1.0 SCOPE

This specification specifies the minimum technical requirements for pipes externally coated
with 3 layer polyethylene (3LPE) in shop and the fittings externally coated with liquid epoxy in
the shop or field. The externally coated pipes and fittings are intended for underground
(buried) condition.

3.0 MATERIALS

3.1 Coating materials shall be suitable for the service conditions and the pipe sizes involved
in the project. The 3LPE coating system for pipes shall comprise of a powder epoxy
primer, polymeric adhesive and a medium or high density polyethylene top coat. The
coating materials i.e. epoxy powder; adhesive and polyethylene compound shall have
proven compatibility. The compatibility of all the three components shall be ensured by
manufacturer/applicator.

3.2 Fittings shall be coated with liquid applied epoxy coating material.

3.3 Buried field joints of 3LPE pipe shall be coated with either heat shrinkable sleeves or
cold applied tapes as per EIL standard 6-71-0044 latest revision.

4.0 FUNCTIONAL REQUIREMENTS AND PROPERTIES OF COATING

4.1 3LPE COATED PIPES

The 3LPE coating shall conform to DIN EN 30670 (Type S-n) or ISO 21809 Part-1. The
coating shall be 3 layers side extruded. The coating shall be able to withstand a
maximum design temperature of 80°C under buried condition. Total thickness of the
coating depends on the nominal size of the pipe and shall be in accordance with table-3
of DIN EN 30670 or ISO 21809 Part-1.

The topcoat (polyethylene) used shall be a black readymade compound, fully stabilized
against Influence of ultraviolet radiation (i.e. sunlight), oxygen and heat. No appreciable
changes shall occur during exposure to such environments up to at least a period of
6000 hours. The supplier shall submit valid test certificate in this regard.

Cut back provision for pipes and fittings shall be as follows:


a) For Sizes up to 24”: 50 mm
b) For Size above 24”: 100 mm

4.2 EPOXY COATED FITTING

Fittings shall be coated with liquid epoxy as per DIN EN 10289, Class C and type 3.
Thickness of the coating shall be minimum 1500 microns. Wherever epoxy coated
fittings are to be welded with 3LPE coated pipes, a proper cut back has to be
maintained. The joint between 3 LPE coated pipe and epoxy coated fitting shall be
protected by cold applied tapes in line with EIL standard 6-71-0044 latest edition. Vendor
shall develop the application procedure of such joint and submit to EIL site for approval.

5.0 INSPECTION AND TESTING

5.1 The vendor shall establish and maintain a proven quality assurance system to ensure
that supplied pipes & fittings comply in all respects with the requirements of this
specification. The minimum inspection and testing to be performed shall be as per DIN
EN 30670 or ISO 21809 part-1 & DIN EN 10289.

5.2 Inspection and test plan for 3LPE coated pipes shall be followed as per EIL specification
6-81-0106 latest revision.

6.0 HANDLING, TRANSPORTATION AND STORAGE

6.1 The vendor shall load, unload, transport and stockpile the coated pipes and fittings within
the coating plant using approved suitable means and in a manner to avoid damage to
the coating.

6.2 Coated pipes and fittings may be handled by means of slings and belts of proper width
(minimum 60 mm) made of non- abrasive/non-metallic materials. In this case, pipes and
fittings to be stacked shall be separated row by row to avoid damages by rubbing the
coated surface in the process of taking off the slings. Use of round sectional slings is
prohibited. Forklifts may be used provided that the arms of the forklift are covered with
suitable pads, preferably rubber.

6.3 Coated pipes and fittings at all times shall be stacked completely clear from the ground,
at least 300 mm, so that the bottom row of pipes remains free from any surface water.
The pipes and fittings shall be stacked at a slope so that driving rain does not collect
inside the pipe. Coated pipes and fittings may be stacked by placing them on ridges of
sand free from stones and covered with a plastic film or on wooden supports provided
with suitable cover. This cover can be of dry, germ free straw covered with plastic film,
otherwise foam rubber may be used. The supports shall be spaced in such a manner as
to avoid permanent bending of the pipes. Stacks shall consist of limited number of layers
such that the pressure exercised by the pipe's own weight does not cause damages to
the coating. Each pipe section shall be separated by means of spacers suitably spaced
for this purpose. Stacks shall be suitably secured against falling down and shall consist
of pipe sections having the same diameter and wall thickness. The weld seam of pipes
shall be positioned always in a manner so as not to touch the adjacent pipes. The ends
of the pipes and fittings during handling and stacking shall always be protected with
bevel protectors.

6.4 The trucks used for transportation shall be equipped with adequate pipe supports having
as many round hollow beds as there are pipes to be placed on the bottom of the lorry bed.
Total width of the supports shall be at least 5% of the pipe length and min. 2 no. support
shall be provided. These supports shall be lined with a rubber protection and shall be

spaced in a manner as to support equal load from the pipes. The rubber protection must
be free from all nails and staples where pipes are in contact. The second layer and all
following layers shall be separated from the other with adequate number of separating
layers of protective material such as straw in plastic covers or mineral wool strips or
equivalent, to avoid direct touch between the coated pipes.
All stanchions of Lorries used for transportation shall be covered by non-abrasive material
like rubber belts or equivalent. Care shall be exercised to properly cover the top of the
stanchions and other positions such as reinforcement of the truck body, rivets, etc. to
prevent damage to the coated surface. Slings or non-metallic straps shall be used for
securing loads during transportation. They shall be suitably padded at the contact points
with the pipe.

6.5 In case of any marine transportation of coated pipes and fittings involved, the same shall
be carried out in compliance with API RP 5LW.

7.0 MARKING

Vendor shall place marking on the outside surface of the coating at one end of the coated
pipe, fittings and marking shall be as per the requirements of DIN EN 30670 or ISO 21809 &
DIN EN 10289.
