It focuses on the main sending and receiving countries in the second half of the twentieth century. Originally the chapters of the book were presented as papers at a workshop organized by the editors in March 1992 within the framework of a conference in Laxenburg Austria on Mass Migration in Europe. Following an introductory overview Section 2 covers migration to and from Western Europe and Section 3 concerns migration to and from east-central Europe. (EXCERPT)

Migration in Europe is a pressing social and political issue for the policy makers of the 1990s. Drawing upon a wide body of language, expertise and analysis, the book combines an important survey with a series of detailed country studies on migration in Europe. The authoritative overview essay by the editors examines migration to and within Europe. They compare the flow during the last forty years with the present situation, detailing both the magnitude and geography of migration over this period. National labor markets are based on the fiction that information is available everywhere and that mobility causes no costs. Therefore, national labor markets are merely social constructs, which in reality are replaced by a multitude of spatial labor markets. They represent concrete spatial units, where supply and demand are confronted. The way in which they are to be differentiated cannot be defined generally or extensively. The purpose of the differentiation determines the method. But research has shown that the structure and dynamics of the spatial labor markets depend systematically on their geographic characteristics (location, centrality, density). Unemployment, wage levels, professional careers, the qualification of the manpower supply, and the structure of working places differ clearly between urban and rural labor markets. The task of an applied labor market geography is to highlight the relationship between the characteristics of the labor market on the one hand and the geographic characteristics of the spatial labor markets on the other.

ENGLISH: Since the early 1960ies, Austria has become an immigration country against its will. In the beginning, the migration of Guestworkerswas a flexible supplement of the national labour market. Gradually it developed towards a permanent immigration.With the accession to the European Union Austria became a part of the common European migration era. The immigration fromthird countries lost importance, the immigration from other member states gained. Beside, Austria was always a target countryfor asylum seekers. The structural characteristics of the immigrants as well as the historical context showed some changes. Therefore,the integration processes happened differently. While the integration of the immigrants from other member states –especially from Germany – performed conflict – free and quick, the integration of the guestworkers and their descendants proceededonly stepwise. A similar stepwise and long lasting integration process can be expected for the asylum seekers due totheir qualification and their cultural background. Therefore, the cultural diversity will increase and it is not always an enrichmentonly, but also a reason of conflicts about the valid societal perspectives. DEUTSCH: Österreich hat sich seit den 1960er zu einem Einwanderungsland wider Willen entwickelt. Anfangs war die Zuwanderung vonGastarbeiterInnen eine flexible Ergänzung des nationalen Arbeitsmarktes. Nach und nach entwickelte sich daraus aber eine dauerhafteZuwanderung. Mit dem Beitritt zur Europäischen Union wurde Österreich auch Teil eines Europäischen Wanderungsraums.Die Zuwanderung aus den Drittstaaten verlor an Bedeutung, die Zuwanderung aus anderen Mitgliedstaaten der EuropäischenUnion wurde wichtiger. Daneben war Österreich auch immer wieder Aufnahmeland von Asylwerbern. Die strukturellenMerkmale der Zugewanderten und der zeitliche Kontext der Zuwanderung waren ungleich. Dabei stehen folgende Themen im Vordergrund: die Art der Zuwanderung in die beiden genannten Laender, die beruflichen Positionen der auslaendischen Arbeitskraefte in den beiden Beschaeftigungssystemen und der strukturelle Aspekt der beruflichen Plazierung sowie seine zeitliche Veraenderung. This article is based on a large survey which tries to identify the migra- tion potential in the Czech Republic, Hungary, Poland and Slovakia. More than 4,000 persons were asked if they want to migrate, which steps they have undertaken to realise the migration, what their social circumstances are and what they expect of staying and working abroad. One main result was the fact that all scenarios that pre- dict an imminent exodus of people from East and Central Europe are exaggerating the real dimension of East-West migration. The migration potential in Poland, the Czech Republic, Slovakia and Hungary is somewhere between a possible 4 million and a more likely 700,000 persons. The latter figure is less than 1% of the popula- tion over the age of 14. This figure remains, however, higher than the numbers fore- seen by the law for annual immigration to Austria and Germany and higher than the numbers that are thought of as politically acceptable.
