Il libro è frutto della volontà di alcuni ricercatori e ricercatrici di rischiarare le ombre attorno al tema oggi rilevante dei servizi ecosistemici, cercando di indagare in maniera approfondita la sua consistenza e – soprattutto – utilità nel campo delle scienze del territorio. Che i servizi ecosistemici siano un argomento decisivo e centrale in questo periodo storico per il governo del territorio, lo dimostra il susseguirsi di seminari scientifici e la presenza del termine in documenti e agende politiche nazionali e internazionali, dove questi vengono correlati agli strumenti di pianificazione territoriale. Il tema è però scivoloso e si presenta difficilmente ‘afferrabile’ per poter ambire a un’effettiva operatività. In recent years the subject of energy planning has come to occupy a role of growing importance, both in relation to the escalating costs, scarcity and impact of energy procurement and consumption and in relation to the increasingly broad future prospects generated by the development of technologies for the exploitation of renewable sources. Within this framework, the development and use of the latter frequently appears to be without benchmarks for integration into the broader picture of territorial planning, and hence of coordination with other human activities and territorial resources. With this in mind, this book aims to compose the elements of a perspective in which energy planning is seen not as an ulterior and separate form of planning, but as an activity integrated within the more general instruments for the government of the territory, and more specifically one that employs the resources of the territory in a sustainable manner also with a view to endogenous local development.

L'introduzione del concetto di invariante strutturale nella pianificazione territoriale ed urbana ha incontrato numerosi problemi applicativi. Lo scopo di questo lavoro è indagarne le ragioni e formulare una nuova definizione capace di superarli. Al centro dell’analisi si trova il rapporto fra concetti cruciali nell’interpretazione del territorio: sostenibilità dello sviluppo, risorsa, spazio, luogo, identità di luogo, statuto, strutture territoriali spazio-temporali, e le invarianti strutturali intese come strumento per produrre e riprodurre identità e qualità sociali e ambientali del territorio. Il fulcro sono l’organizzazione e i funzionamenti del territorio, i processi spazio- temporali e gli attori che se ne sono artefici. E dai valori immateriali, ma oggettivi, è necessario prendere le mosse: i valori immobiliari e i valori attribuiti dai differenti gruppi di popolazione, in termini di memoria, attribuzione di senso e identità.

The purpose of the book is, on one hand, to try to trace a method and some working perspectives for post-growth planning, and on the other hand, to testify, through a concrete experience, the old and new questions and the interpretative and visionary effort that the territory poses to planning today. In a region like Apulia, which has followed an innovative path in the government of the territory and the landscape, the experience of knowledge and project for the city of Ugento is an opportunity to reflect on how today the construction of the plan can accompany the government of the territory in its development, rather than claiming to direct it, penetrate its policies and interact with its various instruments in a dynamic and even experimental way. Il disegno è una potente forma di comunicazione in grado di attivare l'immaginario. Il volume affronta il tema della raffigurazione di paesaggio, in cui l'immagine è usata a fini descrittivi, e della prefigurazione di paesaggio, in cui il disegno è lo strumento per definire scenari. Le due azioni sono strettamente correlate: delineare la struttura del paesaggio – e il disegno a volo d'uccello appare una efficace modalità di rappresentazione – consente di desumere le regole costitutive ed evolutive, da cui necessariamente deriva l'individuazione delle regole di buon comportamento che permettono la conservazione e la trasformazione del paesaggio. Disegnare queste regole di azione può rivelarsi una operazione utile per ben orientare le trasformazioni poiché consente di comunicare, in modo semplice e diretto, le modalità con cui interveniamo nel nostro comune ambiente di vita.

Avui, el concepte de territori és clarament indestriable dels elements que l’integren, no només els físics (aigües territorials, costes, litorals, terrenys rurals, urbans, muntanyes, llacs, rius), sinó que forma un tot conjuntament amb conceptes de tipologia més intangible com el paisatge, l’urbanisme, la planificació, les infraestructures o els equipaments, entre d’altres. La seva ordenació (via directrius, plans territorials, ús del litoral i platges, gestió de l’ús dels dominis, règim econòmic i financer, execució i gestió d’obres i actuacions, protecció d’espais naturals, protecció de corredors biològics, usos diversos), és tan important com el seu equilibri (no només territorial, sinó també demogràfic, socioeconòmic, ambiental). Per això el plantejament des d’una visió conjunta que aporti cohesió i coordinació entre els diversos àmbits que hi tenen afectació esdevé clarament imprescindible.
