From Powerful Effects Model, Minimal Effects Theory, and down to the Active Audience Model, Mass Communication and Psychology Scholars and researchers have sought to examine the effects that mass media messages have on its audience. Nonetheless, there is a recognition of the changing tides where audiences have moved from the position of mere passive consumers of messages to active contributors, and having a say in what to be exposed to and if to accept the message or not.

Whether it's the arms of government; Legislature, Executive or Judiciary, or the tiers; Federal, State, or Local Government, there exist some form of interaction between the government of any society and the media. This relationship is evident in the interactions that they engage in consciously or unconsciously on a daily basis. Besides, an English Lord, Burke in the late 19th century referred to the Press as the "fourth estate of the realm"- unofficially tagging them an arm of government. Obviously, interactions are expected.

Siebert, Peterson and Schramm provided us with a paradigm on which to classify the structure and operations of global media systems. Their contributions between 1950 and 1970 have for decades explained why Press systems around the world are different. The simple logic is that the press in any society will always take on the colouration of the society; its political and social systems. However, with Nigeria moving from one form of government to another, it has today become difficult and almost impossible to state the particular press system practiced in Nigeria. This is the task, and this is what this paper is meant to tackle.

It has well been observed that, like many other concepts and subjects, the functions of the media are geographically relative, and are peculiar depending on the geographical context. In light of this, I have attempted a comprehensive and practical assessment of the functions of the media in Nigeria, beginning with a brief look at what the media represent as an institution, as part of the society, and as a functioning agency.
