This paper wants to make the point for the 2014-2015 on the risk of poverty and social exclusion in reference to the objectives of the EUROPE 2020 strategy by the countries of Italy and Spain. The statistic used by Eurostat archive. The social exclusion is studied according to the measurement of the Arope indexr. The second chapter is a focus of the territorial differences that the two EU countries have in common. In both countries, the highest poverty rates are found in the South’s of the country, with the North having a performance higher than the European average. In the final part there are proposals for the study on the phenomenon of inequality between European regions.

Presented in ESPAnet Italia 2018 - The work is a critical analysis in the redistribution of financial funds for essential services by the Snai (National strategy for inner areas in Italy). The policy within the framework of the Coesion policy for UE 2020 carried out by the National Agency for Territorial Coesion with the objective to reduce the inequalities for access to essential services (education, mobility and healthcare). The study is based on the regional distribution of funds per capita in the inner areas, in order to the demostrate the mismatch of distribution of funds between Northen Italy regions and the Southern ones.
