    In spite of the efforts by successive administrations in Nigeria to address the issue of rural development, the rural areas remain backward in terms of development. This study, therefore, attempted to examine the effect of the SRRBDA on rural development in Sokoto State. The data for the study was collected by the use of questionnaire, interview, observations, as well as official records of SRRBDA, textbooks and other published and unpublished materials. The copies of the questionnaire were distributed in eight local government areas involving fifteen villages using purposive sampling and the data collected were analysed using chi-square statistical techniques in order to test the hypothesis. The revealed that the SRRBDA has not significantly enhanced rural development in the host communities through the provision of irrigation facilities and flood control.     In the context of an evolving competitive and private sector-driven economy, the Nigerian university is expected to advance itself in academic programmes, research and innovation towards academic excellence and world-class status. However, the Nigerian university system does not appear to have attained this status. What is responsible for this state of affairs? This paper, therefore, attempt to assess the system via its mandate to be world-class in a rapidly changing world. The study employed secondary data source.     The viewpoint often heard among students of development administration is that federalism is in conflict with national development planning; yet little is available by a way of empirical studies to demonstrate the influence of one on the other. This study was therefore undertaken to examine Nigeria’s planning experience against the background of its federal system of government. The study employed documentary sources and personal interviews for data collection. It was revealed among others, that Nigeria has not achieved a fully integrated national development planning because of its federal arrangement. It was therefore recommended that the intergovernmental planning institutions should be strengthened while the National Bureau of Statistics should be equipped with modern techniques for data collection, processing, storage and retrieval.

    A great deal of comments have been made on the controversies surrounding federalism as an effective system of government that an evaluation of the basic theory of the concept is necessary in order to appreciate its appeal as a system of government, despite these controversies. This study, therefore, attempted to assess the contemporary relevance of federal solution in Nigeria. Secondary sources of data were employed for this research. The study revealed that federal system is not a panacea for the disease of cultural diversity, but in many situations it may be necessary as the only way of combining, through representative institutions, the benefits of both unity and diversity. It was therefore recommended that federal solution is still relevant in Nigeria but the arrangement should be made more equitable.

    In spite of the conscious effort by the Babangida administration to combat unemployment by establishing NDE in 1986, unemployment has been on the increase. This study, therefore, attempted to examine NDE and its mandate in the country. Official documents were employed in data collection. The study revealed, among others, that NDE as a programme aimed at combating unemployment has recorded a mixed bag of some successes and continuing challenges. It was, therefore, recommended that the Directorate should be re-examined and possibly overhauled to enhance its performance. It should also be properly funded.

    Poverty situation in Nigeria has become so serious that in 2013 there were as many as 112 million or 70.0% of the country’s population was living below poverty line. It has realized that poverty anywhere is a threat to peace, security and prosperity everywhere hence the conscious efforts by successive administrations in Nigeria to eradicate all forms of extreme poverty and hunger in a country. In spite of these efforts to eradicate absolute poverty in the country, poverty incidence has been on the rise. This study, therefore, attempted to assess NAPEP as a programme to eradicate extreme poverty in the country. Personal interviews and documents were employed in data collection. The data were analyzed using tables, simple percentages and spearman rank correlation. The study showed among others, that NAPEP as a programme targeted at eradicating extreme poverty has not been effective leading to a mixed bag of limited success and continuing challenges.     This paper reflects on planning and budgeting at the local government level in Nigeria. The data for this study were drawn from sources such local government publications, National Bureau of Statistics, and internet materials. The study reveals that inadequate executive capacity, toothless accountability structures, and indiscipline are some of the problems bedeviling plan and budgetary processes at the local government level. Some remedial measures such as attracting more professionals with the right attitudes to that level of government are therefore, recommended in an attempt to alleviate the situation.     The objective of this paper is to examine the ease of doing business and corporate governance with particular reference to Nigeria. Survey method was employed in data collection. The study revealed that there is some relationship among the variables considered. The findings provide some policy implications that need urgent attention. First, the increase in cost of capital observed in the long run and short run estimates shows the urgent need to review the existing monetary policy. In particular, the observed negative relationship between bank lending and private investment indicates that access to loanable funds is one major constraint to the ease of doing business in Nigeria. Also, the effect of the regulatory framework reflected in the write-up shows some concern on the need for government incentives such as tax holiday and reduction in legal regulation which affect investment climate negatively.

    The unsustainable population growth in the country has necessitated the adoption of some measures aimed at achieving a lower population growth rate via voluntary fertility regulation methods. This study was therefore, undertaken to examine the perception of family planning methods by Christian women in Benue state. The methods employed in the collection of data were survey and documents. This work covered fifteen churches in Benue State, consisting of five churches each from the three senatorial zones. The fifteen churches comprise three thousand, one hundred and eighty registered women. However, three hundred and eighty women were selected as samples. This study, therefore attempted to examine the relationship between entrepreneurship education and employment in Nigeria. Data for the study were obtained mainly from the headquarters of Universal Basic Education, Abuja, the 1999 Constitution of the Federal Republic of Nigeria, bulletins of National Educational Research and Development Council, UNDP’s Human Development Report (2002), Joint Admissions and Matriculation Board, and National Bureau of Statistics.     A great deal of comments have been made on the controversies surrounding the existence of public enterprise in Nigeria that there is the need to have a reflection on the sector. This study, therefore, attempted to reflect on the performance of the public enterprise sector and the reasons for scaling it down. Secondary sources of data were employed for this research. The study revealed that public enterprise sector in Nigeria is characterized by poor performance, mainly as a result of political interference and corruption. It was therefore recommended that fixing precise and realistic targets to be achieved within specified time-frames, adopting efficiency maximization as the indicator of rational use of resources should be put in place to avoid conflict of expectations. Actual measurement of performance should be based on returns on assets and labour productivity.

    It is on record that the scourge of poverty is more pronounced on the female gender than male in Nigeria. Education which is known worldwide as an instrument of development has not been sufficiently accessed by Nigerian women. Fewer women apply for entry to universities as a result of fewer girls completing secondary education and this problem has its roots in primary school. Men have greater access to high-paying, secure employment than women. This paper therefore attempts to examine the relationship between gender and inequalities in access to formal education in Nigeria. Education for women and girls at all levels, therefore, should aim at reversing the trend of gender discrimination by ensuring full empowerment of women in the true sense of raising their status.

    In spite of tough measures adopted by university authorities and government to manage conflicts on campuses, the conflicts continue to occur. This paper therefore, attempts to examine the organizational structure and communication in relation to conflict resolution in Nigerian universities. The paper concludes that ineffective use of committee system and poor communication system have largely contributed to the adoption of ineffective administrative measures to manage crises, hence, the re-occurrence of such crises. It is therefore, recommended that finding a lasting solution to campus conflicts should not be a matter of patching up things but should involve the right use of committee system andeffective communication strategies.

    This study attempts to reflect on the implementation of the Second National Fadama Project in Kaduna and Katsina states of Nigeria with a view to assessing whether the project implementation has been effective in reducing poverty among the participating communities. It was therefore, hypothesized that there is no significant relationship between the Community-Driven Development Strategy and effective implementation of Fadama II project in the area of access to rural financial services and poverty reduction in the host communities.
