DESIGN

De Iiverables:

1. Design documentation that will demonstrate that the criteria in NRCS Idaho Conservation Practice

Standard 362 have been met and are compatible with other planned and applied practices.

a. Practice purpose(s) as identified in the conservation plan

b. Inform the decision maker they are responsible for any required permits.

c. Compliance with NRCS national and state utility safety policy (NEM Part 503-Safety, Subpart A - Engineering Activities Affecting Utilities 503.00 through 503.06)

2. Written plans and specifications including sketches and drawings shall be provided to the client that adequately describes the requirements to install the practice and obtain necessary permits

4. Certification that the dastgn meets practice standard aiteria and comply with applicable laws and regulations (NEM Subpart A, 505.03 (a) (3)}.

5. Design modifications during installation as required.

DIVERSION (Ft.) CODE 362

DEFINITION

A channel constructed across the slope generaUy with a supporting ridge on the lower side.

PURPOSE

This practice may be applied as part of a resource management system to support one or more of the following purposes.

• Break up concentrations of water on long sopes. on undulating land surfaces, and on land that is generally considered too flat or irregular for terracing.

• Divert water away from farmsteads, agricuftural waste systems, and other improvements.

• Collect or direct water for water-spreading or water ·harvesting systems.

• Increase or decrease the drainage area above ponds.

• Protect terrace systems by diverting water from the top terrace where topography,land use, or land ownership prevents terracing the land above.

• Intercept surface and shallow subsurface flow.

• Reduce runoff damages from upland runoff.

• Reduce erosion and runoff on urban or developing areas and at construction or mining sites.

• Divert water away from active gullies or critically eroding areas.

• Supplement water management on conservation cropping or stripcropping systems.

CONDITIONS WHERE PRACTICE APPUES This applies to all cropland and other land uses where surface runoff water control and or management is needed. It also applies where soils and topography are such that the diversion can be constructed and a suitable ouUet is available or can be provided.

CRITERIA

All planned work shall comply with all Federal, state and local laws and regulations.

Capacity. Diversions as temporary measures, with an expected life span of less than 2 years, shall have a minimum capacity for the peak discharge from the 2·year frequency, 24·hour duration storm.

Diversions that protect agricultural land shall have a minimum capacity for the peak discharge from a 1()..year frequency, 24·hour duration storm.

Diversions clesigned to protect areas such as urban areas, buildings, roads. and animal waste management systems shall have a minimum capacity for the peak discharge from a storm frequency consistent with the hazard involved but not less than a 25--year frequency, 24.oour duration storm. Freeboard shall be not less than 0.3 ft

Design depth is the channel storm flow depth plus freeboard, where required.

Cross section. The channel may be parabolic, V-shaped, or trapezoidal. The diversion shall be designed to have stable side slopes. The sideslopes of the diversion embankment and the cut slope of the channel shall be no steeper than 4 horizontal to one vertical for fanned slopes.

The ridge shall have a minimum top width of 4 feet at the design depth. To provide for settlement the ridge height shall include a minimum of 5 percent overfill of the design fill height

The ridge top width may be 3 feet at the design depth for diversions with less than 10 acres drainage area above cropland, pastureland, or woodland.

The top of the constructed ridge at any point shall not be Io\wr than the design depth plus the specified overfill for setUement.

The design depth at culvert crossings shall be the culvert headwater depth for the design storm plus freeboard.

Grade and velocity. Channel grades may be uniform or variable. Channel velocity shall not exceed that considered non-erosive for the soil and planned vegetation or lining.

Maximum channel velocities for pemlanentJy vegetated channels shall not exceed those recommended in the NRCS Engineering Field Handbook (EFH) Part 650, Chapter 7, or Agricultural Research Service (ARS) Agricultural Handbook 667, Stability Design of Grass-Lined Open Channels (Sept. 1987).

When the capacity is determined by the formula Q = A V and the V is calculated by using Manning's equation, the highest expected value of "n" shall be used.

Location. The outlet conditions, topography, land use,cu~uraloperations,cuHuralresounces,and soil type shall determine the location of the diversion.

Protection against sedimentation. Diversions normally should not be used below high sediment producing areas. When they are, a practice or combination of practices needed to prevent damaging accumulations of sediment in the channel shall be installed. This may include practices such as land treatment erosion control practices, cultural or tillage practices, vegetated filter strip, or structural measures. Install practices in conjunction with or before the diversion construction.

If movement of sediment into the channel is a problem, the deSign shall include extra capacity for sediment or periodiC removal as outlined in the operation and maintenance plan.

Outlets. Each diversion must have a safe and stable outlet with adequate capacity. The outlet may be a grassed waterway, a lined waterway, a vegetated or paved area, a grade stabijization structure, an underground outlet, a stable watercourse, a sediment basin, or a combination of these practices. The outlet must convey runoff to a point where outflow will not cause damage. Vegetative outlets shall be installed and established before diversion construction to insure establishment of vegetative cover in the outlet channel.

The release rate of an under ground outlet, when combined with storage, shall be such that the design storm runoff will not overtop the diversion ridge.

The design depth of the water surface in the diversion shall not be lower than the design elevation of the water surface in the outlet at their junction when both are operating at design flow.

Vegetation. Disturbed areas that are not to be cultivated shall be seeded as soon as practicable after construction.

Unlng. tf the soUs or climatic conditions preclude the use of vegetation for erosion protection, non-vegetative linings such as gravel, rock riprap, cellu_ block, or other approved manufactured lining systems may be used.

CONSIDERATIONS

Except for temporary measures the minimum channel deSign depth should not be less than 18 inches.

A diversion in a cultivated field should be aligned and spaced from other structures or practiCes to permit use of modem farming equipment. The side slope lengths should be sized to fit equipment widths when cropped.

At non-cropland sites, consider planting native vegetation in areas disturbed due to construction.

Maximize wetland functions and values with the diversion design. Minimize adverse effects to existing functions and values. Diversion of upland water to prevent entry into a wetland may convert a wetland by changing the hydrology. Any construction activities should

minimize disturbance to wildlife habitat. Opportunities should be explored to restore and improve wildlife habitat, including habitat for threatened, endangered and other species of concern.

On landforms where archeological sites are likely to occur, use techniques to maximize identification of such sites prior to planning, design and construction.

PLANS AND SPECIFICATIONS

Plans and specification for installing diversions shall be in keeping with this standard and shall describe the requirements for apptying the practice to achieve its intended purpose.

OPERATION AND MAINTENANCE

An operation and maintenance plan shall be prepared for use by the client. The pian shall include specific instructions for maintaining diversion capacity, storage, ridge height, and outlets.

The minimum requirements to be addressed in the operation and maintenance plan are:

1. Provide periodic inspections, especially immediately following Significant storms.

2. PrompUy repair or replace damaged components of the diversion as necessary.

3. Maintain diversion capacity, ridge height and outlet elevations especially if high sediment yiefding areas are in the drainage area above the diversion. Establish necessary clean-out requirements.

4. Each inlet for underground ouUets must be kept clean and sediment buildup redistributed so that the inlet is at the lowest point Inlets damaged by farm machinery must be replaced or repaired immediately.

5. Redistribute sediment as necessary to maintain the capacity of the diversion.

6. Vegetation shall be maintained and trees and brush controlled by hand, chemical and/or mechanical means.

7. Keep machinery away from steep sloped ridges. Keep equipment operators informed of all potential hazards.

OPERATION AND MAINTENANCE ITEMS

A properly operated and maintained diversion is an asset to the farm. This system was designed and installed to convey water. The estimated life span of this installation is at Jeast 10 years. The life of the practice can be assured and usually increased by developing and carrying out a good operation and maintenance program.

This practice wilt require performance of periodic maintenance and may also require operational items to maintain satisfactory performance. A good operation and maintenance program includes:

::::) Avoid excessive travel on any portion of the system that will harm or destroy the vegetative cover.

::::) Periodically check the elevation of fill and restore if necessary.

::::) Maintain vigorous growth of vegetative coverings. This includes reseeding, fertilization and application of herbicides when necessary. Periodic mowing may also be needed to control height.

::::) Periodically remove the sediment or soil that is deposited in the channel and restore to the original dimension.

::::) Remove all foreign debris that hinders system operation any obstructions or blockage of spillways, trash racks, or pipe inlets.

::::) All settlement or cracks in the soil should be investigated to determine the cause and immediately repaired.

::::) Eradicate or otherwise remove all rodents or burrowing animals. Immediately repair any damage caused by their activity.

::::) Immediately repair any vandalism, vehicular, or livestock damage to any earthfills, spillways, outlets or other apparatuses.

CONSTRUCTION SPECIFICATIONS

for

DIVERSION

GENERAL

Diversions shall be installed in accordance with a plan approved by the responsible technician. Details of construction shown in the plan but not included herein shall be considered as a part of this specification.

Construction operations shall be carried out in a manner to ensure that erosion and air and water pollution are minimized and are less than legal limits.

Construction activities shall be in accordance with U. S. Department of Labor, Occupations Safety and Health Administration requirements.

EMBANKMENTS

All dead furrows, ditches or gullies to be crossed shall be filled before construction begins or as a part of the construction.

The foundation area for all diversion embankments shall be cleared of all trees, weeds, sod, loose rock or other materials not suitable for the sub grade.

Moisture content and methods of placement shall be such that a finn, stable embankment will result.

Compaction shall meet the requirements described below for the designated method:

(Project Title)

Method 1. Sheepsfoot Roller - The maximum thickness shall be 8 inches before compaction. The roller shall have staggered, uniformly spaced tamping feet and be equipped with suitable cleaners. The weight of the roller shall be not less than 2,500 pounds per foot of width. The maximum speed of the compaction equipment shall be 3 miles per hour.

The entire surface of each layer placed shall receive six passes of the equipment to attain the necessary compaction. Adjustment in the number of passes may be necessary during construction.

Method 2. Pneumatic Tired EquipmentThe maximum layer thickness before compaction shall be 6 inches. A loaded scraper or wheel tractor may be considered a pneumatic roller. The wheels of this equipment must pass over 90 percent of the surface of each lift before a new lift is placed.

Method 3. Track Laying Equipment (Bulldozer) - The maximum layer thickness before compaction shall be 4 inches. The tracks of the equipment must pass over 90 percent of the surface of each lift before a new lift is placed.

Compliance with compaction requirements will be determined by observation of performance for Methods 1, 2, and 3. Fill not

meeting the specified requirements shall be reworked and replaced with acceptable fill.

FINISH

The diversion embankment and channel shall be constructed to the designated line, grade, and cross-section.

The top of the constructed ridge shall not be lower at any point than the design elevation plus any specified over-fill for settlement.

The finish section shall be smooth so that the embankment can be seeded or farmed as applicable.

SEEDING

When the diversion is not to be farmed, seed the top, slopes, and channel of the diversion at the time specified, and at the rate recommended for the site as noted in Additional Specifications.
