This method statement explains the detailed requirements and procedures for the installation of EMT
Conduits and accessories that has to be installed on the Exposed surface of a building as part of the
scope of Othman Saleh Al-Ghamdi Contracting (OSG) under Contract No.: 148-C01, P&C of Security
Forces in Ras Al-Khair Industrial City, KSA.
The purpose of this method statement specify the detailed requirements and procedures for the
installation of EMT conduits for the exposed surface installation requirement for MEP services of the
building at project site. This work shall be carried out in accordance with RC specifications and to make
sure that quality standards are being followed. This method statement also includes inspections and
direction to avoid hazards and injuries to all personnel working at site and to meet the requirements
specified in the Drawings and Project specifications.

The Contractor shall deliver, handle and store equipment and material in accordance with SECTIONS
01650 and 01660, as well as the following requirements: Provide marking on each item in accordance
with the referenced standards. Ship each unit securely wrapped, crated and labeled for safe
handling in shipment and to avoid damage or distortion. On arrival at site, the equipment/material
shall be checked for completeness and physical damage. Store equipment in secured, dry and clean
storage facility as recommended by manufacturer. Lift the equipment using eyes, yokes, and skids
The driver of boom truck/crane used for shifting the material from store to site shall be authorized and
hold SAG's driving license/SAG's operator license.
OSG shall deploy competent Engineer/ supervisor at site during the entire roughing ins works.
OSG shall obtain all necessary encroachment permits as required prior to start the works if
necessary.
OSG ES & H and site management team shall organize effective communication to OSG & sub
contractors' personnel by conducting daily safety tool box meeting identifying the area of work.
OSG ES & H and OSG site management team evaluate the work location prior to start of any
work.
2.4.1 Planning
OSG will plan for the work to be done safely. It will ensure that a site specific health and safety
management plan is prepared and documented for each place of work for construction and installation
works at site. The plan describes how the work is to be done safely. It will be monitored to ensure that
work is carried out according to HSE requirements. The plan will be maintained and up to date during
the course of this activity. Before construction and installation works start, OSG with consultation to RC
representative, will also consider:
2.4.2 Preparation
INSTALLATION
o Surface conduits shall be Electrical Metallic Tubing, Fittings and elbows shall be
from same manufacturer.
o Set out the proper location, elevation and conduit routing on the walls and slab
soffits as per project specification and approved shop drawings.
o Mark the location of conduit routing as per approved shop drawings. Coordinate
the installation of conduits & wiring devices boxes with other trades where
applicable.
o Conduit shall not be allowed to run exposed in any finished areas. All areas shall
be considered finished unless otherwise indicated. Electrical and mechanical
rooms shall be classed as unfinished areas.
o Exposed conduits should be installed in groups, parallel to the building lines and
accurately in line and level. Conduits shall run from box to box, box to panel,
pull/junction box and shall be secured to all boxes with connectors and lock nuts in
such a way that the system shall be electrically and mechanically continuous
throughout its lengths or span.
o Exposed EMT conduits shall be supported by using approved saddles, while
distances shall be maintained as per project specification and as per
manufacturer’s recommendation.
o Clamps shall be attached to the masonry walls by means of expansion shields,
PVC fisher with screws. Approved beam clamps or equivalent should be used to
attach conduits to exposed steel works.
o All bends and offsets of EMT conduits shall be done using manual bending tools
properly and care shall be taken while bending to ensure no flattening or denting to
be occurred.
o Suitable GI covers shall be provided for conduit fittings of all exposed EMT
conduits.
o When installed under covered at wet external area, it shall have water tight sealed
joints.
o Respective type of fittings shall be used for particular purposes as per project
specification and manufacturer’s recommendation.
o Running couplers with locknuts shall not be permitted only three-piece conduit
union shall be accepted.
o Pipe sleeves shall be installed and properly secured at all points where conduits
pass through masonry, or concrete. Pipe sleeves shall be sufficient diameter to
provide approximately 15mm clearance around the outside wall. Pipe sleeves
through concrete floors shall be steel pipe and shall be installed 25mm above
finished floor and shall be fire stopped after conduit is installed.
o Pull boxes shall be provided for easy wiring and distance shall be maintained for
pull bos location as per specification. The whole conduit system shall be effectively
earthed
o Raise inspection request when work is completed for Installation of EMT conduit
and accessories to the consultant / client.
2.6.1 CONSTRUCTION MANAGER shall be responsible for implementing this Work Method
Statement and coordinating with all personnel about these activities and organizing the
necessary resources and ensure all works conform to project quality requirements and
2.6.2 ELECTRICAL SUPERINTENDENT shall be responsible person to the task and deliver
STARRT and Method Statement briefings. He shall prepare and make available all necessary
equipment and qualified personnel to perform the task. Provide safe working condition and
maintain safety system of work. Ensure construction waste management and stop any activity
that could cause harm to personnel working at site. Coordinate with QA/QC Engineer to
immediately rectify noted non-conformities and avoid delays that could be detrimental to the
project and company. Ensure all Materials, Tools and Equipment to be used are available and
in good working conditions.
2.6.3 ELECTRICAL SITE ENGINEER/SUPERVISOR Shall be responsible for carrying out all the
activities including but not limited to supervision of EMT CONDUIT installation at site and to
ensure that all installation and construction works are done as per the IFC drawings & are
carried out as per the Project Specification Requirements, organizing, coordination with the
QA/QC ENGINEER in day to day works, obtaining the clearance whenever required and
ensure the site HSE regulations are followed. To provide all necessary information and
distribute responsibilities to his construction team. To monitor the progress of work in relation
with the work program and to report to the Electrical Site Superintendent
2.6.4 SAFETY ENGINEER / OFFICER shall be responsible for the implementation of all safety
requirements. He must check and review PPE for all personnel working at site. Advise and
guide the construction team for the safe system of work based on the approved MS/ RA plus
EHS best practices and project requirements. Assist in delivery of STARRT and MS briefings.
Responsible for hazard identification that may come-up during task execution and coordinate
with site engineer for appropriate corrective action. Stop the work if hazard found is life critical.
2.6.5 QA/QC ENGINEER shall be responsible for coordination with the area/site engineer & Client's
representative and ensure the stage wise inspections were carried out and necessary
Inspection and Test Reports are made and signed by all the concern personnel as per the
approved ITP, surveillance of all related works executed in his allocated area and report any
non-conformance or areas for improvement to QA/QC Manager.
2.6.6 SUPERVISOR/ FOREMAN are responsible for performing the task in accordance to approved
MS and deliver STARRT briefing. Identify hazard and ensure correct and safe working
procedure is implemented. Ensure equipment and materials are available for proper execution
of work.
o The foreman will carry out his duties by maintaining continuous coordination with
the site engineer on daily basis, and ensure proper distribution of the workforce in
the required and planned locations.
o To ensure that his assistant foreman / charge hand is aware of the job
requirements and they have enough information to carry out their duties properly.

3.1.1 Contractor will manage risks to health and safety associated with application of EMT Installation
works before the work commences.
3.1.2 The Contractor Safety Department shall critically assess all activities of the risks or release of
present hazards prior to commencement of the work and shall use the following tools such as:
Prior initiate, all foremen and supervisors will communicate to the crew all job hazards and the
way to prevent them using STARRT process. Safety staff will verify this process and will
provide support to Foremen, Supervisors and Workers.
3.1.3 The assessment aims to identify the degree of risk associated with each activity and determine
the necessary preventive and use appropriate PPE's to reduce the risk to "as low as
reasonable practicable" level for the work to proceed safely.
3.2.1 Environmental, Safety and Health standards and systems shall be strictly implemented. Best
accepted industry practices shall be applied throughout the project.
3.2.2 Contractor will take precautions to ensure the health and safety of all its personnel. It shall
exercise and enforce all necessary care and measures to preclude exposure of personnel,
laborers and nearby residents (if any) to potential health hazards and environmental pollutants.
3.2.3 The contractor shall observe the proper waste management and accidental spillage of any
combustible materials. Take necessary precautions to prevent pollution of ground with fuel, oil,
chemicals or other harmful materials.
3.3.1 Personnel working at site shall have proper PPEs such as:

3.4.1 Contractor shall apply the Zero Accident Philosophy which promote the fact that all work related
accidents, incidents and illnesses are preventable.
3.4.2 Implementing the EH&S Program and formally communicating to all for full understanding of all
levels in the contractor's organization.
3.4.3 All wastes will be collected, separated into hazardous and non-hazardous for proper disposal.
Hazardous wastes will be stored until disposal by contractor in accordance with the
requirements of the relevant government agencies.
3.4.4 Non-hazardous waste will be considered for landfill or sent to an approved agent for recycling.
Coordination with local environmental regulatory agencies will be made before any discharges I
disposal.
3.4.5 Contractor shall take cognizance of ecologically sensitive areas in both onshore and offshore
areas and shall conduct its activities in a manner that minimize adverse effects to these areas.
3.5.1 All personnel working at site shall have full knowledge and expertise in the Installation of EMT
and accessories works for proper application of materials that will be prepared in process.
Occupational health and safety program shall be properly communicated and implemented.
Everyone should be aware of the completion date and quality requirements in accordance to
RC specifications.
3.6.1 In the event of accident occurring, a procedure will be adopted. For all injuries a detailed record
will be maintained on site. Minor injuries will be treated in site if possible, utilizing a standard
first aid kit available on site for initial treatment, and site nurse will provide immediate
assistance. More serious injuries will be treated by a suitable qualified off site party or brought
the patient to the nearest hospital for medical treatment and shall be administered by
professional health care personnel. In either event, all parties requiring information shall be
notified and be informed.
3.6.2 Final investigation shall be conducted with regards to the accident and safety measures will be
provided to avoid recurrence.
3.6.3 It will be the responsibility of the supervisor to constantly assess the individual capabilities with
respect to the work to be performed with his experience, competence and most importantly, his
ability to complete the work in safe manner without incurring risk to himself and his co-workers.
Environment Permits and other permits required in the concreting works shall be secured.
Waste Control
To prevent pollution of the environment by hazardous waste, all Equipment shall be dully maintained to
avoid the emission of the dripping of oil and chemicals.
In the case of operation in any equipment is observed to be leaking oil and chemicals, a drip-plate shall
be positioned to collect the waste in the interim before the equipment is sent for repairs. While a drip
plate used, watchman should accompany with extinguisher in view of the fire risk.
As stated above, containment shall be provided to avoid waste pollution. Waste shall not be thrown into
anybody of water. Summary effort shall be geared towards elimination of all from of hazardous
discharge to land, water and air.
Where total elimination is not possible, standard and conventional reduction and control measures shall
be applied to cushion their effect.
Waste Management
Within the scope of operations, waste management shall involve the collection, segregation, storage
and proper disposal of waste. To this effect, emphasis shall be laid on:

1. Scrap lumber shall be placed in piles or containers Waste material and rubbish shall be placed
in containers.
2. Waste material and rubbish shall not be thrown down from a height of more than 1.8M.
3. Chutes for debris shall be enclosed except for openings equipped with closures at or about
floor lever for the insertion of materials. Openings at all stories below the top floor shall be kept
closed when not in use.
4. Whenever materials are dropped to any point lying outside the exterior walls or the building, an
enclosed chute of wood or equivalent material shall be used.
5. Separate covered non-flammable/non-reactive labeled containers shall be provided for the
collection of garbage oily flammable and hazardous waste (such as caustics, acids and harmful
dust) the contents will be properly disposed of daily.
6. Used roofing maps shall be stored outside the building and away from combustible materials.
4.2.1 Contractor will take precautions to ensure the health and safety of the staff and labors. It shall
exercise and enforce all necessary care and measures to preclude exposure of personnel,
labor and nearby residents (if any) to potential health hazards and environmental pollutants.
4.2.2 Contractor shall observe the proper waste management and accidental spillage of any
combustible materials.
Safety Officer will designate a location where the contractors can temporarily dump their
wastes.
Toilet facilities will be arranged as per RC requirements.
5.3.1 Contractor shall ensure that relevant ITP had been prepared and approved prior to
commencement of work at site. Inspection and Test Records had been prepared, incorporated
and shall be signed by respective client representatives as work progress.
5.4 FOLLOW UP AND EVALUATION
5.4.1 Contractor QC representative shall ensure correct process and methods had been carried out.
The sequence of activity shall be conducted in accordance to ITP.
5.4.2 Ensure the activity had been completed properly corresponding to acceptance criteria and all
test reports and records had been signed and accepted by RC representative.
5.4.3 Royal Commission representative has been notified 24 hours prior to start of work, inspection,
testing and final acceptance.

Attachment 2 - STARRT CARD - Upon approval of this method statement and prior to start of any
activity, STARRT shall be conducted by the Supervisor / Foreman. Attendees shall be required to sign
the attendance sheet with a brief of the approved MS (according to new construction management
tools).
