O artigo tem como objeto a origem institucional de dois bancos de desenvolvimento, o Banco Nacional de Desenvolvimento Econômico e Social (BNDES) e do Banco de Crédito Industrial Argentino (BCIA). Utiliza-se o método histórico comparativo para identificar quais fatores institucionais e contextuais na criação dessas instituições são relevantes para compreender a dependência de trajetória do BNDES, no caso brasileiro, e o caso do BCIA, na Argentina. Os resultados indicam que variáveis políticas-históricas refletiram no desenho institucional adotado em cada nação. No caso brasileiro, a forte burocracia estabelecida possui relação com as raízes técnicas do BNDES e com a orientação ideacional dos governantes da época. No caso argentino, a debilidade institucional do BCIA foi historicamente condicionada pelo processo político de criação dessa agência e pelo baixo grau de autonomia estabelecido ao longo de sua existência.

This text deals with BNDES between 1995 and 2016. It intends to answer two questions: 01. Which institutions did presidents and directors of BNDES pass through in the period before they achieved their positions in the Bank?; 02. Are there any differences, in this regard, between the PSDB and PT administrations? The article uses Social Network Analysis to capture the prior trajectory of individuals before they reached the positions of president and director of the Bank. The data is presented in four sociograms, one for the FHC administrations, another for the Lula administrations, a third for the Dilma Rousseff administrations, and a last one of directors and presidents of the Bank. Our data reveals important differences in relation to the structure of the trajectories of BNDES directors between different administrations, which could be linked to their different economic projects. By way of conclusion we make some final considerations about the data and its possible theoretical implications.

This article aims to analyze the institutional origin of two development banks: National Bank for Economic and Social Development (BNDES) and Argentinean Industrial Bank of Credit (BCIA). The historical-comparative method used to identify institutional and contextual factors of their creation that are relevant to understand the path dependence of BNDES, in the Brazilian case, and BCIA, in Argentina. The results indicate that political-historical variables reflect in the institutional design adopted in each nation. In the Brazilian case, the strong bureaucracy established is related to the technical roots of the BNDE and to the ideational orientation of the government of the time. In the Argentinean case, BCIA's institutional weakness has historically been conditioned by the political process behind the creation of this agency and by the low degree of autonomy established throughout its existence.

This work analyzes the état de l’art of literature about the transformation of party participation produced in the last few decades. Two main goals will lead our discussion: on the one hand we will aim to provide a reference overview that can contribute to developing further research on this matter; and on the second hand, we will try to mitigate the segmentation that characterizes the different analytical streams. Reviewing papers published in journals, but also Anglo-Saxon and French books, we get to compare their research problems, their underlying theoretical issues, as well as their specific methods. We will thus identify the structures of two fields in Political Sciences production that barely communicate between each other. First, the mainstream “Political Science” tradition, whose studies favor a systemic and comparative approach, relying on a fundamentally statistical demonstration. On the other hand, a Political Sociology tradition, developed in France and whose analytical perspective is little known at an international level. Influenced by the interactionist paradigm, this kind of research employs the socio-ethnographic method and redirects the focus of analysis to social meso and micro levels. Making a critical assessment of the main contributions of both strands, we point some current trends observed by scholars and we especially insist in the heuristic potential offered by research developed in Political Sociology to add new elements for understanding this phenomenon.

Cette contribution cherche à décrypter le processus d’adoption et de codification des élections primaires à l’aune des jeux concurrentiels au sein du Parti Justicialiste qui gouverne le pays durant la période (2002-2011). Plus précisément, il s’agit de montrer que la législation sur les primaires ouvertes constitue une stratégie d’externalisation de la sélection de candidats qui vise à provoquer un réalignement du pouvoir intra-partisan et, par conséquent, à raffermir le leadership.
