Многомиллиардные объемы помощи развитию, оказываемой международными донорами странам- реципиентам, обусловливают необходимость разработать механизмы оценки эффективности подобных проектов. Критерии оценки при этом существенно разнятся и зависят от целеполагания и интересов стран-доноров, продвигаемых посредством содействия международному развитию (СМР).Данная статья посвящена анализу систем и методик мониторинга и оценки эффективности оказания международной помощи, используемых ведущими мировыми донорами. Показан переход от оценки эффективности помощи к более комплексному анализу эффективности развития в теории и практике СМР, а также к включению индикаторов дипломатической деятельности и безопасности в систему оценки помощи.Особое внимание уделено иерархии целеполагания в системе СМР. На примере США показано несколько уровней целеполагания — от Стратегии национальной безопасности до планирования отдельных проектов и программ. Проанализированы возможности применения зарубежного опыта оценки проектов помощи в Российской Федерации.

Представители различных парадигм теории международных отношений (реализма, либерализма, неомарксизма и конструктивизма) и различных течений экономики развития (неокейнсианского, неоклассического, институционального) занимают подчас полярные позиции в оценке характера международной помощи и ее влияния на экономику стран-реципиентов. С позиций теории глобальной справедливости также существует несколько различающихся точек зрения на роль международной помощи: парадигма развития с корректирующей функцией помощи и парадигма распределения с перераспределительной функцией. Существует ряд противоречий и в самой системе администрирования международной помощи, которые исследуются в рамках институционального анализа.
Representatives of various paradigms of international relations ( Realism , Liberalism , neo-Marxism and Constructivism ) and various currents of development economics ( Keynesian , neoclassical , institutional ) often take polar positions on the nature of international aid and its impact on the economy of the recipient countries. From the point of view of global justice there are also several different perspectives on the role of international assistance : development paradigm with correction function and distribution paradigm with redistributive function. There are a number of contradictions in the system of administration of international aid investigated in the framework of institutional analysis.

В данной статье изучаются механизмы продвижения внешнеполитических и внешнеэкономических интересов ведущих стран мира посредством системы международной помощи. Анализируется роль связанной помощи и основные
инструменты реализации экономических интересов стран-доноров в рамках международных банков развития. Приводятся основные гипотезы по продвижению внешнеполитических, в том числе геостратегических, интересов посредством оказания содействия международному развитию. Разбирается переход от продвижения национальных интересов к шкале ценностей доноров, которая инкорпорируется в систему критериев обусловленности выделяемой помощи. Показана роль международных рейтингов в продвижения ценностей посредством международной помощи. Описан эффект «финансового рычага» привлечения стран-союзников донора, а также частных партнеров, разделяющих продвигаемые ценности.

This paper analyzes the mechanisms of national political and economic interests promotions via the foreign aid system. The role of tied aid and basic tools to promote national economic interests of donor countries in the international development banks are shown. The basic hypotheses for promoting foreign policy objectives, including geo-strategic interests through the provision of international development assistance is analyzed. The transition from narrow national interest concept to the promotion of donors values’ scale is described. Above values scale is incorporated into the criteria of allocated aid conditionality. The role of the international rankings in the mechanism of promoting the values via international assistance. Finally, the effect of "finance leverage" of foreign aid through the involvement of allied donors and private partners sharing the same values is analyzed.

Данная статья посвящена анализу различных ситуаций конфликта интересов, возникающих в системе международного сотрудничества в целях развития. Приводятся наиболее известные теоретические концепции, в т.ч. принципал-агентская модель, Дилемма Самарянина, задаются функции полезности при наличии нескольких доноров и реципиента, а также в ситуации «донор-подрядчик-реципиент». Приведенные модели рассматриваются с позиций теоретико-игрового подхода и иллюстрируются посредством ряда фактических примеров. Теория игр позволяет понять глубинные мотивации различных участников режимов оказания содействия международному развитию, что особенно актуально в сегодняшней ситуации становления российской политики оказания международной помощи.
This article analyzes the different conflict of interest situations that arise in international development cooperation. The most popular theoretical concepts are given, including Principal-Agent Model, Samaritan's Dilemma, the Utility function in the presence of several donor and recipient, as well as in the situation of "donor-recipient-contractor" interactions. These models are considered in terms of game-theoretic approach and are illustrated by a series of actual examples. Game theory allows us to understand the underlying motivations of various actors of international development assistance regimes, that is especially important today as the Russian global policy of international assistance is shaped.

This article provides an analysis of the major dilemmas of identity of the Russian Federation as a new donor of international aid programs. The place of the Russian Federation as the leading international donor is determined. Russia has a common position with the countries of  " the Group of Eight" on certain aspects of international assistance, and for some other aspects- the position of the BRICS countries. The paper analyzes the position of the Russian Federation with respect to the development paradigm and the paradigm of distribution of international aid.

В данной статье дается анализ американской зарубежной помощи Израилю. Показана динамика потоков помощи в 1949-2012 гг., структура и основные тренды. Особый акцент сделан на военной помощи Израилю, призванной обеспечить т.н. Качественное военное превосходство (Qualitative military edge, QME) страны в ближневосточном регионе и гарантировать региональную стабильность. Для понимания механизмов влияния военной помощи США странам Ближнего Востока применен теоретико-игровой анализ, в частности повторяемые игры. Показаны основные направления помощи США в рамках развития систем противоракетной обороны Израиля, а также в контексте реализации ряда гражданских программ. Приводятся основные направления критики американской помощи Израилю, а также дается оценка влияния "Арабской весны" и мирового экономического кризиса на потоки помощи.
This article provides an analysis of the U.S. foreign assistance to Israel. It shows the evolution, structure and key trends of aid flows in 1949-2012. Particular emphasis is placed on military assistance to Israel, aimed to provide Qualitative military edge (QME) of the country in the Middle East and to ensure regional stability. The game-theoretic analysis in particular the repeated games is applied in order to understand the mechanisms of the effect of U.S. military assistance to Middle Eastern countries. The basic directions of U.S. aid (development of missile defense systems in Israel and financing of a number of civil programs) are shown. The main point of critic of U.S. foreign assistance to Israel, as well as an assessment of the influence of the "Arab Spring" and the global economic crisis on aid flows are provided.

This article is devoted to restarting the concept of “Collective Self-Reliance” (CSR) taking into account the emergence of a multipolar world. Particular attention is paid to the attempts of African countries to get out of the center-periphery model of dependent development through the implementation of this concept. The theoretical foundations of the CSR concept, enshrined in the Arusha Declaration of 1967, the Arusha Program for Collective Self-Reliance and Framework for Negotiations of 1979, and in a number of documents of the Organization of African Unity (OAU) and the African Union (AU), are presented. The attitude towards CSR is shown in the works of Western experts, scholars from the USSR and Russia, as well as contemporary researchers from the former republics of Yugoslavia. Interpretations of the concept are given, based on the works of Johan Galtung, Samir Amin, and German experts. The practice of applying the concept in Burkina Faso and the neighboring countries, as well as in Tanzania, is shown. A critical analysis of the results of the implementation of the concept and the possibilities of its implementation in the modern realities of global capitalism was carried out. Particular attention is paid to the levels of implementation of the concept as well as the theory and practice of delinking – a temporary decoupling of economic ties with the countries of the “collective West”. It is concluded that, in the 2020s, multi-level implementation of the CSR concept (local, country level, Alliance of Sahel States level, “World Majority” level) seems even more realistic than at the time of its development. This is facilitated by the dominance of non-Western economies in the global framework, macrohistorical processes of decoupling, as well as the key role of the “World Majority” countries in the current economic ties of the Sahel countries. A limiting factor in this is the large-scale flow of Western aid to the region.

The article is based on both individual developments of its expert authors in the theory and practice of peacekeeping, international law and development cooperation, as well as on generalized conclusions of eight international workshops on Non-Western peacekeeping, held by the Department of Theory and History of International Relations of the RUDN University in 2020-2021 with the participation of leading Russian and international experts. Grain crops have traditionally occupied the most important place in the agro-industrial complex of Ukraine. Ever since Soviet times, the image of the “all-Union granary” has been entrenched in it, which was especially actively exploited in the last years of the existence of the USSR by nationalist elements, becoming a program for them in the fi ght against Moscow. The article analyzes the phenomenon of the Soviet Union’s structural aid to African countries - technical and economic cooperation covering major sectors of the economy to ensure the self-sufficient development of recipient countries and weaken the neocolonial impact of the West. The case of bilateral relations between the USSR and Mali in 1960-1968 was chosen for a number of reasons - the strategic location of this African country, its place in the structure of French interests, the formats and volumes of Soviet aid, and, finally, rather weak coverage of the issue in Russian and foreign historiography. The article reviews Soviet and East German studies of neocolonialism that have been translated into Russian. A total of more than 60 monographs on Western neocolonialism have been systematically studied and finally compiled into an electronic archive in preparation for this publication. Based on the materials of Soviet studies, the article presents the main features of Western neocolonialism, related both to political manoeuvres and the economic arsenal of the former metropolitan powers. A detailed analysis of the narratives used by Western countries to emphasize their proximity to the “Third World” is given. The French military presence in Mali is considered in the context of other instruments of the first-level structural power (according to Suzan Strange) - in the fields of economics and law (OHADA), finance (CFA zone), distribution of knowledge (France 24 and TV5 Monde). It is shown that the former metropolitan power itself acts as a sub-empire of the «collective West» led by the United States with its own zone of influence (French-speaking African countries), and its potential is complemented by Western structural power (NATO, OECD, Bretton Woods Institutions, etc.). However, it is the military factor, including regular operations in Africa, that acts as the most important tool of French influence on the continent. Sovereignty in the digital space is a relatively new phenomenon, which is discussed in this paper. It is complex in nature and depends both on the technological base which is used (primarily network equipment, including 5G, etc.), software products and platforms, and on the promoted content. The countries are faced with the difficult task of regulating the activities of global media holdings in order to maintain value-based sovereignty. The author gives a political and economic analysis of value sovereignty, showing the importance of the state as a regulator that allows to eliminate negative informational externalities. Using the results of the 2017–2018 survey of international scholars from nine countries of Sub-Saharan Africa, Peoples’ Friendship University of Russia draws preliminary conclusions about the dominant theoretical approaches in the African international studies academic community. The authors further elaborate on the prospects for conceptualizing African approaches to international relations through the prism of each of the theories outlined. Particular attention is paid to critical theories, especially neo-Marxism in its various interpretations. A special focus is placed on the growing intellectual competition between Western critical thought and critical directions that are widespread in Russia and China. A particular difference in this regard lies in the perception of China’s role in Africa. The authors also question the non-Western nature of postcolonial theories and address the difficult dilemma faced by African international studies scholars—to leave their home country for leading Western universities and receive modern education in international relations, partially breaking away from their roots, or to remain patriotic to their country but stay excluded from international academic discourse. Finally, the article examines the issue of reparations for years of slavery as one of the radical ideological foundations of African IR studies.

Received 31.08.2020. This article is devoted to the evolution of non-Western theories of development in the epoch of global capitalism, i. e. after 1990. It describes in detail what is meant by this concept – models of socio-economic development, alternative to the Western neoliberal paradigm and associated with the modernization of non-Western countries, primarily in the “Global South”. Periodization of these approaches is given in connection with the process of decolonization (early 1960s), the end of the bipolar world, and the strengthening of China (since 2010s). Two main directions of such theories – neo-Marxian tradition, as well as post-colonial and anti-colonial studies – are shown. It shows that the international community has ignored the lessons of the fight against Ebola and has not built a successful model of interaction and distribution of responsibilities between national, regional and international organizations in the fight against pandemics. Special attention is paid to the emergence of fundamentally new actors in the architecture of international humanitarian assistance, related to highly specialized issues in the fight against COVID-19. In addition, the problem of the "intersection of niches", where pandemic issues are not directly related neither to the issues of regional integration nor to traditional security threats, is being considered. In recent years, this type of simulation is particularly prevalent in the analysis of international relations, becoming more popular than the system dynamics and discrete event simulation. The use of agent-based modeling in the analysis of international relations is connected with the agent-structure problem in international relations. Structure and agents act as interdependent and dynamically changing in the process of interaction between entities. ABSTRACT Security in the Sahel region has traditionally been studied through a realist prism, emphasising military concerns and the pre-eminent influence of great powers in shaping local security concerns. The paper reviews the securitisation initiatives in Africa's Sahel. It specifically explores Buzan and Waever's ‘securitisation' framework to re-evaluate securitising discourse and the contemporary initiatives of the EU, France and the U.S.A. in the Sahelian States. Its main observation is that the central security actors in the Sahel have over the years paid less attention to the securitisation of threats in the region. The paper provides indicators of successful securitisation, which includes but goes beyond speech acts. It underscores the reality that though the securitisation of Africa's Sahel has helped to legitimise the ‘war on terrorism', it has very little to offer for Africa’s development problems. The paper posits that securitisation, though a laudable initiative, does not sufficiently address root causes of terrorism, which are not military but social and economic. It thus recommends a holistic approach to addressing the security challenges in the Sahel; which must include: providing increased safe access for those who want to work in the West while also assisting to create economic prospects and opportunities in the region.

The article provides an overview of international and Russian literature on the genesis and development of System Research in IR studies, demonstrates the emergence of System Research in Russia and in the world, the development of the general theory of systems. It is shown that at the first stage, the representatives of natural sciences tried to identify the isomorphism between the international relations system and other systems (biological, physical). In this context, the attempts to form a general theory of international conflict could be viewed. It is noted that at the beginning of the 1970s, these attempts ended unsuccessfully in general. The assessment criteria vary significantly and depend on the objectives and interests of donor countries promoted through development cooperation.This paper examines national systems of monitoring and evaluation of aid effectiveness established by leading donors. Предметом исследования является появление и дальнейшее развитие понятия многополярности в академических исследованиях по международным отношениям в США, странах Западной Европы, РФ и КНР. Показано зарождение данного термина в западной международно-политической науки как попытки контр-балансирования в реалиях биполярного мира, раскрыта современная практика применения дискурса в западной международно-политической науке. Особое внимание уделено становлению концепта многополярности в Российской Федерации и в КНР в постбиполярный период. Дается анализ академических дискурса по проблематике многополярности с учетом прикладных задач, которые стоят перед внешнеполитическим сообществом исследуемых стран в рассматриваемый период времени. Появление концепции многополярности было тесно связано с изменением баланса сил и попыткой переоценки роли сверхдержав в мире. Последовательное развитие теоретической базы концепции велось до конца холодной войны в рамках западной школы ТМО, и многополярность в данных исследованиях представлялась как система, в которой существует две сверхдержавы и ряд великих держав, которые образуют систему полюсов.В российских и китайских исследованиях многополярность выступает как образ желаемого мироустройства. The article is devoted to the analysis of the official discourse, normative and positive concepts of the study of polarity, including system models of international relations, an empirical assessment of the current distribution of power in the world, as well as forecasting the further development of world dynamics. An analysis of the political discourse on polarity over the past 25 years is made and the most significant political figures are highlighted - defenders of multipolarity (BRICS and EU countries) as well as adherents of the unipolar world (NATO countries). This paper explores the major impediments to peace and widespread interest in Sahel violence and stability. It examines the expansion of violent extremism across the Sahel and the direct consequence of unrest across North Africa. It assesses worrisome development in the region’s security landscape as these violent extremist organizations grow and develop sophisticated networks. It discovers that these emerging threats can be illustrated by the unique challenges facing Libya, Mali, Nigeria, and other countries in the region. Hence the strategies and assistance of Major Powers in ensuring the security and stability of the Sahel region, as it goes well beyond terrorism. Methodologically, it employs the use of descriptive analysis relying solely on secondary information for data generation and articulation. Объектом диссертационной работы являются количественные исследования международных отношений. Целью исследования является выявление роли количественных методов в получении максимально достоверных результатов в прикладном исследовании международных процессов. Поскольку работа сама по себе носит теоретико-методологический характер, особое внимание уделяется эпистемологии применения количественных методов анализа в международных отношениях. Речь идет о следующих методах: теория игр, математическая статистика, сетевой анализ, имитационное моделирование (системная динамика и агентное моделирование). Рассматривались также специальные прикладные методики контент- и ивент-анализа, оценки голосования в ООН и соблюдения международных обязательств, моделирования международных переговоров. Новое качество прикладного анализа необходимо для развития отечественной внешнеполитической экспертизы и научных исследований, в т.ч. в контексте интеграции РФ в международное научно-образовательное пространство.

Th  is is a review of basic applications of network analysis in international political science. The genesis of  this  method  in  the  context  of  different  paradigms  of  international  relations  theory  is  described.  Mathematical  methodology  of  network  analysis,  as  well  as  the  growth  models  of  the  international  networks,  are  explained  on  the  basis  of  a  concrete  cases  from  international  relations.  The  practical  difficulty of interpreting the results of network analysis from the perspective of international political science are shown. The applications of network analysis in international relations are illustrated by a number  of  examples.  The  network  analysis  of  G-20  is  presented  -  a  network  is  constituted  by  top-5  trade partners of each member-state. Different types of networks of missile, nuclear and light weapon proliferation  are  examined.  Finally,  international  business  network  as  well  as  international  human-rights networks are presented. Th  e author concludes that a renaissance of network analysis is an attempt of revival of systemic-level analysis in international relations.

This article presents the application of quantitative methods of analysis in International Studies in Russia and abroad. The role of formalized quantitative methods and modeling in research methods used in the articles in the world leading and top-rated journals on international relations and political science indexed in Scopus is described, based on a review of foreign publications. The genesis of mathematical methods in the foreign IR studies is shown, as well as the basic mathematical techniques used by foreign IR researchers in relation to the basic paradigms of theory of IR. The case of the international conflict studies - by far the most quantified sub-discipline within political science - is analyzed in details. The basic schools for the quantitative analysis of international relations, formed in the Soviet Union and Russia, are mentioned as well as basic bibliography in this area is provided. The role of the Soviet and Russian schools of cliometrics and quantitative history under the leadership of academic Koval'chenko I.D. in the application of quantitative research in the humanities is revealed.
The author presents the results of his own study of the use of quantitative methods in the articles published in six leading Russian IR scientific journals in 2014. Three groups of magazines - do not use mathematical methods, occasionally applying and regularly applying- are segregated. The main reasons of low usage of quantitative methods in the domestic IR studies are revealed.
The main practical difficulties of constructing formal models of IR related to interdisciplinary synthesis in educational and research activities in the Russian realities are enumerated. The authors pays a special attention at the lack of appropriate textbooks in mathematics, adapted for the humanities, as well as of the specialized software needed for quantitative analysis and visualization of research data. The subject of this study are the mechanisms of development cooperation both in the Rus-sian Federation and China. The authors carry out a comparative analysis of the regulatory bases of the two states in the sphere of development cooperation, organizational structures, conceptual apparatus, specifics of Russian and Chinese foreign aid. The methodological basis of this research is based on the principles of reliability and scientific objectivity. In the study methods of comparative-comparative analysis are applied. Strategic partnership between the Russian Federation and the People’s Republic of China, including conjugation of the project of the Economic belt of the Silk Road and the Eurasian Economic Union, creates prerequisites for successful interaction of the two states in the field of international assistance to third countries. In the legislation of the PRC, there is a conceptual basis for official development assistance, it includes “White Books” and other political documents that establish the principles, goals and objectives, the mecha-nism for the implementation of China's external assistance. In the Russian Federation, there is a Concept of State Policy in the Sphere of International Development Assistance, which reflects the goals, objectives, principles for the implementation of development cooperation, but does not approve at the legislative level the mechanism for providing assistance. In both countries there is also no specialized government agency that would implement policies to promote development cooperation. It is rather a matter of a number of state bodies in the sphere of development cooperation, whose activities are to some extent coordinated on an interagency basis. The analysis of doctrinal and normative documents, as well as existing programs of development cooperation of the Russian Federation and the PRC, regional and sectoral priorities, makes it possible to develop recommendations on coordinating the efforts of the Russian Federation and the PRC in the field of promoting development cooperation, which will ultimately lead to an increase in the effectiveness of national programs of foreign aid.

В монографии представлены теоретические подходы к оценке многополярности и соотношения сил на международной арене. Анализируются как объективные, так и субъективные факторы восприятия соотношения сил на мировой арене, доминирующие в современном международно-политическом дискурсе. Рассматривается существующая иерархия в системе международных отношений и ее возможные изменения. Приводятся основные методологические противоречия при оценке баланса сил и пути их преодоления. Проведен сравнительный анализ потенциала жесткой и мягкой силы основных государств мира на основе более 30 различных показателей в пост-биполярный период. Оценка потенциала отдельных государств дополняется анализом стратегических треугольников, региональных интеграционных группировок, клубных форматов и международных альянсов.
