implementation of intelligent poles on PPP-model in whole or part of Patna City.
This EOI is not an agreement or an offer by the Authority to the Applicants or any other
person. The purpose of this EOI is to provide interested parties with information that may be
useful to them in the formulation of their Proposals pursuant to a specific Request for
Proposal (RFP).
This EOI includes statements, which reflect various assumptions and assessments arrived at
by the Authority in relation to the Project. It is not possible for the Authority, its employees
or advisers to consider the objectives, technical expertise and particular needs of each
Applicant who reads or uses this EOI. The assumptions, assessments, statements and
information contained in this EOI, may not be complete, accurate, adequate or correct. Each
Applicant should, therefore, conduct its own investigations and analysis and should check the
accuracy, adequacy, correctness, reliability and completeness of the assumptions,
assessments and information contained in this EOI.
The information provided in this EOI is not intended to be an exhaustive account of statutory
requirements and should not be regarded as a complete or authoritative statement of law. The
Authority accepts no responsibility for the accuracy or otherwise for any interpretation or
opinion on the law expressed herein.
The Authority, its employees and advisers make no representation or warranty and shall have
no liability to any person including any Applicant under any law, statute, rules or regulations
or tort, principles of restitution or unjust enrichment or otherwise for any loss, damages, cost
or expense which may arise from or be incurred or suffered on account of anything contained

completeness of the EOI and any assessment, assumption, statement or information contained

The Authority may in its absolute discretion, update, amend or supplement any information,
objective, assessment or assumption contained in this EOI.
The issue of this EOI does not imply that the Authority is bound to select an Applicant for the
project and the Authority reserves the right to terminate the process at any time without
assigning any reasons whatsoever.

3. Patna Smart City Limited (PSCL) will not be responsible, in case of any delay, due to any
reason whatsoever, in receipt of Bid Documents by the bidders.
4. PSCL reserves the right to reject any or all bids or cancel/withdraw the Invitation for Bids
(IFB) without assigning any reason whatsoever and in such case, no bidder/ intending bidder
shall have any claim arising out of such action.
5. For participating in e-tendering process, the contractor shall have to get themselves registered
to get used ID, Password and digital signature. This will enable them to access the website:
www.eproc.bihar.gov.in and download/participate in e-tender.
6. The bidder must have the Class II/III Digital Signature Certificate (DSC) and e-Tendering
User-id of the e-Procurement website before participating in the e-tendering process. The
bidder may use their DSC if they already have the DSC. They can also take DSC from any of
the authorized agencies. For user-id they have to get registered themselves on e-procurement
website https://www.eproc.bihar.gov.in/BELTRON and submit their bids online on the same.
Offline bids shall not be entertained by the Tender Inviting Authority for the tenders
published in e-procurement platform
7. PSCL intends to undertake a competitive bidding process in order to shortlist and qualify
suitable Bidders, who shall be eligible for evaluation of their price bids towards selection of
the successful bidder in terms of the RFB for award of the work.
8. The detail of the bidding process and summary of the scope of the works for the project is
included in the RFB document.
9. Any clarifications may be sought online through the tender site, through the contact details or
during pre-bid meeting if any. Bidder should take into account the corrigendum if any
published before submitting the bids online.
10. In the unlikely event of the server for www.eproc.bihar.gov.in being down for more than two
consecutive hours (in the period from midnight to closing time for receipt of tenders) on the
last date of receiving of bid, the last date of the same shall be extended by concerned
authority only to the next working day till the last receiving time stipulated in the original
NIT.

11. The bidders are requested to check their file size of uploaded documents at the time of
submission & they should ensure that work file is uploaded. If they feel that the complete file
is not uploaded then they should click on cancel & update the same.
12. Before submission. The bidders should satisfy themselves of download ability/ visibility of
the scanned & uploaded file by them.
13. The bidders must use MS Office- 2003 version. File size should be less than 5MB and should
be in M.S. word, M.S. Excel, PDF and JPEG Formats.
14. No claim shall be entertained on account of disruption of internet service being used by
bidders. Bidders are advised to upload their bids well in advance to avoid last hour’s
technical snags.
15. Inexceptional circumstances, the competent authority, PSCL may solicit the Bidder’s
consent to an extension of the period of validity.
16. Bidsthat are rejected during the bid opening process shall not be considered for further
evaluation, irrespective of the circumstances
17. The bidders shall submit their eligibility and qualification details, Technical bid, Financial
bid etc., in the online standard formats given for respective tenders in e-Procurement website
(www.eproc.bihar.gov.in) at the respective stage only. The bidders shall upload the scanned
copies of all the relevant certificates, documents etc., in support of their eligibility criteria /
technical bids and other certificate /documents in the e-Procurement website. The bidder shall
sign on the supporting statements, documents, certificates, uploaded by him, owning
responsibility for their correctness /authenticity.
18. Corrigendum/ Addendum, if any, will be published on the website itself.
19. Bidder should submit the Tender Fee/ EMD, pre-qualification bid and the Technical Bid in
hard copy also as per Clause of this RFB. The Financial bid should be submitted only online.
The Financial bid submitted in hard copy shall be treated as non-responsive and eligible for
rejection. The hard copy should be posted/couriered/given in person to the Tender Inviting
Authority, within bid submission due date and time as indicated in the tender. Scanned copy
of the instrument should be uploaded as part of the offer.
20. The bidder has to select the payment option as offline to pay the EMD as applicable and enter
details of the instruments.
21. The details of the BG/any other accepted instrument, physically delivered, should tally with
the details available in the scanned copy and the data entered during bid submission time,
otherwise submitted bid shall not be acceptable or liable for rejection.
22. Abid processing fee (Non-Refundable) to be paid only through DD/BD in favour of

Introduction:
The Ministry of Urban Development (MoUD), PSCL of India (GoI) has initiated Smart Cities
Mission (SCM), under which selected cities will be developed as smart cities with a focus on
improving citizen services with ICT intervention. Smart Cities Mission is an urban renewal
and retrofitting program by the PSCL of India with a mission to develop 100 cities all over
the country making them citizen friendly, sustainable and investment destination. Under the
smart city scheme, PSCL has emphasized to improve the basic civic amenities of the cities on
one hand and the provision of modern technological advances for ease of living on the other
hand.
The purpose of Smart Cities Mission is to drive economic growth and improve quality of life
of people by enabling local area development and harnessing technology especially that leads
to Smart outcomes. Area-based development (retrofit and redevelop) will transform existing
areas including slums into better planned ones thereby improving livability of the whole City.
Application of Smart Solutions will enable cities to use technology, information and data to
improve infrastructure and services. Comprehensive development in this way will improve
quality of life, create employment and enhance income for all, especially the poor and the
disadvantaged, leading to creation of inclusive Cities.
The Smart City Proposal for Patna envisions to implementing a number of projects
categorized into Area Based Development (ABD) projects and Pan City components. The
ABD projects focuses on physical infrastructure components, whereas the Pan City
components focuses on the ICT interventions in the city. The components being undertaken
as part of the Area Based Development and Pan City Proposal is as under:
To achieve Patna’s vision for a smart city, large numbers of measures are required to be
implemented. Considering the priorities echoed by city stakeholders during the consultative
process and practical feasibility, the main project umbrella initiatives shortlisted are:
‘Aadharbhoot’: Provide the city with citizen-oriented Core & Resilient Infrastructure
which will be a major backbone of various services like water supply, sewerage
network in ABD area, sanitation etc.
‘Jan-Kshetra’: To create organized public spaces that will improve the livability
quotient and quality of life and also to optimally utilize its resources and reduce
carbon footprint through various measures, viz., by restoring riparian wetland and
infusing native urban forest concept, and promoting bio-diversity, Rooftop farming,
Solar rooftop on govt. buildings etc.

‘Samagra Vikas’: Introduction of slum free ABD area through an easily replicable
model built around housing for all and land leveraging. It will also focus on
improving service delivery and cleaning & maintaining drains that are now in a state
of disuse.
‘Vaisvik’: Under Vaisvik international convention Centre, Urban Incubation Centre
proposed to get global identity.
Patna Smart City Proposal has been selected to implement the Area-Based Development
(ABD) and Pan-city proposals by Government of India (GoI) under Smart City Mission
(SCM).Patna Smart City proposes several ICT based smart solutions in ABD and across
pan-city providing various smart features / infrastructure in line with the SCM
guidelines. Intelligent street pole project is part of the Smart City Project.
Patna Smart City Limited invites Expression of Interest from interested firms / entities
for Implementation of Intelligent Street Poles in Patna under PPP model which will
involve, but not limited to, Feasibility Study(ies), Design, Development, Implementation,
Operation and Maintenance of fixtures, equipment and services related to Smart LED
Street Lights, OFC Cable, Telecom Infrastructure, WiFi, City Surveillance, Command
and Control Centre etc. in selected areas of Patna City under the Smart City project.
Interested applicants are requested to submit their responses in the formats under
‘Forms’. They may also provide documents in support of their approach, achievements /
claims and compliance to eligibility criteria.

The Objective
Intelligent Street Pole Concept: The intelligent street pole (popularly known as “smart
pole”) combine the capabilities of telecom connectivity and LED lighting in a
''lighting-as-a-service'' model for cities. It allows city authorities to offer space within
their (connected) street-lighting poles to network service providers for telecom
infrastructure. Owing to their “omni-presence”, street-lighting poles also enable a role
in city surveillance. For the same reason, some other functionalities / features /
equipment can also be added which directly or indirectly utilize the main capability of
telecom connectivity, such as, environment monitor, power management, parking
management, waste management, etc.
The mobile wireless 4G LTE infrastructure deployment on intelligent pole can result
in improved data coverage and capacity for citizens so there are no more signal
dropouts. This can vastly improve the telecom infrastructure of the city. LED street-
lighting can generate energy savings of 50 to 70 percent, coupled with smart controls.
Advertisement, Bill-boards, Application Stations, EV charging are some other
features that may be attached to the Intelligent Poles. Further, upon establishing
connectivity from household connections to Central Command & Control Centre
through optical fiber cable networks, Intelligent Poles have a role to play in operation
and maintenance of urban infrastructure.
All these functionalities / features / equipment create a significant commercial
potential for its implementer. Thus this project can result in a “win–win” situation for
the citizens, government and businesses.
The successful applicant shall be solely and exclusively responsible to design,
implement and maintain on a DBFOT model the project and to provide the services
which would be defined in the RFP.
The successful applicant shall have the exclusive right to use the assets (which will be
specified in the RFP document) in PSCL area to create infrastructure to enable
multiple digital services based on Wi-Fi/2G/3G/4G to be utilized by all/multiple
service providers having valid license from Department of Telecom (DoT) on non-
discriminatory basis. For this purpose. Fiber would be laid by the MSI of ICCC
Project. No. of cores required by the ISP will be spelt out. A Tri-Partite agreement
between MSI, Infrastructure Provider and PSCL for Fiber connectivity, its utilization
and maintenance to meet the SLAs would be signed, successful applicant shall be
required to take the fiber network at the Smart Pole location from PSCL and shall also
share the revenue earned by selling services through Smart Pole Infrastructure.

The Process:
All the information provided by the applicants, like the names of the clients, contract
values or any proprietary information etc. will be treated as confidential
information.
Design Parameters:
Desired design parameters of the complete system are as below. The applicant should strive
to exhibit most of these to confirm suitability of their products / services for the project. The
design of the smart pole should be sleek and aesthetic. The frame should hide remote radio
units and antennas inside the pole and macro radios, baseband units, transmission equipment,
extra capacity, power, batteries and additional equipment underneath. All equipment being
used should comply with relevant ISO standards. All equipment which are exposed to the
environment should comply IP 64 standards or better.

a) Smart LED Lighting: The smart LED lighting should provide energy saving of
minimum 35%. The lighting should be anti-glare. The installation should comply with
IP 66. The Lighting Operations Management software should be able to send
commands to the smart street lighting system based on the data analytics to increase /
decrease the luminosity as per the daylight and weather conditions, volume of
population, traffic etc.
b) Mobile / broadband Infrastructure: Mobile / broadband infrastructure should be at
least 4G LTE and 5G compliant and should be platform independent so that any
mobile operator is able to rent space on the poles on non-discriminatory basis.
Keeping in view of the recent technological developments, namely the need to have
close proximity to the users and improve the bandwidth it is proposed to have a
maximum Pole-to-pole inter-distance of 300 to500 meters between the smart poles.
The height of the pole should be in line with the requirements, say from 15 to 40
meters. The existing 2G and 3G infrastructure is proposed to be continued till
obsolescence. However, 4G and futuristic technologies have to be catered in the smart
pole. The applicant is expected to give a detailed design based on their technology
with explanation.
c) Power Back-up: There should be power back-up to ensure round-the-clock
functioning. A minimum of six hours’ power back-up should be ensured. The service
provider should give a detailed breakdown of the power consumption of the
equipment being used and accordingly work out 6 hour back-up.
d) City Surveillance System: This shall include observation by means of electronic
equipment, namely, CCTV cameras, internet traffic, phone calls, etc.; analyze and
assist in decision-making. The system shall manage video feeds for all CCTV systems
required under this project through Video Management System (VMS) application.
The camera should be IP 66 compliant. System should have Video Storage for 90
Days.
e) Wi-Fi Hotspot services: OFC (Optical fiber cable) backbone with 2GBps or more
bandwidth should be provided. Customers should be able to get a minimum speed of
2 Mbps on their devices.
f) Air Quality sensors: Air quality sensors fitted on the smart pole will provide real
time data to the CCCC for analysis and reporting.
g) Security: The physical and data security shall be the responsibility of the service
provider. Cyber Security / ISO 27001 standards as applicable to Smart City project
should be complied with.
h) Integration with Command and Control Centre (ICCC): A ICCC facility shall be
set up centrally as part of the smart city project by PSCL. Smart pole software
solution shall be provided on a SaaS (Software as a service) model and shall be
integrated with ICCC. The ICCC shall get real time data and analyze and provide
dashboard view of all reports necessary for monitoring and managing the smart pole
infrastructure. Software requirement specifications shall be shared prior to
installation. During the full-scale implementation.

Eligibility Criteria
EOI of each Applicant shall be evaluated on the basis of the following Eligibility
Criteria:
Only the applicants who have submitted EOI will be allowed to respond to the RFP
and submit their proposal for participation in the implementation of the project. New
consortium partners may be allowed to participate in the revenue streams as identified
in #6 above.
The applicants may associate with each-other to form consortium. However, any
applicant can’t be part of more than one consortium in the RFP stage.
