ENHANCING PHILIPPINE COMPETITIVENESS THROUGH THE

DEVELOPMENT OF THE LUZON LOGISTICS CORRIDOR

REGION III AND IV-A

RATIONALE
The general vision is to develop an intermodal logistics
system covering the Mega-Manila region (from Subic
through Clark to Batangas) that will be integrated globally
and be competitive in cost and quality to exploit the
Philippines strategic location as a provider of goods and
services (value-added) in the supply chain of huge
markets (Japan, China, ASEAN).

This initiative is likewise aimed at decongesting Metro

Manila by gradually shifting the cargo traffic from
Manila to the new ports of Subic and Batangas.

Ultimately, the Program is expected to reduce transport

cost, improve service quality, enhance the countrys
competitiveness, alleviate poverty, and maximize the
use of the infrastructures through the creation of
opportunities within the Corridor.

COVERAGE
The proposed Subic-Clark-Batangas Corridor covers the regional
economies of Metro Manila, Bulacan-Pampanga-Tarlac-Zambales
(in the north), and Cavite-Laguna-Batangas (in the south).
Together, these regional economies already account for about half
of the countries total output (GDP).

CENTRAL LUZON
Central Luzon is still the 3rd largest
contributor to the countrys total
economic output, next only to
NCR and CALABARZON
Industry accounts for 60% of the
regions output
There are more than 1,500
locators in CLARK-SUBIC; 450,000
TEUs
SOUTHERN LUZON
42 Industrial Estates; at least
1,000 locators
More than 1 million TUEs
NORTHERN LUZON
Regions I and CAR are showing
good prospects (high growth)

The good news is that majority of the

necessary infrastructure are
already in place. The challenge is
to maximize their use.

Subic Port NTC 1 and 2

Batangas International Port
SCTEx
STAR 2 (south bound lane)
TPLEx

More infrastructures will be

developed
CALAx
Laguna Lakeshore Dike Expressway
NLEX-SLEX Connector

Planning for the future

As a result of the port congestion in Manila, cargo throughput at the Subic port has

gone up.
From only 2 regular callers, Subic port now has 6 regular shipping lines servicing
destinations such as Japan, China, Taiwan, and Singapore.
The new advocacy is to start expanding the capacity of Subic Port (instead of the
Port of Manila).
