Information Systems Development is a process that needs not only technical capabilities but management capabilities as well. Managing successfully the development process creates a number of qualitative and quantitative benefits to all being involved (suppliers and customers). On the other hand, managing technical people can be both risky and difficult. The methodology that needs to be followed for successful project management need to be quite flexible, measurable, well documented and well defined. This paper takes into consideration the prime stages and processes of 43 methodologies used mainly for information technology project management and creates a methodological framework for managing the systems development process. The framework is supported by best practices, and has been designed in such a way in order to integrate managerial and engineering principles in an adjustable manner. The structure of this framework allows its implementation to support projects of any type, size, and complexity, managed from any perspective (supplied or customer).

Many systems have a hierarchical structure: computer networks, ecological systems, the economy of the European Union. The reason for studying hierarchical systems was that direct computation of optimal control solutions for large-scale systems is a rather difficult and time-consuming job. The hierarchical multilevel theory intends to resolve the discrepancy between the complex requirements of the control process and the restrictions on computer power. Decomposition and co-ordination are tools which are applicable in the hierarchical multilevel theory.

Computersimulations are carried out to study the ‘sprite’ onset mechanism. Both electrostatic and electromagnetic codes are developed to calculate the electric field structure and optical emission intensity between the top of the thundercloud and the ionosphere. The optical emission is composed of two structures. One peaks at 70 km height and its lateral dimension is 50–60 km; the other peaks at 90 km height and the lateral dimension extends beyond 200 km. It is found that the nitrogen first positive band, which has a red colour, dominates over the nitrogen second positive band except at the bottom of the optical emission. The upper part of the optical emission is caused by a horizontally travelling electromagnetic pulse induced by a lightning discharge current. The lower structure is caused by electrostatic effects induced by the unneutralized charge left after the lightning discharge current flows.The electromagnetic codes developed can simulate the self-consistent response of the upper atmosphere to the lightning discharge current. The electrostatic treatment can predict only the optical emission at heights less than ∼80 km. The optical emission intensity has a strong nonlinear dependence on the electric field strength through the enhanced electron density, and is increased for a long discharge path, a large current, and a short pulse. Also, the higher the lightning discharge is initiated, the brighter the optical emission is, because the electrostatic field is stronger for high altitude lightning.

ABSTRACT This paper highlights the interest of differential flatness for real-time Dynamic Traffic Routing (DTR) problem. Such problem defined as real-time point diversion of traffic is well adapted to deal with non-recurrent congestion and in the case of major incidents. The suggested control algorithm is based on the system inversion using the concept of flatness, witch do not requires integration of any differential equations. This setting is used then for trajectories generation and tracking of the travel time function. The main objective is to find the time- dependent split variables (considered as the control variable) at the diversion point for routing the incoming traffic flow onto the alternate routes in order to reach a user equilibrium traffic pattern. A simple problem of two alternate routes demonstrates the relevance of the proposed algorithm and provides a way for generalization to more complex network with several alternate routes and multiple sections.

Process development and management falls into the category of unavoidable infrastructure. Leadership within organizations need to understand the true role played by processes and standards besides the consistent, predictable and probably successful organizational performance, but towards achieving via, the process, the organizational maturity needed not only to progress, but also to survive. This paper presents a comprehensive approach around the process development and management concept which troubles heavily all technology intensive organizations in their attempt to achieve consistency and manage complexity
