PROCESSING OF WASTE GENERATED
Measures adopted to overcome the gap in waste management
▷ The Kerala Government is making dedicated efforts for reducing the waste management gap in
the state, Material Collection facilities (MCF) being an important vehicle of waste management,
the state has put a target of establishing 200 nos of MCFs to address the plastic waste collected
by the ULBs.
▷ As the state achieved 100% door to door collection, in addition to the target nos, 43 nos of MCF
were introduced, making it a total of 243 MCFs, so that the state could address all type of non
biodegradable waste, including paper, cardboard, metals, glass, rubber etc, collected by the HKS
team, there by bridging the gap in viability of the entire system.
▷ Through the detailed Statewide data collection, it has been inferred that, in 65 ULBs , CKCL
authorised waste collection is being carried out presently, for the remaining 28 ULBs, contract
has been ade with private sector for waste collection in a systematic manner.

Measures adopted to overcome the gap in waste management
▷ The state has consciously taken care for the management of poultry waste by encouraging
and promoting the investors in private sector for the establishment of rendering plants in the
state.
▷ The state hosts 40 rendering plants with a total plant capacity of 738 TPD, which efficiently
helps in the treatment of 20 % (147 TPD) of the total poultry waste generated .
▷ It is ensured that all vehicles are covered and equipped with GPS tracking facility, with a future
addition of hologram embedded security stickers for efficient waste transportation, and
regular monitoring.
▷ More than 262 vehicles that is being used for waste transportation has been fitted with GPS
tracking system and they got registered under the respective LSGIs.

▷ Segregated waste is collected from door steps and sorted and stored at Mini Material
Collection Facilities (MCFs), MCFs. Segregation of plastic is done at the Resource Recovery
Facilities (RRFs) which have baling and shredding facilities.
▷ Gap to be covered by August 2023

Biodegradable waste

Strategy
▷ Decentralized waste management Facilities at Household/Institution/Community Level
and centralized windrow compost plants
▷ Clean kerala company in position for material management on onward linkages - Tie up
with waste processors - for plastic, bottle, chicken waste, metal, electronic waste, etc.
▷ Centralized Waste to Energy Plants for overflow waste management to manage
existing gap in waste management
▷ State has also developed legacy waste management guidelines for monitoring and
regulating legacy waste transportation and management.

Funding sources for waste management


▷ For implementing waste management activities in the state, fund is availed through
the Swatchh Bharat Mission Urban (SBM-U) Fund, Kerala Solid Waste Management
Project (KSWMP) funded by World bank and Suchitwa Keralam plan fund.

Sources of fund for waste management continued..
▷ All the 93 ULBs of kerala have put forward the proposal for SWM projects under the Swatchh
Bharat Mission Urban (SBM-U) fund , a total project cost of Rs 198 crores has been approved
by the SLTC, out of which Rs 46.99 crores will be provided by the central ministry for
implementation.
▷ KSWMP has put forward a total funding of Rs 2100 crores for the SWM projects.
▷ For the financial year 2022-23, for sanitation and waste management (SLWM) a total amount of
Rs 46 crores has been earmarked under the Suchitwa mission plan fund.
▷ In addition to the above, all Urban Local bodies has set apart an earmarked their own fund and 50
% of their CFC fund for waste management projects.

Non biodegradable waste management


Progress
▷ 214 plastic recycling units including small scale plastic granules, chips, product
manufacturing industries, 21 Steel mills, 7 kraft paper units are working in the private
sector.
▷ From RRFs, waste is taken care by Clean Kerala Company Ltd (CKCL) for forward linkage
for recycling/scientific disposal
▷ 2872.954 MT of shredded plastic has been used for tarring 5142.92 km of road.
▷ Clean kerala Company has forward linked 4146.163 MT RDF has been removed by
CKCL, from June to Sep, this year.
▷ 4415.40 MT of rejects has been collected by CKCL from 65 ULBs and 274 rural local
bodies from June to Sep, this year.
▷ Through Authorized Pvt recyclers 200 TPD waste is processed.

STRATEGY ADOPTED FOR BIOREMEDIATION
▷ Out of the 44 dumpsites presently in the state, 18 sites have been cleared, i.e
a total of 159995.090 tonnes of waste has been removed.
▷ The work of 26 dumpsite remediation is being planned which on completion
will help clearing about 5.06 lakhs tonnes of waste in total.
▷ For 26 sites fund has been earmarked under the Swatchh bharat Urban
scheme.
▷ For the local bodies, lacking plan fund it is planned that the KSWMP fund is
made available.
