BACKGROUND Much scholarly and practitioner attention to the impact of Hurricane Katrina on the city of New Orleans, Louisiana has focused on the failures of government disaster prevention and management at all levels, often overlooking the human strength and resourcefulness observed in individuals and groups among the worst-affected communities. OBJECTIVES This preliminary study sought to investigate human resilience in the city of New Orleans, State of Louisiana, eighteen months after Hurricane Katrina struck the Mississippi delta region. METHODS The Sense of Coherence scale, short form (SOC-13) was administered to a sample of 41 residents of Lower Ninth Ward and adjacent Wards who had been displaced by Hurricane Katrina but were either living in or visiting their home area during March 2007. Some US prisons are meeting the growing need for end-of-life care through inmate volunteer programs, yet knowledge of the motivations of inmate caregivers is underdeveloped. This study explored the motivations of inmate hospice volunteers from across Louisiana State (n = 75) through an open-ended survey, a grounded theory approach to analysis, and comparison of responses by experience level and gender. Participants expressed complex motivations; Inter-related themes on personal growth, social responsibility and ethical service to vulnerable peers suggested that inmate caregivers experience an underlying process of personal and social transformation, from hospice as a source of positive self-identity to peer-caregiving as a foundation for community. Better understanding of inmate caregiver motivations and processes will help prisons devise effective and sustainable end of life peer-care programs.

Measure the frequency of physical and sexual abuse in a sample of reproductive aged women displaced by Hurricane Katrina, and compare those experiences to the year before Hurricane Katrina. Sixty-six English-speaking women aged 18-49 years residing in Louisiana Federal Emergency Management Agency (FEMA) housing were screened for physical and sexual abuse seven to nine months after Hurricane Katrina, using modified 30x7 cluster sampling methodology. Twenty-three percent (95% confidence interval [CI], 14, 34%) of women reported being hit or verbally threatened since Hurricane Katrina. Abuse had increased for 33% (95% CI, 13, 63%) and decreased for 13% (95% CI, 4, 37%) of women. Twenty percent (95% CI, 6, 51%) of abused women were with a new partner, while 13% (95% CI, 4, 39%) reported new abuse with the same partner. Four women reported sexual abuse since Hurricane Katrina. This is an unpublished essay that I circulated privately in September 2005, several weeks after Hurricane Katrina struck the City of New Orleans.  Having lived in the Big Easy while in college and having made it and its culture and its people an important part of my life, I was aghast at calls by people unfamiliar with the city to allow for its demise.  This was before it became known to the country that the reason that the city was devastated was the failure of its levees to hold and protect the city and not because of many other factors.

A vegetarian food mixture when incorporated into a commercially prepared diet can be used as a supplement or in a vegetarian protein-sparing modified fast. A modification of this diet was given to protein-energy deficient malnourished children in Ethiopia, and it reversed their biochemical defects. The soluble or gel-forming fiber in the mixture also gives the product a favorable glycemic index and reduces glycemic excursion as well as fasting blood glucose and insulin levels. This accounts for the improvements seen in glucose tolerance in type II diabetic patients. These results, however, were preceded by a study of the effects of the mixture in improving glucose tolerance in diabetic rats. A clinical study among New Orleans police officers also suggests that this mixture helps people, without much self-motivation, to lose weight.

This book presents a provocatively new interpretation of one of New Orleans' most enigmatic traditions, the Mardi Gras Indians. By interpreting the tradition in an Atlantic context, Dewulf traces the " black Indians " back to the ancient Kingdom of Kongo and its war dance known as sangamento. He shows that good warriors in the Kongo kingdom were per definition also good dancers, masters of a technique of dodging, spinning and leaping that was crucial in local warfare. Enslaved Kongolese brought the rhythm, dancing moves and feathered headwear of sangamentos to the Americas in performances that came to be known as " Kongo dances. " By comparing Kongo dances on the African island of São Tomé with those in Latin America, the Caribbean and Louisiana, Dewulf demonstrates that the dances on New Orleans' Congo Square were part of a much broader Kongolese performance tradition. He links that to Afro-Catholic mutual-aid societies that honored their elected community leaders or " kings " with Kongo dances. While the public rituals of these brotherhoods originally thrived in the context of Catholic procession culture around Epiphany and Corpus Christi, they transitioned to carnival as a result of growing orthodoxy within the Church. Dewulf's groundbreaking research suggests a much greater impact of Kongolese traditions and of popular Catholicism on the development of African-American cultural heritage and identity. His conclusions force us to radically rethink the traditional narrative on the Mardi Gras Indians, the kings of Zulu and the origins of black participation in Mardi Gras celebrations.

TOPIC. Hurricane Katrina was a disaster that affected the lives of many people from the Gulf Coast area. The hurricane affected their emotional and physical health, and devastated their financial and material status.PURPOSE. This article relates the lived experience of a Hurricane Katrina New Orleans evacuee who relocated to Texas permanently.CONCLUSION. The people who resided in these communities lost not only their homes but their culture and day-to-day life. One's culture and identity are developed and learned over time and cannot be easily replaced. A person may adopt another culture or identity, but the original self (much like the city of New Orleans) has been shattered and torn.

South Louisiana is home to long-established French and French-Creole speaking minorities of varied origin. This paper reports on fieldwork observation in a nursing home among whose residents were many French speakers. The research question with which this context was approached was kept deliberately wide, namely, how bilingualism might feature in the lives of participants, or what the linguistic practices and preferences of participants might be. Thus, rather than impose pre-determined analytical categories on the research situation that could be formulated into a hypothesis to be tested by quantificational means, the work reported here is an attempt to describe the participants' practices, and perspectives on the phenomenon under investigation.

Implications Benzene and particulate matter monitoring during the Deepwater Horizon oil spill revealed that ambient air quality was a likely threat to public health and that residents in coastal Louisiana experienced significantly greater exposures than urban residents. Threshold air pollution levels established for the oil spill apparently were not used as a basis for informing the public about these potential health impacts. Also, despite carrying out the most comprehensive air monitoring ever conducted in the region, none of the agencies involved provided integrated analysis of the data or conclusive statements about public health risk. Better information about real-time risk is needed in future environmental disasters.

This Article explores the coexistence and dissimilarities of the external and internal functions of domicile of natural persons from both a comparative and Louisiana law perspective. The historical foundations of these connections are examined first (Part I). Next, the discussion focuses on the common-law concept of domicile, particularly its English foundations and American development (Part II), and on the civil law concepts of domicile (Part III) and habitual residence (Part IV). Finally, the main discussion turns to Louisiana’s law of domicile (Part V).  This comparison of civil and common law systems reveals that the Louisiana understanding of domicile resembles more closely the American common law model. This comparison also shows that the modern Louisiana private-law rules regulate domicile very effectively. Unfortunately, the same cannot be said with respect to Louisiana’s public-law rules, especially the rules concerning residential qualifications of candidates for public office.

Avery Island is known far and wide for its natural beauty. Live oaks bearing festoons of Spanish moss, fields plush with red hot peppers, snowy egrets building nesting beside the ponds, and alligators peering slyly above the murky waters are but a few of the elements that make this island a virtual Eden. However, it was the presence of an active saline that made Avery Island attractive to both historic and prehistoric populations. Indians made good use of the Salt Mine Valley site for making salt in late prehistoric times, and even earlier Indians used the island to erect earthen edifices, such as the Banana Bayou Mound. In the Petite Anse Project Ian Brown begins with a thorough discussion of the archaeology of Avery Island and then heads out to the other salt domes and surrounding marsh in exploring the rich culture history of the coastal plain. Three parishes receive major treatment in this volume and well over a hundred sites are explored. The degradation brought about by hurricanes and industry has changed forever the west-central coast of Louisiana. Because many of the sites visited and described by the author have sadly disappeared, this work is an important time capsule for those interested in Louisiana’s past.

This study examined the stability of post traumatic stress disorder (PTSD) symptoms in a predominantly ethnic minority sample of youth exposed to Hurricane Katrina. Youth (n = 191 grades 4th thru 8th) were screened for exposure to traumatic experiences and PTSD symptoms at 24 months (Time 1) and then again at 30 months (Time 2) post-disaster. PTSD symptoms did not significantly decline over time and were higher than rates reported at earlier time points for more ethnically diverse samples. Younger age, female sex, and continued disrepair to the child’s home predicted stable elevated PTSD symptoms. Findings are consistent with predictions from contextual theories of disaster exposure and with epidemiological data from adult samples suggesting that the incidence of PTSD post Katrina is showing an atypical pattern of remittance. Theoretical, applied, and policy implications are discussed.
