The aim of the paper is to introduce a tool for the accurate assessment of the technical condition of buildings. The proposed methodology is becoming an efficient strategy for the massive inspection of building stocks, in big residential areas. The authors have developed an utility based on high-performance images captured by Unmanned Aerial Vehicles (UAVs). The flights of the UAVs have been technically protocolized in order to get the proper high-quality information about the real condition of the building. After collecting the images a 3D model is generated and orthophotos of building facades are created. The graphical information is connected with tables of attributes which allow the interactive geo-referenced management and assessment. Main requirements and advantages of this visualization technique will be presented by analyzing a particular case study. The selected example will allow the illustration of the methodology. Ongoing developments and technical details about the information system and the analysis platform connected with the visualization tool will be also reported.Peer ReviewedPostprint (published version

The aim of the paper is to explain the basic principles of carrying out an inventory and follow-up of buildings and their condition assessment, by using the Full Interactive Visualization Method for Building Condition Assessment platform. It is a platform enabling the implementation of construction inventory based on the remote cooperation of many specialists in the field of, among others: building construction, architecture, civil engineering, photogrammetry, CAD, UAV. This type of cooperation is of particular importance especially in the context of the current epidemiological situation related to COVID-19. The idea of the presented platform fits into the broadly understanding of Building Information Modeling. After introducing the methodology, stages of the inventory and follow-up process carried out within the platform are illustrated and discussed on the basis of a case study. Technologia lotów bezzałogowych oraz najnowsze osiągnięcia w dziedzinie zautomatyzowanych technik odwzorowywania stwarzają możliwość zbierania danych przestrzennych w sposób szybszy oraz tańszy, co stanowi znaczące ułatwienie dla organów administracji samorządowej i jest spójne z podejściem . W artykule skupiono się na kwestiach prawnych użytkowania statków bezzałogowych w polskiej przestrzeni powietrznej. Przedstawiono krajowe i europejskie ramy prawne wykonywania lotów cywilnymi bezzałogowymi statkami powietrznymi na potrzeby pozyskiwania danych o przestrzeni. Zaprezentowano analizę wymogów formalno-prawnych wykonywania lotu bezzałogowego na podstawie scena-riuszy dla terenów zurbanizowanych i niezurbanizowanych.

Significant efforts are invested by rescue agencies worldwide to save human lives during natural and man-made emergency situations including those that happen in wilderness locations. These emergency situations include but not limited to: accidents with alpinists, mountainous skiers, people hiking and lost in remote areas. Sometimes in a rescue operation hundreds of first responders are involved to save a single human life. There are two critical issues where geospatial imaging can be a very useful asset in rescue operations support: 1) human detection and 2) confirming a fact that detected a human being is alive. Preparing digital documentation of historical buildings is a form of protecting cultural heritage. Recently there have been several intensive studies using non-metric digital images to construct realistic 3D models of historical buildings. Increasingly often, non-metric digital images are obtained with unmanned aerial vehicles (UAV). Technologies and methods of UAV flights are quite different from traditional photogrammetric approaches. The lack of technical guidelines for using drones inhibits the process of implementing new methods of data acquisition.This paper presents the results of experiments in the use of digital images in the construction of photo-realistic 3D model of a historical building (Raphaelsohns’ Sawmill in Olsztyn). ABSTRACT This article presents 15 years of experience in the system of granting property manager licenses in Poland. It is presented both in terms of quantity and quality. The time horizon of the analysis covers the period 1997 - 2013, the period from the date of defining the profession of real estate manager which took place in the in the Land Management Act, to the present. For the purposes of the study authors analyzed nearly 30 acts directly regulating issues related to the procedure for granting a license of property manager. The survey shows six conditions imposed by legal acts to candidates for property managers, examines their dynamics in the entire study period and analyze correlation between each of them. In addition in contains results of analysis of over 24 000 records from Central Registry of Property Managers.

The paper presents the results of research on the profitability of letting land real estates on perpetual lease in comparison with their sale, and procedures of performing such analyses. ABSTRACT Timesharing as an alternative way of obtaining income from real estate. One of the alternative ways to increase revenue from the recreational property is a timeshare. In the United States and Western Europe, the term "timeshare" has already appeared in the 70s. Timeshare to our country arrived in the 90s. Although the concept is function in our reality more than 15 years only now noticeable is a marked increase in interest in this type of activity. Timeshare is a concept closely related to the tourism and recreational real estate. Consists in the acquisition by the consumer in exchange for a lump-sum salary to the owner, the right to use the building, premises or facilities in a given period, in each year of the contract timesharu proportionally to the incurred financial contribution. The agreement of this kind must be made for a period of at least three years. This definition puts timeshare service somewhere between the services offered by intermediaries in the real estate agents and agents offering travel services. For this reason, he is often called - 'a holiday property'.

ABSTRACT Map reading combines reading text signatures and obtaining information in the process of transition from cartographic model into a message in a language (verbal-numerical form). For GlS-users not only the information from a traditional map is accessible, but also the information gathered and recorded in a semantic database. However, a printed GIS-map contains the same information as a traditional map. All semantic data are stored in a database and cannot be read from a hard-copy. The problem which needs to be solved here is the manner of attaching semantic data to a raster map, in a way which allows putting such data in a raster map and enables its reading from a hard-copy. As a solution to the problem mentioned above, the method of writing semantic data in a raster map using symbols of the GIS-alphabet is described. These symbols guarantee the user the opportunity for reading the complete information included in die GIS. An important stage in the symbol of the GIS-alphabet generation is the choice of the basic alphabet. The methods of alphabet choice optimization are described in this article. The purpose of optimization is the minimization of the area needed for putting a symbol in a map, what results in practically unchanged legibility of the printed GIS-map (hard-copy) in comparison to the legibility of a traditional one. ABSTRACT Recording semantic data on a raster map and thus making it amenable to reading through a browser has so far posed an unsolved problem. In numerous cases, such a new cartographic product would be an advantage over traditional cartographic GIS products. The advantage would be augmented by no need for a user lo have specialized knowledge and command of GIS. The knowledge of geography at the secondary-school level would be sufficient to create and use such maps. Long-term research on methods for recording semantic information on raster maps and on the use of other graphic documents in a raster form have resulted in developing methods for generating e-symbols based on the source alphabet. To implement the method. the authors have developed a software package containing an analyzer, an e-symbol library generator, an editor for placing e-symbols on a raster map, and a graphic browser for reading the semantic information written on a raster map. The paper describes application of the software on a tourist map as an example. The study is based on a map type that is commonly used by tourist, which contains mostly information on places worth visiting (historical and national monuments of architecture and nature), tourist trails (for pedestrians. bikers, ears). transportation system (bus stops, railway stations, ferry terminals), as well as on tourist infrastructure and entertainment (accommodation, restaurants, cinemas, bars. discos). The software described in the paper makes it possible to extend the information content of such a tourist map by any additional items (e.g.. standard, address, phone number and e-mail address of accommodation, geographical coordinates, etc.) without loss of clarity and without any need to build an extra database. Flexibility of the method presented makes it possible to supplement the comments of such map by including any type of information important for the user.

Timesharing as the source of funds of real estate in the tourist business by the purpose of this article is approximation to the readers of the rules of the functioning of the "new" right of possession real estate in the tourist business, which appeared in Poland in the beginning 90 it was annual and since then gradually it is developed on our market. Timeshar this right, in which must be interested people, which love frequently to rest in one and the same place, furthermore owners and controlling real estate in the tourist zones. Timeshar this is the special variety of the possession of housing buildings or by their part for tourist purposes and indicates the acquisition of the joint right of possession by real estate with the another users. The municipal authorities are responsible for carrying out relevant, objective analysis of areas for revitalization, identifying problems and barriers, diagnosis of the causes and determiningthe appropriate range of activities. From the point of view of urban regeneration one of the key issues is to obtain timely and reliable geospatial data. The article presents the possibility of using digital images obtained from the UAV platform to support the urban regeneration process. As part of the research work involving an inventory of urban space one made photogrametry flights with UAVs DJI Inspire One. Data processing software that was used is Pix4D and QGIS. The results allow the conclusion that the use of UAV in the process of obtaining imaging geoinformation and spatial data for planning and documentation of revitalisation work may be practical mode near-real-time. It replaces the previously used laborious and lengthy process to update data while ensuring their detail and accuracy.
