Instructions: Analyze the requirements of the Golden Straitjacket. From these


requirements, identify five laws/policies that are being implemented in the Phiippines at
present. Give a brief description of the laws/policies that you chose.

"Golden Straitjacket narrows the political and economic policy choices of those in power to
relatively tight parameters. That is why it is increasingly difficult these days to find any real
differences between ruling and opposition parties in those countries that have put on the
Golden Straitjacket. Once your country puts on the Golden Straitjacket, its political choices
get reduced to Pepsi or Coke – to slight nuances of tastes, slight nuances of policy, slight
alterations in design to account for local traditions, some loosening here or there, but never
any major deviation from the core golden rules.”-Thomas L. Friedman 

FIVE LAWS/POLICIES THAT I CHOSE:

Asia-Pacific Economic Cooperation & World Trade Organization. (APEC & WTO)

The major laws and policies that the government has approved include due to the nation's
adherence to international institutions demands from APEC and the WTO. The establishment of
the Agricultural and Fisheries Modernization Act and the GATT-Related Adjustment Measures
Fund are two examples of this. Potentially, these multilateral institutions may even exert more
influence than domestic economic institutions. Welch and Wong (2001) define "global
institutional pressure" as "the pressure exerted by an influential institution with a global
jurisdiction that has authority and power over or attraction to individual countries and that
causes commitment of resources or effort in the related area." (Wech & Wong, 2001).The WTO
it is the only global organization that promotes trade with all major. While APEC is one of the
most significant regional trade agreements that complements the WTO, it only has a few
nations as members.

WTO issues. The DFA's position is more complicated when it comes to WTO problems. It's
still less obvious. The DFA's involvement is more restricted to the coordination of the numerous
agencies engaged, in contrast to APEC, where OUIER serves as the national secretariat. The
head of the Philippine mission in Geneva represented the Philippines in WTO meetings prior to
the establishment of a permanent mission. As a DFA employee and ambassador, the head, who
presented all reports to the foreign ministry, The DFA shared the information with the DTI, DA,
and other organizations. In order to get ready for the Philippines to take part in the WTO's. On

Summit in October 1996. The DFA served as APEC Ministerial Meeting chair and managed
contentious talks, resulting in the adoption and success of the APEC Manila Action Plan. This
was a comprehensive a guideline that the economy should follow to finish the project. Trade
and investment liberalization and facilitation, as well as technical assistance coexistence
between 2010 and 2020.

NATIONAL BUREAUCRACY
The situation is problematic. The bureaucracy in the Philippines has a collective memory.
The lack of reliable information on the state of the civil service at the moment is noticeable. The
lack of easily available information on the size of the bureaucracy after 1999 serves to underline
this. For the development and execution of public policy, particularly organizational
transformation, this is essential. Plans to streamline and restructure the bureaucracy have
recently been advanced. These initiatives can be doomed to failure without the proper
information. Therefore, it is necessary to improve the institutional memory of the civil service
by conducting a government employee poll (which was last done in 1999) to ascertain the
actual scope and potential of the bureaucracy.

DEPARTMENT OF TRADE AND INDUSTRY

There is a perceived need to establish a department that will act as an independent or


autonomous organization that plans regarding the nation's obligations abroad, there are
national priorities. This will ensure that less powerful lobbying organizations do not dominate
the discussion while the national trade and industrial policy is being written.In order to improve
the nation's investment climate, it is also thought necessary to establish a separate portfolio for
a trade attaché. More competition in the investment pitch due to the additional requirements
imposed by the Philippine the DTI has been adjusting its organizational structure in order to
participate in international economic forums. The creation of business development teams
employing a matrix technique, a typical private sector practice, is the effort that is prioritized.
According to some, this strategy is more effective at meeting client needs than others.

DEPARTMENT OF AGRICULTURE

The Trade Commission and other temporary authorities the Minimum Access Volume
Secretariat, the Remedies Office, therefore, the establishment of the Agricultural
Competitiveness Fund Office is necessary to improve the nation's ability to adapt to
international challenges in the agricultural sector. The current commodity-based organizational
structure must be reviewed to prent fragmentation and improve efficiency. Duplicate work is
done. The Agricultural and Fisheries Modernization Program must be completely implemented
as it is the nation's chosen strategy for adapting to international competitiveness.

We have seen how the Philippine government has advocated for and put new institutional
economics-style reforms into ppractice These have sparked subsequent efforts to put on the
infamous "Golden Straitjacket," including cuts to the civil service, the promotion of a
"catalytic" government that prioritizes steering rather than rowing; the privatization of state-
owned and controlled corporations; the decentralization of the federal government; the
deregulation of the economy; the empowerment of citizens and other sectors like civil
society; and a focus on the needs of individual citizens.
