procedure. In addition, to fly below the MSA, pilots must reference
on-board
navigation equipment capable of deriving an integrated navigation
solution
that will keep their aircraft clear of terrain. However, unless
otherwise
restricted, pilots may fly VFR at night to/from airfields in the
vicinity of
mountainous terrain provided they are able to receive Radial/DME in the
vicinity of the airfield or reference on-board Global Positioning
System
(GPS) equipment to derive an integrated navigational solution for
situational
awareness and keep aircraft clear of terrain.

Nighttime operations on these surfaces are approved for C-21 provided
auxiliary lighting is confirmed/provided.

1. Source information: AIP Georgia, DVOF, and DTED.

2. Findings of NATO procedure review:

a. Mountainous terrain exists south of the airport causing excessive


climb gradients for RWY 13 departures. It is recommended that RWY 31 be
used.

b. RWY 13: Diverse Departure NOT AUTHORIZED. ICAO Omni-directional


departure: Cross DER at or above 16 AGL. Climb on track 131 until 500 (395
AGL). Then on course maintaining a minimum climb rate 890 ft/nm (14.6
percent) until FL120 for obstacle avoidance.

c. RWY 31: Diverse Departure NOT AUTHORIZED. ICAO Omni-directional


departure: Cross DER at or above 16 AGL. Climb on track 311 until 500 (415

for obstacle avoidance in sector bearing 230 - 025 clockwise from center of
airport. Avoid sector bearing 025-230 clockwise from center of airport.
