Dear Mayor Jordan,

Greetings!

The Local Government Code of 1991 (RA 7160) and the Urban
Development and Housing Act of 1992 (RA 7279) mandates all LGUs to
have its shelter plan to effectively implement low-cost housing and or
mass dwelling programs and projects for its residents, especially the
underprivileged and homeless. Moreover, the Climate Change Act of 2009
(RA 9279) and the Philippine Disaster Risk Reduction and Management Act
of 2010 (RA 10121) requires LGUs to carry-out risk-sensitive land-use,
housing and infrastructure planning and development in their respective
localities in order to build sustainable and resilient communities.

In line with this, the League of Tarlac League of Local Planning and
Development Coordinators of the Philippines Inc. (Tarlac-LLPDCPI), in
collaboration with the Department of Human Settlements and Urban
Development (DHSUD)-Environmental, Land Use, and Urban Planning and
Development Division (ELUUPDD) together with the Public Housing and
Settlements Division (PHSD) of Region 3 will be conducting a Local Shelter
Plan Writeshop on October 10-12, 2024 at Le Fern Hotel, Baguio City.

The LSP Writeshop aims to capacitate Local Government Units with the
necessary tools and knowledge in crafting their Local Shelter Plans. Thru
the expert guidance and assistance of the DHSUD-ELUUPDD-PHSD, it is
expected that an accurate and complete LSP shall be the final output of
this significant undertaking.

In this regard, we would like to invite you and the following key officials
and personnel to the seminar/workshop;

1. Municipal Planning and Development Coordinator


2. Municipal Engineer
3. Municipal Social Welfare and Development Officer
4. Municipal Disaster Risk Reduction and Management Officer
5. Municipal Solid Waste Management and Natural Resources
Officer
6. Municipal Assessor
7. Other officials and personnel

It will entail a registration fee of Twelve Thousand Pesos (P 12,000.00) per


pax for the 3-day activities to defray the expenses for food,
accommodation, honorarium for speakers and other logistical
requirements. Each LGU is required to bring laptop, Comprehensive Land
Use Plan (CLUP), Local Shelter Plan Executive Summary and other plans
that will be of great use during the writeshop.

significant undertaking.
