On 23th of March 1989 professor emeritus Paavo Yli-Vakkuri celebrated his 75th birthday. In 1963–1977 he acted as professor of silviculture and Head of the Department of Silviculture at the University of Helsinki. Due to his personality and positive attitude towards students and younger colleqaues, silviculture became the most popular subject for the graduate and postgraduate forestry students, and active research flourished at the Department of Silviculture during his era. This issue of Silva Fennica is dedicated to Paavo Yli-Vakkuri in gratitude and respect for his professional accomplishments in academic studies and research in forest sciences.

The goal of this research was to study the position of forest supervisors, their education, number, pay system, professional organizations and work situations in Nordic countries. The study belonged to a joint Nordic project of the Nordic Research Council on Forest Operations. Participating in the actual work the number of forest supervisors were Denmark (year 1978) 715, Finland (1980) 8,000, Norway (1967) 1,055, and Sweden (1975) 6,400. In Denmark, 87% of the supervisors worked in forestry, in Finland 91%, in Norway 98% and in Sweden 86%.

Forest supervisor education started at the end of the last century. In the 1950s and 1960s the forest supervisors’ education has been renewed in all four countries. Supervisors have a special 1 to 4.5 years’ training, but many have a forest technician’s education, too. In Finland and Sweden forest supervisor education was reformed at the end of the 1970s. Supervisors work in functional as well as in regional organizations. In Nordic countries, supervisors are paid monthly salaries. Salaries are a little higher in private than in public sector companies. In 1981 the start salary in Finland was 3,107 FIM and in Sweden in 1980 about 4,425 FIM. Most supervisors in the Nordic countries belong to some union.

To what extend can the services of forestry fulfil the needs of a nation? The answer depends not only on the natural resources or the stage of development of a country and its forestry, but also on its base of knowledge and know-how. The question is how to maximize the knowledge of forests and its role in human life, how to analyse this knowledge and in due course forward the result to the decision makers.

As an organic part of economy and culture, forest policy must incorporate a balanced and up-to-date program of education which will cover the needs of all forest-based services to the public. This program ought to guarantee a sufficient number of qualified professionals, technicians and workers who for their part should share their knowledge and especially field experiences for the development of the nation’s forest policy.

The forest management must be turned into a profession that will have its permanent role in the general planning of the nation’s economy and welfare. Depending on the structure of the country’s administration, there are different ways to make the professional voice heard by the responsible politicians. In any case a close and continual discussion and cooperation between politicians and professionals will be essential. Discussions must take place in the early phases of the planning in order to minimize erroneous planning caused by eventual lack of factual knowledge among the politicians. Information must be given in clear and uncomplicated terms, understood also by the public which must be well informed about the aims and duties of the professionals as well.

The paper deals with the development of hand tools and their maintenance methods, and the improvement of working techniques in Finland in the era when forest work was mostly done by muscular power. The development was carried out in a close connection with professional training, permitting the results to be distributed widely throughout the country at short duration courses, and simultaneously collecting new information.

The phases of the entire development cycle is described from founding of the development and training organization to standardization of the tools and comparisons to similar foreign and Finnish tools. On the basis of this, along with analyses and synthesis performed, new hand-made prototypes were created and then tested on forest work sites. The knowledge was used to produce test series in a tool factory, and feedback was gathered from skilled workers. On experience gained, best tools selected could be put into manufacturing. This work gave a natural basis to investigate even working techniques. Good results were achieved through cooperation between researchers, users, manufacturing industry and trade, as well as vocational training.

Traditionally, European forest education has emphasized environmental conservation. Forest education reflects the needs of society. After the industrial revolution, rapidly growing forest industries needed an increasing amount of wood, and the emphasis of forestry education was on timber production on the basis of sustained yield, and on efforts for progressively raising yields.

The technical and economic development of the recent decades introduced two themes in the environmental content of forest education: 1) The changing role of forests in society increase importance of protection and recreational functions of forests, and 2) modern technology has caused great changes in the forestry itself. These changes have to be taken into account also in the forest education. The environmental content of forest education can be divided into two broad fields, the ecological basis and environmental influences of various forest operations, and forest management for non-production uses. In both fields university curricula include a) basic courses, obligatory for all forestry students, b) optional courses, and c) advanced courses for higher degrees.

The article describes the series of events and the decisions which in the years 1908–1911 resulted in transfer of the field courses in silviculture of the University of Helsinki from the old training region of the Evo Forest Institute in Central Finland, where higher education in forestry had been given since 1860. The establishment of the new training region of Siikakangas and the building of the new Forest Training Station Hyytiälä in 1911–1912 are also described, as well as the arguments behind these decisions and the motives of the forestry faculty of the University of Helsinki.

The Finnish advisory organizations of private forestry provide education for forest owners on the problems concerning farm forestry. It is important that the methods in use would be able to prepare for the future development so that the teaching could lead to the most efficient learning. The present study was a survey research directed to all private forest rangers working in the District Forestry Boards in Finnish-speaking areas of the country. The inquiry was answered by 756 rangers, the returning rate being about 80%.

The results indicate that farm-forest owners have to be further educated. The education should be directed in the first place to method of artificial regeneration, cleaning-thinning, cutting operations and to the methods of physical work achievements. Particularly, it would be important to take care of teaching concerning cost calculation and economic planning. On the other hand, the enquiry indicated that, according to the opinions of the forest rangers, such skills belong most for the forest professionals and not for the farmers. According to the results, there is a need for development in the education given to farm-forest owners, as well as education of professional foresters.

The share of occupational instruction at the Forest Machine School varies between 70 and 80%. The paper describes organization of the education, curriculum, teaching methods, practical training, machinery, and learning experience of the students. It discusses the influence of teaching programme, and school environment on attitudes and motivation of the students.

The school employs an adaptation of the TW I method in its actual methods of occupational instruction. The method of demonstration is also employed. The size of a training group has been restricted to 10 pupils, and the school has attempted to acquire plenty of instruction components, material for repair, and practice worksites. In this way the repetition of essentials can be guaranteed. The minimum factor in driver training is the competence to use a grab loader. In the training of mechanics the core competence is the diagnostics of defects and the making of adjustments.

The aim of the present study was to describe the diffusion of the professional insight in forestry taking place among forest owners and as factors attached thereto. The material is based on interviews of 289 forest owners in municipalities of Jämsä and Karstula in Central Finland in 1966. The forest owners were a random sample of all males in the municipalities, who were in the possession of at least 2 ha of cultivated land and 10 ha of forest.

Mass media (papers, radio and television) was an important source of information for the forest owners. Forest educational events are specially planned to spread information on forestry to forest owners, but 40% told that they had never participated any such event. Only 8% had got professional forest education. Knowledge concerning forests and forest management may also be inherited from the forest owner’s parents, or in discussions with professional forest officers or neighbours. About 73% of the forest owners had been in touch with professional foresters at least once during the last three years.

A third of the forest owners regarded professional insight their most important source of information on forestry, a little smaller group considered instruction in forestry questions the most important source. The third largest group had achieved their knowledge on forestry on own experience and inherited knowledge. Forest owners favouring mass media, own experience and inherited knowledge were often owners of a small forest holding.

Agricultural education in Finland begun in 1840, when an agricultural college started its activity in the estate of Mustiala in Southern Finland. A decree published in 1896 stated that the highest agricultural education should be transferred from Mustiala to the University of Helsinki, and two professorships and an assistant professorship should be established. The first professor of agricultural chemistry was appointed in 1900, and the work to compile the scheme for the agricultural university studies was started. By 1957 the personnel had increased to ten professorships and 23 docents.

In 1924 the section of agriculture of the Philosophical faculty was changed to the Faculty of agriculture and forestry. By the spring 1957 a total of 2,180 Bachelor of Agriculture Examinations, 2,196 Bachelor of Forestry Examinations and 1,198 Candidate’s Examinations had been attained. Experimental farms were established in Viik an in Malminkartano in 1931, however, the areas were in the beginning leased to the Prison Administration. The farm in Viik had also laboratories for research purposes. In 1949 it was decided that also the agricultural institutes should be placed in Viik.

The highest forest education was established in a forest college in Evo in Central Finland in 1862. In 1900 it was suggested that also the highest forest education should be transferred to the University of Helsinki. It was affirmed by a decree in 1906. In 1957 there was 8 professors and 15 lecturers in the faculty. A large adjustment in the content of the examination was performed in 1951. Up to spring 1957 a total of 2,196 Bachelor of Forestry Examinations was achieved in the faculty.

The education of home economics commenced in the faculty of agriculture and forestry in 1946.

This presentation discusses different ways to determine the price of growing forest stock in settlement farms. The Settlement Act describes the main principles for the evaluation of forests. The growing stock of forest land has been devided into valueable and small timber. Construction timber and valuable trees are marked separately, and small timber is estimated by line survey. According to the act, the total price of a farm should be only what a sensible buyer would pay for it. Therefore, the value must be reduced to a reasonable price if the added value of the different parts is too high considering, for instance, the location of the farm and construction and clearing costs.

This presentation describes the directions of Ministry of Agriculture in Finland, issued in 1947, concerning evaluation of settlement farms and supplementary lots. The new direction differs from the old ones especially in the evaluation of small timber. Arable land has to be valued at a price corresponding to its forest yield value. As it is a prequisite for the profitability of a new farm, the writer points out that such land should be valued at higher price than a corresponding forest land. A way to count out the price is presented.

This presentation concerns the evaluation of forest land to be surrendered for a settlement farm. According to the Settlement Act, state land surrendered for settlement purposes should fetch the price that any sensible buyer would pay in buying the land. The prices used in evaluation are, however, still the prices of 1944. A new method for calculating the yield in terms of value of forest land has been developed by professor Yrjö Ilvessalo, based on the König-Faustman formula. This method is described in Tapio Forestry Manual.

In 1925-1944 the Finnish Swamp Cultivation Association (now Finnish Peatland Society, Suoseura) carried out research on the arability of peatlands, mostly on state lands that were the main object of settlement work and the arability of which had been little explored. Later the work has been transferred to the Settlement Department of the Ministry of Agriculture (ASO) and some other authorities. ASO has prepared arability maps based on the nutrient analysis of the lands.

According to the directions, the fellings have to follow legislation concerning other fellings in private forests. The felling of all large, valuable timber, as has previously been the custom in settlement farm forests, does not follow this principle.

When resettlement plots have been established in Finland, a so-called household wood principle used to be used: in addition to fields, the new farm has been given forest land enough to supply it household timber. Trees larger than needed for construction of the farm were considered unnecessary, and the valuable timber trees over certain diameter could be harvested by the surrenderer of the land. This has led to fellings at minimum diameter in contrary to rational forest management. The presentation describes new legislation and directions that aim at correcting the situation.

This presentation discusses the conditions of forestry in the small resettlement farms in Finland. The silvicultural condition of small farm forests has been found to be worse on average than that of big holdings. A difficult economic situation often forces the owner into excessive fellings. The forest owner of a settlement farm should, therefore, be given possibilities to adequate living opportunities. Therefore, the new Resettlement Act aim at supporting a so-called forest principle, which is based on a view that it is not possible on a small farm to earn a living by agriculture only and some forests must be connected to it.

In 1950s in the administrative region of Northern Finland 2,951 million ha of state forests awere under economic management while 3,285 million ha were not managed. Settlement activities mostly took place in the area that was managed, and where fellings were arranged in a centralized way. In these areas logging costs were minimized by, for instance, constructing roads, improving floating channels and constructing camps. This presentation describes ways to coordinate and rationalize both the settlement activities and fellings in these areas.

Quality grading has been rarely used in pricing of saw logs due to lack of knowledge on how the quality of logs affects the value of the sawn wood. This presentation discusses the subject based on unpublished data professor Ilmari Vuoristo collected in 1930s on effects of timber grading on the quality and value of sawn wood. The quality classification developed by professor Vuoristo is presented.

The article is a proposal of a committee, appointed by the government of Finland, to expand the forest education of landowners, concerning use and management of forests. The proposal also outlines a program for a youth association dedicated to forests. The committee proposes that present organizations are used as a basis for the expanding education. The main forms of education suggested were education in public and agricultural colleges, education in forest colleges, forest clubs, forestry study groups and self-study, courses, excursions, exhibitions, competitions and rising of general awareness. Different age groups would be given education adapted to their needs.

The report includes statistics about rural population of Finland in 1938 and detailed description of how the education would be arranged in different parts of the country.

The article is a proposal for organizing higher education on agriculture and forestry in Finland. The committee assessed that the best location for both forestry and agriculture education is the capital of Helsinki, where are situated the University of Helsinki, the College of Technology, the College of Commerce, most scientific institutions of the country, and the central government departments. Because the degree programs cannot be extended to include all the subjects of the developing fields of agriculture and forestry, it is suggested that the studies of agriculture will have four, and the studies of forestry three disciplines. The students would specialize in one main subject. The faculty should be divided into agricultural science and forest science sections.

The present teaching staff is considered insufficient. Thus, the committee proposes several new posts of professors, lecturers and teachers. Another problem is shortage of suitable premises. Therefore, new buildings should be constructed for the education of agriculture and forestry, and the Forest Research Institute. Agricultural experimental estates are proposed to be established in the Wiik estate and in the Malmgård estate. Accordingly, forest experimental station would be established at Korkeakoski. To enable the education of scientifically schooled personnel, grants should be provided for both studies abroad and for scientific work in Finland.

The higher education of forestry in Finland was transferred to the University of Helsinki in 1908 from the Evo Forest Institute, where it was established in 1859. The principal idea was that the University should educate practical forest officials with a scientific education, and that the more talented students should be able to continue their scientific studies. The four main diciplines were silviculture, forest management, forest utilization and forest policy. The studies for the forest officer examination took about 3–4 years. For those students interested in further scientific studies, a Candidate (Master) and Licentiate (Doctor) examination was arranged.

In addition to higher education, elementary forestry education was arranged at five Forest Schools in different parts of the country.

A temporary organization for forest service was established in 1851 for the State forests of Finland. It was made permanent in 1859, and a central board, chief forest supervisors, forest supervisors and forest guards were appointed for the state forests. The Forest Research Institute, established in 1917, was subordinated to the Board of Forestry. In addition, the higher forest education was subordinated to Board of Forestry until it was moved to the University of Helsinki in 1908.

In 1921 the administration was reorganized to meet the requirements of developing forestry in the state forests. The Forest Service was divided into two sections: The State Forest Section and the Private Forest Section. The first consists of four divisions and the latter two. The forests under the supervision of the State Forest Section are divided into four districts, and each of these into two or three inspection territories. Under the supervision of the Private Forest Section are the forest schools, the Forest Research Institute, and the forest officials working for the ecclesiastical forests and Provincial Forest Committees. The Forest Research Institute is only nominally subordinated to the Private Forest Section of the Board of Forestry. It has 17 experimental areas in various parts of the country. These areas have been separated from the supervisor-areas of the state forests.

Forestry has developed at an extremely rapid pace in the United States during the past eight years. This has created job opportunities for foresters educated in the schools of forestry. From 1946 to 1953 American schools of forestry graduated 9,719 foresters.

The schools of forestry are gradually being emancipated from the control by colleges of agriculture and mechanical art. Professional demands are growing at a rapid pace, and the schools are expanding their programs to meet these changes. Faculties have responded to these new needs by adding new courses and curriculums. Colleges can perform their task best through improving the faculty and organizing courses in which the student becomes an active learner rather than a passive recipient of information.

The Silva Fennica issue 61 was published in honour of professor Eino Saari‘s 60th birthday.

The article is a biography of Dr. Anton Gabriel Blomqvist, who was the head of Evo Forest Institute in Southern Finland in 1874‒1903. He developed higher forest education in Finland, and continued his career as forest scientist alongside his work in the forest institute. His works include growth and yield tables for the main tree species of Finland. His had also big influence in the development of forest management in the country. The article describes also the work of several of his colleague.

The study analyses Finnish academic dissertations in forestry sciences on the basis of number published and yearly trends, length, topic, sources of funding and guidance, and the doctoral candidates’ background and career development before and after disputation.

From 1912–1984, 131 dissertations in forest sciences were published. The majority of them were written in Finnish. The length averaged 151 pages. In general, the more rapidly the dissertation was prepared, the better grade it received.

The majority of doctors in forest sciences come from well-to-do families, in cities located in Southern Finland. They constitute 2–6% of the total number of graduating foresters. At the time of disputation their average age has been 36 years. Doctors have used job changes to improve their position in the hierarchy of their employing institutions.
