The scope of this method statement is to outline the procedures for installation of site
offices for Dubai Creek Harbour Island District Infrastructure Project.
2.0) REFERENCE
3.0) RESPONSIBILITY
Organize the site so that work is carried out to the required specifications with a
minimum risk to men, equipment and materials.
Adhere to the project specific quality management program and the approved
method statements for the various construction activities involved
Directly supervise the Project personnel. Ensure correct procedures are followed,
and necessary permits are obtained in advance.
Coordinate safety & quality matters between the construction personnel and
HSE/quality personal.
Responsible for the work’s entire quality assurance, quality control & inspection
programs.
Works directly at site with the foreman to ensure that all the required information has
been provide to proceed with the works, and that the works comply with project
specification and method statements.
He liaises with the consultant with respect to inspections and approvals. He reports
to the Project Manager/ Site Agent.

The safety officer shall be responsible for ensuring the implementation of all safety
aspects during the construction and shall report to Project manager & HSE Manager.
4.0) RESOURCES
4.1) Manpower
Prior to start activity, personnel will undergo project HSE induction. All visitors and
suppliers shall be inducted and accompanied by the respective department
representative if they want to visit to site. An induction sticker will be issued to all
attendees identifying that they have satisfactorily completed their training requirements
and shall be used on site.
Personnel will undergo site HSE induction prior to deploy to site and their participation
in relevant HSE trainings in accordance with the Project HSE training matrix.
Both contractor and subcontractor will follow contractor HSE plan and manual
procedures as applicable during execution. All above mentioned plan and procedures
will be referred during the preparation of method statement and risk assessment. HSE
plan shall be available on site.
The activity risk assessment attached with the method statement will be communicated
with the workforce on site prior to start each job and need to be recorded and
documented.

statements will also be approved and consulted with the workforce. Only approved
MS shall be used at site.
The arrangements to manage and facilitate safe evacuation of work force during an
emergency shall be arranged at site as per the Project Emergency Response Plan.
Too box talks will be held on daily basis by the HSE Coordinator. This daily safety
briefing is to address project HSE issues, compliance with HSE plan/PTW ,
accidents/near misses and lessons learned, changes to conditions on site whether
due to construction activities or by weather etc.
PPE relevant to the project in accordance with site work rules. The basic PPE
requirement includes helmets, safety shoes, safety glasses and safety jacket.
Subcontractor will keep relevant stock of PPE on site and will be replaced as
required. Personnel will be trained on the use of PPE’s relevant to their work.
All plant and equipment shall be inspected, color coded prior to introduce to site and
properly maintained and in good condition prior to allow working on site and shall be
equipped with fire extinguisher. Any plant / Equipment shall not be deployed to site
without inspection.
5.7) Operators
All operators will have valid UAE license and be properly trained on the type of
equipment they are operating. Operators should conduct daily check and recorded on
daily inspection check list.

Qualified and trained banksman should be with all moving plant and equipment and
with heavy vehicles while reversing.
Drivers will be instructed to follow safe driving measures detailed in the attached Risk
Assessment. Drivers will be inducted on the same and recorded.
Daily HSE inspection shall be carried out at site as per the monitoring chart and
recorded. HSE observation card system to be followed by the site supervisor.
Welfare facilities as required shall be arranged on site and maintained properly. Rest
area, Toilets, sufficient drinking water shall be provided for site crew. The crew shall
be made aware of the signs and symptoms of heat related illnesses and early warning
indications via heat stress training and awareness. The front line Supervisor should
be notified of any early indications and corrective action taken. Heat rate is a good
indicator of the degree of heat stress that a person is experiencing.
Male Nurse and First aider shall be available at site during the working hours with
proper first aid facilities.
Emergency response will be in accordance with the project emergency response plan
and HSE plan. Emergency contact number will be posted at site. Emergency contact
numbers are available with the HSE plan.

Obtain all necessary NOC/ Appd. Shop drawings/ Approvals from DM/ Consultant
before the commencement of work.
Tool box talk shall be conducted to all work force related with this task.
The prefabs shall be arranged as per the layout approved by the Employer/Engineer
together with necessary prefabs for the contractor/Sub contractor.
Area for fixing the cabins shall be levelled and compacted. Concrete blocks shall be
placed at the locations of cabin legs.
Cabins shall be transported using trailers / crane form its storage location to the site
after obtaining necessary police/authority permissions during night (12.00am to 3.00
am).
Cabins shall be unloaded and fixed on site upon arrival (3.00am to 6.00am).
Responsible persons like Sr. Foreman; safety officer etc. shall be available full time
during these operations.
Sanitary connection shall be done to small chambers connected by pipes which will
lead to a main chamber and then to septic tank or nearby sewer manhole (subjected
to approval from concerned authority).
A generator with suitable capacity shall be erected until power connection made
available.

Potable water shall be supplied with water tanker until water connection made
available.
The area in front of cabins shall be graded and road base/ gravel spread.
