1. PURPOSE
The Purpose of this document is to describe and define the procedures for construction of
new132/11KV substations and modification works in existing substations.
2. SCOPE
c. Installations of equipment (GIS/AIS switchgear and its related cotrol and protection
panels, transformers, NRE’s, LV service equipment, …etc.)

a. All Inspection & testing shall be carried out in accordance to KM Standards and
Project Specifications.
c. Before commencing the trench excavation work the the whole site shall be
inspected with the drawings provided by KM to ensure there are no obstructions. A
detailed trench layout drawing will be prepared incorporating all the site details
and submitted to KM for approval.
e. KM will be informed for inspection at different stages of the work to proceed for the
next activity.
6. RESPONSIBILITY
a. Ther Primary rssponsibility for carriying out all the activities mentioned in this
procedure rests with the site-incharge unless otherwise mentioned.
c. Engineer/Supervisor is responsible for all daily site activities and report to PM.
They are also responsible to coordinate with Client for inspection and approvals.
d. Safety officers are responsible for all safety related issues in the site and reports
directly to the PM.
e. KM Approved Cable Jointers shall carryout the Jointing & termination works as
per the instruction of the Engineers/Supervisors.

8. WORK PERMITS
a. Necessary work permits and gate passes shall be obtained in advance before the
commencement of any activities at site and shll remain during the entire duration of
the operation.
b. Safety barriers & Sign Boards will be installed as per the safety procedure and
standards.
c. Work Cleartance forms will be submitted and approved before the commentsment
of any activities.
9. WORK PROCEDURE
a. Civil works.
ii. Civil Standard Drawing XXXXXX will be referred for civil works.
iii. Standard drawings will be referred and other related Standard drawing will be
referred for every activities.

iv. Prior to the excavation, the area will be surveyed including soil invistigation
and a civil layout drawing will be prepared in coordination with the KM
Drawings with coordinates and reference points markded.
v. An overview of the location shall be done to verify the nature of soil to select
the appropriate excavation equipment to be deployed.
vii. In case of an obstruction or any existing services found during the excavation
it will be reported to KM for approval for necesasry modifications/ diversions.
b. CABLE LAYING
I. Cables will be laid after the inspection of the first layer sand bedding by KM
representative.
II. Cables will be checked for the insulation resistacne before laying.
III. The relavant STD drawings will be followed if more than one cable is to be
laid in the same trench.
IV. Small size and shorther length cables will be pulled mannualy using cable
rollers.
V. Bigger Size and larger length cables will be pulled using cable winches,
appropricate cable mesh socks and cable rollers.
VI. When installing the main cable the cable drum shall be mounted vertically on
a suitable drum trailer or on drum jacks and spindle. Attendance at the drum
to prevent slackening of the turns during the pulling of the cable is absolutely
essential. A ramp shall be placed in front of the drum for cable pulling. The
ramp shall have a minimum height of 1500 mm and a minimum width of 1000
mm. A slope not greater than 30 degrees to the horizontal is required as the
cable is paid off the drum on to the ramp. Cable shall be pulled from the top
of the drum. Where Cable Trailers are fitted with a ramp details shall be
supplied to the Engineer for his approval prior to use.
VII. Proper bending radius of cables will be mentained as per the manufacturers
standard.
VIII. Where part of a drum of cable is installed the cable shall be cut and both cut
ends capped with an approved End cap (Heat Shrinkable).
IX. After laying the cables all the cables will be properly dressed keeping the
distance between the cables as per KM standards.Second layer sand

bedding will be done (except the Jointing area if any) after the inspection of
cables by KM representative.
X. HDPE Cable Protection tiles ( incase of 11kV Cables) and PVC cable marker
tape (incase of LV cables) will be installed as per the KM standard drawings.
XI. Final layer by layer backfilling & Compaciting will be done after the inspection
of Cable Protection Tile/marker tape installation by KM representative.
XII. Cable route markers will be installed along the trench and at joint locations as
per KM specifications.
I. 11.1Certified HV & LV cable jointers will be used for the Joint & termination of
the HV & LV cables.
II. All Joints and Termination kits will be KM approved Vendors and will be
submitted to KM representative for inspection before use.
III. Incase to make a T joint on an existing cable, Isolation permit will be obtained
from KM, cabled identfied and spiked before cutting to ensure the cable is
dead.
IV. After jointing the cable will be meggered and Hi-Pot tested (VLF) in case of
HV cables.
V. The Joint location will be backfilled after the hi-Pot test of the cable.
VII. Pilot cables also will be Jointed/terminated to the Pilot cable marshalling box
whereever required.
VIII. After the Hi-Pot test, insulation resistance check of the cable will be done
and the cable will be connected to the equipment.
IX. Torquing of the bolts will be done and marked after the connection.
X. The cable armour will be grounded through the cable gland earth tag and
connected to the earthing grid.
XI. Record of the Joints/Terminations will be maintained and marked on the As-
Built drawings.

c. Necessary cordinations will be done with the ready mix supplier and Asphalt
subcontractor for the delivery of the materials in time.
e. Necessary safety personnel will be deployed during the whole duration of the work.
f. Road crossings will not kept open more than three calender days without KM
approval.
e. Sufficient manpower including Rigger will be utilized for loading, transporting and
shifting in to the respective locations.
f. The swithcgear will be installed by the KM approved Electrical Fitters under the
supervision of the Engineer/Supervisors.
h. The installation will be verified for level alignment, tightnes etc. by the
Enginer/Supervisor and will be informed KM representative for inspection.

i. After the assembly and inspection of the installation of the switchgear, the busbars
will be installed and the connections tightned.
j. Torquing of the bus bar joint bolts will be done in the presence of KM
representative.
k. All the interconnection wiring will be done as per the drawing and checked for the
continuity and tightnes of connections.
l. Once all the installation and inspection is done, KM representative will be invited
for final inspection for precommissioning works.
n. The test reports will be signed by the KM representative and the concerned
Testing & Commissioning Engineer.
a. Normal case the transformers are 1600kVA, 11/0.415kV, Oil filled and Hermitically
sealed.
b. Transformers will be installed on the plinth using crane/Boom truck and other
associated equipments as required to the site condition.
f. Body of the transformers also will be connected to the main earthing Grid ( Min 2
connections).
g. After the installation inspection by the KM representative, the following tests will
be done on the transformer in the presence of KM representative.

j. Turns Ratio test
l. PRV Test
n. 11kV Cable will be laid between the Transformer & 11kV switchgear
(normally3Cx120 MM² Cu/XLPE/SWA /PVC cables).
q. Jointers Tag will be provided for all the terminations as per KM specification.
t. LV Cables will be laid between the Transformer & LV switchgear and Feeder Pillar
(normally 7 Runs of be with 1Cx 800 MM² Cu/XLPE/CWA /PVC cables).
w. Jointers Tag will be provided for all the terminations as per KM specification.
y. After the inspection the transformer terminal box will be and ready ror energization.
