Purpose
The purpose of this procedure is to outline the steps for defining, reviewing, and approving
laboratory's requirements for externally provided products and services. It also identifies the
criteria for selection, monitoring of performance, evaluation, and re-evaluation of the external
services providers. r

Scope
This procedure covers all the externally provided products & services to the laboratory.

Responsibilities
Technical Manager/Quality Manage r / Head of Department

Procedure
1. Indenting for any equipment/services shall be done by Head of Department and it shall
be ensured that its technical specifications are formulated such as to meet the
requirement of applicable latest standards, Calibration methods etc'
2, The laboratory has identified & listed all the externally provided products & services
required by the laboratory including acceptance criteria ofproducts, parameter & range
of calibration is covered under scope of accreditation, CMC review is meet calibration
requirement and competence required for taking any services.
3. Management of laboratory approves the vendor for purchase of services & supplies and
approved vendors "BELZ/F /16 List of Approved Suppliers & Service Providers" list is
maintained by Technical Manager. In Case of Calibration Services only ISO/IEC
17025:2017 NABL Accredited Laboratories are applicable and list of approved
laboratories 'BELZ/F/L6 List of Approved Suppliers & Service Providers' is
mainuined by Technical Manager.
4. Head of Department obtains the necessary quotation from approved suppliers/service
' providers.
5. Technical Manager in consultation with Head of department compare the quotation for
selection of parties, technicalevaluation of offers and decide on the probably supplier.
6. Head of Department prepares the detailed specifications for the purchase as per format
"BELZ/F/19 Purchase Order" of products and services & formal purchase order is
issued after review & approval ofTechnical Manager,
7, Purchase Order contains thefollowing minimum requirements:
a. Technical specificotion of product & Services
b, Calibration requirements
c, CommercialTerms
d, WaruantyTerms
e. Delivery
f, Special Instuctions
8. tn case of external products, technical evaluation is done by the laboratory
and the
commercial evaluation is taken care by the purchase deparunenL The make of the
product/technical specification is defined by the laboratory based on the latest
technology, past experience, existing equipment at other plant locations, and reputation
of the maker
9. Requirements are forwarded to procurement department for further processing and
purchase department release the purchase order.
10. All the materials purchased by the lab are inspected & verified on receipt. Record of
inspection is availab E-iri-TnE-mrmet no. "tsELzlblLa t ing Material lnspection

11,The rejected material is sent back immediately & accepted material is stored at
designated locations in laboratory,
T2.Foriervice providers such as AMC for CMS and software will be placed, similarly for
calibration services the PO may be placed for laboratories which are IS/$O/IEC
77025:2077 accredited or NMIs
13. Evaluation, Selection, performance monitoring & re-evaluation of externally provided
product & services is done by Technical manager in association with purchase
department. The record of Evaluation of suppliers and service providers is maintained in
Format No. "BELZ/F /17 Evaluation of Supplier & Service Provider".
