Massive open online course (MOOC)
A massive open online course (MOOC /muːk/) is an online course aimed at unlimited participation and open access via the web.

addition to traditional course materials, such as filmed lectures, readings, and problem sets, many MOOCs provide interactive courses with
user forums to support community interactions among students, professors, and teaching assistants (TAs), as well as immediate feedback to
quick quizzes and assignments. MOOCs are a recent and widely researched development in distance education,

first introduced in 2006
and emerged as a popular mode of learning in 2012.

MOOCs are widely seen as a major part of a larger disruptive innovation taking place in higher education.[138][139][140]
In particular, the
many services offered under traditional university business models are predicted to become unbundled and sold to students individually or in
newly formed bundles.[141][142]
These services include research, curriculum design, content generation (such as textbooks), teaching,

The proposal requests funding to expand the National Information Technology Apprenticeship System (NITAS) pilot program in the Mohawk Valley region of New York. NITAS is a workforce development program that integrates education, certification, and skills validation through apprenticeships with employers. The goals are to place 200 apprentices from 3 local colleges with 60 corporate partners, develop an integrated course catalog mapping to NITAS competencies, and establish NITAS infrastructure at the State University of New York Institute of Technology and 2 community colleges to support the program. With the funding, SUNYIT would serve as the project leader and help expand NITAS across the SUNY system and to other regions in New York State.

An aggregation of the content these platforms offer can be curated very
cheaply and easily for our Latin American dedicated program.
The successful completion of these programs can open channels leading to direct employment opportunities for program
participants in multinational corporations (such as shown in the previous slide), as well as Latin American domestic
corporations and startups.
Income Share Agreements
An income-share agreement (ISA) is a form of tuition financing where students pay back a
percentage of their income after they graduate, rather than taking out loans or paying for tuition
up-front.
How does the program
work for an average
participant?
Case Studies
The proposed ISA model has grown popular at non-accredited education programs such as coding
bootcamps like General Assembly, where students don’t have access to federal student loans and
grants.
But increasingly, income-share agreements are showing up on traditional campuses, too. Take
Purdue University, which in 2016 launched its “Back A Boiler” program, where students can choose to
finance their education by paying nothing now and forking over a percentage of their income after
graduating for up to 10 years.

It’s a concept that’s gaining traction. In
2016, Purdue University became one of
the first major universities to launch an
ISA, the Back A Boiler program, which
gave roughly $2 million to 160 Purdue
students during the 2016 - 2017 school
year. Since then, other large universities,
including the University of Utah have rolled
out similar programs. According to NPR,
colleges in Colorado, Pennsylvania and
New York also are launching ISA
programs.

How it works
The SDWP has raised $3.35 million for the fund over
the past several years, including a $1.2 million gift from
Strada Education Network, an education non-profit
based in Indianapolis, a $1.2 million gift The James
Irvine Foundation, a private non-profit grant-making
foundation based in California and a $450,000 donation
from Google.org.
The Workforce ISA Fund will allow 100 students to take
a six-month online and in-person course at UCSDx in
digital marketing, business intelligence, Java
programming or web development. The course would
ordinarily cost $6,500. Graduates are not expected to
make contributions to pay back the cost of the course
until they have a job that pays at least $40,000 a year.

Cities and states across the country are rushing to teach elementary and high school students to write software. “Learn to code” is a career-advice mantra.” “Mastering code and applying it in business, some experts say, holds the promise of becoming the modern path to the middle class for people without four-year college degrees.”

Year Up has 15,500 alumni, and 4,700 people in its program this year. More than 70 percent of Year Up graduates land jobs within four months, with starting salaries of $34,000 to $50,000, depending on the job and local market. Similar programs are already springing up in some countries

  • 7. In this document we propose the development of first ever program / platform dedicated to serve the employment and technology skills gap in Latin America's growing economies. Our research strongly indicates that the timing is right for such LatAm dedicated platform/program as successful startups, traditional industry corporations, and investors in Latin America are becoming more innovative and active in technology adoption.
  • 9. ● Latin Americas corporations and unicorns alike need (and will continue to need) technologically skilled workforce as they grow and enter the race for innovation with more resources, focus and zeal.
  • 10. ● Latin America’s start-up ecosystem is maturing at a rapidly growing pace as global investor interest is increasing.
  • 11. ● The number of the working-age population (aged 15 – 59) is estimated to keep growing steadily until around 2030 ● The total number of working-age people is estimated at between 365 million and 475 million in 2050.

Approach By leveraging online learning (MOOCs) and Income Share Agreements (ISA’s) - we propose that we can create new streams of revenue (US $1B+) for the corporations and governments in Latin America that are visionary in their approach to tackle the growing gap between supply and demand of relevant market skills. As well as deliver huge social impact by contributing to the human capital development of the young and working age population of Latin American economies.

Modelling, Data Analysis/Engineering, Algorithmic Trading ○ Leverages online MOOCs like Coursera, EdX, MIT and Stanford online courses ○ Leverages Income Share Agreement as a tool to offer access to the program ○ Leverages gig economy platforms (UpWork etc.), and direct channels into corporate recruitment, and startup hiring for facilitating employment for the program participants
  • 15. Massive open online course (MOOC) A massive open online course (MOOC /muːk/) is an online course aimed at unlimited participation and open access via the web. [1] In addition to traditional course materials, such as filmed lectures, readings, and problem sets, many MOOCs provide interactive courses with user forums to support community interactions among students, professors, and teaching assistants (TAs), as well as immediate feedback to quick quizzes and assignments. MOOCs are a recent and widely researched development in distance education, [2] first introduced in 2006 and emerged as a popular mode of learning in 2012. [3][4] MOOCs are widely seen as a major part of a larger disruptive innovation taking place in higher education.[138][139][140] In particular, the many services offered under traditional university business models are predicted to become unbundled and sold to students individually or in newly formed bundles.[141][142] These services include research, curriculum design, content generation (such as textbooks), teaching, assessment and certification (such as granting degrees) and student placement. MOOCs threaten existing business models by potentially selling teaching, assessment, or placement separately from the current package of services. [138][143][144] President Barack Obama has cited recent developments, including the online learning innovations at Carnegie Mellon University, Arizona State University and Georgia Institute of Technology, as having potential to reduce the rising costs of higher education. [145]

The successful completion of these programs can open channels leading to direct employment opportunities for program participants in multinational corporations (such as shown in the previous slide), as well as Latin American domestic corporations and startups.

Some examples of such tracks include Web Development, Software Engineering, A.I Modelling, Computer Vision, Algorithmic Trading, Cyber security Traditional approach ● Immediate revenue upon enrollment ● One time revenue (tuition fees) ● Short term interest alignment between program business model and students goals ● Attracts application from similar socio economic group ○ By placing the onus of acquiring employment after education on the students, traditional education models attracts students who meet the criteria of affordability (NOT neccasarily quality) ● High cost of instructors/lecturers and content design ● Low social impact ● Traditional approach to education as a business model does still make sense for schools and universities that are offering career paths that require campus facilities, administration, instructors, labs etc. (Doctors, Electrical Engineers, Physicists, Biologist etc.)

Pilot test - in one location in Colombia ● Leveraging an existing physical location (school or university computer labs, public libraries etc.) can be a great way to test the market without initial investment in computers and new physical location. ● If program proves to be successful it might be worth considering investing in the infrastructure of the physical space - which can yield other derivatives such as co-working space for startups (immediate, recurring revenue stream). Such strategies can be used to foster project collaborations and direct employment of program participants in well funded startups as well as corporations.

In 2016, Purdue University became one of the first major universities to launch an ISA, the Back A Boiler program, which gave roughly $2 million to 160 Purdue students during the 2016 - 2017 school year. Since then, other large universities, including the University of Utah have rolled out similar programs. According to NPR, colleges in Colorado, Pennsylvania and New York also are launching ISA programs.

The Workforce ISA Fund will allow 100 students to take a six-month online and in-person course at UCSDx in digital marketing, business intelligence, Java programming or web development. The course would ordinarily cost $6,500. Graduates are not expected to make contributions to pay back the cost of the course until they have a job that pays at least $40,000 a year.
