The Final Report of the National Commission on Terrorist Attacks Upon the United States (2004) has served as an archive upon which films, TV docudramas, and literary pieces on the 9/11 attacks rely. The Commission’s work represents the degree of independence exercised by state-appointed investigative bodies. The article argues that the Report’s book-like format, conception as historical work, and collective authorship were intrinsic to public tasks the Commission undertook beyond its nominal purview, namely the effort to revive a bipartisan public spirit in the United States. The article examines the underlying ideas about historical representation and the purpose of history that this foundational document of the post-9/11 era propagates as it also exemplifies the increasing influence of the discourse of memory on contemporary historical thinking.

Official Responses to Mass Harm and the Question of Justice Abstract Conducted by royal commissions, select committees and the newly established inspectorates, early Victorian social investigations elaborated formats and procedures of public inquiry that left an enduring impact on modern, liberal public spheres in the English speaking world and beyond. This article revisits a few features of 19 th Century official investigations, highlighting the rather diverse and contradictory effects these fact-seeking ventures had on British democratic culture. I argue that even as government inquiries confirmed and strengthen social gradations as well as hierarchies of knowledge and expertise, they nevertheless allowed the British lower classes to participate in official discourse as knowers, not just sufferers, and opened new possibilities for dissent and contestations. I argue that even as government inquiries confirmed and strengthen social gradations as well as hierarchies of knowledge and expertise, they nevertheless allowed the British lower classes to participate in official discourse as knowers, not just sufferers, and opened new possibilities for dissent and contestations. I highlight the manner in which the investigation itself rather than any consequent legislation or policy touched upon the administration of justice either by emulating court procedures or in ter...

This essay explores the political actions and public performances of the Israeli Black Panthers, pointing to the transnational dynamics that rendered the Panther identity so potent. The Black Panthers of Israel emerged in early 1971 with a series of raucous demonstrations and public antics. Comprising poor Mizrahi youngsters, they rattled the Israeli establishment, exposing and politicizing “ethnic” tensions within the Jewish population of Israel. The author argues that the emergence of Black Power in the United States had somewhat surprising ripple effects on Israeli politics, shaping aspects of the Israeli Left but also the radicalism of the extreme Right.

This handbook provides the first systematic integrated analysis of the role that states or state actors play in the construction of history and public memory after 1945. The book focuses on many different forms of state-sponsored history, including memory laws, monuments and memorials, state-archives, science policies, history in schools, truth commissions, historical expert commissions, the use of history in courts and tribunals etc. The handbook contributes to the study of history and public memory by combining elements of state-focused research in separate fields of study. By looking at the state’s memorialising capacities the book introduces an analytical perspective that is not often found in classical studies of the state. The handbook has a broad geographical focus and analyses cases from different regions around the world. The volume mainly tackles democratic contexts, although dictatorial regimes are not excluded.
