Introduction
Education, care, and treatment of young children needs are accomplished
through interaction and collaboration between public health and educational fields.
Children with special needs also referred to as exceptional children, are children
who, due to a variety of factors such as diagnosed condition/disability,
environment risk, or giftedness, might require a special education which would
differ from education provided for other children who otherwise do not have
exceptional need.
This chapter introduces the field in which exceptional children are educated.
We will examine the strength and weaknesses and distinct abilities of every student.
We use the term inclusive classrooms to describe the classrooms in which diverse of
populations of children, such as children with or without special needs, are
educated. Finally we use the special education classrooms to refer specialized and
highly structured classrooms where children with disabilities are usually educated.

What is Special Education?


 Special education, also called special needs education,
the education of children who differ socially, mentally, or physically
from the average to such an extent that they require modifications of
usual school practices. Special education serves children with
emotional, behavioral, or cognitive impairments or with intellectual,
hearing, vision, speech, or learning disabilities; gifted children with
advanced academic abilities; and children with orthopedic or
neurological impairments.
 it is defined as the arrangement of teaching procedures, adapted
equipment and materials, accessible settings and other interventions
designed to address the needs of students with learning differences,
mental health issues, physical and developmental disabilities and
giftedness.

What is Inclusive Education?
Before understanding the meaning of inclusive education, it is indispensable to
first know the meaning of inclusion. “UNESCO (2005) viewed inclusion as a
dynamic approach of responding positively to pupil diversity and of seeing
individual differences not as problems, but as opportunities for enriching learning.
It incorporates disabled students who have special education needs into the
regular education environment. This is done by allowing all children with or
without disabilities to have access to schooling and be given meaningful
educational experiences, where they could realize their full potentials and live
meaningful and productive lives.

According to Gary Bunch and Cushner et al. (2006) inclusive education focused
only on integrating students with and without disability under one “roof”.
For Gary Bunch, inclusive education is the pedagogical practices founded on the
philosophical beliefs that all students, irrespective of abilities and disabilities, have
the right to obtain education together, according to age, and that everyone will profit
from regular classroom setting.
For Cushner et al. (2006) shared the same perspective with Bunch as they defined
inclusive education as the practice including another group of students in regular
classrooms, students with physical, developmental, or socio-emotional disabilities
and those with health problems.

Philosophy Of Inclusive Education


1. Inclusive education is a basic human right. Inclusive education is not
just a simple need of children. It is rather a cardinal right of all learners to
a quality education which responds to the basic and unique learning needs
that will eventually improve their lives. Quality basic education is
essential human right because every student is welcomed and valued as a
full and essential member of the class and school community.
2. Inclusive education presupposes that all human beings have equal
value and rights. Inclusive educations recognize that each person is of
equal intrinsic value, of dignity, and thus ought to be treated with equal
respect and be given equal rights. In this context, inclusive education
assumes a basic commitment to treat all persons alike, unless there are
good reasons for treating them differently.
3. Inclusive education is a cornerstone to build a just society. Through
inclusive education, all children are capable to maximum involvement in
the progress of their community and in the making of a just society.
4. Inclusive education takes forward the agenda of Education for All
(EFA). Education for all means guaranteeing that all children have equal
access to quality basic education by developing a learning environment
where able and disabled children can learn.

5. Inclusive education focuses on providing learners with a non-


threatening learning environment. It addresses the educational needs of
all learners in a non-threatening and supportive learning environment.

The foundation of special and inclusive education brings a clearer objective to all students specially those
who have special needs. Every student can feel belongingness from each other. They could not think that
they are different. It helps students setting their minds what they can do and what are their capabilities to
show up.
