INTRODUCTION

A. RATIONALE

The Local Government Code of 1991, commonly known as Republic Act 7160, requires that Municipalities/Cities should prepare
their respective Comprehensive Land Use Plan (CLUP). This mandate also embodied in letter of Instruction (LOI) 729 and in the
charter of HLURB Executive Order (EO) 648 specifically Article IX Sec. 5 and b. In line with the ever changing nature of urban areas. It
is imperative to formulate the aforesaid Comprehensive Land Use Plan (CLUP). The very purpose of the CLUP as a study is primarily
to rationalize the use of the locality’s resources in line with the Provincial, Regional and the Medium Term Philippine Development
Plans.

Why prepare/revisit a Comprehensive Land Use Plan or CLUP?

The continuous growth in the population increases the pressure on our land resources, a very finite resources. In the absence of
a regulatory document, use of land for food production, settlement and industry, as well as the need for conservation or environmental
protection often result in conflicting use. Often mismanagement of the land results to many unwanted and irreversible effects.

This is were comprehensive land use planning comes-in. Its products is a document that shall guide decision makers in
managing their finite land resources to ensure that the present generation can benefits from its continued use without compromising the
ability of future generations to enjoy the use of the same land.

Land use planning has technical and political dimensions. The former involves determining the suitable activities in a parcel of
land without damaging it. The latter rests on the commitment of local decision-makers and political leaders to pursue compliance with
the plan and enforcement of its implementation tools.

The Municipality would benefit from the best use of the land based on a well-studied land use plan. This is translated to higher
agricultural productivity improved safety of settlement areas, compatibility of industries to the immediate environment, better access to
basic services, and an enhanced general environment.

B. OBJECTIVES OF THE CLUP


1. General Objectives:
 To conserve and utilize efficiently the land and other natural resources of the municipality:
 To conserve a balanced and compatible land use relationship;
 To promote a safe, healthy and pleasant environment for a satisfactory communal life;
 To strengthen the socio-economic base of the town; and
 To enhance the town of Bulakan a role in provincial and regional development.

2. Specific Objectives:
 To regulate land development for the promotion of a safe and healthy environment for the community;
 To provide adequate and suitable land for settlement expansion and the function uses;
 To appropriate sectoral and impact projects consistent with the needs of the people;
 To allocate adequate and suitable land for industrial development;
 To develop the town’s potentials; and
 To improve access and timely delivery of community services.

3. Scope and Coverage

This Comprehensive Land Use Plan for the Municipality of Bulakan covers all its fourteen (14) Barangays. The planning
period is from 2010-2020. The population projection data as base years.
It consists of the following major component:

PLAN INTEGRATION

INTRODUCTION

The Comprehensive Land Use Plan (CLUP) of the Municipality of Bulakan, is an attempt to provide a vehicle for all well-balanced and
well-directed Socio-Economic and physical developments of the Municipality. The CLUP envisions its people to work towards a self-reliant,
self-mobilizing and self-propelling community with an end in new of coming up with a progressive and a dynamic municipality. It envisions a
municipal government that is responsive with due emphasis on productivity, effectivity and efficiency in the delivery of goods and services to
the public. It likewise seeks to tap and establish linkages among the different sectoral programs and projects for a more holistic approach to
development planning.

The principles of flexibility on the other hand, should be a riding guidance in its implementation. This plan is a dynamic document that is
continuously open and ready to accommodate changes and revisions as time goes on. The need to consider amendments to its should not be
discounted but rather pursued.

OVERVIEW OF MUNICIPAL CHALLENGES AND STRATEGIES

In response to a very dynamic municipality faced with new municipal development thrust, the following shall be the major concerns of
the Municipality of Bulakan, Bulacan within the 10 years planning period 2010 – 2020.
a. Pressure of an increasing population which will demand more livelihood activities for employment opportunities.
b. Increase agricultural productivity to support the food requirement of the population.
c. Infrastructure utilities more significantly on roads and irrigation facilities.
d. Develop portion of municipal fishpond into an agro-industrial and aqua-culture activities.
e. Challenge of a continuing municipal urbanization process coupled with anticipated environmental problems.
f. Establish manpower skills development and assessment that will complement municipal development thrust.
g. Flooding due to high tide and decreasing farmlands.

The annual population growth rate from 2005 – 2010 is 2.38% annually. Such increasing trend in population growth rate yields pressure
on the municipal government to provide socio-economic services that would entail the following.

a. Social Services overhead cost.


b. Allocation of limited resources to meet and satisfy the basic needs of its growing population.
c. Create and provide more jobs opportunities.
d. Environmental protection through the maintenance of a ecological balanced.

SECTORAL INTEGRATION

ECONOMIC SERVICES

The participation of both the non-government organization or private sector and the government sector is vital in providing the
support requirement to improve and further increase productivity of the agricultural and aqua-culture activities in the Municipality.
Hence, the pursuance of the following programs and development strategies;

a. Introduction of a modern and more sophisticated technology on aqua-culture.


b. Diversification of its fishpond products.
c. Educate the farmers to:
c.1. Plant high yielding and disease resistance varieties on the limited farm land.
c.2. Practice and apply multiple cropping
c.3. Initiate backyard gardening, open spaces on high-value crop production.
c.4. Indulge on agro-industrial endeavors specifically on piggery and poultry raising, on the areas properly zoned since such
activities may effect essential aspects of aqua-culture projects in terms of sanitation and the general health of the
population and their environment.
d. Regular agricultural extension services from the concerned government agencies both national and local such as
Department of Agriculture, Bureau of Fisheries and Aquatic Resources (BFAR), Bureau of Animal Industry (BAI) and others
attached agencies.
e. Rehabilitation and maintenance of irrigation facilities and farm to market roads (FMR).
f. Other industrial activities that provides infrastructure, manpower training, financing and marketing, thereby increase job
opportunities in the community.

SOCIAL SERVICES

Education is one of the factors that could promote the general upliftment and social, cultural and economic conditions of the population.
It plays a vital role in value formulation, social awareness, civility and understanding of basic decency, dignity and human rights. Through
education, the people’s minds are imbibed with a spirit of human endeavor which is primarily based knowledge and technical know-how.

The formal education in the Municipality of Bulakan is being undertaken by a system of day care, pre-elementary, primary secondary,
tertiary and vocational programs both by the private and the government – owned public schools.

The national government through the provincial and local government units tasked in monitoring the quality of education given in the
municipality. The need to provide additional classrooms for public elementary, secondary and tertiary, repair/rehabilitation of existing schools
facilities such as rooms, libraries, playgrounds and provision of text books for the next ten (10) years. Hiring additional teaching personnel and
staff to augment the growing student population. The continuous programs on adult education, the Alternative Learning School shall be
extended in all Barangays and skills training in coordination to TESDA and the Department of Labor and Employment. On the aspect of
health, the delivery of medical and social welfare services to the grass roots level is basically essential. The extension of Pantawid Pamilya
Program in all Barangay will improve & sustain health & education of the families. Health activities to the community includes, education on
health care, family planning, nutrition, vaccination, free medicine, hospitalization assistance, Philhealth, waste disposal and sanitation.

INFRASTRUCTURE AND UTILITY SERVICES

Infrastructure needs in the municipality are improvement, repair, upgrading of existing roads and water system, develop and extension
of electrification through the Manila Electric Company in the rural areas.

MUNICIPAL OBJECTIVES

The development effect covering the planning period 2010 – 2020 is not only directed to meet all the requirements of sectoral
demands, meet the problems and challenges that may occur during the planning period but also the frame works for its long term
development plans.

Development objectives geared towards the following:


1. Support all national government policies relative to local development duly aligned along the visions of the town.
2. Intensify and diversify aqua-cultural product and services, agricultural production and technology.
3. Attain equitable distribution of income and benefits of development among the different barangays of the municipality.
4. Provide adequate and well directed social services that are accessible to the greater mass of the population.
5. Rationalize the use of the limited land resources of the municipality.

MUNICIPAL TARGETS/POLICIES

1. Proper implementation of Development Plan utilizing the rationale behind the zoning ordinance and optimizing the
enforcement of local use control variables.
2. Provide / create productive employment opportunities to benefits the increasing population.
3. Intensify fishpond production, agricultural cultivation, expansion of irrigation areas and drainage improvement, encourage
backyard poultry and livestock raising to augment domestic demands.
4. Maintenance and repair of infrastructure and utilities which require outmost and immediate attention for improvements
annually.
5. Redirection and expansion of service coverage on various social development program including complementary formal and
non-formal educational thrust, preventive and curative health care, nutritional rehabilitation, social housing and resettlement
for low-income group.
6. Development of support infrastructure to improve aqua-culture industry.

PLAN’S SECTORAL OBJECTIVES

1. Ensure that a judicious implementation of the land use plan is undertaken.


2. Provide adequate infrastructure and utilities, which are responsive to the needs of the municipality.
3. Develop and execute an effective and comprehensive program on commerce and industry to encourage, assist and support
small and medium-scale industries
4. Facilitate the transfer of appropriate technology through proper coordination with agricultural extension services.
5. Improve the level of food consumption and nutritional intake especially among its depressed barangay and its malnourished
school children.
6. Provide skills training through formal and non-formal aspect of education.
7. Maintain and ensure adequate support to the housing needs of the families and likewise provide low-cost housing assistance
to both low income and middle-income families.
8. Promote responsible parenthood and family planning as a way of life through intensive education and information
dissemination.
9. Attain self-sufficiency in agricultural yield as well as with livestock and poultry products.
10. Provide portion of BFR to reclassify into an agro-industrial zone and establish employment that will generate income in the
municipality.
11. Improve the marketing system, which would facilitate efficient flow of goods in the market.
12. Promote sport and physical fitness in the community and improve the available sport facilities.
13. Provide educational support facilities to upgrade the mental, physical and spiritual development of the students.
14. Provide adequate health care and facilities in the residents.
15. Uplift the living condition of the families belonging to the lower 30% of the population.
16. Maintain peace and order situation as well as provide adequate protective services to life, property, social order and basic
human rights.

PLANS SECTORAL TARGETS AND POLICIES

1. Increase and intensify fish production by identifying and strengthening the local marketing strategies for fish and other
products, to reclassify and develop portion of municipal fishpond into an agro-industrial area.
2. Construction / rehabilitation of farm to market road and bridges connecting barangays.
3. Provision of sufficient water and power supply in all Barangays.
4. Development of three (3) hectares of land for squatters & low income families and provide credit assistance with lowest
amortization.
5. Construction /rehabilitation of school buildings & room and other school facilities.
6. Improve existing sport facilities & develop a physical fitness programs.
7. Intensify multiple cropping & diversified farming, high value crop production in consideration to the climate change adaptation.
8. Provision of technical assistance and credit facilities to small aqua-culture and marginal agro-industrial raisers.
9. Increase the number of policeman/fireman by 100% from 2010 – 2020.
10. Construction of coastal access viaduct road & bridges connecting the town of Navotas, Obando, Bulakan and Balagtas
through North Luzon Expressway (NLEX) during the ten (10) years planning 2010 – 2020.

PLANS DEVELOPMENT STRATEGIES

The Local Government Unit of Bulakan, shall recognize and initiate the mobilization of the private sector, non-government
organization (NGOs) and the public entities in the overall scheme of development planning and program implementation in the Municipality.
These integrated sectoral approach can deliver efficiently the development needs focusing on the plan. These strategies will however be futile
if there is no institutional framework that will direct the Municipal Development Plan. The importance of the Municipal Development Council
and staff is vital for the proper execution and implementation of the plan, and also in the monitoring of the program, projects identified in this
plan.

INTEGRATION OF SECTORAL STRATEGIES

Long term goals are formulated in the sectoral analysis and valuation of this plan. These goals are set to compliment the
Municipal strategies in enhancing the viability of each sectoral goal both long term and short term.

The local government of Bulakan, recognizes the need to up-lift the socio-economic conditions of the population, that shall adopt
and put emphasis on the economic based strategy. It shall primarily take into consideration the role of economic sector in the over-all
integration of other sectoral components.

The agricultural sector would be developed through an integrated approach involving a comprehensive coverage of aqua-culture
aspects by tapping private investors both domestic and foreign with the local government unit of Bulakan in the development of such activities.

The creation of agro-industrial establishment are likewise envisioned to be center of industrial activities that would create a
significant image of Bulakan. Increased agricultural productivity through municipal programs and activities, agricultural cooperative, develop
the irrigation facilities, intensive agricultural research and development of agro-based industries more in aqua-culture in cooperation with the
College of Biology & Research of Bulakan State University. The study on how to cope and adopt climate change on cropping system on
agricultural sector.

Social Sector shall seek to develop and strive to support the economic development for a decent condition of human life. In
consonance to this, health and nutrition will be improved with due emphasis on preventive health care, with measure educational and
information dissemination activities for its growing population shall be undertaken.

The educational sector, in keeping with the goals of the municipality will see both to the leadership capability building and
enriched the technical vocational competence of its students in order to cope with the increasing demand for skilled manpower.

The Social welfare Sector through local TESDA office and PESOCTEC shall provide the needed training for employment, capital
sourcing and other related opportunities from the needy and the disabled and likewise provide relief and rehabilitation of calamity victims in
time of disaster or calamities. The continuous monitoring and evaluation of Pantawid Pamilya Program and financial assistance mostly on
senior citizens.

The community development sector and the local administration sector shall work in promoting a self-reliant barangay through
capability trainings on modern agricultural technologies such as on farming and fishing, commercial and industrial endeavor in preparation to
livelihood interpreneurship, either small or large scale industry.

Other strategies for development shall also be pursued more specifically on physical infrastructure, like the construction of a
coastal road connecting the towns of Navotas, Obando, Bulakan, Paombong, Hagonoy, going to the province of Pampanga to Bataan that will
be accessible through the NLEX and SCTEX, also the need to develop the expansion of potable water supply, power supply and other
infrastructure project such farm to market road, bridges & rehabilitation & upgrading of existing provincial roads and bridges.

C. METHODOLOGY

The Municipality of Bulakan thru the Sangguniang Bayan has developed a set of standards and guidelines in the preparation of
the Comprehensive Land Use Plan. It consists of various development planning techniques, models and concepts which more were
later consolidated and translated into understandable procedures and thus, easier to follow by the local government unit.

The following are the procedural steps employed in the herein planning process:
1. Gathering of primary and secondary data in order to update the socio-economic profile of the town. This will further
provide the baseline information for organizing other pertinent planning data;
2. Conduct orientation/workshop to all Sangguniang Bayan members, Barangay Captains, Municipal Head of Office, Non-
Government Organization, Private Organization and concerned national agency showing the present situation of the
town.
3. The conduct of land use survey, the results of which shall be used in coming up with an updated data on the general
utilization of the land resources. This will likewise be inputted to the base map of the town for the preparation of Bulakan
existing land use;
4. Quantitative projection and identification of normative development needs for land use and services utilizing the
standard/guidelines and approaches set up by the HLURB.
5. Organization and preparations of analytical tools such as schematic map, overlays, statistical tables, projection of land
requirements for each land use category and similar activities.
6. Formulation of sectoral plans in coordination and consultation with the local government staff and official, government
agencies concerned and the private sector, specifically the non-government organization (NGO).
7. The preparation of the preliminary land use plan and its subsequent presentation through a public hearing conducted in
the town for the purpose of eliciting comments and suggestions of the Plans initial draft. All comments and suggestions
shall be incorporated into the plan form which the final land use shall be drawn/formulated.
8. The preparation of the Comprehensive Land Use Plan Zoning Ordinances, the bases of which shall be the finalized land
use plan.
9. Identification of Municipal local project in consultation with the National Agency, Province and the local officials.

HISTORY OF BULAKAN

BULAKAN is one of the oldest town in the Philippine and the first capital of the Province of Bulacan before it was moved to
Malolos shortly after the American occupation. It is about 35 kilometers from the City of Manila. It is one of the 24 towns of the
Province of Bulacan.

The town of BULAKAN is bounded on the south by the town of Obando, on the west by Manila Bay, on the north by the City of
Malolos and on the northeast by the town of Guiguinto. It has rank tenth in size in the entire province. The following are the barrios
that comprises this town.

8. Tabang – (renamed San Francisco)

11. Sta. Ana – (formerly named Daddaya)

The name BULAKAN were derived from the tagalog word “BULAK” which means cotton in English. When the Spaniards first
come to our shores to colonized us, they found cotton, among others, growing abundantly in many places in Luzon, particularly in
Bulakan.

Most of the towns in the provinces of Bulacan were founded by the Augustinians. It was known that the first minister and
founder of Bulacan was Father Agustin del Alberqueque, OSA.

In the year 1591, the town of Bulakan had 1,200 tributer or 4,800 person, one Augustians convent and one Alcalde Mayor who
had jurisdiction over the town of Malolos (become independent in 1673) Caluya now Balagtas and formerly “BIGAA” (become a
separate town in 1596), Guiguinto (become a separate town in 1641) and Meycauayan

The history of the town of Bulakan cannot be completed without enumerating its following sons who served as town Mayor,

PHYSICAL CHARACTERISTIC

A. GEOGRAPHICAL LOCATION

The Municipality of Bulakan is surrounded by a number of proximate municipalities. It is bounded on the north by the
Municipality of Malolos, on the south by the Municipality of Obando, on the west by the Manila Bay and on the northeast by the town of
Guiguinto. It is about thirty five (35) kilometers away from the City of Manila. It has an approximate area of 72.90 square kilometers or
2.7284% of the total land area of the entire province of Bulacan which is 2,672.03 square kilometers. It ranks tenth (10 th) in terms of
land among the different municipalities in the province of Bulacan.

B. CLIMATE

BULAKAN, just like the rest of the other town in the province of Bulacan, has two (2) pronounced seasons, the wet season and
the dry season. The former commences in the month of May and ends of November, while the later sets in during the rest of the year.
In general, the town of Bulakan receives an average rainfall of 189.76 mm.

The annual temperature in the Municipality is 27.55ͦ c in December. The coldest month is January wherein the temperature
reaches 255ͦ c.

C. TOPOGRAPHY

The town’s terrain is generally flat having a coastline with portions touching Manila Bay. It is intersected by several tributaries of
Manila Bay which serve as outlets of the rain water. These outlets are often times heavily silted causing flood in the Municipality.

D. SOIL TYPES

Bulakan soils vary from hydro soil in the swamp areas, clay loam in the central lowlands and quiqua silt loam in the northwestern
part of the Municipality.

D E M O G R A P H Y

A. POPULATION SIZE AND GROWTH

The National Census and Statistics Office preliminary report in 2002 shows that the Municipality of Bulakan has a total
population of 63,255, Barangay Bambang is the most thickly populated with a population of 13,154. It is followed by Barangay
Matungao and Barangay Sta. Ana with a population of 7,916 and 7,874 respectively, on the other hand, the least populated Barangay in
the same year are Maysantol and Tibig with a population of 2,279 and 2008 respectively.

Comparing the population of the Municipality in 2010 which is 78,561, it shows an increase of 15,306 persons from 2002 to
2010, with an annual growth rate of 1,913 or an average increase of 17.04% in the span of eight (8) years is evident.

The highest percentage changes in population from 2002-2010 is exhibited by Barangay Matungao with 52.81%, Pitpitan
73.15%, Maysantol 42.34%, San Francisco 50.13%, Perez 50.37%, and Tibig with 42.43%.

On the other hand, the barangays shows the least percentage change in population are Barangay Sta. Ines with 3.97% and
Barangay Bagumbayan 3.99%.

Likewise, there is a significant of decrease in population at Barangay San Jose, the population decrease of 110 persons in the
year 2010 and it is evident that this is due to migration.

B. URBAN AND RURAL

The Municipality of Bulakan is still predominantly rural, however, with Barangay San Jose, Bagumbayan, Matungao and
Bambang are classified by Sangguniang Bayan and NSO as urban Barangay with the following population of 3,060, 3,135, 14,749, and
12,097 respectively. It is about 57.94% of its population in 2010 account for the rural population while nearly 42.06% goes to its urban
population.

C. POPULATION DENSITY

The population density of the Municipality in 2010 registered at 11 persons per hectare and this would escalate to 14 persons
per hectares by the year 2020.

D. NUMBER OF HOUSEHOLD

The COMMUNITY BASED MONITORING BASE (CBMS) report in 2010 showed a total of 18,136 household actually surveyed.
In comparison with the total number of household of 12,488 in to 2002 an increase of 5,648 household from 2002-2010.

E. SEX AND AGE STRUCTURE

Like the rest of the country, the population of Bulakan exhibit a pyramidal age structure. The population between the age 0-14
account for 22,217 or 35.32% of the total population ages 0-70 and over in 2000. On the other hand, 38,178 or 60.69% belongs to 15-
64 years old age bracket and only 2,508 or 3.99% are in the age bracket of 65 years old and above.

In terms of sex distribution the female population slightly out numbered the male population by 3.1% in 2010. There were 38,059
male population as against the 40,502 female population which results to sex ratio of 1 male in 1.604 female comparatively.

F. RELIGION

The Roman Catholic has remained the predominant religion of the population since its propagation in the country. Out of 78,561
population in 2010, 68,950 or 87.7% are Roman Catholics. Other Christians faith in the municipality are Iglesia ni Cristo, United
Methodist Church, United Church of Christ in the Philippines.

G. DIALECT

Generally the Municipality of Bulakan is typically tagalog speaking town. It is being a predominantly tagalog speaking province
about 84.4% of population in 2010 speak tagalog, while the rest speak other dialect such as Waray, Bicol, Ilocano and Cebuano.

H. LITERACY RATE

The increase in the literacy rate/level in the Municipality in 2010 is quite significant as compared to the previous years. Out of
the 70,284, 69,596 or 99.02% are literate and only 688 persons or 0.98 are illiterate.

SECTORAL PLAN ANALYSIS

A. AGRICULTURE

A. PROFILE OF THE EXISTING SITUATION

FARMING

The method of farming being used by farmers is a combination of the tradition and the scientific/modern way of farming.

The total agricultural area is 1,222.78 hectares, which is 16.773% of the total land area of the municipality. PALAY being the
main crop is cultivated both in irrigated and rainfed fields. The total area devoted to this crop is 1,211.00 hectares, irrigated fields
constitute 950 hectares while rainfed land have 261 hectares. Other agricultural crop having an area share of 11.0 hectares include
fruits, leafy vegetables and fruit bearing 27, 5.6 and 6.4 respectively all in metric tons (see table A-1).

FISHING

Fishing is the main industry in the municipality. It is a promising endeavor which is made possible by its strategic geographical
location making it the center of the five (5) Municipalities in the Province of Bulacan and it is considered as Bay and “Fishing Bank”
areas. The Municipality of Bulakan has the largest inland fishing area (Brackish and Fresh) in the Province of Bulacan. The town
consist of 4,297.20 hectares of develop and productive privately owned fishpond and 600 hectares fishpond owned by the municipality

which 231 hectares was developed and under contract leased agreement of private individual. The 600 hectares fishpond was
promulgated under LOI 1313 by Pres. Ferdinand E. Marcos, & Executive Order 288, signed by Pres. Fidel V. Ramos, under Republic
Act. 4701, for proprietary use & disposition of the Municipal Government of Bulakan.

In as much that the develop municipal fishpond was considered non-productive, the municipal government continuously inject
local resources for its development and so as to maintain its productivity, but unfortunately we suffered premature deterioration due to
tidal waves, high tide, a large waves and natural calamities resulting to dilapidated dikes, inspite of LGU initiative to maintain the
productivity.

Responding to the existing situation the Municipal Government of Bulakan will be proposing the area to be an Economic Peace
Zone of Manila Bay, which will introduce as an Agro-Industrial Zone of Bulakan that will contribute to generate income and employment
in the municipality.

LIVESTOCK AND POULTRY

Livestock and poultry are relatively a very lucrative and promising enterprises in the Municipality. Livestock production in 2010
includes cattle with 92 heads, Hogs with 5,376 head (both commercial & backyard) duck with 4,852 head chicken with 78,800 heads.

Swine / Hog raising and poultry activity are decreasing due to the occurrence of animal diseases and high cost of feeds & other
inputs.

B. DEVELOPMENT NEED

In 2010, the Municipality palay yielded to 7,647 metric tons or 152,940 cavans to meet the standard food intake demand of
78,561 population.

Some farm land encountered problems such as the intrusion of salt water, lack of irrigation facilities, improper water
management, road situation leading to agricultural land more specifically during rainy season.

The Municipal Agriculture Office need to initiate among agricultural farm worker to educate on the modern techniques & other
farm input in increasing productivity.

The need to rehabilitate and develop defective farm to market roads, irrigation facilities and other infrastructure facilities
necessary to improved agricultural production, and the need to develop an impounding water in every barangay to answer the rice land
irrigation water shortage.

It is also a vital need to strengthen livestock & poultry production and monitor the existence of animal diseases and the
decreasing production efficiency.
The reclassification / conversion of the portion of Bulakan Fishing Reservation into an Agro-Industrial Zone, that will produce and
cater the 4,200 hectares of fishpond on feed, fertilizers & other fishing input, which is non-pollutive, non-hazardous industries on project
that will conformed on the general land use of the area.

C. POLICIES

AGRICULTURAL

1. Encourage farmers to plant high yielding disease resistant varieties of palay.


2. Intensify production through modern multiple cropping for proper utilization of farm land.
3. Train farm leader & worker to insure adequate agricultural extension services

POULTRY AND LIVESTOCK

1. Encourage backyard livestock and poultry raising.


2. Coordinate the service facilities for the livestock & poultry industry.
3. Ensuring investor / business entrepreneur to established livestock / poultry facilities in the town.

FISHING

1. Intensify fingerling production & dispersal


2. Provide extension services of modern fishing methods

3. Provide coordinate linkages between fishermen & concern agencies for technical credit, marketing assistance.

GOALS

1. Uplift the living condition of farmers and the rest of the population by developing the agricultural sector and its related industries.
2. Sustain agricultural production to meet the food requirements of the increasing population.

B. TRADE AND COMMERCE

A. PROFILE OF THE EXISTING SITUATION

The Central Business District is located at Barangay Bagumbayan, where the Bulakan Public Market was located with an outlaying strip
pattern of commercial activities along the major and secondary arterial transportation network of the municipality. It has an area of 7,000
square meters and occupied by 473 sectioned stalls, with a parking space at the back. Along with this are the existence of the flea market
located at the adjacent barangay.

As of 2010 a total of 1,246 commercial establishments are operational in the municipality as compared to 649 commercial
establishments in 2002, an increase of 41.41% in the number of commercial establishments in the municipality in realized within the span of
eight (8) years.

Sari-sari store as ever still remain as the predominant form of trading. Registered sari-sari stores in 2002 is 411, and have grown in
number to 516 in 2010 or with an increase of 25.5%

However, despite the presence of public market in the municipality, the residents still go to other neighboring towns like Balagtas, City
of Malolos, Guiguinto, San Fernando, Pampanga & City of Manila, where luxurious shopping malls and centers are located for their convenient
and complete shopping and marketing needs.

The Municipality has three banks namely Rural Bank of San Pascual, Farmers Saving and Loan Bank, Cooperatives Rural Bank of
Bulacan.

B. DEVELOPMENT NEEDS

Realizing the increase of 41.41% in commercial activities within the period of eight (8) years, the municipal government should maintain
and improve the facilities in the public market, adding more infrastructure & utilities, such as water, power, waste disposal and sewerage
system.

The needs to construct a new slaughter house outside the public market and the construction of municipal fish port since the town is
basically coastal with large area for fishing. The presence of a fish port would immensely contribute further to the growth of trade and
commerce in the municipality redounding to economic upliftment of its population more so with those relying on fishing as their means of
livelihood.

To realize the thrust, the municipal government shall allocate 30.2401 hectares of land for commercial uses as the following barangay:

C. INDUSTRY

Industrial activities decrease as compared to 2002. Light industrial activities transfer business activities to neighboring town such as
food processing, fish product, Agri-support activities, Textile, Furniture, Metal Product & Gifts / Toys & Housewares.

B. DEVELOPMENT NEEDS

The Municipal Government shall proposed an area for industry and to develop a skills program. The revision of Incentives / Investment
Code for investors and develop infrastructure support facilities such as roads, bridges & power supply.

Likewise it is equal importance to put into focus in this sector the expansion of credit facilities to extend financial assistance at the most
possible lowest interest rate.

On the other hand, the initiation & promotion of more small and medium scale industries should be undertaken by the Municipality,
Department of Trade & Industry, Department of Labor and TESDA for skills training.

D. EDUCATION

A. PROFILE OF THE EXISTING SITUATION

The formal education in the town of Bulakan is being undertaken both of the public and private school from Day Care Pupils, Kinder
garden, Elementary, Secondary and Tertiary level. All Barangays are provided by Day Care Centers, Kinder garden and Elementary School
Building facilities.

As per DECS records, Bulakan, Bulacan has twenty six (26) elementary school out of which fourteen (14) are public and the remaining
are private schools.

Likewise, there are eight (8) secondary school, four (4) of which are private and four (4) are public such as Assumpta Academy, Doña
Trinidad Mendoza Institute, Bulakan Christian School and the Bulakan Montessori School while public secondary school are Taliptip National
H/S, Doña Canderalaria Meneses Duque H/S, Xavier H/S & the Romeo Acuña Memorial H/S.

During the school year 2009 – 2010 the total enrollment in the Day Care Center is 1,039 and elementary level is 8,792, 89.41% (8,194)
of this account for the public school enrollees. It is equally important to note that two public schools exhibited the highest rate of enrollment
and these are Gen. Gregorio del Pilar Elementary School, Bambang Elementary School and Marcelo H. Del Pilar Elementary School with
1,250, 1,147 and 823 respectively.

Also in the same school year, the enrollment in the secondary level registered to 4,778. Taliptip National H/S had the highest number of
enrollees with 1,374, followed by Doña Candelaria Meneses Duque H/S with 1,279, followed by the private secondary Assumpta Academy

with 699 and 640 student enrollees was accredited to Xavier High School, also public secondary school and lastly the Doña Trinidad Mendoza
Institute H/S with 425 enrollees.

The former Bulacan State University (BSU) extension service housed at Barangay Bambang, in the same compound of Doña
Candelaria Meneses Duque H/S, has now established a new campus at Barangay Matungao and it is called BSU – Meneses Campus, it has a
total enrollees of 892 students and the courses offered are Engineering, Education, Food Technology, Computer Technology and Business
Administration. Inspite of the proximity of the town to metro manila and its accessibility some student pursue their tertiary education in manila
and nearby towns.

B. DEVELOPMENT NEEDS

Comparing the total number of pupil against the total number of classrooms in the elementary level, the average ratio is 1:40. This
means that there are approximately 40 students for every classroom, at present the number of classroom in elementary school level is
sufficient.

In the secondary level, the average classroom / student ratio is 1:46, in the public elementary school, there is a current need of
additional classroom to meet the standard ratio of 1:40 for public secondary school, in this situation the Municipal Government acquired 8,500
sq. meter of lot, by way of donation, through the heirs of Romeo Acuña Santos, thereby established a new secondary school; in memory and
named G. Romeo A. Santos Memorial High School, located at Barangay Matungao, meters away to BSU Meneses Campus.

C. GOAL

A. Provide a better quality of education which is responsive and catering to the needs of the whole community.

OBJECTIVES

A. To assist the educational system in raising-up the quality of institution in all levels.
B. To assist school-age drop out to vocational aptitudes and training opportunities.

E. HEALTH AND NUTRITION

A. PROFILE OF THE EXISTING SITUATION

The delivery of medical services at the grassroots level is one of the primary concerns of the national government. Republic Act 7160
commonly known as the Local Government Code of 1991, provides for the devolution of functions relative to health services delivery from the
national level to the local government units (LGUs) Hence, a more effective, efficient and fast delivery of Health Services by LGUs is
anticipated.

The Municipality of Bulakan has two (2) existing health facilities the Rural Health Unit (RHU) I and II, available to facilitate the delivery
of health services to the community, the two (2) RHU is located at Barangay San Jose and Barangay Bambang. There are twelve (12) other
Barangay Health Stations, and a public hospital which is the Gen. Gregorio del Pilar District Hospital located at Bagumbayan and private
medical clinics and laboratories.

The Existing Public Rural Health Units, are being manned by one (1) Municipal Health Officer, Two (2) permanent nurses and six (6)
contractual nurses assigned on different health programs, fourteen (14) midwives, two (2) dentist with one (1) dental aide, ninety seven (97)
Barangay Health Workers, and two (2) medical technologies.

The Gen. Gregorio del Pilar District Hospital has twenty five (25) beds capacity. It caters the town of Obando, Balagtas, and Bulakan as
catchment area and as public hospital. It has five (5) medical specialist, two (2) medical technologies, sixteen (16) registered nurses, four (4)
nursing attendant, one (1) midwife, one (1) dietician, one (1)x-ray technician, ten (10) administrative personnel six (6) utility workers, and Four
(4) security guards.

The Municipal Nutrition Office, registered 11,336, actual number of children weighed out of the 11,836 or 95.77% weighed in 2010. Out
of the 95.77% weighed, zero (0) severely underweight, 63 are underweight, 11,238 are normal and 35 are overweight. The Local Nutrition

Office has a total number of eight (80) mother leader and twenty one (21) Lingkod Lingap sa Nayon that helps implement nutrition programs at
the barangay level.

B. DETERMINATION OF DEVELOPMENT NEEDS

Based on the projected population of Bulakan, the population growth rate is approximately averaging to 2.41% annually, with this rate if
increase, additional health personnel and health facilities shall be improved based on the standard ratio requirements.

It is likewise of equal importance to note, that the services of the Gen. Gregorio del Pilar District Hospital with this growing trend in
population. The need to increase bed capacity from 25 to 75 beds capacity and also the need to increase medical specialist, nurses,
administrative personnel, medical technologies, medical aides and utility workers anticipating of the projected population on the 2020.

C. GOALS

1. Improve and uplift the general health conditions of the population.


2. Improve and modernized health facilities by the year 2020.

F. HOUSING

A. PROFILE OF THE EXISTING SITUATION

The town of Bulakan had an existing population of 78,561 in the year of 2010 and with a dwelling units of 18,136.

Of the 18,136 dwelling units, 13,639 are single, 2,957 are duplex, 1,036 are apartment, 504 are shanties or made of light materials like
used lumber and galvanized iron.

The Municipal Government owned a three (3) hectares of land, located at Barangay Bagumbayan to provide the relocation of squatter
living along the Municipal river and creek. Presently the land was occupied by 48 families relocated during the past typhoon & flash flood. The
LGU applied the whole area at the National Housing Authority (NHA) for land development & construction of housing units for the squatters &
relocates at low-cost with longer repayment terms.

B. GOAL
1. Meet the housing needs of the Municipality by the year 2020.
2. Improve at least 80% of shanties housing quality by the year 2020.

OBJECTIVES
1. Provide credit assistance for housing with low amortization rate and longer repayment period.
2. Encourage private and government sector to join in realizing housing needs of the community.

G. TRANSPORTATION

A. PROFILE OF THE EXISING SITUATION

The transport system in the Municipality of Bulakan is presently provided with land transport network of major trunk lines and arterial
roads. The road network has a total length of 78.017 kilometers, out of these, 10.2 kilometers or 13.2% of the municipality’s total road network
account for the provincial road, 0.762 kilometers or .98% only for municipal road and a significant 40.715 kilometers or 52.2% for barangay
roads and NIA or farm to market road account to 20.453 kilometers or 26.2%.

In terms of pavements type concrete barangay roads constitute the largest share of 52.2% while earth pavement only 4.87 kilometers.

The transport services available in the municipality consist mainly of land transportation mostly Public Utility Jeepneys (PUJs) plying the
routes from Malolos, Obando, and Balagtas going to Municipality of Bulakan, while buses plying the routes from Bulakan to City of Manila and
Quezon City. Furthermore tricycle is the most common mode of transport in every barangay and motor Bangka for the coastal barangay of
the town.

B. DEVELOPMENT NEEDS

The existing road network in the Municipality of Bulakan have to improve, anticipating the projected growing population in the year
2020, and the influx of commercial and industrial investments. The need to upgrade the existing concrete & asphalt paving roads and the
rehabilitation of drainage system on the Central Business District.

The Municipality has develop a linear roads network such pattern shall be encouraged further within the ten (10) years development
planning period (2010 – 2020). The pattern along Barangay San Jose and Bagumbayan which is the commercial hub district in the
municipality shall remain to be the main line for spatial extension.

Presently, the national government proposes to finance the construction of coastal road, a viaduct road from the town of Navotas going
to the west of the town of Bulakan and eastern side which is the Province of Bataan, such planned shall be conformed with the existing

national policies on transport planning guidelines of the National Agency concerned, and taking consideration the causes and effect of flooding
on the concerned area.

C. GOAL

1. Provide a comprehensive balanced and integrated transportation system that ensures safe comfortable, efficient and economical
movement of people, good and services, throughout the municipality, properly synchronized with the national, regional and
provincial transportation pattern.

A. PROFILE OF THE EXISTING SITUATION

Based on the latest CBMS survey, the Municipality of Bulakan has a total household of 18,156 units, out of this household, 17,410 units
or 96% have toilet facilities, raging from the flush type toilet (water sealed) to most common antipolo type (close pit) which are mostly installed
in rural areas.

In terms of garbage, the municipal government installed Barangay Material Recovery Facilities (MRF) wherein the private garbage
contractor collect household waste from Barangay Materials Recovery Facilities (MRF) and transported to their Sanitary Landfill located at
Pulilan, Bulacan.

The Municipality is a flood prone area due to each proximity to the town of Obando, Bocaue & Malabon, it’s also high tide prone due to
Manila Bay.

The Municipality has existing seven (7) cemeteries, two (2) Municipal Public Cemeteries, one (1) Barangay cemetery and four (4)
private cemeteries.

B. DEVELOPMENT NEEDS

The Local Chief Executive shall deputized barangay official for the strict implementation of Environmental Code, Laws & Ordinances
related to Solid Waste Management. The LGU should acquire and provide land for the installation of sanitary landfill to augment the growing
volume of domestic waste.

On the other hand, flooding can be remedied by the construction of dikes along Meycauayan – Bulakan river and Obando – Bulakan
river to lessen the volume of flood water coming from adjacent municipalities & Manila Bay.

The need to restore, propagate the mangrove along the river & creek of the coastal barangay with appropriate management by the
fishery sector group.
C. GOALS

1. Maximize the economic, social and cultural benefits through an orderly and controlled development of environmental

2. Upgrade the living conditions of the people through proper environmental management in the community.

OBJECTIVES

1. Strictly implementation of Environmental Code thereby preserving and preventing municipal water and waterways on pollution.

a. Regular de-clogging / de-silting of municipal water, river & creeks.
b. Upgrading & clearing of drainage system.

D. SECTORAL PLAN FORMULATION

The Municipal Government of Bulakan should implement local ordinances regarding re-vegetation / re-planting of open spaces in all
Barangay in accordance with the Municipal Ordinance No. 06-135 and its implementing rules & regulations. The adoption of specific ordinance
to Barangay level will act as buffer zones in any kind of pollution that will create in the industries and commercial activities in the municipality
within the next ten (10) years, anticipating the preservation of healthy and clean environment as a whole.

To reduce the increasing trend in yearly waste generation, the municipality intends to accomplish the targeted yearly waste diversion from 60% in
2016 gradually increasing yearly up to 2025 with a maximum targeted diversion of 75.40%
I. SOCIAL WELFARE

A. PROFILE OF THE EXISTING SITUATION

Social Welfare Services from the Department of Social Welfare and Development (DSWD) a national agency, was devolve its function
in accordance to Republic Act 7160, otherwise known as the Local Government Code of 1991 (LGC 1991), wherein the functions relative to
the delivery of social welfare services shall be a concern of the local government units. This shall be done through the respective municipal
social welfare & development office (MSWDO) of the local government units.

The existing Municipal Social Welfare & Development Office (MSWDO) in the town of Bulakan is being manned by one (1) Municipal
Social Worker & Development Officer, one (1) social welfare assistant, two (2) clerical employee, one (1) field employee on special program
and twenty (20) Day Care Teachers, for twenty two (22) Day Care Learning Center. The MSWDO is located at the Municipal Building.

B. DETERMINATION OF DEVELOPMENT NEEDS

Considering the population growth of 2,186 annually for the past seven (7) years, this would trigger and multitude needs for basic social
services for the growing population of the Municipality of Bulakan every year. The existing number of social welfare workers would be
insufficient within the next ten (10) years. Hence, to effectively and efficiency implement the MSWDO’s programs and projects, there is an
imperative need for additional social worker. There should at least be one (1) social worker for every two (2) barangays. Likewise, there is an
equal need for the physical maintenance and improvement of the twenty two (22) day care learning centers in all barangays.

Poverty makes individuals, families and communities more vulnerable to everyday risks such as food insecurity, diseases, crimes, low
income, unemployment, limited opportunities, poor sanitation and many other factors. The exposure of people to greater risks and hazards
resulted in greater poverty. Hence, social welfare policies and programs seek to reduce poverty and vulnerability of the people too risks and
enhance to social status and rights of the marginalized by promoting and protecting livelihood and employment, protecting against hazard and
sudden loss of income and improving people’s capacity to manage risks. As such strengthening the capacity and partnership of various

stakeholders such as government units (LGUs),civil society organizations (CSOs), peoples organizations (POs) and communities in
identifying, assessment, planning and program implementation for total development of clientele group.

C. GOAL

Uplift the living conditions of the 30% bottom poor who are economically, socially emotionally, mentally and spiritually needy so
that they will be able to function well and become participating members of the community.

OBJECTIVES

1. Encourage national government and other NGOs to fully support local government campaign to make social welfare services
available to the poor especially those belonging to the 30% bottom within the next ten (10) years, 2010 – 2020.
2. Provide feeding program to the malnourished children and awareness of the community on the importance of family planning &
population education.
3. Upgrade / maintain all facilities of Day Care Learning Center in all barangay.
4. Increase social welfare personnel who are assigned in different barangay.

D. SECTORAL FORMULATION

Social Welfare and Services should be the basic concern of one local government unit. In this services can measures the efficiency and
effectivity of the local executives that local resources supported by NGO’s utilize the purpose.

The existing social welfare facilities being utilized during cases of emergencies and natural calamities shall be maintained and that all
institutional instrumentalities shall be used for the purpose.

On the other hand, pertinent programs of the local government on nutrition, family planning, day care services and other family
education services shall be intensified and other social benefits could be achieved on a reasonable level.

J. SPORTS AND RECREATION

A. PROFILE OF THE EXISTING SITUATION

The Municipality of Bulakan has an existing basketball court in fourteen (14) barangay, with complete cemented pavement and set of
board & ring. The municipal has one amateur size basketball covered court, with complete lighting, benches & enough spaces for the use of
area. All barangay has owned playground in addition on those in the public elementary school, with roofing, twelve (12) libraries and five (5)
commercial resorts with swimming pools and cottages.

The municipality’s proximity to the city of Malolos, makes if accessible for the residents to avail of the better sport and recreational
facilities that are not available in the Municipality, such facilities are bowling alleys, movie houses and other facilities.

B. DEVELOPMENT NEEDS

The promotion of sport development among the youth is one of the primary concerns of the local government units, the need to provide
adequate sports & recreational facilities in every barangay and sports program to the residents, such as basketball, volleyball, softball, football
and indoor games. The need to rehabilitate some basketball facilities in the barangay and playground for any form of sports activities.

C. GOAL

Promote competitive recreational and physical activities that would be accessible to the greatest number of population in the
Municipality to improve their physical intellectual and social well being.

K. PROTECTIVE SERVICES

A. PROFILE OF EXISTING SITUATION

An effective and a well – equipped protective force has been proven as one of the most important factors in the attainment of peace
and order in any locality. In 2010, the Municipality of Bulakan had an existing police force numbering of twenty one (21). This gives us a police
population ratio of 1:3741 which means that for every 3,741 population there is only one policeman. To provide for the protective services they
need. There is however an existing force of Barangay Tanod in every barangay who help re-enforce the peace and order situation in the
municipality. The police headquarter is located besides the municipal ground of the municipal building at Barangay San Jose, It occupies
approximately an area of 400 square meters. Likewise, complementing the police force were seven (7) fireman. In 2010, fireman ratio was
1:11,223. The office of the fire fighting force is at the back of the PNP Building besides the Municipal Hall. The municipality has three (3) fire
trucks.

B. DEVELOPMENT NEEDS

The existing numbers of police force and fire – fighting force are deficit to safeguard and protect the municipality’s population of 78,561
in 2010. The standard ratio is one (1) policeman for every 1,000 population (1:1,000) and one (1) fireman for every 2,000 population (1:2000)
hence, with the given population of 78,561 in the year 2010, there is additional need for fifty seven (57) policeman and thirty two (32) fireman
on fire fighting force.

C. GOALS

1. Ensure adequate provision of public safety and protective services through coordination within the police administration.
Emphasis should be on the upgrading of the police and with civil defense forces and the direct participation of the barangay
units, in the peace and order maintenance.
2. Intensify fire protection services through the maintenance of an effective fire fighting force.

L. TELECOMMUNICATION

A. PROFILE OF THE EXISTING SITUATION

The Municipality of Bulakan has two (2) existing telephone system services, and one (1) postal office, available for public use. The
telephone system is being provided for by the Philippine Long Distance Company (PLDT) and the DIGITEL, both located at Barangay San
Jose with 1,365 and 415 subscribers respectively.

The postal office on the other hand, has one (1) postmaster, four (4) letter carriers and one (1) postal clerk, It existing facilities in
located at the annex building of Municipal Hall, besides Municipal Public Market, and their equipment / vehicles include four (4) motorcycles,
one (1) adding machine, one (1) safety vault, one (1) typewriter, one (1) weighing scale and one (1) metered machine.

The volume of incoming and outgoing domestic and international mails decrease due to the presence of cell phone texting, calls, e-
mail, websites, internet and many others social networking communication systems.

B. DEVELOPMENT NEEDS

The need to introduce and trained elementary and secondary student the use of computers that will be included in the curriculum by all
schools, as a vital means of communication and a modern social network system, paperless and less manpower needed for effective and
efficient agency and inter agency communication system.

There is also a vital need for the expansion or increase the telephone lines and other telephone facilities and services to be made
available to augment the increasing commercial and industrial development for the next ten (10) years.

M. WATER

A. PROFILE OF THE EXISTING SITUATION

The Municipality of Bulakan has its own waterworks system and is under the management of the Local Waterworks Utilities
Administration (LWUA). Its service area covers all the fourteen (14) barangays with 9,312 subscribers. The figure represents roughly 51.34%
of the municipality’s total household population. On the other hand the remaining 48.66% of household rely on private deep wells, artesian
wells and shallow wells for their water needs.

B. DEVELOPMENT NEEDS

In 2010, the water requirement in the municipality for its 78,561 population was pegged at 5,892,075 liters / capacity / day. The future
water demand by the year 2020 is 7,659,075 liters / capacity / day. Hence, priority in developing sources of water supply in the Municipality of
Bulakan more specifically in its urban core is deemed of pivotal importance as of urgent necessity. The LWUA management office was looking
into another alternative way to increase the water supply to all constituents.

It is therefore a must to upgrade the present level of water supply vis-à-vis the needs of the growing population. The standard water
requirement per capita is seventy five (75) liters per day.

A. PROFILE OF THE EXISTING SITUATION

The major source of power in the municipality is the Manila Electric Company (MERALCO). It is mainly responsible to the provisions
and delivery of power services and the installation of electrical wires and cables in the area as of 2010, 80% of household population avail the
services of MERALCO. The remaining household rely on Liquefied Petroleum Gas (LPG) and battery mostly on the sitios and rural areas.

B. DEVELOPMENT NEEDS

The power services in the municipality being provided by the MERALCO is generally currently adequate to meet the needs of the
residents. However, in anticipation to a growing population with an annual population growth rate of 1,629, coupled with the creeping
magnitudes of industrial and commercial investments in the municipality within the next ten (10) years, the MERALCO should be on lookout for
relative programs and projects for expansion of power facilities and services. Power is considered as one of the basic amenities for such
commercial and industrial activities and therefore has to be adequately provided for.

C. GOAL

Improve the electrical services to enhance and continuously trigger socio-economic development in the Municipality.

OBJECTIVES

1. To serve all households in the municipality with electricity to provide all amenities derived from it.
2. Decrease electrical consumption through constant practice of energy conservation.

A. AQUACULTURE

Bulakan has a potential in aquaculture industry. Fishpond owner and lessee adopted and undertake kawag / fingerlings grower,
this opportunities of the town supported the province of Rizal, Batangas, Malabon, Bataan and nearby town of Bulakan, such a
Hagonoy, Paombong and Obando.

B. DISASTER RISK REDUCTION MANAGEMENT AND CLIMATE CHANGE MITIGATION AND ADAPTATION

The town is vulnerable to the threats of climate change, such as sea level rise, salt water intrusion on agricultural land (riceland)
and siltation of rivers & its tributaries in relation to improper waste management. This issues shall be addressed immediately and
development effort of the LGU should focus on:

1. Massive reforestation, most especially on river banks and vacant lots (mangrove / fruit trees).
2. Disaster risk reduction and management.
3. Infra-support
4. Installation of Municipal owned sanitary landfill site.
5. Introduction of high rise settlements.

C. URBAN ECOSYSTEM MANAGEMENT

The Municipality has only four urban barangays, this area provide services on the Central Business District & the flow of goods
and services are being observed. Farm and Fishing product yield in adjacent barangay and sitios are commonly marketed daily, and
some product of the other towns are on a weekly basis (tiangge), and with emphasis on the proper waste management.

D. SUSTAINABLE SETTLEMENTS

To achieve a real or sincere sustainability, the municipal government must continue to address the need for basic social services,
most specifically shelter, education, employment, health and protective services, as well as business investment, this services must
work together in order to develop an integrated, marketable and self-sufficient community. The Comprehensive Land Use Plan of the
municipality will propose land and water. Use strategies that are anchored on the development thrust of the town and encompassing the
four (4) land use policy areas, such as protection, production, infrastructure and settlement. It is very important to consult different
sectors in the community to properly locate development within the area of the town.

DEVELOPMENT STRATEGIES

The identification of development strategies was based on a series of consultation and analysis of workshop of different sectors and
mapping results conducted throughout the planning process. These development strategies provide a comprehensive outlook into various
scenarios:

A. GROWTH SCENARIO

If future development adheres to the statuesque, it will be characterized by linear development following the current built-up
area. There will be continued urban expansion and densification along the main land routes as a usual growth pattern of development.

PHYSICAL LAND USE PLAN

The Land Use Plan will guide the physical development of Bulakan, Bulacan towards the attainment of its socio-economic objectives. In
this direction, this plan is formulated in consideration of the municipality’s balanced thrust of development which is in lined with the fast pace of
urbanization process.

The important that were considered in the formulation of the land use plan are as follows:

1. Nature and extent of the existing pattern of development in the municipality.


2. Significant development trends in the area and in the adjoining towns as well which may appreciably exert developmental
influence in the municipality.
3. Suitability of the municipality from the kind of development the plan will pursue.
4. Natural constraints affecting development.
5. Case of extending/providing development support facilities like roads, power water, bridges and others: and
6. Various government policies pertinent to land use planning such as:
a. Memorandum Circular No. 54 which prescribes the guidelines governing section 20 R.A. 7160 otherwise known as the local
government code of 1991 authorizing cities and municipalities to reclassify agricultural land into non agricultural uses.
b. P.D. 399 which limits the use of 1,000 meters of land along the existing proposed or non-going highway measuring 500
meters on each side of the central lines of the road’s right of way.
c. P.D. 1151 which concerns to the right of the citizenry to a healthful environment.
d. P.D. 815 controlling the conversion of agricultural land to non-agricultural land uses.

A. EXISTING GENERAL LAND USE

1. BUILT-UP AREA

The existing built-up area in the Municipality is approximately by 1,234.8903 hectares. The built-up area consist of the following
land uses:

a. RESIDENTIAL

An area of 1,176.53985 hectares or 16.14% account for the residential uses in all the fourteen (14) Barangays mostly along
transport lines or road ways. Other residential units are built individually apart from the settlement cluster and are interspersed with the
other land uses.

b. COMMERCIAL

The urban core specifically along major and thoroughfares dominates activities. It is of equal importance to note that most of the
existing commercial establishments serve dual land use purposes, the front lower portion of the structure being used for commercial
activities while the rest for residential use. The existing area for this use is 39.47935 hectares or 0.54%.

c. INSTITUTIONAL

The existing institutional area is 18.8711 hectares or 0.26%. These include all schools, chapels/churches, health institutions and
other government and non-government offices located within the fourteen (14) different barangays in the municipality.

2. INDUSTRIAL

The industrial establishments in Bulakan are classified into light (I-1) and medium (I-2) industries. The area devoted to this is
78.6008 hectares or 1.08% of the total land area of the Municipality.

The agricultural are both productive and non-productive has a share of 1,222.78 hectares or 16.77%.

4. FISHPONDS:

The total area share of fishponds in the Municipality is 4,273.2 hectares or 58.62%.

5. MANGROVE

The total area for mangrove in the Municipality is 24 hectares or 0.33%

6. RIVERS AND CREEKS/ROADS/OPEN SPACE

The open space which consist of parks, cemeteries and playgrounds, roads, rivers and creeks constitute an area of 456.5289 or

area would be 1,268.03175 hectares or 17.4%

The proposed additional area for commercial land use is 23.9527 hectares, giving a total of 63.43205 hectares together with the
existing land uses for commercial purposes. The figures is about 0.87 % of the total municipal land area.

It shall be the policy of this plan that the following range of lots depths from each side of the main road shall be observed.

RANGE ( IN DEPTH)

a. without the presence of water - 20 meters, that is 10 meters for each side from the main road or thoroughfares.

b. with the presence of any existing - 20 meters, that is 5 meters in depth form the main road on whichever side
bodies of water approaching the existing body of water and 15 meters in depth on the other side
from the main road or thoroughfares without any existing bodies of water.

The proposed additional area for the institutional uses is 0.7345 hectares. The total proposed area would be 19.6056 or 0.27%.
These uses are to be interpersedly located within residential and commercial area as support amenities/facilities.

2. INDUSTRIAL

As an integral approach to industrial planning, an additional 26.2378 hectares have been identified for possible and feasible
development for industrial land uses. The total area for industrial use is 104.8386 hectares or 1.44%

institutional).

3. AGRICULTURAL

Agricultural area is reduced by 109.29 hectares which are reclassified to other uses ( residential, commercial, institutional,
industrial, and open space). The remaining agricultural area is 1,113.49 hectares or 15.27%.

4. FISHPONDS

Fishpond area is reduced by 44.7787 hectares. The remaining fishponds area is 4,228.4213 hectares or 58% of the total land area
of the municipality.

5. MANGROVE:

The proposed additional area for mangrove is 8 hectares. The total proposed area would be 32 hectares or 0.54% In the proposed
land use map of 2010-2020, there is a significant increase in mangrove coverage of 8 hectares, extending to the Wawang Dapdap and
portion of Taliptip river.

6. RIVERS AND CREEKS/ROADS/OPEN SPACE

The open space/rivers/creeks/roads is increased by 3.6518 hectares by which portion of the open spaces are converted into
institutional. Summing this up with the open space / rivers / creeks / roads. The total area would be 459.7307 hectares.

Given the town present and future land use requirements and development challenges, a combination of physical, social and economic
priority interventions is needed to reach Bulakan development directions.

Base on consultation and technical workshop with the LGU and its stakeholders the preferred spatial strategy is MULTI-NODAL
DEVELOPMENT with four (4) geographical anchors. These are described below along with their features.

NORTH – Industrial expansion and retention of Agricultural Area (Infrastructure, accessibility) (San Francisco)

EAST – Built-up, commercial & investment hub in consideration to Solid Waste Management. (Matungao)

WEST – Fishpond and aqua-culture, agricultural technology (Agro-Industrial)

SOUTH – Purely agricultural for fishing industry, coastal management (Agro-Industrial)

The northern part of the town is Barangay San Francisco and Barangay Pitpitan, the portion of agricultural land proposed to be an industrial
zone (I-1) which is not pollutive & hazardous to the health of the community, the need to develop roads and bridge that will connects Barangay
Matungao as an accessible route to the town of Balagtas and Guiguinto. Barangay Pitpitan retained its agricultural areas and some expansion
on the built-up area. The presence of existing subdivision & its support services would cater the increasing population in the area. To include in
the development of the northern part of the town are some major concerns.

a. Waste Management Plan and requirements on the part of the proposed industrial zone.

b. Memorandum of Agreement between the municipal government and the project proponent regarding waste management and or
installation of sanitary landfill that will provide the management of solid waste on the proposed industrial areas.

The Eastern part of the town, retained its Central Business District (CBD) commercial and investment hubs in the town. The development of
eastern part of the municipality provide major development such as:

a. The transfer of municipal slaughter house to sitio pangulang or sitio bagio, within the same barangay with a more or less 200 to 300
meters away from the existing site. The proposed plan provides accessibility and mobility of haulers and convergence of vehicle to the
main road of the Central Business District.

b. The expansion of market stalls on the back portion of the public market, giving priorities to wet market sections, that will provide
business and employment opportunities.

c. The accessibility and use of bridge going to Barangay Sta. Ana, thereby to lessen and eliminate traffic congestion along the provincial
road.

d. Full and strict implementation of tricycle coding scheme.

e. An ordinance regulating the issuance of franchise permit on tricycle in the Municipality of Bulakan.

f. Training of all traffic enforcers on traffic regulation, courtesies & other related laws & ordinances or national laws adaptive to the locality.

g. Review of laws & ordinances and re-organized / re-installation of parking areas in different barangays especially on the CBD.

The western part of the municipality will concentrate on the production & promotion of fish product. Some of the proposed initiative of the
Municipal Government are the following:

a. To develop an area for commercial establishment, facilities and offices that will promote the fishing product of the town.

b. An area for buying & selling of fishing equipment, products & raw materials use.

c. An area for navigation services of large and big scale fishing industries.

d. To develop a facilities that will institute the classification of fish product that will compete to local and international market.

e. A continuous clearing, dredging and clearing of rivers in consideration to protection and management of solid waste source from the
establishment and with proper sewerage treatment.

The southern part of the town proposes to a purely agricultural fishing area, this areas include, baklad, pukot, talabahan, and different kind of
fishing methods. This area also include fish cages with a limited area as prescribe in the municipal Fishery Code of Bulakan. The proposed
are also include the maintenance of fishpond dikes, public and private. The proposed development includes restrictions in the area such as.

a. Large fishing vessels are not allowed to catch fish on the area.
b. Closed season shall be observed from the month of May to July of every year on the proposed areas.
c. Avoid the used fishing gillnet at least 3 cm. below, allowing small spices of fish to grown in an allowable sizes.
d. No other structures fishing gear / equipment and vessels are not allowed to pass without any permits from the head of the Bantay
Dagat, or concern agency.
e. Observed and obey sign and signages shown along the river posted beyond the dikes, such as solid waste used oil that will cause
contamination & destroy the salinity of the river.

LAND TRANSPORTATION:

The existing public roads and right-of-way no longer meet the needs of the town in term of convenience and time. To ease the heavy
traffic that has become a normal occurrence during rush hours, the town shall established transportation terminal and parking lots. Tricycles
often encroach on the narrow streets and corners of the town, thereby reducing the serviceability of these narrow roads.

WATER TRANSPORTATION:

The transportation system must fully address the mobility needs of the people of Bulakan. The improvement and development of
infrastructure to support efficient transport, operation and management must be address. The proposed development on the coastal area must
be supplemented by an accessible route of motor boat or any kind of water transportation that will be used on sitios such as babangad,
wawang capiz, wawang dapdap, bunutan, capol and camansi which has a total coastal population of 1,112 and families of 276 respectively.
The municipal government shall initiate policies on the use of different kind of water transportation that will safeguard the riding public such as:

a. Kind of motorized boat and its acceptable capacity.


b. Licensing & registration all kind of water-based transportation
c. Navigation signages shall be implement, specifically night time.
d. Fare system a matrix based on the sitting capacity.

CLIMATE RESILIENT SETTLEMENTS:

Community – based innovations in relations to housing shall be explored and implemented to help minimize or deflect the impact to
severe rainfalls, flooding and related disasters. This includes the use of climate resilient building materials, design and site planning.

SPORT FACILITIES, ENTERTAINMENT AND TOURISM:

The consultation on the stakeholders observed the lack of spaces and facilities in the town. With thin environment dominated by
agricultural areas, it was suggested that sport facilities, entertainment, and tourism shall be develop or shall be undertaken in the portion
proposes on the agricultural areas. Some portion of agricultural zone at the southern part of the town shall considered for water sports facilities
& with floating restaurant or ferry operation along the mangroves areas.

The town will provide opportunities for investors on operating the facilities for sports, commercial stalls adaptive to the future changes in
climate & to consider solid waste management. Economic incentives to encourage such development can be offered to prospective investors
or be undertaken by private sector or by municipal government. Tourism promotion can be encouraging to local investors which was mention
by some private sectors during consultation, they are interested in the floating restaurant during summer months, also to include the promotion
of towns product.

AQUACULTURE USE ZONE (AUZ)

The Aquaculture Use Zone or existing fishpond is a dominant land use within the town, which is almost 56% of the in the existing land
use plan. Some portion of rice land are converted to fishpond especially those near the Bulakan river, this is due to salt water intrusion to
some farm land.

The proposed development of western part of the town is seen to be a highest potential in terms of income and land use. The 3 rd nodal
growth which is the zone of product promotion is planned to enhance the potential through the provision of technology, support infrastructure
and skills training for fishpond caretakers and operators and the fisherfolks. This is to increase and maximize yield and profitability of town
fishponds. The following barangays and sitios with sizeable in the western area of Bulakan are Barangay Taliptip (sitios of wawang capiz,
wawang dapdap, habulan, bunutan, capol, pariahan and camansi), Barangay Bambang and Barangay San Nicolas with the following sitios of
Babangad, propios, wawang bulakan and all fishpond along maluyao river of bulakan, bulacan.

AGRICULTURAL ZONE (AZ)

Agriculture through farming is also one of the main source of income of the town. The Municipality has a total farmland of 1,222.78 with
an average yield of palay of 90 cavans per hectares, while the other fruits, vegetables and other product. Barangay with high percentage yield
of palay are Bambang, Bagumbayan, Pitpitan, San Nicolas and San Francisco, this area are productive and shall be protected from other uses
to sustain food security and the productivity of the farmland.

GENERAL RESIDENTIAL ZONE (GRZ)

Residential Zone of the town proposed an average of 17,41% and its land uses. Some expansion of residential zone are from the
Northeastern portion of the town. The presence of residential subdivision and the proposed low cost housing will contribute the housing ratio of
the town. The existing and proposed housing zone will at Barangay Matungao, Pitpitan and Bagumbayan. The presence of squatters and
illegal settlers along the river bank will be transferred & relocate at Barangay Bagumbayan.

COMMERCIAL USE ZONE (CUZ)

Based on the proposed land use map 2010-2020, there is an increase in area for commercial use zone. This is from 5.84% to 9.31%,
an increase of approximately 3.47%. majority of this increase will be at the Western portion of the town and the expansion of the CBD within
the poblacion. The expansion of the new commercial center at the western part of the municipality will contribute an increase income and
employment opportunity in the community.

INDUSTRIAL ZONE (IZ)

Industrial Zone is an area zone for industrial development. The proposed industrial zone will be at Barangay Matungao, Balubad and
San Francisco, a kilometer away from the business district to ease traffic congestion. It has been specifically planned for a lot light / medium
factories. It is also located within the industrial zone of the neighboring town of guinguinto and balagtas.

Industrial zone concept were based on the following:

1. To be able to concentrate dedicated infrastructure in a delimited area to reduce the per business expensed of the infrastructure.
2. To be able to attract new business by providing an integrated infrastructure in one location.
3. Eligibility of industrial park for benefits.
4. To set aside industrial uses from urban area to try to reduce the environmental and social impacts of the industrial uses.
5. To provide for localized environmental controls that are specific to the needs of an industrial area.

INSTITUTIONAL USE ZONE (IUZ)

Institutional Use Zone is located at the poblacion between the northern and eastern part of the town. It is also were the government
center are located. The expansion of institutional zone will be on the northwestern part of town which also multi-nodal starting to the poblacion.
During the previous administration the municipal government extended the services of four (4) government secondary schools, this are Taliptip
National H/S w/c is located at the southern part of the town. The Doña Candelaria Meneses Duque H/S at the center of five (5) Barangay
around a kilometers away from the poblacion on CBD, the San Francisco Xavier H/S is located on the Northeastern part of the town, and lastly
the Romeo Santos Acuña H/S is located at Barangay Matungao, with 1.5 km. away from the CBD. This extension services of the secondary
schools in the municipality served the following objectives.

a. Lessen traffic congestion on the Central Business District (CBD) of the town.
b. To caused the closest point between the school and the residential area (student), thereby decrease allowable expenses of the families.
c. Increase secondary literacy among the youth and young student.

This proposed and existing plan is a part of mixed used development, which include commercial, residential that will served the secondary
schools. It also account on the planned to adopt the climate change through proper development, social preparation and disaster mitigation.

MANGROVE PROTECTION ZONE (MPZ)

The mangrove serve as a line of defense from tidal flooding and possible effects of sea-level rise, especially to some sitios of the
Barangays along the coast of Manila Bay. The Mangroves can also protect and strengthen the fishpond barriers, or the dikes (pilapil). There is
a need for massive reforestation and protection of the existing and proposed mangrove areas. Presently mangroves areas of the town at
Bulakan Fishing Reservation is covered by around 24 has. not to include the seedling across the Batay Dagat Headquarters. In the proposed
land use map of 2010-2020, there is a significant increase in mangrove coverage of 8 hectares, extending to the wawang dapdap and portion
of taliptip river.

SPECIAL USE ZONE (MATERIAL RECOVERY FACILITIES, CEMETERY)

The Municipality has a total of 8 functioning Material Recovery Facilities and is planned for the completion of all 14 Barangay on this
planning period, anticipating the volume of waste generated by the Municipality. There is however a need to locate an area for a sanitary
landfill for the proper solid waste management, recycling and proper waste disposal.

The town has 3 existing cemeteries public cemeteries and five (5) private cemeteries, 2 public cemeteries are located at Barangay
Bambang, and one (1) at Barangay Pitpitan. The five (5) private cemeteries are located at Barangay San Jose (1), Barangay Bambang (2),
Barangay Sta. Ana(1) and Barangay San Nicolas (1).
