I. Introduction
A. System Overview
EDPMS is a computer/web-based solution to capture, process, and store and
generate reports on drugs prices and inventories from drug facilities.
B. Objectives of the System
a. To improve data collection on prices and inventories of drugs;

b. To provide QUALITY (i.e. timely, accurate, and reliable) data/information


on prices and inventories of drugs;

c. To support the thrust to lower down the prices of medicines.

C. How this User’s Manualisorganized


This System User’s Manual contains step-by-step instructions on how to:
1. Access the online version
It is highly recommended to use the online version. The online version stores the
data directly to the DOH Central Office server, therefore providing real-time
information as data is being entered. Data is always readily available to authorized
EDPMS users anytime and anywhere they have internet access.
2. Install the offline version
The offline version is designed for facilities that have limited access or no access
at all to internet connection. It has the same features and functions with the online
version however, the offline version stores data locally. It also contains additional
system tools for automating the data extraction and uploading which should be
religiously and strictly done on a regular basis.
3. Navigate theSystem
This manual will guide the user in accomplishing tasks to ensure
completeness and effectively give direct instructions and useful illustrations.
4. Use EDPMS built-in tools to:
a) Enter/Edit information;
Useful tools are available in most fields to assist in data entry and
establish standards in inputs.
b) Extract, andUpload your data;

A. Features

4. Improved user satisfaction.
C. Security and Confidentiality
The security and confidentiality of data is being implemented at all times, as well
as protecting the integrity of the stored data. Authorized users/facilities will have an
assigned unique username and password to access the system with a designated
access level. Each reporting health facility is limited to view its own data.
D. Operational Requirements
The central data storage is located at the Knowledge Management and Information
Technology Service (KMITS) of Department of Health (DOH), Central Office, operating
24 hours and 7 days a week.
A computer workstationis the basic equipment requirement for EDPMS operation.
The EDPMS online version requires an internet connection and a valid user account
and password. In the absence of an internet connection, the stand-alone version shall
be installed on the computer and can be accessed by supplying a valid user account
and password. When using the offline version, the user should ensure that the data
encoded should be regularly be uploaded to the server.
Listed below are the recommended software and hardware requirements:

E. System Components Overview


EDPMS Is a computer/web-based solution to capture, process, store and generate
reports on drugs prices and inventories from drug facilities.

F. Deployment
The system will be implemented in different drug establishments namely,
Drugstores/Drug Chains, Hospital Pharmacies, Drug Manufacturers, Drug Traders,
Drug Distributors, Drug Importers/Exporters, Drug Wholesaler with a prescribed period
of reporting.

A. Logging In
The Log in page is used to set the “Username” and “Password” to implement
system security. Only authorized users can access the EDPMS. Each reporting drug
establishment or user is given a unique username and password with corresponding
security access level. Only designated DOH Systems Administrator has the complete
access to EDPMS system.
IMPORTANT: Google Chrome is the recommended internet browser to use with
EDPMS for optimum system performance (

Figure III-A.1). If you don’t have Google Chrome installed on your computer, contact
your Computer System Administrator or Technician for assistance.
1. To access EDPMSonline, open Google Chrome internet browser by:
a) Double-clicking on the Google Chrome shortcut on your Desktop; or
b) Clicking on Start -> Programs -> Google Chrome;

2. Type http://uhmis4.doh.gov.ph/edpms on the address bar, then press [ENTER]
to access the EDPMSlog-in page (Figure III-A.2).

3. Type your username and password in the corresponding boxes, then press
[ENTER] or click on the Login button

4. After a successfully login, the EDPMSHomepage will appear .The Homepage


will display different sets of option depending on the type of facility.

IV. Getting Started with EDPMS OFFLINE

A. Installation
The EDPMS offline version, also called the stand-alone version is used on
computers that does not have access to internet. It has exactly the same features and
functions as the online version.
1. Things to Check before Installation
a) Existing Apache Server
The apache server uses port 80 by default. EDPMS uses port 8014. If the
computer to be used for EDPMS installation has another system that runs in
apache server, make sure that it is not using port 8014 to avoid conflicts.
WARNING: Ask assistance from your computer administrator/technician or
your local computer technician/vendor in changing the configurations of your
computer. Incorrect configurations might cause problems with your computer.
b) Existing Anti-Virus
Some anti-virus application will block executable files such as .exe files. Since
EDPMS is compiled in an .exe format, it is recommended to configure the anti-
virus setting to allow the EDPMS installation file to run.

 Open the Control Panel of your antivirus and search for the option thatwill
enable the allow exemptions;

 Locate the file type then select "usbwebserver.exe"

 If a problem appears please consult the support team of your anti-virus


software.
WARNING: Ask assistance from your computer administrator/technician or
your local computer technician/vendor in changing the configurations of your
computer. Incorrect configurations might cause problems with your computer.
c) Existing EDPMS
Carefully follow the procedures below before re-installing EDPMS:
(1) Uninstall EDPMS
Go to the EDPMS folder in C:/Department of Health and double-click on
UNINSTALL.EXE. This will automatically uninstall EDPMS in your computer.
(2) Re-install EDPMS
Please refer to the installation procedure found in Chapter IV. Getting Started
With EDPMSOFFLINE.
d) Other ExistingInformation System
If other information system is installed or exist on your computer, perform the
following steps:
(1) C.1 - Existing Anti-Virus
(2) C.2 - Existing Apache Server, and
(3) C.3 - Existing EDPMS

2. Installation Procedure
Download Installation file from online server.
(see2. Download Stand-alone version of EDPMSon page 16)

a) Double-click EDPMS v3.exe, or select the file and press enter to start the
installation process.
b) When your anti-virus is disabled or uninstalled, your computer can still have
other ways of protecting your system. In the event that your computer gives
you a warning like this:
“Do you want to allow the following program from an unknown publisher to
make changes to this computer?”
Click NEXT to proceed with the installation.

d) By default, EDPMS will be installed in C:\Department of Healthfolder. Click
Next

NOTE: It is strongly recommended not to change the default installation folder.
EDPMS updates are stored in this folder. The offline version stores all system
and data files as well as system updates in this folder. Files for uploading to
the online system are also generated from this folder.

e) Put a check mark on the boxes beside Create Desktop icon and Create shortcut
in Start Menu by clicking on the boxes (Click Next)

b) In the event that your computer system gives you a Windows Security Alert
warning, click Allow Access to proceed with the installation.

h.) USB Webserver appear make sure the Apache and Mysql is Running (Figure
IV-7 Click dot to locate on the system tray of your computer located on the lower
right side of the screen, make sure that the USB Webserver is running (Figure IV-
8).

B. Logging In (Offline)
Contact your Regional Coordinator/Helpdesk to acquire your username and
password assigned in for your facility. You will use this to login to the EDPMS online
version where you will be able to download your facility user account. Once you have
your username, password and your user account file, you may proceed with the
following steps below:
1. On the Windows desktop, locate and double click on the EDPMS icon (Figure IV-
13).

a.) The User Log-in screen will be displayed. Click on the Manage User Account
icon right below the password field (Figure IV-10).(see3.Download

a) Click Choose File and Select your downloaded Configuration File
(Figure IV-11).

b) Locate the User Account File (Figure IV-12) previously downloaded from the
EDPMS online version and click the file to select. Click Open.

c) Click Upload (Figure IV-13).

e) The EDPMS V 3.0 (Offline) version window will appear. To login use your User
Account and Password then click on the Login button (Figure IV-15).

f) Type your username and password in the corresponding boxes, then press
[ENTER] or click on the Login button (Figure IV-15).

g) After a successful login, the EDPMS Homepage will appear .The Homepage
will display different sets of options depending on the type of your facility.

specific task. The uses of each of these tools are discussed in this chapter.

provided.

VI. Basic Troubleshooting
