50eko hamarkadan Bizkaiko industriaren berpiztearekin bat, migrazio-fluxu handia eratu zen Bilborako norabiderantz eta etxebizitza-eskasiaren auzia erabat larriagotu zen. Autoritateen aurreikuspen faltaren ondorioz, be-rez eta oso bizkor masifikatu egin zen txabolismoaren fenomenoa hiriburua-ren inguruko mendi-magal gehienetan. Autoeraikuntzaren bidez eta legetik at altxatu ziren auzoak, non ekipamenduen gabezia eta bazterketa soziala nagusi ziren. 60ko hamarkadaren hasieran, arazoa konpontzeko lehen ekimenak jarri zituen abian estatu frankistak, Otxarkoagaren eraikuntza, kasu. Urteen joanean, auzo batzuk desagertu ziren. Alabaina, gaur arte biziraun dutenak ere baditugu, eraldaketa sakonak izan dituzten arren (Masustegi, Buia...).

As the vizcain industry started coming up in the 50es, housing for emigrants became a very serious problem. As a result, ilegal self-built shanty towns appeared in most of the foothills around the city very fast and spontaneusly. There wasn´t any basic service and living conditions were really laborious. The state toke the first steps to eradicate it at the beginning of the 60 decade. The most important action was building Otxarkoaga. Nowadays most of this areas have disapeared, althougt some of them are still alive (Masustegi, Buia…).

Ξεκινώντας, από μια διεθνή συζήτηση με εξαιρετικά μεγάλη απήχηση, σχετική με τους μετασχηματισμούς των τελευταίων δεκαετιών στις πόλεις-λιμάνια και με τις πρακτικές επανάκτησης των παράκτιων-παραποτάμιων αστικών περιοχών, η παρούσα εργασία επιχειρεί να περιγράψει το πλαίσιο για τη διερεύνηση τριών συγκεκριμένων παραδειγμάτων, των παραποτάμιων μετώπων του Μπιλμπάο (περιοχή Abandoibarra), του Λίβερπουλ (περιοχές Albert και King’s Dock) και του Ρότερνταμ (περιοχή Kop van Zuid).

Traemos a esta serie de artículos, sobre los grandes hitos que configuraron a Jódar como una pequeña ciudad, hace ya cien años, a una de las figuras más señeras de la medicina de principios del siglo XX, un oculista cuya fama traspasó fronteras y a su moderna clínica acudieron lo más granado de la sociedad española y europea, y también las clases más humildes de este país, nos referimos al bilbaíno, natural del barrio de Abando, Juan Martín Alguacil. Su presencia en Jódar cambió para siempre la mentalidad esta ciudad, y su altruismo dejó huella en los ciudadanos del pasado siglo XX. SAUDAR con motivo de este centenario saldó una deuda de gratitud con él, colocando una lápida conmemorativa en el lugar de su sepultura en la iglesia del Santo Cristo. Fue un oculista distinguido nacido en 1867, hijo de Ignacio Martín de Baraya  y de Antonia de Alguacil Medina, tuvo dos hermanos Manuel Martín de los Ríos y Pilar Martín; dejo la fama de Madrid y su distinguida familia, su tía era marquesa de Alonso-Martínez, casada con Manuel Alonso-Martínez , el que fuera gobernador civil de Madrid y ministro fomento y de gracia y justicia con Alfonso XII, siendo además presidente del Consejo de ministros. Fueron padres de la primera condesa de Romanones, cuyo esposo, Álvaro de Figueroa, fue Presidente del Gobierno. Todo esto lo dejó para quedarse con nosotros en la mansión llamada la "Casa Grande", propiedad de su abuelo Ignacio Martín Díez, que había comprado al marqués de Jódar todas sus pro-piedades. Cuando la consulta necesitó de más espacio la instaló, un poco más abajo, en la casa del conde de Selvaflorida, Antonio Herrera y Fernández de Liencres. La apertura de la consulta de Juan Martín supuso para Jódar un revulsivo. Al pueblo acudieron cientos de pacientes, que demandaban hoteles, posadas, pensiones, establecimientos de comidas, cafeterías... La vida que dio a Jódar hizo que esta perdida ciudad prosperase y su fama llegase hasta los más remotos lugares. Además, fue mecenas de la cultura, y fundó la Sociedad Filarmónica de Jódar, el Liceo, los primeros periódicos locales... En torno a 1889 llegó a nuestra ciudad, y ya Jódar no fue el mismo. Con su llegada un viento de aire fresco trastocó para siempre la historia, sus ideas liberales, su vasta cultura, su porte caballeresco encandilaron a cuantos lo conocieron, jamás se metió en política, porque su política siempre fue ayudar a todos sin distinción.

When the Guggenheim Bilbao Museum opened its doors back in a now surprisingly distant 1997, it had a series of immediate effects. By becoming the built and published equivalent to Led Zeppelin's "Stairway to Heaven," allegedly the most played song by radio stations around the world, it catapulted Frank Gehry into the top of architectural stardom. It spawned an innumerable amount of copycats who tried to replicate its success and the effect it had on the economic regeneration of the city where it was located. It even went as far as appropriating the brand, replacing, in the collective mind, that which had been "the real" Guggenheim Museum for almost 40 years: Frank Lloyd Wright's iconic New York counter-ziggurat.

This paper discusses the triangular relation between nationalism, globalisation and football in Spain. The aim of the work is to compare the way two Spanish football clubs—the Catalan FC Barcelona (known as “Barça”) and the Basque Athletic Bilbao—respond to the challenges posed by the game's globalisation, and through this comparison learn about the nexus between nationalism and globalisation. The main claim is that the differences between the two clubs’ behaviour can be attributed to varying characteristics of Basque and Catalan nationalism. Focusing on different path dependency, the development of a civic Catalan nationalism is contrasted with the growth of Basque nationalism as essentially ethnic. These characteristics emerged and crystallised primarily during the regions’ industrialisation, and the nationalist response to this advent of modernism would later shape the response to post-modern globalisation. The diametrically opposed ways in which the two football clubs react to the game's globalisation reflect the significant differences between the two national movements’ core values. This illustrates the importance of path dependency as a factor that produces diverse responses to globalisation—the results of which are not predetermined.

La irrupción de las redes sociales virtuales en la vida cotidiana se ha convertido, principalmente entre los adolescentes, en un auténtico fenómeno social y de masas, pasando a constituir una de sus actividades de ocio y tiempo libre más practicadas y a actuar como verdaderos agentes de socialización, por encima de familias y escuelas. A través de la elaboración de cuatro grupos de discusión, hemos intentado aproximarnos a lo que los adolescentes de entre 14 y 16 años de Bilbao piensan respecto a la incorporación de estas redes en su tiempo libre y a la influencia en sus valores sociales. Partiendo de la base de un Ocio humanista, entendido como experiencias libres, gratificantes y autotélicas, ¿se puede afirmar que este Ocio digital es un Ocio humanista para los más jóvenes?

Un análisis histórico de la formación y crecimiento urbano del barrio bilbaino de Matiko, tradicionalmente denominado Uribarri de Begoña. Contiene algunas propuestas de interpretación novedosas, así como numerosas aportaciones de documentación, cartografía y fotografía inéditas.

In 1995, only two years before the Guggenheim Museum was inaugurated, a cargo ship berthed at the neighbouring quays for the last time. In just three decades, the conurbation of Bilbao has undergone a profound transformation, as the historical river port has gradually moved towards the outer Abra of Bilbao, historical quays are no longer used and factories have been dismantled. This transformation has turned out to be successful for both the city and part of the greater urban area; however, it has also resulted in undesirable outcomes regarding the significant heritage still surviving.

The haste to “clean” the area, implementing plans to stimulate indiscriminate, mass demolitions (such as the misnamed “Industrial Ruins” plan), the absence of a built heritage perspective in urban planning and the preference given to new works over sustainable restoration, have led to a present –and already a future, where, with a few fundamental exceptions, it is hard to recognize spaces or landscapes that can preserve the last 150 years of industrialization in our individual and collective memory.

En 1995, tan solo dos años antes de la inauguración del museo Guggenheim, un buque carguero atracaba en los muelles aledaños por última vez. En las tres últimas décadas, una profunda  transformación se ha producido en la conurbación de Bilbao, con el el desmantelamiento industrial, el progresivo desplazamiento del histórico puerto lineal hacia el Abra exterior y el desuso de los muelles de la ría y el canal de Deusto. Esta transformación, que ha resultado exitosa para la ciudad y una parte de la metrópoli, ha tenido, sin embargo, consecuencias no deseables con respecto al importante legado patrimonial existente.

Las urgencias en la “limpieza” del territorio, con planes como el mal denominado de “Ruinas Industriales” incentivadores de demoliciones masivas e indiscriminadas, la ausencia en la planificación urbanística de una visión metropolitana desde el punto de vista del patrimonio construido, o la preeminencia otorgada a la obra nueva frente a la rehabilitación sostenible, han dejado un presente –y ya, un futuro– en el que los escasos hitos aislados que han logrado mantener su presencia, no remiten a lugares o paisajes con la suficiente capacidad evocadora como para traer a nuestra memoria individual y colectiva, al menos algún reflejo de la fuerza y el carácter que la ría industrial y portuaria tuvo hasta no hace tanto tiempo.

Este trabajo ilustra, teniendo como escenario la regeneración urbana de Bilbao tras la crisis industrial, las dinámicas  urbanas esenciales al tipo de acumulación posfordista. Los cambios acaecidos en la política y en la acumulación de capital desde la década de los 70 han tenido un notorio impacto en la forma de organizar el espacio y las ciudades,
así  como  en  el  propio  papel  de  éstas.  Ello  también  ha  afectado  al  balance  entre  las fuerzas  políticas  que  regulan  y  deciden  sobre  cuestiones  urbanas.  Por  una  serie  de razones específicas, Bilbao reúne muchas de estas dinámicas y aspectos.

Lan  honek,  industriaren  krisialdiaren  ondoren  izandako  Bilboren  hiri-birsorkuntza eszenatoki  bezala  hartuz,  akumulazio  eredu  posfordistaren  hiri-dinamika  nagusiak azaldu  egiten  ditu.  70ko  hamarkadatik  politikan  eta  kapital-metaketan  izandako aldaketek eragin nabarmena izan dute espazioa eta hiriak antolatzeko eran, baita hirien rolean ere. Horrek hiri-auzien inguruan erregulatzen eta erabakiak hartzen dituzten indar politikoen arteko orekaren gainean eragina izan du ere. This  paper  analyses  the  essential  urban  dynamics  of  the  post-fordist  accumulation regime,  taking  the  urban  regeneration  of  Bilbao  after  the  industrial  crisis  as  scene. Changes in politics and capital accumulation since 70s have had a notorious impact in the way in which space and cities are organised, as well as in the role of cities. This has also  affected  the  balance  between  the  political  forces  that  regulate  and  decide  about urban policies. Due to some reasons, Bilbao gathers lots of these dynamics and aspects.

Resumen Entre finales del siglo XIX y principios del XX se restauraron los principales monumentos de la comarca del Gran Bilbao. A través de las intervenciones en la Basílica-Catedral de Santiago, la Basílica de Begoña, ambas en Bilbao, la iglesia de Santa María de Erandio y la de Santa María de Portugalete pretendemos comprender por qué una sociedad en pleno progreso vuelve su mirada hacia los monumentos del pasado. La restauración monumental es algo más que una intervención arquitectónica, es una puesta en valor que habla más de la ideología del que interviene en el patrimonio que del propio monumento. Por medio de nuestro estudio pretendemos acercarnos a una nueva actitud de la sociedad decimonónica: la búsqueda de una serie de valores que necesita traer del pasado al presente. Abstract Between the late nineteenth and early twentieth century restored the main monuments of Gran Bilbao. Through interventions in the Basilica-Cathedral of Santiago, the Basilica of Begoña, both in Bilbao, the church of Santa María de Erandio and Santa María de Portugalete we try to understand why a society in the progress returns its glance towards monuments of the past. The monumental restoration is something more than are architectural intervention. By means of our study we try to approach us a new attitude of the society: the search of a series of values that needs to bring of the past to the present.

The history of the Athletic Club is full of clichés that arise from its particular football philosophy, that of enrolling only players born or raised in the youth teams of all territories of Basque language and culture. In this article, three historical moments are studied to capture the contradictions and ambiguities in the historical tradition of the club, often manipulated with political intentions.

This paper problematizes the meanings, governance implications, and techno-political shortcomings of so-called ‘smart cities’ through pervasive transitions taking place in Europe by presenting a six-dimensional conceptual framework to politicize ‘smart city-regions’ as complex, transcalar, data-driven, multi-stakeholder-focused, experimental, and, supposedly, democratic techno-territorial assemblages. The momentum for smart city-regions is particularly relevant given an increasing number of ongoing reforms of administrative borders and competences of local governments fuelled by devolution in countries such as the UK, Spain, and Italy. Hence, by blending governance with technological and territorial issues, this paper elucidates that devolution should be addressed in the implementation of smart strategies stemming from (i) transcalar overlaps and contradictions; (ii) data literacy, ownership, and management; (iii) multi-stakeholder complex urbanity; and (iv) democratic and digital citizenship. The paper applies this framework to four cases: Bristol and Glasgow (UK) and Barcelona and Bilbao (Spain).

Fernando de la Quadra Salcedo was a Spanish historian, poet and genealogist that took active part in the cultural life of Bilbao and Madrid in the first third of the 20th century.

He disseminated his ideas through books, leaflets and press collaborations, as well as in cafe circles and cultural institutions.

Resumen: Varias investigaciones han insistido en la importancia de la fá-brica en el contexto de las sociedades modernas, y han señalado a la desindus-trialización como un elemento distintivo del último cuarto del siglo XX. El ar-tículo recoge esos puntos de vista para abordar la memoria del movimiento obrero en la ciudad de Bilbao y en la Margen Izquierda de los ríos Ibaizabal y Nervión. Valiéndose de una metodología de historia oral, el texto analiza los efectos de la desindustrialización en las personas que participaron de la oleada de huelgas y manifestaciones que se desarrolló en la zona durante los últimos años de la dictadura, destacando el rol que desempeñan las emociones en la con-formación del recuerdo del mundo obrero. La euforia reivindicativa de media-dos de los años setenta y la angustia creciente se alimentan del paisaje de ruina industrial y conectan el pasado con el presente, dando significado de modo re-trospectivo a la memoria del mundo obrero en el período estudiado. Abstract: Several investigations have insisted on the importance of the factory in the context of modern societies and have pointed to deindustrialization as a distinctive element of the last quarter of the twentieth century. The article gathers these points of view to address the memory of the labor movement in the city of Bilbao and in the Left Margin of the Ibaizabal and Nervión rivers.

In recent years, two apparently contradictory but, in fact, complementary socio-political phenomena have reinforced each other in the European urban realm: the re-scaling of nation-states through “devolution” and the emergence of two opposed versions of “nationalism” (i.e., ethnic, non-metropolitanised, state-centric, exclusive, and right-wing populist nationalism and civic, metropolitanised, stateless, inclusive and progressivist-emancipatory-social democratic nationalism). In light of these intertwined phenomena, this paper shows how an ongoing, pervasive, and uneven “metropolitanisation effect” is increasingly shaping city-regional political responses by overlapping metropolitan, city-regional, and national political scales and agendas. This effect is clear in three European cases driven by “civic nationalism” that are altering their referential nation-states’ uniformity through “devolution”. This paper compares three metropolitan (and city-regional) cases in the UK and in Spain, namely, Glasgow (Scotland), Barcelona (Catalonia), and Bilbao (Basque Country), by benchmarking their policy implementation and the tensions produced in reference to their nation-states. Fieldwork was conducted from January 2015 to June 2017 through in-depth interviews with stakeholders in the three locations. Despite the so-called pluri-national and federal dilemmas, this paper contributes to the examination of the side effects of “metropolitanisation” by considering three arguments based on geo-economics (“prosperous competitiveness”), geo-politics (“smart devolution”), and geo-democratics (“right to decide”). Finally, this paper adds to the existing research on metropolitan and city-regional politics by demonstrating why “devolution” matters and why it must be considered seriously. The “metropolitanisation effect” is key to understanding and transforming the current configurations of nation-states, such as the UK and Spain (as we currently know them), beyond internal discord around pluri-nationality and quasi-federalism. This paper concludes by suggesting the term “smart devolution” to promote more imaginative and entrepreneurial approaches to metropolitan and city-regional politics, policies, and experimental democracy within these nation-states. These approaches can identify and pursue “smart” avenues of timely, subtle, and innovative political strategies for change in the ongoing re-scaling devolution processes occurring in the UK and in Spain and in the consequent changes in the prospects for the refoundational momentum in the EU.

This paper explores the substantial effect that the critical understanding and techno-political consideration of data are having in some smart city strategies. Particularly, the paper presents some results of a comparative study of four cases of smart city transitions: Glasgow, Bristol, Barcelona, and Bilbao. Likewise, considering how relevant the city-regional path-dependency is in each territorial context, the paper will elucidate the notion of smart devolution as a key governance component that is enabling some cities to formulate their own smart city-regional governance policies and implement them by considering the role of the smart citizens as decision makers rather than mere data providers. The paper concludes by identifying an implicit smart city-regional governance strategy for each case based on the techno-politics of data and smart devolution.
