illimité. En plus d’une série d’études de cas et de types d’entreprise, évalués selon des critères personnalistes, parmi d’autres textes portant sur l’organisation du travail, on peut y suivre le détail d’une expérience concrète de service civil, conçue pour en vérifier la faisabilité.

In the second chapter, I focus on Waldemar George, an art critic from the interwar period whose case has fascinated scholars because of his dual identity as a Jewish immigrant from Poland and a publicly-avowed fascist, a follower of Mussolini. Complicating narratives by other scholars who have seen him as a self-hating reactionary, I engage in the first scholarly study of the "neo-humanist" artists he promoted, and consider their affective role in his broader plan for a Universalist Christianity that would efface the problems of discrimination he himself had experienced as a young soldier and critic in Republican France. Tracing his intellectual trajectory and enacting a close re-reading of his texts as well as unpublished archival letters, I show counter-intuitively that this brilliant writer used the rhetoric of nationalism, fascism, and "Latin humanism" as a means of protecting and dissembling the identities of the Jewish émigré artists he regularly promoted.
