Pemerintahan DKI Jakarta merupakan salah satu sistem pemerintahan yang menggunakan e-government yaitu sistem e-budgeting. E-budgeting digunakan untuk mengefisiensikan dan mengefektifitaskan kinerja dan laporan hasil kerja. Namun dalam pelaksanaannya sering mengalami kendala teknis maupun non teknis.
Peneliti mencoba untuk memecahkan permasalahan tersebut dengan menggunakan metode kuantitatif. Sebuah konseptual yang dimodifikasi oleh peneliti yang didasarkan pada kajian berbagai referensi yang ada terkait model Delone dan Mclean berisi komponen-komponen keberhasilan sistem.
Untuk mengidentifikasi pengaruh variabel dan indikator, peneliti menggunakan software SmartPls3.0 kemudian disusun strategi dan pengelolaan hubungan antara variabel. Hasil Penelitian ini menunjukkan Kualitas Sistem e-budgeting belum sepenuhnya mudah untuk digunakan oleh pengguna disebabkan sistem tidak terintegrasi dengan sistem lainnya dan respon yang lama dalam memproses data yang diolah secara online, sehingga beberapa pengguna tidak puas dengan kualitas informasi yang dihasilkan dan menganggap bahwa penggunaan E-budgeting belum sepenuhnya mampu mengurangi biaya operasional dan produktivitas kinerja menjadi terhambat. Sedangkan Kualitas Informasi e-budgeting sangat dipengaruhi oleh kualitas sistem, tingkat akurasi, kemudahan pengguna memahami membuat kepuasan pengguna atas kepuasan informasi serta kulitas layanan e-budgeting juga secara tidak langsung mampu mengurangi biaya operasional dan produktivitas kinerja menjadi terhambat.

The current study explores the diffusion of PB at a local level, how it travels around the world and more specifically, how, why and with what results it was adopted in the city of Tartu in Estonia. This article goes prospecting for some of the main experiences of using e-participatory budgeting (e-PB) that occurred between 2001 and 2013. We used the snowball technique to map out these occurrences. The aim of the study was to contribute to a better understanding of how such e-PB relates to other e-participation projects, in terms of participants, activities and the possibility of using mixed methods (online/on location) to mitigate any digital exclusion. The results indicated that there were 170 e-PB initiatives operating in 101 locations, of which 139 were mixed initiatives. Contrary to what is suggested in literature on the subject, most of these e-PBs do not address decision-making processes directly, but instead deal with the suggestions and requests of citizens (e-requests). The conclusion was then that the addition of ICTs to the e-PBs did not necessarily lead to an improvement in such processes. Nevertheless, one can argue that e-PBs can indeed offer new avenues and questions of relevance to the study of e-participation.

This    article    explores    the    transition    from    democratic    innovation    to institutionalised  political  process  of  e-participatory  budgeting  in  Belo  Horizonte,  Brazil between  2006  and  2013.  It  considers  how  the  proponents  and  organisers  of  ePB  conceive  its function in relation to the representative mechanisms that surround it; how the citizens of Belo Horizonte  have  responded  to  it  in  relation  to  their  experience  of  being  represented;  and  how governments  seeking  to  institutionalise  democratic  innovations  with  a  view  to  establishing more direct forms of representation might learn from this exercise

Participatory Budgeting has by now been widely discussed, and often celebrated, now instituted in at least 1,500 cities worldwide.  Some of its central features - its structure of open meetings, its yearly cycle, and its combination of deliberation and representation are by now well-known.  In this paper, however, we critically reflect on its global travel and argue for more careful consideration of some of its less well-known features, namely, the coupling of the budgeting meetings with the exercise of power.  We disaggregate PB into its communicative and empowerment dimensions and argue that its empowerment dimensions have usually not been part of its global expansion and this is cause for concern from the point of view of emancipation.  In this paper we thus discuss the specific institutional reforms associated with empowerment in the original version as well as its analytic dimensions.  We also address some of the specific dangers of a communication-only version of PB as well as some suggestions for reintroducing empowerment.

This study verifies the presence of new communication patterns and new communicative practices in the experience of the Participatory Budget in Porto Alegre and on the Internet, as well as its relevance to the political participation. It is a descriptive and evaluative study elaborated based on the decoupage of the PB Web site and the qualitative and quantitative information from the database related to the participation via the Internet in the year 2001, first year of the e- PB. It describes a set of contents and processes available on the site and builds an indicial profile of the online participant based on data concerning geographical origin, income brackets and the gender of the participant. The analysis of this data follows a typology of new communicational patterns and new communicative practices elaborated based on the theoretical reflexion accomplished by this research on communication in the Electronic Governance. The application of the proposed model identifies the potentialities that ensure the relevance and the peculiarity of the e-PB as a new communicative practice, besides pointing out the limits of this experience, which has been registering a growing decrease in the number of participants every year.

The expectations of this study were that the Tartu city government adopted PB for gaining more popularity and votes, as well as for increasing levels of citizen participation and awareness. Qualitative methods of analysis were used to conduct the research, relying on elite interviews with employees of Tartu city government and e-Governance Academy as the primary source of empirical information. The research has brought new and additional knowledge in the field of PB implementation, the main incentives and overall results, examining the case of Tartu. The study demonstrates that PB enactment in Tartu was the result of cooperation between NGO and the city government, both having the same incentives and expectations from the initiative. The main incentives of PB implementation in Tartu were citizen education about the city budget and citizen engagement. As a result of the research, it turned out that the case of Tartu corresponds to the previously existing theories of citizen engagement and citizen education on budgeting processes, and some of the expectations of the research have been met (citizen engagement and awareness) whereas the expectation that city government adopted PB for the reason of gaining votes and popularity was not supported. In sum, this study contributes to the field of PB diffusion at a local level, and its results can be applied both in and outside of Estonia for understanding the objectives and already existing results of PB enactment.
