1. Company Overview

Cegelec Network and Security System (CNSS) is a qualified company in Saudi Electricity
Company as a security integrator and already listed in the approved shortlist as a security
contractor.

CNSS is subsidiary of Vinci Energies (a French company) with 9 Billion Euro Revenue.

We have developed expertise in integrated security system Projects providing end to end
solution.

We are proposing a fully integrated security system including all necessary network and
interfaces.

Moreover, CNSS in an approved security contactor and holds a valid HCIS Certificate.

2. Project Overview

2.1. Purpose of this document

The goal of this document is to clearly outline the requirements for the detailed engineering,
supply of equipment, supervise installation and testing/commissioning services to be provided by
the Security Contractor which is hereinafter referred to as the CNSS.

This document constitutes technical submittal for Governmental Compound 8195 SS, explaining
scope of work, work requirements and its platform.

2.2. Codes and Standards

All Materials and equipment supplied, and all works carried out shall comply with, in all
respects, the applicable acts of the Kingdom of Saudi Arabia as well as with any other statutes,
regulations, rules or orders to which the Company is subject to and local codes of practice.

2.3. Environmental requirement

Security equipment that are installed outdoors shall be rated to operate in direct sunlight under
the environmental conditions stated below to ensure that reliable equipment function:

3. Project Scope of work

CNSS scope of work

Design, Supply, Installation supervision and Testing & Commissioning of the security system at
Governmental Compound 8195 electrical substation.

4. CNSS Responsibilities and SOW Limitations as follows:

4.1. Security System

 CNSS shall do the system design consists of:

 Perimeter CCTV & ACS System.

 4 No of Fixed cameras at four corners of the substation perimeter

 2 No of Fixed cameras at two main gates
 4 No of Fixed camera to cover the outer doors of the substation building
 1 No of PTZ cameras at Diagonal corner of the substation building
 2 No of perimeter pedestrian gates with ACS system

4.2. Electrical

CNSS will provide (UPS) Uninterruptible Power Supply (UPS) 5KVA, 2Hrs Backup including
cabinet.

4.3. Civil

CNSS will be extend its support to Babtain for civil works related to the security system.

5. Design Strategy

CNSS design proposal covers the perimeter with CCTV and ACS system consist of 4 zones with
a camera in each corner of the substation’s perimeter and ACS System for 2 (two) doors for
perimeter pedestrian gates and 2 (two) main gates with Door Monitoring Contact.

CNSS design proposal covers the substation building outer doors with CCTV and ACS system
consist for 8 (eight) doors and supporting doors/emergency doors with door monitoring contact
where 4 cameras will be installed to monitoring the doors from outside and 8 cameras from
inside.

The CCTV system by GENETEC and ACS by LENEL are integrated on GENETEC a single
platform for future integration with HQ control centre.

CNSS selected LENEL and GENETEC based on SCECO requirement. Both are approved
products complying with International standards and approved from Saudi local security
standards and directives like HCIS 2017.

5.1. Perimeter Security

The substation block diagram explains you the security system at Govt. Compound 8195
substation, where perimeter is protected by CCTV layer for surveillance.

Six fixed cameras installed on the boundary wall with one PTZ cameras installed on top of the
diagonal corner of substation building with four fixed cameras to cover the outer doors of the
substation building shall be connected to field equipment cabinet installed on the boundary wall
and cabinet inside control room respectively.

5.2. Building Security

Eight (8) doors will be equipped with access control system from LENEL with an indoor dome
camera and will be connected to the main switch installed inside the control room cabinet.

A rack will be installed in the control room with SMS and VMS server, this rack will be
connected to the one (1) client stations.

Emergency break glass unit

Emergency Release refers to a physical emergency switch that will allow security personnel to
initiate an emergency deployment where the ACS shall permit gate personal to initiate
emergency procedures to allow the free exit of facility personal under emergency conditions.

5.3. GENETEC Alarm Management System

GENETEC interface receives all configured event messages / access information from LENEL
and controls the video security system distributed in the network in real time. In the other
direction, the GENETEC system controls and monitors the components of the LENEL system.

According to the corresponding configuration, all entry information activates the live image
display and starts video recording of the respective door camera. Each process is monitored,
documented and can be searched without gaps based on search criteria provided.
