Since the Directive on cross-border healthcare regulates the provision of pan-European medical services, but without taking into account of the organization, provision and financing of such services, this article examines the need to reform national legislation in order to eliminate any restrictions to the fundamental freedoms of European citizens. This article aims to analyse, by presenting the jurisprudence of the Court of Justice of the European Union, the degree of harmonization of national policies in view of reforming the Romanian health system, in order to create a modern health system. In order for a modern health system to be created, it needs to be centred on patient needs, to have dynamic and integrated structures, adaptable to the various and changing healthcare needs of society in general and of individuals in particular and which, not least, must recognize the active role of the patient as partner in healthcare policies.

Three green algae, collected from the Romanian Black Sea coast, are studied: Ulva lactuca, Enteromorpha intestinalis, and Cladophora vagabunda, which were collected from six different coastal areas. This paper aims to identify the bioactive compounds of these green algae and their beneficial properties, in order to use them as potential nutraceuticals using different analytical methods. Pharmacognostic, microbiological, and physico-chemical methods used for the analysis of algal materials revealed a rich and diverse array of biocompounds with nutritional value. In the case of green algae, a high percentage of sulphates, carbohydrates and dietary fibers were identified. Moisture, ash, total nitrogen, protein and lipid contents were determined. The contents of pigments, vitamins, and metals determined complement the nutritional qualities of the three seaweed species studied as future nutraceuticals. The content of flavonoid and phenolic compounds identified in the composition of seawe...

Recently in science, seaweeds are widely used because of their relevant compounds and potential origin of antimicrobial, antiviral and antioxidant activity. Seaweeds are rich in the trace elements and essential minerals that are hard to find in terrestrial plants. Ceramium rubrum is one of the red seaweeds that can be found in the Black Sea on the Romanian coast that has not been enough studied for their bioactive compounds. Identification and quantification of the biomolecules is carried out by specific methods. The compounds that have been found are cumarines, sterols, flavonoic aglicoles, triterpenes and polysaccharides. Is well known that this kind of biomolecules are very important in the pharmaceutical industry. Ozes and poliozes, reducing compounds and catehic tanin we’re also identified from the red algae.

Human health decline is most commonly manifested by pain and sometimes fever in the initial phase of the disease. Analgesics, antipyretics and anti-inflammatories serve as drugs with various chemical structures which showcase in different proportions their main actions. They represent medicines that suppress pain and fight fever. The aim of the paper is studying the usual types of therapeutic indications using modern spectral analysis, based on the analgesic, antipyretic and anti-inflammatory actions. The following spectral analysis methods are used to control the chemical compositions of the studied drugs: UV-VIS analyses and IR analyses.

The aim of the present study was to determine the degree of microbial contamination of aqueous extracts of green and roasted coffee originating in India. The samples used in this analysis were obtained by two extraction methods: hot extraction and cold extraction. If a microbial load of samples was found, the same extracts were filtered using sterile 0.22 μm pore size filters from PES (Polyester) for decontamination. The working methodology was based on the Standard SR EN ISO 21149/2017 which provides general guidelines for counting and detecting mesophilic aerobic bacteria using as a medium for isolation, cultivation and counting of microorganisms (bacteria and fungi) the non-differential environment. The experimental results obtained showed microbial contamination of all samples. The level of microbial contamination is different for the extracts taken under study, depending on the type of coffee used, green or roasted, but also on other conditions, such as wet or dry processing. The complex valorification of seaweed biomass represents a highly important resource for the pharmaceutical and dermo-cosmetic industry, supplying raw material for the extraction of bioactive substances such as, polysaccharides, vitamins, sterols, aminoacids, polyphenols and minerals. Marine algae represent an indefatigability resource of therapeutic active principles for diseases treatment of magnesium deficiency. The presence of chlorophyll pigments in the green algae confirms the magnesium existence, as central element in molecular structures. The main green algae, as Ulva lactuca and Enteromorpha intestinalis present on the Romanian Black Sea Coast, belong to Chlorophyta sp. In this paper we present a study of antioxidant activity correlated with magnesium content and chlorophyll pigments of the green algae Enteromorpha intestinalis and Ulva rigida (syn. Ulva lactuca) hydroalcoholic extracts. For chlorophyll pigments determination, the UV-Vis spectrometry was used. Magnesium con...

The paper highlights the physical, chemical and biochemical composition of the sludge and systematizes the beneficial effects obtained by applying Techirghiol sludge through specific procedures. Techirghiol sludge is a well hydrated sapropelic sludge, with a high content of minerals and organic compounds. Following the application of sludge on the skin, a series of processes take place: stimulation of sensitive endings, energy and substance exchanges, general thermoregulation, vitamin D synthesis, regulation of homeostasis balance by immune, endocrine and neurovegetative mechanisms, better tissue oxygenation. The use of Techirghiol sludge in medical therapies is often alternative and complementary treatments in the treatment of diseases that can be good solutions for amelioration various diseases.

The coffee tree belongs to the Rubiaceae family, genus Coffea. Although more than 80 species of coffee have been identified worldwide, only two are economically important. Coffea Arabica, also known as Arabica coffee, is responsible for about 70% of the world coffee market, and Coffea Canephora or Robusta coffee represents the rest. Due to the strong physiological effects of caffeine on human physiology, the caffeine content is a very important quality parameter of processed coffee. Routine analysis of caffeine in the food industry can be facilitated using fast and reliable tests. In this article, we quantitatively determined the caffeine content using the chloroform isolation method and we also performed the qualitative determination of caffeine in green coffee of Indian origin by the UV-VIS spectrophotometric method. Following the analysis of caffeine isolate with chloroform, we obtained a caffeine content of 182 mg / 100 g for the Robusta green coffee sample and 154 mg / 100 g fo...

Important natural antimicrobial compounds derived from Vinca minor L. plant contain a wide variety of secondary metabolites which are useful for brain health (increasing blood circulation in the brain, supporting brain metabolism, preventing memory loss and problems with concentration and premature aging of the cell), and externally they play a role in tissue repair and skin lesion healing. The testing of the antimicrobial activity of the alcoholic plant extracts obtained from Vinca minor plant was performed on two types of pathogenic germs: a Gram-positive strain, Staphylococcus aureus ATCC 25923 and a Gram-negative strain, Escherichia Coli ATCC 25922, as well as on a yeast strain pathogenic, Candida albicans ATCC 900288. Quantitative evaluation of antimicrobial activity was performed by a variant of the Kirby-Bauer diffusimetric method, a simple and fast method that allows the determination of the spectrum of sensitivity / resistance to antibiotics of the microorganism. The paper presents un study regarding the comparative total antioxidant capacity of some fluids extracts of the soluble lipid compounds of Cerasus avium (L.) Moench. syn. Prunus avium (L.) var. sylvestris Ser fruits, popular named wild cherry, species undertaken aiming at exploiting the nutrient profiles and promoting the further development of these indigen phytopharmaceutical resources. For analysis, the photo-chemiluminescence method, ACL procedure, Analytik Jena AG, by comparing with the standard Trolox® solution, was used. Wild cherry fruits fluid extracts analyzed emphasize an increased total antioxidative capacity which may be attributed to the high level content of polyphenolic compounds and minerals content which sustains the possibility to use this valuable vegetal product for nutraceutical or comeceutical preparations.

Flavoparmelia caperata L. Hale (common greenshield lichen) is an Ascomycete, foliose lichen usually growing on tree bark in most mesophytic-forested habitats in Romania. Lichen samples were collected from three stations in Romania (Craiova, Timișoara, Hoia-Baciu Forest, Cluj) and extracted in 96% ethanol. Both dry lichen tissue powder and extracts were analyzed by UV-Vis spectrophotometry for determining photosynthetic pigment concentrations (chlorophylls a and b and total carotenoids). Dry tissue samples had chlorophyll a concentrations of 95.12-109.59 mg/kg DW, chlorophyll b concentrations of 88.53-110.98 mg/kg and total carotenoids 88.89-102.85 mg/kg. Alcoholic extracts of fresh lichen tissue showed an extreme variability, with 715.97-10331.50 mg/kg chlorophyll a, 527.77-8124.20 mg/kg chlorophyll b, 1125.72-8714.90 mg/kg carotenoids pigments, with the highest values in samples from Craiova. A lower variability was observed in flavonoid contents, with 461.78-966.02 mg/kg DW in dry...

The studied compounds are gels with meloxicam, piroxicam and tenoxicam in different solvents. The problem of solubilization of these compounds is generated by their poor solubility in hydrophilic media. Also, when applying local non-steroidal anti-inflammatory drugs (NSAIDs) in the form of ointments, the local concentration of the active substance is much higher than in the untreated tissue. The amount of NSAIDs required to produce a therapeutic effect by topical administration is much lower than in oral administration. Side effects may, however, occur as a local irritation from the time a topical formulation is applied. This paper presents the solubilization tests performed for pharmaceutical compounds of the NSAID class in different hydrophilic media. The test conclusions are useful because their solubility can be increased by using solvents (polar or non-polar) and surfactants. The conclusions of the solubility tests help in choosing solvents in the formulation and technologicali...

Studies of total phenolic content and identification and quantification of phenolic compounds by HPLC-DAD from hydro-alcoholic and alcoholic macerates of Lavandula angustifolia L flowers from Dobrogea area are reported. The total phenolic content and the phenolic profile have been measured using Folin-Ciocalteau method, respectively adapted USP30 HPLC method in macerates of Lavandula angustifolia L flowers after 5 days of contact with either methanol (M1) or methanol: water 1 : 1 (V : V) mixture (M2). The values of TPC show that macerate M2 is more rich in phenolic compounds (3520 mg/100g d.w.), than in the case of macerate M1 (2860 mg/100 g d.w.). The obtained data of phenolic compounds determined by HPLC-DAD method were compared with the available authentic standards. Four individual phenolic compounds were found in macerate M1 and six individual phenolic compounds in macerate M2. Among gallic acid and chlorogenic acid, as major phenolic compounds, high concentrations of ellagic a...

In the last years, health care professionals faced with an increasing number of patients suffering from wounds, burns and bedsores difficult to treat and heal. During the wound healing process, the dressing protects the injured area and contributes to the recovery of dermal and epidermal tissues. Because their biocompatibility, biodegradability and similarity to macromolecules recognized by the human body, some natural polymers such as polysaccharides (alginates, chitin, chitosan), proteoglycans and proteins (collagen, gelatin, fibrin) are extensively are used in wounds and burns management. The study presents a research of new semi-solid formulations of bio-composites based on chitosan extracted from the stone crab Pachygrapsus Mormoratus found on the Black Sea shores. The bio-composites were obtained from natural polymeric compounds, Chitosan (CT), hyaluronic acid (HA) and lanolin(L), to which silver sulfadiazine (S), was added. Several semi-solid formulations have been performed ...

In patients where conservative medical treatment with methotrexate failed, surgical intervention was necessary. The personal surgical method was performed on a number of 9 patients; the surgical intervention was a conservative method – salpingorraphy. In order to prevent persistent gestational throphoblastic disease and tubal clogging, a polyethylene catheter is introduced in the oviduct until it reaches the ostium of the Fallopian tube, without exceeding it. In order to ensure a rigorous haemostasis, the Fallopian tube and the polyethylene catheter are sutured together. The level of HCG is measured in the fourth and seventh day postoperative: if the levels of HCG are higher than 1000 mUI/ml, if they plateau or if they have increased, methotrexate is administered intraluminally through the polyethylene tube, according to the following scheme: 50 mg of methotrexate are dissolved in 10 ml of physiological saline solution and injected through the polyethylene catheter, for 5 days. 10 m...
