Bu calisma, kamusal alana iliskin normatif bir kategori ve onun kurucu unsurlari uzerinden universiteyi tarihsel perspektifte ele alarak burada kamusal alanin insa olunma imkanlarini ve bu yonde karsilasilan engelleri ortaya koymakta, ozellikle universitenin kamusallik acisindan gunumuzdeki durumuna Isik tutmaktadir. Kamusal yasamin bir boyutundaki deneme olarak, calisma, ayrica universitenin kamusal alanin insasindaki kurucu rolunu ortaya cikarmayi amaclamaktadir. This study aims to expose the possibilities of building a public space in the university and challenges faced in this endeavor, by treating the subject from a historical perspective as a normative category and through its founding elements, while shedding the light to the university’s present state from the viewpoint of institutionalization. As an experiment about focusing to just one dimension of life, the study is also seeking to reveal how the university played a founding part on the constitution of the public space.
The public space mean all the processes in which citizens come freely together as equals under legal safeguards to bring into negotiation, debate and criticize general issues and matters related to the public interest, based on mutual communication. In this terms, the university is an adequate place for the constitution of a public space due to its free and autonomous organization, with educative and administrative processes grounded in participation and reciprocity, basing its academic activities on debate and criticism, allowing for the institutionalization of public wisdom, constituted as a power space against other forms of power and being exempt of any other authority than science. Along with being part of the public space, the university is also an important institution where values related to that are kept alive.
Studying the history of university through the founding elements of public space will reveal the institution’s map of public transformation. Particularly as the space where wisdom has been institutionalized, the history of university reflects the history of wisdom’s criticism. Indeed, the public university, which, with its intellectual essence and institutional roots as well as due to the independent and democratic principle that it owns, has been cut from general life and gone under the monitoring of external forces. From the viewpoint of institutionalization, the transformation taking place started to turn its back to the universitas, which constitutes the intellectual essence of the university, with the institution’s ties with society was cut as it went under the state’s and the economy’s monitoring. The understanding of university became inviable to keep due to the damage of its public qualities and transformed purposes and functions.
