Annexure-I to Notification No.

F (UG Statutes-NEP-2020) Acad/KU/23 Dated: 04-08-2023

STATUTES GOVERNING UNDERGRADUATE PROGRAMMES (UGP) 2022

These Statutes shall govern the award of following Under-Graduate Programmes (UGP) with yearly exit
options as per NEP-2020.
1) Four Year Under-Graduate Programme (FYUGP) with Honours/Research.
2) Three Year Under-Graduate Programme (TYUGP) as an exit option.
3) Two Year Under-Graduate Diploma Programme as an exit option.
4) One Year Under-Graduate Certificate Programme as an exit option.

Objects and Reasons

WHEREAS, the Government of India notified National Education Policy (NEP), 2020 on July 29,
2020 with the aim to have holistic and multidisciplinary undergraduate education that ensures access,
equity, quality and gives equal importance to affordability and accountability to produce well rounded
and skill oriented employable graduates; AND
WHEREAS, the thrust of NEP 2020 is on continuous and holistic learning through Multi-disciplinary
and Interdisciplinary approach, the student is required to earn Credits by opting for Major, Minor,
Multidisciplinary, Ability Enhancement, Value-Added, and Skill Enhancement Courses under various
disciplines at the time of admission. This system aims to strengthen the academic potential of the
student, as it provides flexibility in the choice of courses offered beyond the framework of the
respective disciplines of study, as also increased employability; AND
WHEREAS, the University of Kashmir in consonance with the academic and administrative reforms
recommended in NEP 2020, designed a Curriculum Framework for Under-graduate Programmes from
the Academic Session 2022-23. The Under-graduate Programme (UGP) structure has been designed
with options for a Single Major with a Minor discipline or Dual Major disciplines. Students will have
the option to exit after One Year with a Certificate, Two Years with a Diploma and Three Years with
Bachelor's Degree. Successful completion of Four Years programme will lead to the award of a
Bachelor's Degree (Honours/Research) in particular subject/s. Continuation of the undergraduate
programmes for the fourth year is optional. The present Post-graduate Programmes in subjects will be
restructured into One -Year Master's Degree Programmes for Honours and Two -Year Master's Degree
Programmes for the three years Bachelor's Degree holders; AND
WHEREAS, it is expedient to make provisions for giving the effect to NEP 2020.

1. Short Title, Application and Commencement


i) These Statutes shall be called as Statutes governing Undergraduate Programmes (UGP) 2022.
ii) These Statutes shall govern the award of:
A. Four-Year Under-graduate Honours Degree (FYUGD).
B. Four-Year Under-graduate Honours Degree (FYUGD) with Research.
In each of the above Programmes the following exit options shall be available:
a. One-Year Under-graduate Certificate Programme. (Exit after one years)
b. Two-Year Under-graduate Diploma Programme. (Exit after one years)
c. Three-Year Under-graduate Degree Programme (TYUGP). (Exit after three years)

iii) These statutes shall come into force from the date of their notification by the University or from
such other date as may be specified in the notification.

2. Definitions
In these Statutes, unless the context otherwise requires:
i) “Ability Enhancement Courses” means a course pertaining to Communication Skills, English Language
and any one of the Modern Indian Languages.
ii) “Act” means the Kashmir & Jammu Universities Act, 1969.
iii) “Academic Year” means two consecutive (one odd + one even) semesters.
iv) “CBCS” means Choice Based Credit System that provides choice for students to select from the
prescribed courses subject to the availability of………
v) “College” for the purpose of these statutes means an institution that is either a constituent or affiliated
College of the University of Kashmir;
vi) “Course” refers to a “paper” that is a component of a programme;
vii) “Course types (CT)” refer to the types of courses to be studied under Major & Minor Courses with
Course Type-1 (CT-1) representing the basic core components of a subject to be studied from 1st to 8th
Semesters under major as well as Minor categories, while Course Type-2 (CT-2) & Course Type-3 (CT-
3) represent the intermediate and specialized courses from 4th to 8th semester under the head of Major
courses only.
viii) Credit” means one hour (60 minutes) of teaching/tutorial work or two hours (120 minutes) of practical
work per week for a Semester, comprising a minimum of 15 working weeks. with a weightage of 25
Marks;
ix) “Credit Point” is the product of grade point and the number of credits for a course.
x) “Cumulative Grade Point Average (CGPA)” means a measure of the overall cumulative performance
of a student in a programme;
xi) “Degree” means a three/four-year undergraduate degree to be awarded to a candidate after satisfying the
requirements as prescribed under these statutes; a Certificate/Diploma to be awarded after completion of
one year/two years respectively.
xii) “Examination” means assessment and evaluation of a student during and at the end of academic
semester as prescribed under these statutes;
xiii) “Grade Point” means a numerical value allotted to each letter grade on a 10-point scale;
xiv) “Letter Grade” means an index of the performance of students in a course;
xv) “Major Discipline” means Subject/s in which a student completes a minimum number of credits for
completion of a degree/diploma/certificate programme;
xvi) “Minor Discipline” means Subject/s which a student shall have to complete with a minimum number of
credits as may be prescribed under statutes and regulations;
xvii) “Multidisciplinary” means the disciplines chosen by a student other than the Major and Minor
Disciplines.
xviii) “NEP” means National Education Policy 2020;
xix) “Programme” means an educational programme leading to the award of a Certificate/Diploma/Degree;
xx) “Regulation” means Regulation made by any authority of the University as defined the Kashmir and Jammu
Universities Act;
xxi) “Self-Study/Self-Learning” of particular credit/credits means the study/learning of the relevant study
material available in E-form or E-content on any recognized platform to be evaluated either externally or
internally as will be decided by the concerned college;
xxii) “Semester Grade Point Average (SGPA)” indicates the performance of a candidate in a given semester;
xxiii) “Semester” shall normally comprise 6 months including the process of admission, the teaching-learning
process, and the examination process which includes of minimum of 15 academic weeks. The Odd/Even
semesters shall be scheduled as per the Academic Calendar prescribed by the University;
xxiv) “Skill Enhancement Courses” means course which imparts skill training to the graduates in order to
enhance their employability;
xxv) “Statutes” means statutes as approved by the competent bodies of the University of Kashmir.
xxvi) “Transcript” means a statement of credits indicating details of credits earned by a student containing the
subject details (code, title, number of credits, grade secured) along with the SGPA of that semester and
CGPA earned till the last semester;
xxvii) “University” means the University of Kashmir as defined under section 2(k) of the Kashmir and Jammu
Universities Act;
xxviii) “Other University” means any recognized University other than the University of Kashmir;

xxix) “Value-Added Course” means common course/s to be taught to the students admitted to the under-
graduate programme;
Provided that the words not defined in the definition clause, but used in these statutes, shall have the
meaning as assigned to them under the Act.

3. Duration of the Programme

1) Students will have the option to exit after One Year with a Certificate, after Two Years
with a Diploma and after Three Years with the award of Three Years Bachelor's Degree.
Successful completion of Four Years programme will lead to the award of a Bachelor's
Degree (Honours/ Honours with Research) in particular subject/s. Continuation of the
undergraduate programme for the fourth year is optional.
2) Provided that only candidates with a CGPA of 7.5 (75% marks) in the first six (06)
semesters of the programme shall be eligible to join Honours with Research mode in the 7th
& 8th semesters.
3) The duration of each Under-Graduate Programme (UGP) shall extend up to 8 semesters
(four academic Years), with each semester incorporating a minimum of 15 weeks of
teaching and a minimum of 20 credits. The duration and minimum Credit requirement of
each UG Programme shall be as under:

4. Programme Structure and Credit Distribution


Subject to changes from time to time by the competent Bodies of the University:
1) Every student shall opt for Two Disciplines of his/her choice (One as a Major and One as a
Minor or both as Major - Dual Major) from the same stream based on interest and
eligibility. These two subjects shall form a common thread from 1st to the 8th Semester of the
Programme for every student. Regulation-I (Annexure I, Annexure II& Annexure III).
2) In case of a single major:
i) a student shall have a requirement of earning at least 80 credits for a Four- Year
Under-Graduate Programme (FYUGP)/60 credits for a Three-Year Under- Graduate
Programme (TYUGP).
ii) Every student shall also have to earn a minimum of 32 credits in the minor subject in
FYUGP and 24 Credits in a TYUGP.
3) In case of a dual major:
a student shall have a requirement of earning at least 64 credits in each Major for a Four-
Year Under-Graduate Programme (FYUGP) / 48 credits in each Major for a Three-Year
Under-Graduate Programme (TYUGP).
4) In addition to the Major & Minor subjects every student shall have to opt for a 3-credit
Multidisciplinary course in each of the 1st three semesters, which shall be different in different
semesters with the following conditions that a student should not have:
i) opted such a course as a Major/Minor; and
ii) studied such a course at the +2 level.

5) Every student shall also have to opt for one common Ability Enhancement Course (AEC) of 3
credits in each of the 1st three semesters comprising Communication Skills, English Language
and any one of the Modern Indian Languages.
6) Each student has also to take the four Value Added Courses (VACs) of 2 credit each
comprising Environmental Science/Education, Health and Wellness, Understanding India and
Digital & Technological Solutions in the first two semesters.
7) Besides, every student has to fulfill the requirement of opting for one Skill Enhancement
Course (SEC) in the first three semesters, having a total of 12 Credits, with a breakup of 4
credits in each semester.
8) The students choosing one Major and one Minor Subject shall have a flexibility of swapping
the Major and Minor Subjects in 3rd Semester, subject to availability in the institution
concerned and eligibility (to be determined by the institution). However, if a student selects a
Minor Subject, not being offered as a Major Subject, he/she shall not have this flexibility.
9) Change of one subject in 3rd semester shall be allowed/permitted on the recommendations of the
Principal of the college, subject to the condition that the student concerned shall be required to
pass/qualify the said paper/subject of the 1st and 2nd semester, before exit from the programme at any
level/stage.
10) After 3rd Semester every student shall be required to earn either 16 credits of major and 4
credits of minor or 10 credits for each of the two majors up to 8th semester.
11) In case there is any change in the Course Structure or Credit Distribution or any other change
as may be prescribed from time to time by the competent bodies of the University, the same
may become part of these statutes in the form of regulation(s).

5. Eligibility for Admission


The admission to the first semester of the UGP/FYUGP/Diploma/Certificate programme shall
be open to a candidate who has passed the 12th Class Examination from the Jammu & Kashmir
Board of School Education or from any other recognized Board / Institution whose examinations
have been recognized as equivalent thereto by the Jammu & Kashmir Board of School
Education and fulfils the conditions of eligibility as laid down by the University from time to
time.

6. Mode of Admission
1) Subject to the admission policy of the University, the selection of candidates for
admission to any UGP for affiliated colleges of the University shall be based either the
written test or on the merit obtained at the qualifying examination, or any other mode
with such intake as may be fixed and with a provision for selection of candidates from
reserved categories as per the procedure prescribed by the University from time to time
and notified at the time of admission.
2) Students shall be required to submit the Admission form along with requisite fee in
prescribed manner and mode (online/hard copy) at the time of seeking admission for the
academic year, as the case may be:
(i) First and Second-semester at the time of seeking admission to the first semester;
(ii) Third and Fourth-semester at the time of seeking admission to the third semester;
(iii) Fifth and Sixth-semester at the time of seeking admission to the fifth semester
(iv) Seventh and Eighth-semester at the time of seeking admission to the seventh
semester.
3) A candidate shall be deemed to be a student of a college as soon as he/she has been
accepted for enrolment by the college concerned and has paid the prescribed fee. The
admission shall, however, be provisional until it is confirmed and the student is registered
by the University.

4) The Principal of a college shall be competent to cancel the admission of a student


enrolled in the college, if he/she remains absent continuously for a period of twenty days
without permission of the principal concerned in courses where physical attendance is
required. However, the principal, if satisfied, that the absence was beyond student’s
control on justified reasons, can re-admit him/her on payment of a re-admission fee equal
to fifty percent of the normal admission fee subject to an undertaking (if required) from
the candidate and his/her parent/guardian to the effect that such practice shall not be
repeated, as the case may be.
5) If a student desires to get admission in any other college in Diploma/Degree Programme
(as the case may be) his/her admission to higher semester/s of Diploma/Degree
Programme shall be subject to verification of:
i. His/her certificates, course equivalence, credit equivalence, recommendations and
acceptance of both the colleges.
ii. Fulfillment of conditions as laid under statutes/norms of college (where the student
intends to enroll), availability of seat/s and such other conditions for the said
purpose.
6) After the implementation of these statutes, students who have already completed two
semesters (1 year), four semesters (2 years) or six semesters (3 years) under the
annual/semester/Choice Based Credit System shall be eligible to seek admission to
3rd/5th/7th Semesters respectively with the conditions reflected as under:
i) Candidates seeking admission to 3rd Semester under UGP shall have to complete
the Skill Enhancement Courses (SECs) of 1st and 2nd Semesters in addition to the
usual courses of the 3rd semester.
ii) Candidates seeking admission to 5th Semester shall have to complete the two
courses of six credits each (Course Type (CT)-2 & / or 3) of the single/double
major of 4th Semester, as the case may be, as reflected in the Annexures 2 & 3 of
the Regulations.
iii) Candidates seeking admission to 7th Semester shall be allowed to follow dual major
pathway only in any of the two core subjects, he/she has completed the 3-year
degree Programme with.
7) Any student shall be personally liable for legal action as warranted by
Statutes/Rules/Laws for any misrepresentation of facts or fraudulent insertions in the
online form/hard copy for Admission/Registration or any other form.
8) Admission, Registration, and any other fee shall be as prescribed by the University from
time to time.
7. Promotion
1. Subject to the provisions of the statutes and regulations, a candidate shall be granted promotion to
the next higher semester on fulfillment of the following conditions: -
i. For the 1st four semesters
• the statutory requirement of attendance in the preceding semester and
• having passed the internal assessment of the preceding semester, if any.
ii. From the 4th Semester to the 5th Semester and 6th Semester to 7th Semester
• the statutory requirement of attendance in the preceding semester and
• having backlog of not more than 50% credits of study in the 1st three / first five
semesters respectively.
iii. From 5th to 6th Semesters and 7th to 8th Semesters
• the statutory requirement of attendance in the preceding semester and
• having passed the internal assessment of the preceding semester, if any.
iv. A candidate who is short of attendance in a particular course of a semester in
physical (face to face) mode shall not be allowed to sit in the examination of that
course. However, he/she shall not be debarred from joining the next semester, if
otherwise eligible under rules, subject to the condition that such a candidate has to
make up the deficiency in the concerned subject simultaneously.
2. The class work for the subsequent semester/s shall commence immediately after the
culmination of the Semester-end examination/s without waiting for the completion of formal

admission process for the subsequent semester/s, which for the subsequent odd semester/s
shall be completed simultaneously without any compromise on the ongoing class work.

8. Exit and Re-entry Policy


1) Any student admitted to the UGP shall have the option to Exit after completion of one, two,
or three academic years after earning the minimum required credits for award of a
Certificate, Diploma, or Three-Year Graduation respectively, subject to the condition that
he/she has earned the required skill credits, prescribed by the University Statute / Regulations.
2) The student has the option of Re-entry into the programme at a subsequent session, within 3
years of exit, as per the academic calendar with the condition that the entire FYUGP is
completed within a maximum period of 7 years, as the shelf life of any earned credits is only
7 years.
Provided such students, whose shelf life of some credits has expired, shall be required to
appear in the examination for such courses afresh.

9. CBCS Students Transition to FYUGP


1) Students who have already enrolled and are pursuing UG programme as per Choice Based
Credit System (CBCS) shall also be eligible to pursue 4-year Under-graduate programme and
the institution concerned may provide deficiency courses (including online courses) to enable
them for transition to FYUGP.
2) CBCS Students joining FYUGP of NEP 2020 shall make a choice of two subjects which they
have passed as core subjects in the preceding semesters under CBCS, to be pursued as Major
and Minor subjects or Dual Major Subjects. A similar mechanism shall be followed for
students who have qualified under the erstwhile annual or semester schemes.
3) Any CBCS student joining the 3rd Semester under FYUGP of NEP 2020 shall have to qualify
the Skill Enhancement courses of the 1st and 2nd Semesters as deficiency courses.
4) Likewise, a CBCS student joining the 5th Semester under FYUGP of NEP 2020 shall have to
qualify Course Types 2 & 3 (as reflected in the Annexures 2 & 3 of the FYUGP statutes and
regulations) of 4th Semester in case of a single major and Course Type 2 of each major subject
of 4th Semester as deficiency course(s).

10. ACADEMIC BANK OF CREDITS (ABC) & Transfer of Credits


1) It shall be mandatory for every student to have an online account on the Academic Bank of
Credits (ABC) portal and share the Twelve (12) digit ABC Account id with the University as
well as other Academic Institutions where the student intends to earn any credits to facilitate
credit transfer to the university and their incorporation in his/her final Transcript, subject to
conditions as may be prescribed by the university.
2) The validity of credits earned will be for a maximum period of seven years or as specified by the
Academic Bank of Credit (ABC).
3) The procedure for depositing credits earned, their shelf life, and the redemption of credits would
be as per UGC (Establishment and Operationalization of Academic Bank of Credits (ABC)
scheme in Higher Education) Regulations, 2021 and the modalities adopted/prescribed by the
University of Kashmir for the said purpose.
11. Additional Subjects Examination
1) A candidate who has already passed 1st year (1st& 2nd Semesters)/2nd Year (3rd& 4th Semesters/3rd
Year (5th& 6th Semesters of the FYUGP Under-graduate examination and desires to appear in
one or more course(s) prescribed for the 1st year (1st& 2nd Semesters) or 2nd Year (3rd& 4th
Semesters) and/or 3rd Year (5th& 6th Semesters) examinations as additional subjects(s) shall
appear in any subsequent examination of any of these Semesters, as the case may be, in the
courses(s) concerned provided he/she fulfils other conditions prescribed under statutes and
regulations.
2) A candidate who has already qualified all the Years/Semesters of the under-graduate programme
may appear in additional course(s) in subsequent session/s or even all the courses of one or more

subjects simultaneously as additional courses/subject/s in the same year. Provided that in case of
course(s), involving practical examination, a candidate must have attended minimum irreducible
number of practical sessions prescribed for the course(s) in an affiliated/constituent college.

12. Migration: Inter-College


1) A student can apply to the University for Inter-college Migration after seeking a no objection
certificate from the Principal of the college where he/she is admitted and the college where
he/she intends to migrate, along with the prescribed migration fee, which the University can
consider on the merits of the case.
2) The candidate can seek a discharge, character and subject-wise attendance certificate from the
institution, where he/she is on rolls, after the University notifies the acceptance of his request,
which he/she shall have to deposit in the college to which he/she migrates.
Provided that twenty-five percent of the fee (local fund component) shall have to be
deposited in the institution to which the candidate migrates, without any refund claim from
the previous institution.

Inter-University Migration
A candidate having remained on the rolls of an affiliated/constituent college of any other
recognized University, who has attended the corresponding Semester System Programme,
shall be admitted to Semester III or V of the Programme after having passed Semester-I and
Semester- II/Semester-I to IV of the Under-graduate Programme after obtaining an
eligibility & equivalence certificate from the University; provided the following conditions
are fulfilled: -
(i) Migration is not being sought to evade the admission requirements of the University;
(ii) The courses of study pursued by the candidate in the University from which he/she
seeks migration are not materially different from the prescribed courses to be pursued
in this University;
(iii) The candidate would be in a position to satisfy all the statutory requirements
prescribed by the University for Admission to the course and appearance in the
examination.
(iv) The marks obtained in Semester I to VI or equivalent examinations conducted by other
university from which the candidate has migrated shall be taken in to account for
determining the final result/grade by increasing or reducing the marks in accordance
with the maximum marks of the said programme of this university.
13. Examination: Eligibility for Appearing in the Examination
1) Attendance shall be compulsory for appearing in the End Semester Examination in the
Courses/Papers being pursued by a candidate as prescribed by the relevant Policy/
Regulations/Statutes of respective Mode (viz; Regular/Distance/ODL/Online).
2) Regular candidate shall be allowed to appear in the End Semester Examination only if he/she
fulfils the following conditions:
i. Attended seventy-five percent (75%) or more of the lectures delivered, in each course,
during the Semester from the date of commencement of class work for the semester, in
physical(face-to-face) mode, for which the examination is to be held;
ii. Has attended/participated in at least seventy-five percent (75%) or more of the
Tutorial/Practical Training/Field Work prescribed in the syllabi for each course of the
semester;
Provided that the number of lectures in Theory and Tutorials/Practicals shall be
counted up to the date the class is dispersed for preparatory holidays, preceding the
examination.
iii. The candidate has paid the examination fee (along with Form) in the prescribed
mode/manner as may be reflected in the notifications (online/print mode) without any
misrepresentation/concealment of facts, failing which his/her candidature shall be
rejected by the Controller of Examinations. However, the candidates under the

“Orphan/Specially-abled” categories shall be exempted from payment of examination
fee.
Provided such a candidate produces the required certificate issued by the
competent authority, verified and forwarded by the principal of the college concerned to
the University.
iv. Late College Student/s as have undergone a regular programme of study and fulfill the
required eligibility conditions for appearing in a Semester End Examination in the
course/s but have either failed to pass the Semester End Examination or were unable to
appear in the examination shall be eligible to appear as Late College Students in
subsequent session.
3) Special Examination shall be conducted in favour of such students who miss their examination due to
participation in various NSS/NCC/Sports/Other activities organized at the State and Inter University/
National and International level.
The candidate/s participating in such events must produce a copy of the certificate to the Principal of
the College within one month from the end of the event, failing which no such benefit shall be given.
The authority competent to issue the candidate's participation certificate shall include the name of the
College, the Name & Roll No of the candidate and the Date (s) on which the activities were
conducted within a month's period from the end of the event.
4) Any candidate, who falls short of required attendance in a course in a semester, shall not be
eligible to appear in that particular course(s) in which he/she is falling short of attendance.
Provided that he/she shall be entitled to appear in the course(s) in a subsequent session
after attending the deficit number of classes in the next session as per college guidelines, for
which special classes may be arranged.
Provided further that the shortage of attendance may be condoned or concession given
in any semester as per conditions laid down under these Statutes.
14. Shortage in Attendance and Condonation
1) Without prejudice to the generality of the Statutes and provisos thereof, where any candidate
falls short of attendance in any semester, it may be condoned once during the semester, after
sufficient justification is provided by the candidate, in writing in this behalf, before the
competent authority as per the following provisions.
2) For appearing in the end semester examination of any course, in physical mode, a student
must have attended 75% classes subject to the following conditions:
i. That the Principal of the College shall be competent to condone shortage in attendance
up to a maximum of 5% of lectures delivered in theory and 5% in practicals / tutorials in
a semester.
ii. Vice-Chancellor up to a maximum of 5% lectures in theory and 5% in practicals/
tutorials in a semester, beyond the competence of the Principal;
Provided that the Vice-Chancellor on the recommendations of the Principal Concerned, if
satisfied, shall be competent to condone shortage on account of health grounds in respect of
female students by 5% for Theory and 5% for Practicals/Tutorials more, in addition to the (ii)
above on production of the required Medical Certificate/Document.
Provided further that the condonation permitted by the Vice-Chancellor will be on the
recommendation of the Principal concerned.
iii. Any candidate, who falls short of attendance beyond condonable limits or whose
shortage in attendance is not condoned by the competent authorities and wants to pursue
the programme, shall be required to re-join the course along with the next batch of
students to the same class to make up the deficiency by attending the required number
of lectures by which he/she had fallen short. This provision shall, however, be
applicable only in respect of such of the candidates who have attended at least 50% of
classes in the said course/s and for this purpose the institution shall make special
arrangements.
iv. Candidates having attended not less than 50% of the lectures in particular course/s shall
be considered for re-admission for making up the deficiency after depositing 50% of the
prescribed admission fee for the Semester afresh. However, such candidate/s shall

appear in the examination, in the course, along with the candidates of the semester, with
which he/she has been readmitted.
Provided the candidate/s who participate/s in any one of the following Co/Extra-
Curricular activities shall be treated present on all working days on such account subject
to a maximum of 10 days in a semester:
a) Inter-University, Intra- and Inter-College Sports Tournaments, Debates, Seminars,
Youth Festivals and Cultural Programmes, etc;
b) Sports Tournaments organized by the J&K Sports Council;
c) N.C.C./N.S.S. programmes;
d) Mountaineering/Hiking/Trekking/skiing/Rock-Climbing or other such activities
organized under the auspices of the State Government/University as a member of
the Institution affiliated/recognized by the University;
e) Participation in the Coaching Camps/Rehearsals prior to participation as a
member of the State or University team in the National/All India Inter-University
/Inter-College Debates, Seminars, Youth Festivals and Cultural Programmes, etc.;
Also provided that a candidate who fails to attain the prescribed attendance
because of participation in more than one activity, as prescribed above, may for
the purposes of condoning the deficiency in attendance incurred by him/her on
account of such participation, be treated as present on all working days, not
exceeding 15 days in a semester.
v) The benefit/concession shall be given to a student only if she/she has sought prior
permission from the concerned Principal / Head of the Institution for participation in
any such event and produces the participation certificate, from the authority competent
to issue such a certificate with a mention of the Name, Roll Number and the Name of
the Institution of the candidate viz-a-viz the dates on which activity was conducted.
3) Subject to the provisions of these Statutes, the Vice-Chancellor, if satisfied, shall be
competent to condone shortage on such grounds in such cases where it seems just and
equitable and where the period exceeds the limit prescribed above on justified reasons as
may be deemed fit for grant of such extra-ordinary condonation.
15. Examination Papers
1) The Semester-end Examination of each theory paper, in case of Major/Minor courses shall
comprise:
i) one descriptive paper of 4 OR 3 credits carrying 100 OR 75 marks respectively; and
ii) one Practical/Tutorial component of 2 OR 1 credit(s) carrying weightage of 50 OR 25
marks respectively.
Provided that a candidate shall not be required to pass again in Practical/Tutorial
component in case he/she fails to qualify the theory paper or vice versa. However, a
candidate shall be required to pass in all the components of assessment separately.
2) The candidate/s shall be required to secure a minimum Qualifying Letter Grade “P” or
Grade Point 4 in each course including Theory/Practicals.
3) As per Examination Policy of the University there shall be no supplementary
examination except for the last two semesters only
4) A candidate who fails to secure the required grade in one or more papers of a Semester-
end Examination shall be permitted to appear in such paper(s) in a subsequent
examination/session.
Provided that where a candidate fails in any course/s of any semester, before the last
two semesters as reflected above, he/she shall be required to appear in such courses with
the next batch of students as per the latest syllabus in vogue for the regular batch, except
where a change in syllabus involves the entire course content along with the course title
and such students shall be examined as per their original course syllabus.

5) Subject to the Examination policy of the University, the Question Paper pattern shall be as per
Regulation – II of these Statutes.
16. Evaluation Pattern
1) Subject to the provisions of the Statues or Regulations as may be approved by competent
bodies of the University from time to time, the evaluation of theory component of the
Semester end examination shall be conducted by the Controller of Examinations through the
approved panel of examiners.
2) The internal examination(s) or assessment shall be conducted by the concerned faculty(ies)
of the departments as may be authorized by concerned HODs with report to Head of the institution(s)/
Principal of the College.
3) The examination and evaluation of Skill Enhancement Courses (both theory and practical /
tutorial) shall be conducted by the Principal of the College and the awards thereof forwarded
to the Controller of Examinations within the specified period of time.
4) For Practical / Tutorial Courses Question paper shall be as per the recommendations of the
Board of Studies concerned. However, Controller of Examinations may work out modalities
for arranging external examiners for evaluation of Practicals/Tutorials.
17 Re-Evaluation of Answer Scripts
i. Re-evaluation of answer scripts shall be permissible as per the University Regulations.
ii. However, for the courses where internal awards are to be submitted by the concerned colleges,
the college authorities, before submission of awards of Skill Enhancement Courses and
Practical / Tutorial components of Major and Minor Courses, shall notify these awards and
invite observations of the concerned students within a week for redressal of grievances, if any,
and submit the final awards only to the university, preferably before the commencement of the
theory examination.
For theory courses, where the university directly conducts the examination, immediately after
the Evaluation Status of awards is made available the candidates can apply for photo-copy and
re-evaluation of the Answer Script/s on-line by paying the prescribed fee for each course in
on-line mode.
The candidates shall receive the photo-copies of their respective Answer Script/s as per the
notified dates from the university counter. Simultaneously, the university shall arrange re-
evaluation of the Answer Scripts through subject experts and the result of re-evaluation shall
be notified as early as possible on the university website, which shall ordinarily be an average
of the two evaluations.
However, in the following situations 2nd re-evaluation of answer scripts by a panel of three
subject experts, evaluating such scripts jointly, shall be arranged by the Controller of
Examinations in a prescribed time frame and under following conditions:
i. In case the difference between the original evaluation and re-evaluation is 20% or more
of the maximum marks prescribed for the course.
ii. In case the result status of a candidate changes from fail to pass or vice versa.
iii. In case the grade letter changes in upward or downward direction by two steps.
iv. In case the difference between initial evaluation and the final re-evaluation is 20% of
the maximum marks or more, action against the delinquent examiner may be taken as
decided by the Vice-Chancellor.
18. Statutory Marks
A maximum of two (2) marks shall be awarded as statutory marks to a candidate in a semester
appearing in the examination in full, for qualifying the semester.
19. Declaration of Result
1) The result of a candidate shall be declared in the course applied for as per the grades.
2) The SGPA and CGPA shall be rounded off to 2 decimal points and reported in the transcripts.
3) The conversion of Grade(s) to SGPA and CGPA for all the courses in all disciplines shall be as
per Regulation-III.
Explanation: -
For the purpose of these statutes, CGPA shall be calculated out of maximum of 10 points. It is the weighted

average of all the grade points of all letter grades received by the student from his/her entry into the
programme. To get the equivalent percentage (100), CGPA has to be multiplied by 10. For instance, CGPA
of 6.54 out of 10 is equivalent to 65.4 out of 100.
20. Issuance of Transcript
1) No Marks Certificate shall be issued after passing end Semester examination. However, the Grades
secured in each course/paper (separately in Theory/Practicals, wherever applicable) of each
candidate will be available on the University website immediately after the declaration of result of
each Semester End Examination.
2) On successful completion of a course/programme as per the statutes, a Certificate/Diploma/ Degree
shall be awarded to a candidate, and a Transcript indicating the Grade Performance of the candidate
from 1st to the last semester shall be issued.
Provided that where a candidate seeks exit, a Transcript indicating the Grade Performance from 1st
semester to exit shall also be issued.
3) Any student seeking migration to any other university shall be provided a transcript of semesters
along with the Letter grades, grade points and SGPA and CGPA qualified from the University of
Kashmir against the payment of a prescribed fee.
Provided that, in case a candidate exits after completing either 1st year, 2nd year or 3rd year,
he/she shall be awarded transcript / certificate after satisfying the following:
i. One Year Under-Graduate Certificate with a particular discipline asMajor.
ii. Two Year Under-Graduate Diploma with a particular discipline as Major.
iii. Three Year Under-graduate Degree with a particular discipline as Major or two
disciplines as Double Major.
iv. Four Year Under-graduate Degree with a particular discipline as Major or two disciplines
as Double Major.
21. Award of Degree/Diploma/Certificate
1) Subject to the Provisions of the Act, Statutes and Regulations for the time being in force, a
candidate shall be entitled to the award of the Degree, on the satisfaction of the following
conditions: -
i. has pursued all the theory and practical/tutorial courses/papers prescribed for the Programme;
ii. has qualified in all the Theory and Practical Courses (wherever applicable) and earned the
credits as prescribed in the Statutes and Regulations;
2) The candidate/s shall be declared to have secured the CGPA/Letter Grade/Grade Points on the
basis of overall CGPA Score obtained in accordance with the Statutes/Regulations.
3) No provisional certificate, in this regard, shall be issued by the University.
22. Removal of Difficulties
i. If any difficulty arises in giving effect to the provisions of these Statutes after commencement
or otherwise, the University may submit proposed provisions/regulations as appear to it
necessary or expedient for removing difficulties to the competent authority and/or Bodies for
approval in anticipation or ratification depending upon the exigency of the situation as the
case may be.
ii. The provision of these statutes shall not affect any ongoing/previous undergraduate academic
Degree/Diploma/Certificate courses.

REGULATION-II: Setting of Theory Question Papers

1) Setting of Theory Question Papers: For each Theory Course there shall be one Descriptive
Question paper of 2 Hours duration comprising three sections, viz., Section “A '', Section “B” &
Section “C” and covering all the units of the course.
i. Section “A'' shall have Eight Short Answer Type Questions to be answered in up to a
maximum of 20 words each only;
ii. Section “B” shall comprise Four Medium Answer Questions with alternative choice for each
question, to be answered in not more than 150 Words each (around One Page),
iii. The Section “C” shall comprise four Long Answer Type Questions spread over the entire
syllabus to be answered in not more than 400 Words (around 3 Pages). In this section the
candidates shall have to attempt only two Questions.

2) Practical Examination:
For Practical/Tutorial Courses Question paper shall be as per the recommendations of the Board of
Studies concerned. However, Controller of Examinations shall arrange external examiners for
evaluation of Practicals/Tutorials.
3) Caution for Candidates appearing in the Examination: It shall be incumbent upon all the
candidates to cross the blank pages of answer script, if any, before returning it back. If any candidate
leaves any page/s blank between any two written pages in the answer script without putting cross on
it or does not write the correct roll number / subject at the relevant places on the title page or writes
a wrong roll number/subject or commits any other similar mistake which goes against the guidelines
already issued for the purpose, by the University, it shall entail a punishment in terms of the
guidelines including the cancellation of the concerned paper.
4) Disposal of Answer Scripts: The answer scripts shall be disposed of after the expiry of one year
after the declaration of result of evaluation/re-evaluation.
Provided the answer scripts of L.O./N.A./D.E./Pending Court Cases or Unfair-means Cases &
other such categories shall be preserved up to their final disposal and result declaration and
completion of the evaluation/re-evaluation process as the case may be.
REGULATION – III: GRADING SYSTEM
1) The definitions and description of Grades awarded, conversion of percentage and the marks
converted into Grade points in a particular course/paper can be calculated with the help of Table 1,II
and III below:
i. Semester Grade Point Average (SGPA): SGPA indicates the performance of a candidate in a
given Semester. It is computed only when a candidate passes all the papers and obtains at least
grade “P”. It is calculated by dividing the total credit points earned by a candidate in all the
courses by the total number of credits assigned to the paper/course in a semester.
ii. Letter Grade/Grade Point: It indicates the performance of a student in a paper/course
described as Grade Letter or Grade Point as mentioned above. The candidate shall be declared as
Fail in the paper in which he/she obtains less than 36% marks i.e., Letter Grade “D/Ab” and
Grade Point “0”.
iii. Credit Point (CP): Credit points are obtained by multiplying credits in a course with grade
points:
a. Credit Point = No. of Credits in a Course X Grade Point.
2) Following procedure shall be adopted to compute the Semester Grade Point Average (SGPA) and
Cumulative Grade Point Average (CGPA):
i. The Semester Grade Point Average (SGPA) is the ratio of the sum of the product of the number
of credits with the grade points scored by a student in all the courses taken by a student and the
sum of the number of credits of all the courses undergone by a student, i.e., SGPA (Si) = I (Ci x
Gi) / IC
(Where Ci is the number of credits of the ith course and Gi is the grade point scored by the
student in the ith course).

ii. The Cumulative Grade Point Average (CGPA) is also calculated in the same manner taking
into account all the courses undergone by a student over all the semesters of a programme, i.e.

4) Percentage to Grade/Grade Letter and Grade Point Conversion: Absolute grading would be used
where the marks obtained are converted into grades based on pre-determined class intervals. To
implement the grading system, the University shall use the following UGC recommended 10-point
grading system:
i. A student obtaining Grade (F) shall be considered failed and will be required to reappear in the
examination as per existing rules of the university under semester system for under graduate
courses.
ii. Grade (D) or 36% is the minimum pass percentage of marks in a course, SGPA of 4 to qualify a
semester and a minimum CGPA of 4 to qualify for a UG Degree/Diploma/Certificate Course.
Explanation: Calculation of Semester grade Point Average i.e., SGPA is the grade point received
in a particular semester by a candidate,
iii. Cumulative Grade Point Average i.e., CGPA is the average grade points obtained in all the
semesters.
iv. For calculation of Percentage of Marks, the following formulas are used:
a. SGPA = Credit Points earned in a Semester/Total Credits in a Semester.
b. CGPA = Total Credit Points Earned in all Semesters/Total Credits of the Programme
c. Percentage of Marks = CGPA x 10

Subject to the Admission Policy of the University, the admission of students to FYUGP or other UG
Programmes in odd and even semesters shall be as per the academic calendar issued by Higher
Education Department.
