ISU-ECHAGUE CHESS CLUB

CONSTITUTION AND BY-LAWS OF THE ISU-ECHAGUE CHESS


CLUB

ARTICLE I: NAME & PURPOSE

Section 1: The club organization shall be named as the ISU-Echague Chess Club.

Section 2: The purpose of this club shall be:

1. To build a community exclusive only to members who has interest in playing and learning
chess.

2. To increase knowledge and understanding of the game of chess.

3. To grow the culture of chess by exploring variants.

ARTICLE II: MEMBERSHIP & DUES

Section 1: All bona fide students, faculty and staff of Isabela State University Echague
Campus regardless of sexual orientation, gender identity, physical and mental disability, race
and color.

Section 2: Membership to the club shall cease upon the completion of his studies and job in the
university.
Section 3: Every member shall cooperate to every activity the club will be organizing, and shall
have cooperation with fellow members.

ARTICLE III: OFFICERS

Section 1: The officers shall be a President, Vice-President, General Secretary, Match


Secretary, Treasurer, Auditor and Committee on Media and Communication.
Section 2: Officers must be students at Isabela State University Echague, and participated in
at least half of the monthly meetings.

Section 3: The officers shall be elected by ballot at the last week of the last semester every
school year.

Section 4: The officers shall serve for one year and their term of office shall begin after being
officially declared.

Section 5: If a vacancy occurs in the office of President, the Vice-President shall assume the
office for the remainder of the term and vacancies in any other office shall be filled by a
special election.
ARTICLE IV: DUTIES OF OFFICERS

Section 1: President – it shall be the duty of the President to:

 Preside at meetings
 Vote only in case of a tie
 Represent the club
 Perform such other duties as ordinarily pertain to this office.
 Appoint members to the board in case of emergency.

Section 2: Vice-President – It shall be the duty of the Vice-President to:

 Preside in the absence of the President


 Serve as chairperson of the Program Committee
 Organize tournaments and communicate with other inferior universities

Section 3: General Secretary – It shall be the duty of the Secretary to:

 Record the minutes of all meetings


 Keep a file of the club’s records
 Maintain a current roster of membership
 Issue notices of meetings and conduct the general correspondence of the club
 The position of Secretary may be reassigned by the President at his discretion without
requiring the majority of votes from the council

Section 4: Match Secretary- It shall be the duty of the Match Secretary to:

 Create Matches
 Record the match before and after tournaments and games.
 Keeping matches records.

Section 5: Treasurer – It shall be the duty of the Treasurer to:

 Receive all funds and process Request for Payment, Deposit Slip, and Officer Signature
Forms.
 Keep an itemized account of all receipts and expenditures and make reports as directed
 Purchase necessary equipment when needed
 Provide all refreshments for club activities as requested by the President
 Upon evidence of money laundering, the position of Treasurer will be immediately
terminated and the serving member will be denied rite of passage to the club for the
remainder of their academic career.

 Section 6: Auditor – It shall be the duty of the Auditor to:

 To check and verify the credibility and correctness of all financial records.

 Make financial analysis and make recommendations for the improvement of


operations.

Section 7: Committee on Media and Communication- It shall be the duty of the Auditor
Committee on Media and Communication:

 To promote the club at any means.

 To manage event promotion during activities.

 Make promotional materials.


ARTICLE V: MEETINGS

Section 1: Meetings – Regular meetings shall be held every last Friday of the month.

Section 2: Special Meeting – Special meetings may be called by the President with the
approval of the club Adviser.

Section 3: Quorum – A quorum shall consist of two-thirds (2/3) of the membership.

Section 4: Parliamentary Authority – Robert’s Rules of Orders, shall govern this club in all
cases to which they are applicable and in which they are not inconsistent with these bylaws.

ARTICLE VI: ELECTED COUNCIL

Section 1: Responsibility – Management of this club shall be vested in the elected council
responsible to the entire membership to uphold these bylaws.

Section 2: Membership – This council shall consist of the officers as listed in Article III and
the faculty advisor.

Section 3: Meetings – This council shall meet at least once between regular meetings of the
club to organize and plan future activities.
ARTICLE VII: ADVISOR

Section 1: There shall be a faculty/staff advisor who shall be selected.

Section 2: The responsibilities of the faculty advisor shall be to:

 Maintain an awareness of the activities and programs sponsored by the student club.
 Provide direction in the area of parliamentary procedure, meeting facilitation, group-
building, goal setting, and program planning.
 Inform club members of those factors that constitute unacceptable behavior on the part
of the club members, and the possible consequence of said behaviors.
 The advisor must be responsible for assisting the Treasurer with financial statements.

ARTICLE VII: AMENDMENTS

Section 1: these bylaws may be amended by a two-thirds (2/3) majority vote of the chapter
membership.

Section 2: All members shall receive advance notice of the proposed amendment at least five
days before the meeting.
