International Education Journal: Comparative Perspectives
Exploring, celebrating, and deepening Oceanic relationalities2019 •
The theme of the 2018 Oceania Comparative and International Society (OCIES) conference held at Victoria University of Wellington, in Wellington, New Zealand aimed to explore, celebrate, and deepen Oceanic relationalities. This special issue of the International Education Journal: Comparative Perspectives responds to this call for scholarship to examine how Comparative and International Education (CIE) can be repositioned around the notion of relationality to contribute theoretically, practically, and spiritually to education at global, regional, national, and community levels. In this Special Edition, we celebrate the work of seven new and emerging researchers from OCIES. This paper introduces us as a community of scholars, connected geographically by sea, yet it is our shared commitment to relationality that has enabled us to further the scholarship of CIE within our region.

Institutional policy is an important although little researched and somewhat disparaged governance mechanism that establishes principles, parameters and ‘road maps’ for higher education institutional operations. The Institutional Policy Project was initiated in 2013 to unpack higher education institutional policy from an international, comparative perspective. The research involved surveys and interviews with higher education institution staff in the United States, Papua New Guinea and New Zealand. The research identified consistent policy practitioner responsibilities including policy drafting, benchmarking, and consultation co-ordination. A consistent picture emerges of a pervasive dislocation between policy texts and policy practitioners, policy governance, and policy implementation evaluation and review.

Building midwifery educator capacity using international partnerships: Findings from a qualitative study2017 •
Midwifery educators play a critical role in strengthening the midwifery workforce globally, including in low and lower-middle income countries (LMIC) to ensure that midwives are adequately prepared to deliver quality midwifery care. The most effective approach to building midwifery educator capacity is not always clear. The aim of this study was to determine how one capacity building approach in Papua New Guinea (PNG) used international partnerships to improve teaching and learning. A qualitative exploratory case study design was used to explore the perspectives of 26 midwifery educators working in midwifery education institutions in PNG. Seven themes were identified which provide insights into the factors that enable and constrain midwifery educator capacity building. Hailing from Papua New Guinea, the world‟s most linguistically and socially diverse locale, the JCDS: Journal of Communication and Development Studies (formerly titled the JLCS: Journal of Language and Communication Studies (ISSN 1992-1322) is published twice a year (June and January) by the Department of Communication and Development Studies at the Papua New Guinea University of Technology. It is interested in research papers falling under two broad disciplinary “umbrellas,” i.e., English for Academic Purposes (EAP)/English for Special Purposes (ESP) and Communication for Development. Papers covering EAP or ESP can consider any aspect of the areas, including: classroom research, EAP/ESP methodology, course design, material design, genre analysis, rights analysis, critical EAP/ESP, reading and writing, testing and evaluation, computer-mediated language learning, EAP/ESP research, quality assurance of academic programs, and socio-linguistic influences on the teaching and learning of EAP/ESP. For contributions covering Communication for Development (C4D) topics, the journal welcomes papers on any aspect of the field, including: communication in education, communication and gender, communication in resource management, conflict resolution, negotiation skills, partnership building, communicating development in such sectoral contexts as industries, healthcare, agriculture, and so forth, mass media, democracy and human rights, and media and HIV/AIDS. Empirical (quantitative) or qualitative approaches to relevant topics are equally welcome. Papers which bridge the two larger fields of interest in an innovative trans-disciplinary fashion are particularly encouraged. Authors grant the JCDS: Journal of Communication and Development Studies the copyright to their article upon publication, so to foster wide distribution. What this practically means is that if the author wishes subsequently to re-publish the article(s) in another form, full acknowledgement and full publication data of the JCDS must be included therein. Indexing: The JLCS: Journal of Language and Communication Studies (former title) is presently indexed in OCLC (www.worldcat.org). Under the current title, JCDS: Journal of Communication and Development Studies, it is listed in Google Scholar, ResearchGate, and Academia.
