What is EMS?
• Election Management System
• It is the “heart and soul” of the Automated
Election System (AES) platform
• Set of processing functions and databases
within a voting system typically used to:
• develop and maintain election
definition data,
• perform ballot layout functions,
• create ballot presentation templates
for ballot printers or devices used
by voters for ballot markup,
• generate configuration files for VCM
and CCS

Operations
VCM is GENERIC any clustered precinct ballot can be
counted by any VCM
• Operational iButton – to be
used in VCM operations such
as opening of voting, closing of
voting and generating of
reports.
Diagnostics
2. At the end of the routine, VCM
automatically prints one (1) copy
of diagnostics report. Press X
Open Voting button to go back to the Election
Menu.

FTS Process
1. From the Election Menu screen,
Installation select OPEN VOTING then a
message "INPUT PIN FOR EB
CHAIRPERSON TO CONFIRM THE
EXECUTION OF OPEN VOTING".

2. Enter the role PIN of the EB
Chairperson. The VCM will display
the registration of the EB

After the digitally signing the election results,
the VCM will automatically prints eight (8)
copies of the National Election Returns and
eight (8) copies of the Local Election Returns
(ER) consecutively.

Returns with Detach the election returns and place them in
the envelope provided for the purpose.

After printing the eight (8) copies of National
returns and eight (8) copies of Local returns,
the system will display message “DO YOU
WANT TO TRANSMIT THE ELECTION
RESULTS?” with "NO" or "YES" options.
Choose "NO".
VCM will then print the twenty-two (22) copies of
National returns and twenty-two (22) copies of Local
returns. (For purpose of FTS there were will be NO
printing of additional 22 copies of ERs.
22 COPIES OF
ELECTION Press “SKIP” button to cancel the printing of the
National Election Returns.
RETURNS
Press “SKIP” button to cancel the printing of the
Local Election Returns.
After skipping the printing of 22 copies of
ERs VCM will automatically print the
Statistical Report.
PRINTING OF
STATISTICAL
REPORT After printing the VCM Statistical Report,
the system will display message “CLOSE
POLLS COMPLETED WITH WARNINGS.
THE REPORT COULD NOT BE PRINTED.
THERE IS NO INFORMATION AVAILABLE
FOR TALLY.” with DONE button. Press
DONE button to return to the Election
menu.
FTS Process 1. Chairperson shall now Re-zero
the VCM. From the Election Menu,

the "RE-ZERO" option

1. Place the iButton security key on Installation

14. The VCM will again display the
screen where it prompts to add Installation
digital signature to the election
results. Tap YES button to repeat
this step until all the EB Members
digitally signed the ERs. Open Voting
15. The VCM displays a message
“CHANGING THE VOTING
MACHINE STATE TO CLOSED.” Close Voting
