Enforcement of the 25+5 meter Beach Easement Rule


• As of April 15, 2022, 89% or 301 out of 339 establishments
(specifically, 97% of commercial establishments, and 73% of residential
establishments:91% big & 34% small) encroaching on the 25+5 meter
beach easement have been demolished and are now compliant. Target
to accomplish 100% compliance until the end of 2nd quarter of 2022.

Enforcement of the 25+5 meter Beach Easement Rule


Actions Taken by the BIATF/BIARMG on the establishments still
non-compliant with non-issuance of Demolition Order: 2

Numerous communications have been issued to the Municipal


Mayor in relation to the six (6) last establishments.
Hummingbird Apartment and Tropicana Ocean Apartment are
managed by SPR Boracay Real Estate Inc., and Nenita Loser’s
Residential House were found to have been issued DO since 1
2018.

Enforcement of the 12-meter Road Right of Way for Widening and Improvement of the
Boracay Circumferential Road
• 88% of establishments or 1,078 out of 1,230 total structures (specifically, 92% of commercial
establishments, 78% of residential establishments, 89% of commercial/residential establishments,
and 76% institutional establishments) have been demolished and complied with the 12- meter road
easement. Target for Q2 of 2022 is 94% total compliance rate or additional 152 establishments to
be demolished. The demolition of the rest of remaining structures will be completed by end of
2022 when Phase 4 of the road improvement project would have been completed.

• Conduct of Survey and Inventory of Primary and Secondary Roads leading to the proposed
amendments of PP 1064:
- March 30, 2022, conducted coordination/orientation meeting with DENR surveys team, PENRO
Aklan , CENRO Boracay and BIARMG for the tasking of activities. The implementation of activities
will start on April 18, 2022

Enforcement on the Issuance of Citation Tickets for Ticketing and QR System


• April 7, 2022 during the BAP Thematic
Meeting conducted by the BIATF/BIARMG
held at Astoria Current, the PNP Chief of
Municipality of Malay, Aklan PLtCol Don
Dicksie De Deos raised an issue regarding the
issued citation tickets to violators/tourists
which had not paid upon check out or prior to
depart from Boracay Island;

• The PNP and LGU Malay would like to


recommend to the Province of Aklan to
synchronize the QR System with all the rules
and regulations of the island to all
tourists/residents inbound and outbound of
Boracay Island.

Water Quality Management and Monitoring


➢ The BIATF, through the DENR-EMB, has been regularly
collecting and analyzing water samples from twenty-one
(21) sampling stations around the island. All the beaches,
including the front and Bolabog beaches have been Class
SB-compliant except for the outfall in front of Kingfisher.
The Kingfisher area is located on the Sibuyan Sea side of
the island and populated by residential houses not yet
connected to the sewer network. Pollution from the outfall
may be caused by illegal connections and surface runoff.
The completion of TIEZA’s drainage improvement project in
the area by end of 2022 is expected to mitigate the
problem;

➢ The PRESENCE OF ALGAE IN BORACAY ISLAND
– February 14, 2022, a photo of a vlogger circulated in
various social media platforms highlighting the heavy
presence of algae;

➢ During the March 28, 2022 DENR Mancom at Cebu City,


the Acting Secretary gave an instruction to the DENR-
ERDB to undertake a study on the Algal Bloom in
Boracay Island;

➢ April 27, 2022, the ERDB was presented a proposal to


PRESS RELEASE – AN IEC TO THE PUBLIC WAS
RELEASED BY THE BIATF DATED MARCH 02, 2022
Usec Jonas Leones of DENR to conduct a “Spatio-
temporal variation in the community structure, diversity,
and biomass, of macroalgae and phytoplankton in
relation to the water and sediment quality levels in
Boracay Island in Malay, Aklan with 5 Study
Components. The implementation of the project will be
undertaken from Q2 of CY 2022 to CY 2023 `

➢ As regards to Tulubhan Outfall,
DENR-EMB conducted an on-site
inspection last November 3-5, 2021 to
investigate possible sources of water
pollution in Tulubhan and Logutan Bay.
A backyard piggery at the upper
portion of wetland 7 and an illegal
pipe from Lumbo residence were
identified. Resolved as of March 2022.

ACTIONS TAKEN:
➢ The exposed pipes and cables located beside Boracay Terraces Resort
were reburied properly and the sands in the area have been restored;
➢ As per BIWC representatives, due to the right of way issue, the exposed
sewer manhole located in Boracay Terraces to Seawind Resort cannot be
removed right now as long as there is no new sewer line (Memorandum
from the Secretary);
➢ TELCO’s pipe and cables located in Elizalde Property are regularly being
restored, however tide conditions re-exposes them. For permanent
relocation;
➢GLOBE TELECOM was instructed to relocate its line to the man road; and
➢ Due to the effect of the Southwest Monsoon (Habagat) and the
abnormality of the wave cycle. A beach nourishment project is proposed
to restore the front beach to its former natural state;

➢ April 18, 2022, during the DENR Execom the Acting Secretary
instructed for the restoration of Lift Station Sewerage treatment of the
BIWC

Thematic Area 4b:


Social Services Including Health, Education
and Housing

1. Relocation Outside Boracay. This is consistent with the Boracay


Action Plan (BAP) particularly the decongestion of Boracay Island.

a. Yolanda Housing Project. There is an on-going construction of Housing


Units in Brgy. Dumlog, Malay, Aklan, a joint project by NHA and LGU
Malay for Typhoon Yolanda victims. There are 280 units and around 80
to 100 units that maybe available for the affected residents in Boracay
Island. These units are intended for typhoon victims as beneficiaries but
already have their houses constructed in their respective areas.
According to Mayor Bautista, NHA recommended to cleanse the record
and secure a waiver from the intended beneficiaries. If needed, BIATF to
intervene on the matter.

b. Land Acquisition and Permanent Housing Program for affected


families as provided in BAP.
This particular PPA has not started since 2018. BAP provided for Php 26 Million for
land acquisition to be funded from 20% Development Fund of the LGU and Php 225
Million for NHA Housing Program intended for the affected families.

Adjoining the Yolanda Housing Site is an area now being sold at Php 1,500.00 per
square meter, a two (2) hectares area maybe enough for the 400 affected
“tumandoks” of the island.

Village.
➢ The Department of Human Settlement for Urban
Development (DHSUD) by virtue of BIATF Resolution
No. 2021-03 was designated as member and tasked to
implement the Boracay Workers Village;

➢ The Memorandum of Understanding between and


among DHSUD, BIARMG, DENR R6, NHA, LGU Aklan,
and LGU Malay signed during the BIATF Alternates
Meeting on March 10, 2022;

➢ The ocular inspection of proposed relocation sites was


on March 11, 2022. Status: Out of 3 lots 1 lot has been
passed the requirement guidelines of NHA but the
cost/price is expensive

UPDATING THE 2018 CARRYING CAPACITY STUDY


• 2018 Carrying Capacity of the island is near exceedance
(19,215). Threshold could be breached in a few years
based on the increasing trajectory of annual tourist
visitation;

• Exceedance on the carrying capacity of the island in


terms of the number of structures;

• Approval of DENR R6 updated carrying capacity study.
